Subject. The article discusses a new approach to monitoring and supplementing a set of indicators used in the Economic Security Strategy of the Russian Federation. Objectives. We evaluate the robustness of the indicators using SMART-tools, which help consider whether the indicators are applicable to monitor the attainment of strategic goals of economic security. Results. We prove it is necessary to alter the existing set of indicators, since some of them are not compliant with SMART criteria. For instance, it is reasonable to add indicators measuring the attainment of the goal, such as Strengthening the Economic Sovereignty of the Russian Federation, and Maintaining the Potential of the National Defense and Industrial Complex to Ensure the Military-Economic Basis of the National Defense. Conclusions and Relevance. We confirm it is necessary to develop new approaches to setting indicators to monitor the implementation of the economic security strategy. Indicators should be further determined and specified, with their target values being assessed. Thus, it is reasonable to refer to expert assessments and various statistical methods (for example, the assessment of correlations). The Economic Security Strategy should specify desired target indicators. The findings can be used to unfold approaches to strategic planning in economic security. The study provides a practical solution to determine the balanced set of indicators to measure the attainment of economic security goals.

Abstract The relevance of the research topic is due to the strategic importance of the transition of Russian agro-industrial complex to innovative development path, which involves the formation of cooperative ties with the military-industrial complex as a driver of new technological solutions. Statement of the problem. The agro-industrial complex has a significant technological lag in terms of technological competitiveness. Statement of the problem. There is a significant technological gap in the agro-industrial complex in terms of smart growth of agribusiness based on digital technologies and solutions, which negatively affects its production, export potential and financial condition. The aim of the research is to study the development of inter-firm cooperation of military-industrial and agro-industrial complex of the Russian Federation which makes its influence on the environment. The study considers domestic and foreign experience in the implementation of inter-firm cooperation of industries, an analytical review of the main indicators of development and results of cooperation between the military-industrial complex and agro-industrial complex is given. The conclusion of the scientific research identifies the main problems and prospects for the development of cooperative links of industries, taking into account the external challenges and threats to the global economy.

The article is devoted to the identification of modern factors influencing the development of the cluster of Arctic coastal regions and the development of proposals to reduce the risks of economic security, taking into account the specific features of the development of these territories. A lot of research works have been devoted to aspects of the economic security of the Arctic coastal regions, and there is also an interest on the part of the state to address issues of balanced development of the Arctic territories, which is expressed in a systematic approach implemented through a number of strategic documents, including the Economic Security Strategy of the Russian Federation for the period up to 2030. Despite this, the change in modern realities requires constant adjustments to existing documents and forecasts affecting the regional specifics of economic security and Arctic coastal regions, from the perspective of the influence of various factors, such as, for example, sanctions, the COVID-19 pandemic, instability of world commodity markets, the introduction of green technologies, changing priorities in the development of Arctic regions.

Problems of illegal export of funds abroad are relevant for Russia. Offenses related to the non-return of exported foreign currency earnings to the country, transfers of foreign currency abroad under fictitious contracts for the supply of goods, smuggling of cash currency and other forms of illegal export of funds pose a real threat to the country's economic security. The article considers the main areas of currency control carried out by customs authorities, analyzes the activities of customs authorities in the implementation of currency control for the period from 2014 to 2018. When writing the work, the following research methods were used: expert assessments, analysis, synthesis, system analysis, statistical analysis, formal legal, comparative legal methods. Based on the analysis of statistical data of the Federal Customs Service of the Russian Federation, the opinions of scientists and experts in the field of customs, conclusions are drawn about the most common violations of the currency legislation of the Russian Federation identified by customs authorities.

The purpose of the is to summarize and present the results of the study of economic prerequisites for the situation when trade between the aggressor (the Russian Federation) and the victim (Ukraine) was not stopped despite the conflict as well as to assess the dynamics of this trade in the context of indicators of national economic security of Ukraine. Methodology. The study is based on the analysis of International Trade Center data on exports and imports of Ukraine and the Russian Federation and mutual commodity flows for 2002-2019. In addition, the Herfindahl-Hirschmann index and the Linda index were calculated to determine the level of concentration of commodity and geographical structure of foreign trade. To assess the impact of the external sector on the level of economic security of Ukraine, indicators regulated by national legislation were evaluated such as economy openness, export coverage ratio of imports, times; share of the leading partner country in total exports of goods, share of the leading partner country in total imports of goods, share of the leading commodity (commodity group) in the total volume of goods exports, share of leading goods (commodity group) excluding energy imports in total imports of goods, share of raw materials and low degree of industrial export processing in total exports of goods, share of imports in domestic consumption, terms of trade index (price). Results of the survey showed that The Russian Federation was the largest trading partner, and remains a significant participant in Ukraine’s foreign trade operations today. At the same time the objective process of reducing the importance of the Russian Federation in the export-import trade of Ukraine had begun long before 2014. Despite the fact that the level of danger in the foreign sphere has decreased to a certain extent, such an improvement occurs against the backdrop of the impossibility of completely terminating trade and other economic relations with the Russian Federation. Practical implications. Based on the analysis, the areas of overcoming risks in the external sphere should be recognized: strengthening the capacity of the domestic market, including the implementation of infrastructure renewal programs for transport facilities and military-industrial complex, stimulating foreign investment in mechanical engineering; stimulating foreign investment in high-technology activities; implementation of energy efficiency programs; simplifying administrative and tax conditions for the provision of service as a substitute to commodity trade. Value/originality. Data on concentration level of foreign trade of Ukraine and the Russian Federation and on level of foreign economic component of national economic security of Ukraine.

CIS member countries are interconnected by both historical, cultural and economic components. Russia and China, as two global actors, influence the economic situation and security in the CIS. The purpose of the paper is to identify the dependence of the CIS member countries on Russia and China, as well as to identify dependence of the economic development of the member states on import of armaments. Applying a regional approach, as well as analyzing economic indicators, supplies of weapons and presence of the military industrial complex production and service enterprises, we can define Belarus and Kazakhstan as the states with the largest share of foreign (Russian and Chinese) investments and weapons in their home markets. The Russian Federation stands out in the general context of dominance throughout the CIS. There are also Russian geopolitical interests, which include protection of external borders by ensuring security and stability in the member states bordering third countries. Chinese interests are focused mainly in the border area, namely, Chinese interests in Central Asia. The growing influence of global actors in the region, which is ensured through their investments in industry, military supplies and setting up new production complexes, establishes an ever closer relationship among the nations of the region. Thus, such an influence may lead certain CIS member countries to closer integration with China and Russia in the future, namely, to create bilateral alliances with a higher degree of dependence on global actors in comparison with other CIS member countries.

It is proved that in the mechanism of ensuring economic security, it is necessary to combine market and state-administrative methods and factors of managing this process, which will determine the development of productive forces - the basis of economic security of any country.
