The article is devoted to modern methods and technologies which can be used in development of territorial socio-economic systems. Research in this sphere must serve as the basis of territorial planning. The combination of marketing and logistical technologies is the most effective and progressive in territorial development.Modern economic integration needs special attention to be paid to conserving and increasing the indicators of socio-economic development, which is a condition of attracting investments from outside.Certain factors are of high importance for economic development. These factors are logistical in their nature and include: the volume of export and import activities in the structure of gross national revenue; the duration of the period needed for formation of a private business; availability of foreign or domestic investments for financing various economic processes; the level of development of the transportation system. The experience of Singapore can serve as an example of implementing marketing and logistical technologies in effective development of the territory

<p>The article features the concept of institutional-synergetic approach to planning as applied to territories of advanced social and economic development (TASED). At the initial stage it is proposed to determine the system of basic characteristics which are structured on the dichotomous method basis. Selecting one of the two possible solutions (the essence of the dichotomy) allows one to take a firm position about the most acute issues of the TASED formation, to focus resources and to develop a framework of strategic planning. The article systematizes the factors of the business investments decisions; these factors must be taken into account when developing the TASED models. The designed classification of single-industry cities with the status of special territories is represented in the form of three matrices. Such a representation makes it possible to take into account differences in income levels, technological development, and demographic potential of the territories. In addition to the resources of the territory, it is proposed to include the level and quality of strategic territorial planning, the level of interaction quality between stakeholders in the territory, and the quality of the territorial development management system. The proposed approach allows one to focus both on the development institutions and institutional transformations, and also to take into account the significant differences in the social and economic development of the single-industry cities, which received the status of TASED, their synergetic development potential, the factors of system  development and system formation.</p>

The article forms the methodological basis for the use of strategic management technologies at the level of regional economic systems in order to ensure long-term competitive development. The need for a new policy and strategy for regulating territorial development was substantiated. Strategic management is the most important tool for solving problems of economic efficiency in the regions. The strategy of territorial development should determine the priorities and stages of restructuring the economy of the regions and the national economic space, and regional policy - to link specific measures to implement the strategy with all other areas of socio-economic policy and resource opportunities of the country. For strategic management of the region as a socio-economic system, it is necessary to consider its three components: social, environmental and economic, the defining of which is the latter. It consists of the results of a set of regional economic systems of individual enterprises engaged in production and economic activities, as well as a mechanism for managing regional resources in accordance with the objectives. Only the means of strategic management, which offers a sequence of actions to use the resources of a particular region, aimed at achieving the goals most desirable for each region, can ensure the stabilization and sustainable development of the region's economy. The object of strategic management in the work is the region - a complex and open socio-economic system, the subsystems of which are connected by a common goal - to create favorable economic, social, environmental conditions to improve the quality of life. The strategy of socio-economic development of the region can be considered both as a way to achieve the goals set in the strategy and as a form of territorial governance and economic activity, ensuring the effective development of regions in market conditions. Stages and specific tasks for the implementation of the territorial development strategy were proposed, taking into account the growing impact of global processes of the world economy. Particular attention is paid to the internal problems of the territorial development strategy.

Due to the influence of the coronavirus infection, the issues of regional governance and territorial planning have been included in the urgent agenda of territorial development for two years in a row. Within the framework of this issue, a number of challenges of territorial administration are already being investigated. One of them is maintaining the achieved level of economic development and replenishing problematic aspects due to the spread of the coronavirus infection, which seriously affected all economic processes in 2020. The article reveals the management structure of Sverdlovsk region (Russia) and analyses the main socio-economic indicators of the region’s development. The results of the analysis contribute to identifying the urgent problem of regional governance and territorial planning of Sverdlovsk region, i.e. the deepening inter-territorial inequality caused by an unfavourable epidemiological situation. The authors propose management solutions aimed at improving regional governance and territorial planning of Sverdlovsk region in the context of the identified problem.

While the development of the country's national innovation system as a whole is very important and should be prioritized, its regional aspect is even more important. The specifics of the Russian Federation's transition to an innovation-based economy is in that that, at the present time, prioritized is the need to ensure the effective development of those economy sectors that underlie the country's specialization and may provide regional and national competitive advantages. To such sectors belong the chemical industry, machine-building and power energetics. We would like to note that initial innovation awareness indicators in the regions are comparable and do not differ greatly but the growth of activity can be observed only in some of the regions. The problem of large differentiation among the constituent entities of the Russian Federation by their level of economic development remains important and has to be dealt with.

The aim of the work is to study the aspects of interregional cooperation in the formation of the complex investment project “Yenisei Siberia”. Methods of statistical analysis were used – dynamics, comparison, grouping. The article provides an overview of the main socio-economic differences between the participants of interactions. Minimizing these differences will create conditions for the effective implementation of investment projects that provide a multiplicative effect in the development of the project territories.

The paper seeks to identify the role of cultural and social diversity in economic development. It starts by defining the terms that are critical to the analysis, including diversity, fractionalization, polarization, social diversity, cultural diversity and economic resources, as well as providing the most significant indexes thereof. The main body of the paper interprets the notions of cultural and social diversity in terms of being a valuable economic resource. Furthermore, it collects a vast body of literature to demonstrate the relationship between the cultural/social diversity and economic development with regard to adverse or positive impact on the latter. In regard to the negative impact of diversity, the paper identifies it in the area of social communication, social capital and networks, as it effectively causes a decrease in productivity and increase in social conflict and isolation. The positive link is demonstrated with examples in the areas of innovation, creativity, usage of complementary abilities and experiences, and their role in increasing productivity. The paper refers to numerous data sources, studies and indexes illustrating how the economic systems of various countries perform in the context of the paper’s subject-matter.


The purpose of the article is socio-geographical and economic justification of trends, models, mechanisms and priorities for improving managerial system of natural economic systems and territorial economic complexes in the context of decentralization based on adaptation of the clusters model of M. Enright. Main material. Mechanism for managing united territorial communities` natural and economic systems development to ensure sustainable geospatial development of territories based on the example of Kherson region has been applied in the article. It has been proven that the effectiveness of reforms’ progress can be ensured by further consolidation of united territorial communities (UTC) and their clustering. Moreover, the clusters can go outside current administrative districts` boundary, which since 2017 has been fully regulated by the law. To prove the mechanism of UTCs consolidation, it has been proposed to use the model of regional clusters of M. Enright, which was adapted for united territorial communities. To determine the prospects for further UTCs consolidation in Kherson region, followed by the definition of economically proved new zoning, the cluster analysis has been applied. The following criteria for clustering have been chosen: income per capita; own income per capita; infrastructure subsidy per capita. Conclusions. Socio-geographical and economic reasons for the reforming tools of the administrative-territorial system based on the example of Kherson region have revealed and substantiated the relevance of cluster approach in the process of UTCs and their associations` formation. UTCs associations aim to stimulate their development, rationally use available and potential resources, to ensure joint investment activities and project-management. It has been proposed to implement UTCs consolidation on the basis of cluster approach. Clustering, as the example of Kherson region, has been carried out based on the key socio-economic indicators per capita, namely: own incomes, infrastructure subsidy and basic / reverse subsidy. This allowed us to identify and map clusters of the formed UTCs and identify prospects for area without UTCs incorporation (within relevant village councils). UTCs consolidation was based on the characteristics of capacity, self-sufficiency, sustainable development, territorial and functional balance of community interests. This will allow to develop methodological and procedural recommendations for strategic documents at UTC level. Their relevance will be increased in the context of climate change and tackling national economic crisis.
