The article forms the methodological basis for the use of strategic management technologies at the level of regional economic systems in order to ensure long-term competitive development. The need for a new policy and strategy for regulating territorial development was substantiated. Strategic management is the most important tool for solving problems of economic efficiency in the regions. The strategy of territorial development should determine the priorities and stages of restructuring the economy of the regions and the national economic space, and regional policy - to link specific measures to implement the strategy with all other areas of socio-economic policy and resource opportunities of the country. For strategic management of the region as a socio-economic system, it is necessary to consider its three components: social, environmental and economic, the defining of which is the latter. It consists of the results of a set of regional economic systems of individual enterprises engaged in production and economic activities, as well as a mechanism for managing regional resources in accordance with the objectives. Only the means of strategic management, which offers a sequence of actions to use the resources of a particular region, aimed at achieving the goals most desirable for each region, can ensure the stabilization and sustainable development of the region's economy. The object of strategic management in the work is the region - a complex and open socio-economic system, the subsystems of which are connected by a common goal - to create favorable economic, social, environmental conditions to improve the quality of life. The strategy of socio-economic development of the region can be considered both as a way to achieve the goals set in the strategy and as a form of territorial governance and economic activity, ensuring the effective development of regions in market conditions. Stages and specific tasks for the implementation of the territorial development strategy were proposed, taking into account the growing impact of global processes of the world economy. Particular attention is paid to the internal problems of the territorial development strategy.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

Islamic economic system is built on the foundation of the Islamic faith, the faith in question is the right because it comes from Allah brought to mankind through the prophet Muhammad. The Islamic faith is a faith that satisfies reason, reassures the soul, and is in accordance with human nature. In an individual context, economic activity is based on the values of worship. The economic system known by society globally is the capitalist and socialist economic system. In the economic context, both systems have been able to increase the prosperity of the people in the country that uses both economic systems. The capitalist system is influenced by the zeal to make the most of its profits with limited resources. This capitalist venture is supported by the values of freedom to make ends meet. This freedom resulted in high competition among others in defense, while the socialist economic system had the goal of mutual prosperity. In conclusion, the Islamic economic system is a solution economic system for various problems that have arisen, while the conventional economic system is an economic system that is widely used by various countries in the world, including Indonesia. A conventional economy is an economic system that gives full freedom to everyone to carry out economic activities.

The article highlights the challenges, causes and need for structural modernization of regional economic systems. It is established that the problem of ensuring the balance of structural proportions is not limited to the issues of stimulation positive structural transformations, but also covers the issues of deep theoretical analysis of existing trends in order to identify the prerequisites for global paradigm shifts in the economic system itself. Structural modernization of various levels systems is a worldwide problem of economic systems development. The reasons for the need for structural modernization of the regional economy are highlighted. The problems of Ukraine regional development have been clarified.

This paper aims to suggest an integration of dimensions, especially economic, social, environmental, and politics that are embedded in Sustainable Development Goals (SDGs) within a framework called Umran. This Umranic framework hails from the idea of distinguished Muslim philosopher, historian and sociologist Ibn Khaldun, that is based on Islamic doctrines. As the present integration of the dimensions seems to be problematic, an exploration into the integration within Umranic framework is believed to be potentially a contributive endeavor. Based on an overview of literatures and a content analysis, this paper found that integrating dimensions of SDGs within the Umranic framework appears in the triangle of relationship between God, humans, and environment. This triangle exists in the form of an Islamic economic system. In this system, economic activities of natural resource utilization in various types of ownership undertake the sustainability dimension, that is the environmental protection and the promotion of equitable distribution, followed by the implementation of management of ownership and distribution rights according to Islamic rules. The pre-requisite on the part of the players is the high levels of spirituality. The application of this Islamic economic system followed by its political dimension will guarantee the achievement of SDGs even though it needs adjustment to a number of SDGs’ indicators that are not in accordance to Islamic teachings.

Purpose: in article the economic system of the region from a position of appeal of its separate elements (types of economic activity) to a production lacuna is considered. Discussion: production lacuna refers to the subjects of the economic system of the region, which carry out their activities in it, but are not organically subordinate to the management center. For such entities, gross output and payment of taxes are recorded in the region of the parent organization. This creates heterogeneities in the structure of the system and imbalances in its development, which requires special approaches in modeling the development of the region's economy. Results: сompared to earlier work on the subject of production lacuna, the feature of this article is the use of the attractiveness function of the region as a function of the goal in the development model of the region. This approach makes it possible to direct funds towards the development of the region so as to achieve maximum attractiveness for those economic activities where the involvement of third parties is required and minimal in those where protectionism is necessary. The work also indicates ways to improve the attractiveness function, for the type of economic activity agriculture restored the type of attractiveness function of the region. The restoration of the function was carried out on the basis of a number of data from the statistical compendium and data from the tax service.

A study of three economic systems: a free market, a planned economy and a mixed economic system was carried out. The types of economies of the most developed countries were determined as a mixed type of economy. This type of system is more stable, since it contains the stabi­lity of a planned economy and the efficiency of a market economy. The authors base their research on the scientists’ opinion that the ratio of the economic activity of the state and the large business as a planned core of the economy and the market sector, which is represented by small and medium businesses, is a determining factor in achieving positive dynamics. Thus, it becomes necessary to identify the optimal level of this ratio. Since the organization level of developed countries can be considered formed, it is assumed that there are factors contributing to this state. Having identified these factors, we can formulate an effective development strategy for countries. It is assumed that the results of the study can help determine the development strategies of both transiti­onal economies and those that demonstrate poor quality of functioning.

Human beings as social beings in an effort to meet the needs of their lives are always doing economic activities. To regulate these economic activities, there are several economic systems that can be applied, some that adhere to the capitalist economic system, some that adhere to the social economic system. But as Muslims should impose an economic system can put the interests of the people above personal interests so as to create rationality in conducting economic activities. As a human being who has lust tends to have excessive consumption behavior (israf), but man also has a sense that is able to control consumptive nature so that in fulfilling the needs of his life man always control himself to be free from israf behavior.  In the making of this journal the author uses qualitative research methods with literature research. Keywords: Rationality, Islamic Economy, Israf

The Baikal region, which includes 3 constituent entities in the territory of the Russian Federation - the Republic of Buryatia, the Irkutsk Region and the Trans-Baikal Territory - should be considered due to its location (in the territory of the Lake Baikal drainage basin) and from the point of view of the regional economy as a single socio-ecological and economic system, whose development should be aimed at preserving the unique ecosystem of the deepest lake on the planet. However, in the Territorial Development Strategy of the Russian Federation, the Baikal region is not included in the list of macroregions despite its compliance with the general principles of their formation. In our opinion, the Baikal region is united by a specific mission entrusted to its population - the need to preserve the unique Baikal ecosystem while ensuring a decent level and quality of life for people living in the Baikal natural territory. The article analyzes the need for a transition to an environmentally oriented innovation economy, which allows transforming the "Baikal factor" from a problem that hinders economic growth into a resource for territorial development.

This article presents a domestic and foreign experience of "smart specialization" in agriculture in the digital economy. The method of calculating the indicators of digital maturity of the agro-industrial complex is considered. The forecast of indicators value of the agro-industrial digital maturity is presented until 2030. The article proposes a mechanism for adapting the smart specialization in agriculture. We consider it appropriate to introduce an online digital platform in agriculture, which allows creating conditions for interaction between sellers and buyers of regional agricultural machinery and related products. Based on the presented mechanism of adaptation of "smart specialization "in the field of agro-industrial complex, it should be noted that" smart specialization" is aimed at using the links that arise between the regions of economic activity.
