Object and purpose of research. The article is an extensive analytical review devoted to modern management decisions at the level of the government and the three key US naval services – the Navy, Marine Corps and Coast Guard, collectively known as the Naval Service, as well as the main trends in the development of the US Navy. Materials and methods. The study was carried out on the basis of the latest strategic documents defining the short-term and long-term plans for the US naval shipbuilding, adopted in 2020–2021. Main results. The main directions of the US Navy public funding are described in detail, the prospects for the development of the US navy and the possibilities of its rearmament are analyzed, the main competitor countries of the United States claiming control over the World Ocean and the Arctic are identified. Conclusion. The study makes it possible to adequately assess the scale of the current US administration's military plans related to future shipbuilding programs, taking into account Russia's military and strategic interests.

The International Committee of the Red Cross has continued its exchange of correspondence with the Government of the Democratic Republic of Vietnam on various humanitarian problems raised by the present conflict. The Ministry of Foreign Affairs in Hanoi has declared that it could not accept the proposal made by the United States to hold a conference in order to examine ways of applying the Geneva Conventions, a proposal which had been transmitted by the ICRC. The same ministry has acknowledged receiving various communications from the ICRC, in particular the nominal roll of 19 North Vietnamese seamen captured by the US Navy in the Gulf of Tonkin and the two reports drawn up following on visits made to these seamen by ICRC delegates.

ABSTRACT Responding to oil spills in ice is being addressed by many different organizations throughout the world, varying from oil producers to local responders. These efforts are needed to ensure spill response capabilities can be deployed in future spills in the Arctic. The US Coast Guard Research & Development Center (RDC) has sponsored a series of demonstrations in the Great Lakes to show existing stakeholders capabilities and identify potential gaps in response technologies and/or strategies to determine what area still need to be addressed within the United States. This was an attempt to take advantage of the existing Great Lakes ice conditions, vessels and logistics that are harder to access in Alaska. RDC has also participated in demonstrations in the Arctic off of Alaska in 2012 and 2013 to evaluate logistical and operational issues in that region. This paper will describe the demonstrations performed and the lessons learned with applications for any future Arctic spills and research still needed.

This chapter examines the challenge for entrepreneurial companies of going beyond the start-up phase and growing into large successful companies. We examine the long-term financing of these so-called scale-up companies, focusing on the United States, Europe, and Canada. The chapter first provides a conceptual framework for understanding the challenges of financing scale-ups. It emphasizes the need for investors with deep pockets, for smart money, for investor networks, and for patient money. It then shows some data about the various aspects of financing scale-ups in the United States, Europe, and Canada, showing how Europe and Canada are lagging behind the US relatively more at the scale-up than the start-up stage. Finally, the chapter raises the question of long-term public policies for supporting the creation of a better scale-up environment.

Chapter 6 examines the long-term effects of international soft law on policy in the United States since 2008. The extent and type of post-crisis US cooperation with foreign jurisdictions have varied considerably with far-reaching ramifications for international financial markets. Focusing on the international interaction of reforms in banking and derivatives, the chapter uses the book’s approach to understand US regulation in the wake of the Great Recession. The authors attribute seemingly random variation in the US relationship to foreign regulation and markets to differences in pre-crisis international soft law. Here, the existence (or absence) of robust soft law and standard-creating institutions determines the resources available to policy entrepreneurs as well as their orientation and attitudes toward international cooperation. Soft law plays a central role in the evolution of US regulatory reform and its interface with the rest of the world.

AbstractSeveral studies describe the health of recently resettled refugee populations in the US beyond the first 8 months after arrival. This review summarizes the results of these studies. Scientific articles from five databases published from January 2008 to March 2019 were reviewed. Articles were included if study subjects included any of the top five US resettlement populations during 2008–2018 and if data described long-term physical health outcomes beyond the first 8 months after arrival in the US. Thirty-three studies met the inclusion criteria (1.5%). Refugee adults had higher odds of having a chronic disease compared with non-refugee immigrant adults, and an increased risk for diabetes compared with US-born controls. The most commonly reported chronic diseases among Iraqi, Somali, and Bhutanese refugee adults included diabetes and hypertension. Clinicians should consider screening and evaluating for chronic conditions in the early resettlement period. Further evaluations can build a more comprehensive, long-term health profile of resettled refugees to inform public health practice.

Focusing on Italy's Middle East policies under the second Berlusconi (2001–2006) and the second Prodi (2006–2008) governments, this article assesses the manner and extent to which the observed foreign policy shifts between the two governments can be explained in terms of the rebalancing between a ‘Europeanist’ and a transatlantic orientation. Arguing that Rome's policy towards the Middle East hinges less on Italy's specific interests and objectives in the region and more on whether the preference of the government in power is to foster closer ties to the United States or concentrate on the European Union, the analysis highlights how these swings of the pendulum along the EU–US axis are inextricably linked to a number of underlying structural weaknesses of Rome's foreign policy. In particular, the oscillations can be explained by the prevalence of short-term political (and domestic) considerations and the absence of long-term, substantive political strategies, or, in short, by the phenomenon of ‘politics without policy’ that often characterises Italy's foreign policy.

In January-February 1939, a secret German expedition visited Dronning (or Queen) Maud Land, Antarctica, apparently with the intention inter alia of establishing a base there. Between 1943 and 1945 the British launched a secret wartime Antarctic operation, code-named Tabarin. Men from the Special Air Services Regiment (SAS), Britain's covert forces for operating behind the lines, appeared to be involved. In July and August 1945, after the German surrender, two U-boats arrived in Argentina. Had they been to Antarctica to land Nazi treasure or officials? In the southern summer of 1946–1947, the US Navy appeared to ‘invade’ Antarctica using a large force. The operation, code-named Highjump, was classified confidential. In 1958, three nuclear weapons were exploded in the region, as part of another classified US operation, code-named Argus. Given the initial lack of information about these various activities, it is not, perhaps, surprising that some people would connect them to produce a pattern in which governments would be accused of suppressing information about ‘what really happened’, and would use these pieces of information to construct a myth of a large German base existing in Antarctica and of allied efforts to destroy it. Using background knowledge of Antarctica and information concerning these activities that has been published since the early 1940s, it is demonstrated: that the two U-Boats could not have reached Antarctica; that there was no secret wartime German base in Dronning Maud Land; that SAS troops did not attack the alleged German base; that the SAS men in the region at the time had civilian jobs; that Operation Highjump was designed to train the US Navy for a possible war with the Soviet Union in the Arctic, and not to attack an alleged German base in Antarctica; and that Operation Argus took place over the ocean more than 2000 km north of Dronning Maud Land. Activities that were classified have subsequently been declassified and it is no longer difficult to separate fact from fancy, despite the fact that many find it attractive not to do so.

Throughout 2018, relations between Turkey and the United States seemed to deteriorate. The leaders of the two countries issued sharp diplomatic statements and the US even imposed economic sanctions on Turkey. This article aims to analyze how the future of relations between Turkey and the United States. Cooperation between the two has a long historical side after the Cold War. Relations between the two countries are based on various interests, both economic, political, military and security interests. The theory used in this study is the theory of national interest. The US has great interests in the Middle East and Turkey is the front-line ally in achieving those interests. However, there are many US foreign policies that ignore the Turkish concern and create tensions between the two countries. On the contrary, Turkey also has considerable economic interests, but the role of the government elite (in this case, President Erdogan) has a significant influence in the determination of Turkish foreign policy. The findings of this study, although it will go through complex challenges and processes, the US and Turkey will continue to maintain their relations.

As part of its “War on Terror”, the United States (US) provided immense sums of money and advanced equipment to Afghan warlords in order to defeat and dismantle the Taliban and al-Qaeda in Afghanistan. Nearly two decades after the 2001 US-led intervention in Afghanistan that toppled the Taliban regime, the US continues supporting the warlords in various ways. As the intervention was also aimed at establishing a functioning state and reconstruction of the war-torn country, the US needed the support of local warlords to achieve its goals. However, over time, warlords and warlordism became a major challenge to the postTaliban state-building project and in many ways undermined the overall security and the state monopoly on violence. These warlords, who had been mostly expelled and defeated by the Taliban regime, returned under the aegis of the B52 bombers, recaptured parts of the country and reestablished their fiefdoms with US support and resources. They not only resist giving up the power and prestige they have accumulated over the past few years, but also hamper the effort to improve governance and enact necessary reforms in the country. In addition, many of them run their private militias and have been accused of serious human rights abuses as well as drug trafficking, arms smuggling, illegal mining and extortion in the areas under their control or influence. In many ways, they challenge the government authority and have become a major hurdle to the country’s emerging from lawlessness and anarchy. This paper explores the emergence and reemergence of warlords in Afghanistan as well as the evolution of chaos and anarchy in the country, especially after the US-led intervention of late 2001. It also analyzes the impact of the post-9/11 US support to Afghan warlords and its negative consequences for the overall stability and the US-led state-building process in Afghanistan.
