Although the agriculture activities has been introduced for relatively a long time, the subsistent agriculture of the Arfak Tribal Group has still dominated in their agriculture system. In their agriculture activities, the new innovations has been adopted for a short time. The new innovations to be seen as a disturbance to their conservative norms. But this theory disagreed by Boef et al. (1993:206) as noted that the conservative system is not the cause but the top down agriculture program which contradicted with the local norms. This research are aimed to:(1) Identify the factors influencing the adoption process by the Arfak tribal group.(2)Identify the perceptions of the Arfak people about the agriculture innovations and extension education which they received from the government.(3) Identify the social culture values (norms, traditional system, custom) both the supporting and the obstructing the farm of Arfak people. The research used survey method and participation observation. Data are analized by proportion analysis and Structural Equation Model (SEM). The results of the research showed that:(1) The social capital which supported the innovations adoption process by the Arfak tribe are emphaty ability, cosmopolitant behaviour, creative and innovative ability.(2) There are significant correlation between the Arfak people with their learning needs, social culture, and responsive behavior of extension education launched by the government officials

Disasters are inevitable.  The island resorts in Malapascua Island, Daan Bantayan, Cebu, Philippines are vulnerable to natural risks such as typhoons and earthquake. In increasing disaster resilience, a model should be based on risk assessment results and be integrated with the strategic planning of the government and communities. It should consider risks and risk treatments across the social, built, economic and natural environments (Councils for Australian Governments, 2009). The study aimed to propose a disaster resiliency model for Malapascua Island, Daan Bantayan, Cebu, Philippines. The output of this study is a guide for the local community in case of natural disasters.  The descriptive survey method was utilized using a two survey questionnaires. The data regarding disaster preparedness in hotel resorts are gathered from the 80 respondents consists of the staff and managers of resorts in Malapascua Island, emergency rescue personnel, as well as the village officials of village Logon and municipal officials of Daan Bantayan, Cebu, Philippines.  Simple percentage and rank were used in the treatment of the data.  Results showed that island is vulnerable to risk and that devised plans for emergency disasters, hazard mitigation, and contingency are needed. The researchers recommended the use of the model. However, further research on its effectiveness should be conducted to confirm the preliminary findings.

Purpose The purpose of this study is to investigate consumers’ buying intentions (BIs) towards sustainable properties with green living concept (GLC). It also aims to examine the dynamic relationships between environmental advertisements (EAd), green brand positioning (GBP), attitude towards environmental responsibility (ER) and consumers’ sustainable properties BI in the Malaysian context. Design/methodology/approach Data were collected via online questionnaire survey, which yielded 143 completed usable responses. Structural equation modelling–partial least squares (Smart PLS, version 3) was used to analyse the data. Findings The findings of this study revealed that EAd and GBP significantly affect consumers’ attitude towards ER, which in turn affects consumers’ BI of the sustainable properties with GLC. Practical implications This study suggests that without inculcating a positive attitude towards the environment among consumers, it becomes a daunting task to drive consumers to purchase sustainable properties in Malaysia. Thus, the marketers should focus on green promotional activities to attract more customers to buy sustainable properties with GLCs. Moreover, it is suggested to target the right market segment to secure more sales. Social implications The findings of this study will enable the government and the social marketers to understand the drivers of buying sustainable properties with GLC, which in turn will contribute to the higher environmental welfare. Originality/value This study is among the pioneers to examine consumers’ sustainable property purchase intention. It provides significant insights for the social marketers and policymakers to understand how to motivate consumers to purchase sustainable properties with GLCs. Moreover, this study has investigated few comparatively new links such as the direct effect of EAd and GBP on attitude towards environmental responsibility and the mediating effect of attitude towards environmental responsibility between environmental stimuli and consumer’s sustainable properties BI.

<p><em>West Papua</em><em> has the various natural resources and the human resources which have not yet been empowered optimally. The results of the research showed that: (1) The Arfak tribe (people) have the indegenous knowledge to protect and to concervate the forest and to defend the food stability by the three ways, i.e (a) The three period planting, (b) multiplecrop system, (c) the natural food barn. (2) Much of the economic income has been used to fullfilled the requirements of the traditions as  marrying, death, punishment of the tradition, and local fest. They are also fear to go out by the home because they believe to the supernatural power as called “Swanggi” which sent by the other village people. </em></p>

The main purpose of this paper is to examine empirically the influence of social factorson the adoption of e-Procurement in government institutions. The research design used isa survey research. The theoretical model is empirically tested with data collected from 130work units involving 185 respondents from across the local government institutions in CentralJava, Indonesia. Structural equation modeling was used to analyze the data. The results showthe influence of social values on the adoption of e-Procurement in government institutions.The study results sugest that volunteering based solidarity affects on usage behavior ofe-Procurement. This attitude is influenced by the social expectations of the individual againstthe social benefits of e-Procurement. Other findings, individuals who have a moderateattitude (compromise and permissive) are likely to have a low intention of the e-Procurement.This paper offers a model of development for the government adoption of e-Procurement ingovernment institutions through a participatory approach. Implementation of e-Procurementrequires the solidarity movement of individuals who voluntarily diffusing technology. Thispaper is a study on the adoption of e-Procurement in the public sector that involves socialfactors as the main determinants of technology in performing of adoption behavior. PurposeOnline social games (OSG) possess unique characteristics that distinguish them from other kind of online games. Its overuse has brought addiction to it. In this perspective, the purpose of this study is to identify the factors impacting addiction of OSG and to investigate the role of age, gender and identity (students and non-students) to moderate addiction of OSG.Design/methodology/approachThis study has developed a research model by the help of literature review and different relevant theories. This model has been validated by survey method using feedbacks of 305 social game players. Structural equation modeling technique has been used to validate the model.FindingsThe study has been able to find key factors of social influence and individual influence (characteristics) that impact the intention of the online social games players to play social games that ultimately may cause addiction to online social games. Further, the study highlights that gender and identity (students and non-students) have no effects on the addictive behavior of the social game players, whereas age has a moderating impact.Practical implicationsThe results of this study have derived a set of rich guidelines to the policymakers and the management of social media platforms (like Facebook) toward framing policy and regulations on online social games.Originality/valueThe study has been able to uniquely highlight the dark side of online social games and its consequences. The study also provides a guideline to the policymakers, practitioners and online social game players on how to restrict its over usage that may prompt online social game addiction.

This research aims to know what the extent to which the community adopted the innovation of processing land without burning and what stages of cultivation without burning by people of Rokan Hilir Riau Province. The research method used was survey method and in-depth analysis using questionnaires with primary and secondary data. The respondents in this research as many as 15 people consisting of a society that has already adopted the innovation of processing land without burning and the Government as well as Society of Fire Care (SFC) in the village of Rantau Bais Sub-district of Tanah Putih and Labuhan Tangga Kecil village Sub-district Of Bangko Regency of Rokan Hilir. The determination of community respondents used snowball sampling and purposive sampling for institutional respondents. The analysis of the data used for the purposes of the adoption process innovation to cultivate land without burning, namely Scales Likerts analysis and descriptive analysis is used to find out land processing system without burning have done by the community. Research results showed that land without burning processing system which conducted the community consist of several stages in the form of clearing or logging and spraying, and buildup and allowed to decay naturally. The rate of adoption of innovation of processing land without burning in the Rokan Hilir has thehigh categorywith value score 3.52. The high adoption process innovation of processing land without burning is due to the high level of knowledge, decision and implementation that also have been good. The decision to adopt was high because the society doing processing in terms of plant maintaining plants and plantations.

The State and the Government are obliged and responsible for the orderliness of children adoption practices, both in terms of administration and legal certainty. Therefore several policies were issued through legislation and jurisprudence that regulates and handles the issue of children adoption. The implementation of children adoption must be based on Government Regulation of the Republic of Indonesia Number 54 of 2007 concerning Children Adoption. This study aims to get an overview and explanation of the Implementation of Licensing for ChildrenAdoption in Bengkulu Province Based on Government Regulation 54 of 2007 concerning the Implementation of Children Adoption. The children adoption process requires regulations that are in accordance with the Laws and Government Regulations and needs control of how they are implemented in the field. In addition to the Social Department of Bengkulu Province as the technical executor of adoption activities, it is necessary to establish a Regional Consultation Team for Children Adoption (known as PIPA in Indonesian abbreviation), to avoid irregularities in the process of implementation of children adoption, such as the adoption of children carried out without proper procedures, falsification of data and the existence of child trafficking, so the goal of adopting a child for the best interests of the child is not achieved. In analyzing the data in this thesis, the researcher applied a qualitative juridical analysis approach that describes the picture of the data obtained by researcher in the field and connects with each other to get a general conclusion. From the results of the qualitative juridical analysis, it can be seen and obtained inductive conclusions, namely the way of thinking in taking conclusions in general was based on facts that are specific. Data collection methods in this study were done through in-depth interview techniques, observation and documentation.The informants in this study were determined by selecting informants who comprehended and were directly involved in the implementation of child adoption programs. The informants consisted of the Head of Social Rehabilitation Division at the Social Department of Bengkulu Province, Head of Children and Elderly Social Rehabilitation Section at the Social Department of Bengkulu Province, Head of ChildrenProtection Section of the Women Empowerment Department and Children Protection in Bengkulu Province, Children Social Workers and Parents or Prospective Adoptive Parents who follow procedural for children adoption in accordance with applicable regulations. Data processing and analysis were conducted through data reduction, data presentation and conclusion drawing.

Fertilizer subsidy policy is an effort made by the government to provide facilities to farmers. Based on evaluation of availability and distribution of fertilizers, the government created a farmer card program in hopes of overcoming fertilizer problembs, but the axistence of farmer card program still a pro and a contra among farmers. This research was conducted in Grobogan Regency on 12 February 2019 to 5 march 2019. the purpose of this research was to analyze the attitude, motivations, adoption and the effect of rice farmers attitudes and motivations on adoption of farmer card program. The methods used in this research was survey method. The population used in this research is rice farmers who are members of the outstanding farmers group in Grobogan Regency (Maju farmers group, Margo Husodo farmers group, Karya Mukti farmers group). Research samples was determined randomly with a tota; of 86 respondents obtained from the slovin formula. Data collection is done using interviews and direct observation. Data were analyzed using multiple linear regression test. The result of the research showed that respondents characteristics were dominated by male farmers who were still in productive age who had a long farming experience, but had a relatively low education level. Farmers attitudes, motivations and adoptions of the farmer card program were classified as medium. Attitude and motivation factors affect adoption. Attitude and motivation variables affect the adoption variable 70,4%. Attitude and motivation variables have a very real influence on the adoption variable.

BACKGROUND Official contact tracing apps have been implemented and recommended for use across nations to track and contain the spread of COVID-19. Such apps can be effective if people are <i>willing</i> to use them. Accordingly, many attempts are being made to motivate citizens to make use of the officially recommended apps. OBJECTIVE The aim of this research was to contribute to an understanding of the preconditions under which people are willing to use a COVID-19 contact tracing app (ie, their use intentions and use). To go beyond personal motives in favor of app use, it is important to take people’s social relationships into account, under the hypothesis that the more people identify with the <i>beneficiaries</i> of app use (ie, people living close by in their social environment) and with the <i>source</i> recommending the app (ie, members of the government), the more likely they will be to accept the officially recommended contact tracing app. METHODS Before, right after, and 5 months after the official contact tracing app was launched in Germany, a total of 1044 people participated in three separate surveys. Structural equation modeling was used to test the hypotheses, examining the same model in all studies at these critical points in time. RESULTS Across the three surveys, both identification with the beneficiaries (people living in their social environment) and with the source recommending the app (members of the government) predicted greater intention to use and use (installation) of the official contact tracing app. Trust in the source (members of the government) served as a mediator. Other types of identification (with people in Germany or people around the world) did not explain the observed results. The findings were highly consistent across the three surveys. CONCLUSIONS Attempts to motivate people to use new health technology (or potentially new measures more generally) not only for their personal benefit but also for collective benefits should take the social context into account (ie, the social groups people belong to and identify with). The more important the beneficiaries and the sources of such measures are to people’s sense of the self, the more willing they will likely be to adhere to and support such measures.

AbstractThis study was Carried out to analyze the effects of multicultural competence models consisting of understanding, attitude and individual skill on the performance of government apparatus. The study applied a survey method with the survey subject of regent and municipal Civil Servants of Lampung Province. Samples determination was based on a purposive sampling technique. The study collected 127 respondents. Analysis on the Data used a Structural Equation Model (SEM) operated under AMOS application program. This empirical result proved a direct effect on understanding between attitude; attitude on skills; and skills on the performance of the government apparatus. The Study Also Showed an attitude and skills as mediation between understanding the indirect effect on the performance of the government apparatus. However, the direct effect on understanding between skills and attitudes on performance was insignificant. Finally, this result implies that multicultural understanding alone is not sufficient to Determine the performance of government apparatus, but it takes attitude and skills to respond in different cultural Contexts. Reviews these results might be used to develop a unified theory effects on multicultural competence.Keywords: competence, multicultural, performance.
