Communication between service providers and refugees about services, legal processes, and rights helps shape refugees’ experience of asylum but has, in Cairo, Egypt, been a source of misunderstandings and conflict. Based on qualitative pilot research, this paper explores the practices, challenges, and potentials of information technologies old and new in facilitating access to asylum in this southern city. Interviews with refugee and service providers and review of previous technology-based initiatives show that although service providers tend to rely on oral information transfer, other channels—print, phone, text messaging, websites, social media—hold significant capacity for growth. Existing practices and initiatives in Cairo demonstrate the potential for technology-based projects to overcome the geographic barriers of the urban setting and the range of literacy and languages in Cairo’s refugee communities. However, service providers and refugees require further funding and institutional support if this potential is to be realized.

Electronic patient education and communications, such as email, text messaging, and social media, are on the rise in healthcare today. This article explores potential uses of technology to seek solutions in healthcare for such challenges as modifying behaviors related to chronic conditions, improving efficiency, and decreasing costs. A brief discussion highlights the role of technologies in healthcare informatics and considers two theoretical bases for technology implementation. Discussion focuses more extensively on the ability and advantages of electronic communication technology, such as e-mail, social media, text messaging, and electronic health records, to enhance patient-provider e-communications in nursing today. Effectiveness of e-communication in healthcare is explored, including recent and emerging applications designed to improve patient–provider connections and review of current evidence supporting positive outcomes. The conclusion addresses the vision of nurses’ place in the vanguard of these developments.

The social media platform Twitter was used to monitor corn and soybean diseases in the United States during 2016 and 2017 as part of a campaign to involve crop scouts, farmers, educators, and agricultural advisors in disease data sharing. The purpose was to explore the feasibility of providing farmers and crop consultants with an easily accessible, user-friendly, no-cost platform for sharing disease observations with rapid information transfer and early warning capabilities. Two Twitter accounts were created, @soydisease and @corndisease, as part of an accessible data collection method for later input into the Integrated Pest Information Platform for Extension and Education (iPiPE). Multiple methods were employed to create awareness and recruit users, which included writing articles for extension and popular farm news outlets and directly contacting potential agribusiness and extension stakeholders. From the creation of the accounts in February 2016 through September 2017, there were 738 followers and 8,668 profile visits for @soydisease; and 1,149 followers and 17,294 profile visits for @corndisease, with a variety of contributors including university extension, industry agronomists and service providers, students, a commodity group, and agricultural news. During the 2016 and 2017 growing seasons, use of the Twitter disease-monitoring campaign successfully helped track the movement of southern rust (caused by Puccinia polysora) of corn northward, allowing for advanced notice for scouting efforts. Although this is only an initial attempt, it shows that representatives from across a wide variety of agricultural sectors can contribute to a plant disease monitoring system using a common social media engine.

Owing to advances in communication technology, the human race now possesses more opportunities to interact with interpersonal partners than ever before. Particularly in recent decades, such technology has become increasingly faster, mobile, and powerful. Although tablets, smartphones, and social media are relatively new, the impetus behind their development is old, as throughout history humans have developed mechanisms for communicating ideas that transcend inherent temporal and spatial limitations of face-to-face communication. In the ancient past, humans developed writing and the alphabet to preserve knowledge across time, with the later development of the printing press further facilitating the mass distribution of written ideas. Later, the telegraph was arguably the first technology to separate communication from transportation, and the telephone enabled people at a distance to hear the warmth and intimacy of the human voice. The development of the Internet consolidates and advances these technologies by facilitating pictorial and video interactions, and the mobility provided by cell phones and other technologies makes the potential for communication with interpersonal partners nearly ubiquitous. As such, these technologies reconfigure perception of time and space, creating the sense of a smaller world where people can begin and manage interpersonal relationships across geographic distance. These developments in communication technology influence interpersonal processes in at least four ways. First, they introduce media choice as a salient question in interpersonal relationships. As recently as the late 20th century, people faced relatively few options for communicating with interpersonal partners; by the early years of the 21st century, people possessed a sometimes bewildering array of channel choices. Moreover, these choices matter because of the relational messages they send; for example, choosing to end a romantic relationship over the phone may communicate more sensitivity than choosing to do so via text messaging, or publicly on social media. Second, communication technology affords new opportunities to begin relationships and, through structural features of the media, shape how those meetings occur. The online dating industry generates over $1 billion in profit, with most Americans agreeing it is a good way to meet romantic partners; friendships also form online around shared interests and through connections on social media. Third, communication technology alters the practices people use to maintain interpersonal relationships. In addition to placing traditional forms of relational maintenance in more public spaces, social media facilitates passive browsing as a strategy for keeping up with interpersonal partners. Moreover, mobile technology affords partners increased geographic and temporal flexibility when keeping contact with partners, yet simultaneously, it may produce feelings of over-connectedness that hamper the desire for personal autonomy. Fourth, communication technology makes interpersonal networks more visibly manifest and preserves their continuity over time. This may provide an ongoing convoy of social support and, through increased efficiency, augment the size and diversity of social networks.

How have rebel communication strategies been shaped by the increasingly social nature of the internet and the constant changes of information and communication technology in a Web 2.0 world? Rebel groups’ ability to disseminate a message has previously been constrained by the size of the audience they could reach through traditional technologies and the costs of those technologies. Emerging social internet platforms change this dynamic by providing rebel groups with new opportunities to build and communicate to an audience. Scholars have theorized about how rebel groups adapt to these new opportunities, but to date, little systematic analysis into the phenomenon has been conducted. In this project, we present a new dataset on rebel group Twitter use and use the data to examine how armed groups use social media to communicate, the topics contained in those communications, and the audiences that consume them. Through a richer understanding of the ways in which rebel groups communicate we are better able to measure the impact of new information technologies on armed conflict in the future.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

This article gives an account of the joint implementation by the sponsor, the host institution and the partner institution of a master’s programme in Information and Communication Technology for Education at a leading African university in 2005. The success of the programme was such that it became a flagship programme at the institution. In the context of many failed joint implementations of such programmes, the question that arose and that prompted the writing of this article was, “Why did this programme succeed?” The literature indicates two elements that contribute to successful implementations: the individuals responsible for the course, and the support the institution gives. Interviews with the course coordinator, university administrators, alumni and current students, and an analysis of course documents and students’ research output revealed the nature of the activities of certain individuals and also of the institutional support factors that led to the success of the programme. Based on the study conducted, this article provides some suggestions that other implementers of similar projects may find useful.

Skills and competencies are highly regarded in todays global market. Different agencies specifically those seeking for  technologists, technicians, and engineers, have stressed out that skills and competencies as major components  for individual workers.  This aimed to determine  the relevance and appropriateness of acquired skills and competencies by industrial technology graduates, and determine the extent of use of skills and competencies in the current employment. Review of related literatures and studies have been considered in the realization, understanding, analysis, and interpretation of this research exploration. A descriptive method of research was used with 78 graduates from 2015-2016 and 117 graduates from 2016-2017, who participated in the study survey process. The BatStateU Standardized Questionnaire was used to gather data. A brief interview and talk during the visit of alumni in the university was also considered, as well as the other means of social media like email, facebook, messenger, and text messaging.   Results show that skills and competecnices acquired by industrial technology graduates are all relevant and appropriate.  The study also found that there is some to great extent use of acquired skills and competencies to their current employment. The study implies that the acquired skills and competencies from the university significantly provided the graduates the opportunities ins the national and global markets and industries.

AbstractSmall-scale commercial rollouts of Cellular-IoT (C-IoT) networks have started globally since last year. However, among the plethora of low power wide area network (LPWAN) technologies, the cost-effectiveness of C-IoT is not certain for IoT service providers, small and greenfield operators. Today, there is no known public framework for the feasibility analysis of IoT communication technologies. Hence, this paper first presents a generic framework to assess the cost structure of cellular and non-cellular LPWAN technologies. Then, we applied the framework in eight deployment scenarios to analyze the prospect of LPWAN technologies like Sigfox, LoRaWAN, NB-IoT, LTE-M, and EC-GSM. We consider the inter-technology interference impact on LoRaWAN and Sigfox scalability. Our results validate that a large rollout with a single technology is not cost-efficient. Also, our analysis suggests the rollout possibility of an IoT communication Technology may not be linear to cost-efficiency.

With social media becoming the primary channel for travelers to acquire travel-related information, tourism service providers are increasingly partnering with social media influencers (SMIs) as part of their digital marketing strategy. The present study investigates the effectiveness of SMIs by examining the role that two message factors—argument quality and sponsorship status—have on travelers’ perceptions of a hotel’s commitment to sustainability and their intention to stay at the hotel. Results from four studies show that when eco-friendly hotels sponsor SMIs, an attribute-value message is more effective than a simple recommendation message in influencing travelers’ perceptions and intentions. Given the latest Federal Trade Commission regulations regarding sponsorship disclosure practices, the findings offer valuable insights for tourism providers using SMIs. The study findings suggest that SMIs should create sponsored messages that provide rational and objective information about the hotel’s sustainability practices to stimulate travelers’ related cognitions and persuade them to patronize the hotel.
