Developing University Science and Technology Company in Vietnamese Public Universities

This research focus on current situation of university spin-off company in public university in Vietnam to analysis the reason of limitation and propose some proposal to develop the university spin-off company. In the scope of this research, author focus on the university spin-off company in famous university in Hanoi to find out the problems of this model. Beside the secondary data, author used indepth interview with experts who are the leaders of these univerisy to deeply understand the problem of these model. The interview results and the previous research, author indicates ten objective reasons and two subjective reasons of government-based organization. Some policies proposal and strategy for developing university spin-off company in public university.

Student satisfaction is an outcome of the insight of service quality provided by the university. Government of Bangladesh introduces private universities in 1992 because of huge demand in higher education. Currently, there are 103 private universities, forty-three public universities and three international universities in Bangladesh. But it is a matter of sorrow that, universities are increasing day by day but the qualities of universities are not satisfactory. This study is a comparative study conducted on two universities (one is Rangamati Science and Technology University (public) and another one is Premier University (private). The study was pointed out academic services in the private and the public universities. Based on the review of literature a questionnaire was developed and it was distributed among 120 students. The total 120 respondents have been drawn probabilistically from 2 universities. Descriptive analysis, factor analysis have been used to analyze the data and to draw the findings. It has been found that satisfaction level of the private university students is not up to the mark. Finally, few suggestions have made to increase satisfaction of the university students in Bangladesh. Results revealed that students from Rangamati Science and Technology university (public) and Premier University (private) hold different opinion whether their expectation met or not.

In response to the many pressures facing public higher education, public universities are experimenting with business-oriented practices that seem likely to alter their nature and purposes. In this paper, we examine several hybrid experiments—new organizational strategies intended deliberately, sometimes explicitly, to hybridize the traditional norms and practices associated with academia and business at one emblematic public university. These cases illustrate how each hybrid experiment is a tacit response to existing norms and strategies that govern the university–business boundary, initiated as a hedge against the challenging fiscal and political climate. Taken together, they do not lead to a unitary and/or linear spread of business codes and practices. Instead, what some have referred to as “business logic” appears multifaceted, having many elements that are deployed, institutionalized, and perceived differently in different contexts, even within a single university.

This article focuses on Makerere University and Kyambogo University to highlight stakeholders’ concerns pertaining to the shared governance framework for public universities in Uganda. It is anchored in the interpretive lens and the data was derived from three state-sponsored reports on the two public universities. The secondary data were analyzed using content analysis. The findings demonstrate that the size, composition, authority, and effectiveness of the university council and the senate and the mode through which leaders assume office, are the salient governance concerns in the two universities. The results further show that, stakeholders’ concerns regarding the current shared governance framework for public universities relate to the substance of the framework rather than its form or the framework itself. This suggests that the governance framework comprising the university council, the university senate and the administration is fit for purpose and in sync with the nature of the academy. Arguably, these governance organs (and the nature of their work) set a university apart from other organisations. Finally, without being prescriptive, the article sketches options for reform.Le présent article se concentre sur l’Université de Makerere et l’Université de Kyambogo pour mettre en lumière l’inquiétude des parties prenantes au sujet du modèle de gouvernance partagée dans les universités publiques en Ouganda. Il adopte un point de vue interprétativiste et s’appuie sur des données issues de trois rapports commandités par l’Etat sur ces deux universités publiques. Les données secondaires ont été traitées par une analyse de contenu. Les résultats démontrent que la taille, la composition, l’autorité et l’efficacité du conseil universitaire et du sénat de l’université, et la façon dont les dirigeants exercent leurs fonctions sont les principaux sujets d’inquiétude en ce qui concerne la gouvernance de ces deux universités. Les résultats démontrent également que les inquiétudes des parties prenantes au sujet du modèle actuel de gouvernance partagée des universités publiques porte sur le contenu de ce modèle, plus que sur sa forme ou sur le modèle lui-même. Cela montre que le modèle de gouvernance qui comprend le conseil universitaire, le sénat de l’université et l’administration répond aux attentes et est en cohérence avec l’environnement académique.On peut considérer que ces organes de gouvernance (et la nature de leur travail) différencient l’université d’autres types d’organisations. Enfin, sans aucune intention normative, cet article ébauche des possibilités de réforme.

The experiences of participatory strategic planning are still restricted in the public sector. There are few studies about it concerning public universities. Onward this belief, came the idea of creating a participatory strategic planning methodology appropriate for a Public University. The objective is to show how it was developed and implemented across the University. Initially was defined some concepts required to understand the methodology, and then presented how the method was developed and applied. Also shows the adjustments made in order to the make planning proper to a public university context

Governments' cuts in research and development funding for public universities in Tanzania has compelled these institutions to establish and develop extensive partnerships and links with universities, and research centers in the North. The establishment of the North-South partnerships has also coincided with the dominance of external and heavy dependence on external donors for funding of research and development activities in the majority of Tanzania public universities. This article, using the University of Dar es Salaam (UDSM), public university, seeks to shed light on whether or not partnerships make any significant contribution to the institution’s capacity building. The thesis of this paper is that although N-S partnerships are instrumental in institutional capacity building; they have not significantly contributed to the strengthening of higher education space at UDSM and apparently at other public universities in Tanzania because of inherent structural imbalances and inequalities embedded in the partnerships. .

The aim of this paper is to examine fundraising as a viable supplementary source of funding for public university libraries in Kenya. Ideally, university libraries require sufficient funding in order to effectively play their role which is to support teaching, learning and research activities in the university. However inadequate allocation of funding to public university libraries in Kenya over the years has negatively affected the quality of their services. Therefore there is an urgent need for these libraries to consider fundraising as a source of funding. Using a sample comprising of 84 Librarians and 18 informants from seven public universities in Kenya, this paper established that fundraising, if well planned and coordinated, is a viable supplementary source of funding for public university libraries in Kenya.

This article conducted a questionnaire survey on HVAC graduate students in the University of Shanghai for Science and Technology, analyzed the problems existing in the cultivation of innovative ability of them and combined with the actual situation of HVAC major postgraduates, it was proposed that the cultivation mode of hierarchically classifying and teaching students according to their aptitudes for students with different professional abilities and development directions. It is proposed some reform measures such as the reform of the graduate course system and teaching mode, strengthen the cultivation of post-graduates ability to discover and solve problems, implement joint schools-enterprises training and strengthen experimental teaching, which promote the cultivation of HVAC graduate students' innovative ability.

Frente aos impactos causados pela pandemia de COVID–19 tem-se inaugurado experiências em diversas áreas profissionais, dentre as quais se destaca a Terapia Ocupacional. Identifica-se contribuições da área a partir da universidade pública e a produção de ações integradas de gestão, ensino, pesquisa, extensão e produção acadêmica. A partir do relato de experiências vividas na Universidade Federal de São Carlos (UFSCar), ilustra-se como a dinamicidade do momento que tem convocado a (re)pensar a função social da universidade e imposto a necessidade de adotar novas reflexões e estratégias para a continuidade e/ou reorientação do trabalho para responder demandas de proporções pandêmicas, na interação entre docentes e discentes. Além disso, nota-se que o fomento de ações de apoio, acolhimento e cuidado, para além de questões administrativas e de caráter acadêmico pedagógicas, têm sido uma diretriz comum.AbstractConsidering the impacts caused by CoVid–19 pandemic, experiences have been opened in several professional areas, among which the occupational therapy performance stands out. Identify themselves contributions from public universities and from integrated actions of management, teaching, research, extension and academic production. The university science and technology innovation system is an essential bridge between higher education and national innovation development. Since the founding of the Communist Party of China, the scientific and technological innovation system of Chinese universities has intermingled with the historical environment and internal and external factors and has gone through several stages of development from weak to strong and from fragile to solid. In this process, the Communist Party of China has always been firmly based on the central concept of people-oriented, using a forward-looking vision to develop the macro deployment of the university science and technology innovation system and finally using the combination of ideology and politics, the three-wide education throughout the sustainable development, and optimization of the system, returning to the “university” nature of the university science and technology innovation system, to achieve the fusion of the system and the Party-building development. To this end, the university science and technology system in the new era must continue to uphold the leadership of the Communist Party of China, draw on the power of the three chains led by the Party, inductively form contemporary inspiration from the logic of construction over the past century, and adapt to the complex and changing world situation of the future.
