Urgency of the research.The competitive position of the national economy depends on the power of human capital, the foundation of which is based on the system of secondary education. The reform of the decentralization of budgetary relations allows the local authorities to influence the financial provision of the Concept of the "New Ukrainian School", based on the needs and interests of each region. Target setting. The concept of the "New Ukrainian School" implies that the distribution of financial resources is based on the principle of "money goes after the child." In September 2018 the elementary school moves to a new content of education and financing. Budget decentralization is a powerful tool for creating a new educational environment. Actual scientific researches and issues analysis. Topics of reforming education and the specifics of its financing were investigated by I. Kohut, O. Kuklin, E. Stadnyi, A. Seitosmanov, L. Tsymbal, O. Fasolya, P. Hobzsey, N. Kholyavko and other scholars. Uninvestigated parts of general matters defining. There is an urgent need to research the regional aspects of financing secondary education in the context of budget decentralization. The research objective. To substantiate the conceptual approaches to financing decentralization of secondary education taking into account regional specificity. The statement of basic materials. Modern theoretical and methodological approaches and analytical materials concerning the reform of secondary education are analyzed. The economic and political preconditions of providing educational reform in conditions of decentralization are showed. Conclusions. The constructive implementation of the decentralization reform of the financing of the secondary education system and the implementation of the concept of the "New Ukrainian School", the transfer of significant powers and budgets from state authorities to local has been proved. The tendency to increase financing of education is revealed and specified directions for improving the provision of educational services.

We briefly review how schools’ financial resources affect the amount, quality, and heterogeneity of education, and how in turn the provision of educational services bears on students’ achievement. Then, we discuss the implications of different ways of linking school resources to student achievement, focusing in particular on the distinction between family-based and State-based channels of financial support.

The article defines the essence of the concept of "budget decentralization", reveals the main theoretical and legal aspects of the processes of budget decentralization, the peculiarities of reforming the administrative-territorial structure and the conditions for the formation of capable territorial communities. It is proved that the achievement of effective implementation of the budget decentralization reform is impossible without the formation of a financially viable grassroots administrative-territorial unit – the territorial community. The financial results of the activities of the united territorial communities of Ukraine, including: Poltava Region (Poltava Oblast) in 2015–2017 yrs. In the context of the united territorial communities of Poltava Region, the dynamics of income, expenditures and community surpluses / deficits were analyzed, incl. dynamics of income, expenditures per person in communities of Poltava region.

In modern transformational conditions, the formation of Ukrainian statehood with the choice of the European course of urgency is gaining the issue of budget decentralization, where the key figures are the efficiency of local governments. In this regard, there is a problem of optimal redistribution of financial resources and powers of local authorities, which today are the main and most relevant for improving the efficiency of the budget system as a whole, because the effectiveness of socio-economic policy and its economic security directly depend on rational built and balanced system of economic relations, a clear redistribution of financial resources and flexibility of ways to use them. The article conducts a comprehensive study the mechanism of distribution financial resources the united territorial community in the context of security. The system of management balanced development the united territorial community on the basis of application of safety conditions is substantiated. It is proposed to consider the distribution of budget funds in the territorial community depending on the area, the number of rural residents and the actual income of village (settlement) for the relevant period. Two projects of algorithm calculation the budget with separation of main stages are formed.

Currently, when the Ukrainian economy is developing in an unstable, uncertain, aggressive, dynamic external environment, there is an urgent need to increase the level of investment attractiveness of each region of the country and, as a consequence, the need to increase attention to scientific and methodological support for assessing the integral indicator of investment attractiveness region. In connection with the decentralization of public administration in Ukraine, the role of local authorities in improving the socio-economic situation of its regions is increasing. In the context of real limited financial resources in the country, the problem of increasing the level of investment attractiveness of each region is becoming urgent as a characteristic that allows active investors to form an idea of the state of potential investment objects, as well as ensuring the reliability of obtaining the expected results. It should be noted that the choice of assessment indicators is subjective and depends on the goal of the investor. Such a format for solving this problem requires an assessment of the investment attractiveness of regions based on economic and mathematical modeling. Although there are many developments in this area, today there is no single effective method for assessing the investment attractiveness of the region. The work reveals the essence of the concept of investment attractiveness of a region, defines the methodological provisions of its assessment, the implementation of which requires the use of certain data from official regional statistics. Based on the basic local statistical indicators of the Kharkov, Kiev and Odessa regions of the country, a comparative assessment of their investment attractiveness was carried out. The methodological approaches and parameters determining the investment attractiveness of the regions of Ukraine have been analyzed. The information on the level of investment attractiveness of Kharkiv, Kiev and Odessa regions in 2019 has been systematised, the integral indicator of its evaluation has been defined. In the future, it is recommended to calculate the integral indicator of investment attractiveness for all regions of the country in dynamics.

The process of implementing socio-economic change at the local level is closely linked to administrative reform and financial decentralization as important tools for regulating and allocating budget funds. Problems of reforming the administrative-territorial system, the formation of budgetary policy of the regions with the expansion of powers should be based on the development of regional strategies and a comprehensive analysis of financial resources. Approaches to the economic analysis of the efficiency of the allocation of financial resources in the context of decentralization reform are becoming increasingly important. The analysis of individual indicators somewhat narrows the perception of economic processes and does not allow to assess the level of provision of funds of administrative-territorial units by areas and in general. The issues of improving the methods and tools for assessing the financial resources of local budgets in the context of decentralization are becoming important. The article proposes improved approaches to the analysis of the level of financial decentralization of local budgets on the basis of aggregate indicators by areas. The technique allows analyzing the state of resource-functional components over time. The application of integrated assessment contributes to the objective characterization of the level of financial security of the regions, the revision and development of economic opportunities in the context of limited resources of local budgets. The proposed approach contributes to the formation of an objective description of the level of financial security of the region, and hence the financial opportunities for self-development. The methodology reveals the state of resource-functional components, the dynamics of deviations of integral values, allows monitoring of quantitative benchmarks to achieve the desired level of financial stability of regions and allows focusing on objective reasons for real financial decentralization in Ukraine. The results of the analysis focus on the assessment of regional development trends in the context of financial decentralization and form the need for further research in this direction.

The article is aimed at studying the essential component of decentralization and budget revenues; determining the main results of the implemented reform of budget decentralization in Ukraine; analyzing the current situation of own revenues of local budgets. The following general scientific methods were used in the research process: theoretical generalization, comparison and grouping – to determine the essence of the concepts of «budget revenues», «decentralization» and disclosure of components of budget revenues; analysis – when considering own revenues of local budgets for 2014–2020 and the structure of incomes in the revenues of local budgets for January – July 2020; system approach – in the formation and disclosure of the essences of the main stages of the reform of budget decentralization in Ukraine. The views of various scientists on the concepts of «budget revenues» and «decentralization» are examined. It is determined that budget revenues are an aggregate of financial relations that participate in the process of distribution of part of GDP in order to form targeted cash funds at the level of the State and local self-government bodies, designed to finance their own functions and obligations defined in accordance with the current legislation. The main components of budget revenues are determined and their classification is provided. The main stages of the budget decentralization reform in Ukraine are defined and systematized, their detailed characterizations are provided. The analysis of own revenues of local budgets for 2014–2020 and revenues in local budget revenues for January – July 2020 was carried out, during which it was determined that local taxes, despite the introduced budget decentralization, comprise only about 30% in the structure of incomes in the revenues of the general fund of local budgets, while in some countries of the European Union this figure reaches 50–60%. Practical steps towards further implementation of the budget decentralization reform for local self-government bodies are proposed.

Resumen: En la presente investigación se analizan los resultados de aprendizaje del alumnado de Educación Secundaria con respecto al estudio de la Guerra de la Independencia española, a través de nuevos enfoques metodológicos como los derivados del pensamiento histórico, el trabajo cooperativo y el Puzzle de Aronson. El estudio, llevado a cabo en el IES L’Alluser (Mutxamel, Alicante) con 75 estudiantes de 4º ESO, ha sido completado a través de un cuestionario, como instrumento de evaluación y, su posterior análisis con el paquete estadístico IBM SPSS Statistics 24, mediante un análisis descriptivo de frecuencias y porcentajes. Los resultados muestran que el alumnado prefiere trabajar mediante estrategias cooperativas, que mejoran su capacidad de búsqueda de información a través de las fuentes, y que esta metodología ayuda a incrementan la capacidad de pensamiento histórico de los discentes, incluyendo los temas invisibles.Palabras clave: Historia Pública, EnseñanzaAprendizaje, Educación Secundaria, Metodología Didáctica, Guerra de la Independencia española.Abstract: This research analyses the learning outcomes of a group of Compulsory Secondary Education (CSE) students working on the Peninsular War on the basis of new methodological approaches, namely Historical Thinking, cooperation and Aronson’s Jigsaw. The study was carried out in L’Alluser Secondary School (Mutxamel, Alicante) with 75 students in Year 4 of CSE. Students were requested to fill a questionnaire, to be used as an assessment tool. It was then   analysed using the statistical IBM SPSS Statistics 24 package through the description of frequencies and percentages. The results show that (1) students prefer cooperative, rather than individual strategies in history education. (2) their capacity to do research using a variety of sources improves (3) this methodology helps students to improve their historical thinking abilities, including invisible topics (4).Keywords: Public History, Teaching & Learning, Secondary Education, Teaching Methodology, Peninsular War.

<p>Educational accountability has mainly focused on final academic performance in judging schools’ effectiveness without regard to where the students started. Judging schools' effectiveness solely based on final academic performance is unfair to school systems. Hence, the need to determine value addition in secondary education taking into consideration KCPE scores as intake abilities and KCSE scores as exit abilities. Moreover, public secondary schools in Rachuonyo South Sub-County recorded the highest negative academic progresses, -3.262 and -3.745, in the secondary education of 2013 and 2014 cohorts in Homa Bay County. However, the cause of the negative academic progresses is unknown. Hence, there is need to examine selected school-based factors’ influence on value addition in the secondary education of the two cohorts. The objectives of the study are to examine performance appraisal’s influence on value addition in secondary education; to examine continuous assessments’ influence on value addition in secondary education and to examine classroom push and pull factors’ influence on value addition in secondary education. A conceptual model developed from the basic model of school effectiveness by Scheerens (2000) and a correlational research design guided the study. The sample of the study comprised 49 Deputy Principals, 49 Directors of Studies and 780 students randomly sampled. Primary data were collected using questionnaires. Findings revealed that TPAD (β=0.386, p=0.029) and CPP (β=0.364, p=0.034) have positive significant relationships with value addition, while CATs have insignificant relationship with value addition (β1=0.277, p=0.104) for 2013 cohort. For 2014 cohort, TPAD (β=0.633, p=0.000) and CATs (β=0.356, p=0.02) have positive significant relationships with value addition, while CPP has insignificant relationship with value addition (β=0.22, p=0.136). Moreover, findings revealed that school-based factors contributed to 19% and 38% variance in academic achievements of the 2013 and 2014 cohorts respectively. The findings of the study may be used as a tool for school improvement, checking school progress and accountability, informing policymaking, reporting to parents and the community about school.</p><p> </p><p><strong> Article visualizations:</strong></p><p><img src="/-counters-/edu_01/0976/a.php" alt="Hit counter" /></p>

Urgency of the research. International practice demonstrates that competitive and integrative benchmarking competition gives way to cooperation that may eventually become the driving force in changing the philosophy of the modern system of higher education. Target setting. The study of theoretical and methodological approaches to maintaining effective competitive and integrative benchmarking along with carrying out applied projects facilitating its implementation into the operation of national HEIs seems timely and relevant. Actual scientific researches and issues analysis. A study of characteristics of benchmarking as a management tool in education was accomplished by such scholars as N. Jackson, H. Lund, M. Udam, M. Heidmets, Kuźmicz K., Schwarz S., Wersterheijden D. Uninvestigated parts of general matters defining. The scientists have not yet sufficiently developed the comprehensive analysis of the competitive and integrative benchmarking, including the Higher Eeducation Institutions. The research objective. The article aims to prove the feasibility of competitive and integrative benchmarking to ensure the competitiveness of Higher Education Institutions and their adaptation to market and institutional realia of the domestic economy. The statement of basic materials. The article justifies the feasibility of competitive and integrative benchmarking increasing the competitiveness of national universities. Toolkit of process-oriented approach of benchmarking is based on justification of the reference strategy by comparing competitive advantages in selected 4P-subsystems of benchmarking of management in top universities. Conclusions. The concept of the competitive and integrative benchmarking, developed by the authors as a marketing and management tool facilitating the capacity of Higher Education Institutions to build and maintain their competitive edge, is a synthesis of the competitive analysis mechanism and marketing interaction for the purpose of adapting the best practices by identifying benchmark organizations.
