Natal, capital of the Brazilian state of Rio Grande do Norte, annually receives two million tourists, mainly from the sun and beach segment. Its historic centre was classified by Iphan as a Brazilian cultural heri‑ tage in 2010. In this article, we seek to identify the potential and weaknesses of cultural tourism, starting from the historic centre of Natal. To this end, we carried out a case study, from the Tourism Centre, which is located in the aforementioned historic centre. In this context, semi-structured interviews were applied to businessmen, tourism secretaries - municipal and state - and tourists. We conclude that, despite some advances, the historic centre remains in a secondary position in political and economic options. In addition, the triangulation of Natal's culture, tourism and public policies allows the identification of positive and negative skills that make it possible to characterize the current situation of cultural tourism in the city

The development of a public market in the city planning is pivotal in supporting the growth of the local economy. The market is also a place where the culture of the locals evolves daily. However, the unique qualities of the market are vulnerable to the redevelopment process. This study examines the cultural aspects of Pasar Payang in Terengganu, Malaysia, as one of the well-known markets among the locals and the tourists, which will soon be redeveloped. The aim of this paper is to identify the tangible and intangible qualities of the market, so that it can sustain its cultural qualities in the future. The methods adopted for this study comprise of conducting a survey among 497 visitors, and semi-structured interviews among 19 market vendors. The findings reveal that the cultural vitality of the market can be sustained by strengthening its local identity through its products and culture, providing spaces that can facilitate tourist activities and cultural participation, and enhancing the development of the local businesses.

This chapter presents a case-study of tourism gentrification in a fishing town in Algarve, South Portugal. Olhão is a former industrial city that saw much of its fishing industry disappear since the 1980s. Over the last few years, hundreds of foreigners have moved into its historic centre. This rapid influx of citizens to derelict neighbours mostly comprised of old retirees and few active fishermen prompted a gentrification process. Olhão now faces the threat of mass displacements of its older and most vulnerable citizens, a fact that is worrying the foreigners that criticize the touristification of the city, with rents at historical highs and landlords forcing out the Portuguese residents in order to promote short-term rentals to tourists. The chapter presents the results obtained from an extensive mixed-methods research, ending with some notes about the future of the city and the implications that can be taken from this case.

Purpose This study aims to focus on the development and upgrading of the Hagley Park cricket oval in Christchurch for the 2015 Cricket World Cup and how this hallmark event was used a catalyst to rebrand the city following the 2010 and 2011 earthquakes. Design/methodology/approach This paper is based on the findings from research conducted between 2012 and 2016. Data for the analysis were collected from mainstream media, sport organisations websites and government archives. In addition, a two-round series of semi-structured interviews with relevant stakeholders was undertaken in the aftermath of the Cricket World Cup. Findings In the case of Christchurch, the earthquakes and the destruction of much of the downtown provided a recovery opportunity, with the 2015 Cricket World Cup used to expedite the development of a new sporting venue in the city centre and rebrand the city to international tourists and sport enthusiasts. Research limitations/implications The Hagley Park cricket oval case study provides evidence on the rhetoric of urban competitiveness and the use of hallmark sporting events to reframe urban development in post-disaster contexts. Originality/value This research provides further evidence on the logics of disaster capitalism and how cities embark on costly redevelopment projects for sports and events whilst overlooking exacerbating vulnerabilities among the local community.

The Inter-American Commission on Human Rights, which appears as one of the OAS organs for the promotion and protection of human rights, with its firm action ends up having significant effects on normative production and the development of public policies in favor of human rights of the Brazilian state. Such action derives from the attributions conferred upon them, in particular those related to the preparation of studies, reports and the proposition of recommendations to the States, as well as the adoption of measures that favor the system of protection of human rights at the domestic level and also as regards to the knowledge of individual petitions and interstate communications that contain denunciations of rights that have been debased. Although the reports issued by the Commission are not binding as they don’t have the legal nature of a decision, it is often noted that when a report is issued against a particular state that there has been a violation of human rights, it ends up employing efforts to change the situation in the country through legislative changes and public policies. The present study intends to analyze some consequences of the reports issued by the Inter-American Commission in face of the Brazilian State whose contrary manifestations count twenty incidences. However, for the purpose of this analysis, which will use the hypothetical-deductive method, where the impact of the recommendations on the internal legal order will be demonstrated, only three cases will be dealt with, since a time frame of the last ten years has been adopted.

A large number of smart city logistics projects fail to scale up, remaining a local experimental exercise. This lack of scalability is, in fact, commonly recognized as a major problem. This study aims to determine the key success factors related to the scalability of smart city logistics projects. The process of scaling up, which is articulated as expansion, roll-out, and replication, is defined as the ability of a system to improve its scale by aiming to meet the increasing volume demand. Specifically, this study investigates the scalability intended to be used as expansion and roll-out. A qualitative case study was conducted to fulfill the research purpose. The chosen case study is SMOOTh, a pilot project currently underway in the city of Gothenburg, Sweden, involving a diverse group of companies including Volvo Group and DHL. Semi-structured interviews were conducted with seven of the project’s stakeholders. Through a thematic analysis, four categories and the respective success factors were identified. These were represented by a business model, as well as technical, stakeholder and regulatory factors. The paper concludes with observations and recommendations aimed at the pilot initiatives, adding new perspectives to the upscaling debate.
