The paper refers to providing information about the dangers connected with crisis management. Crisis management is the activity of public administration authorities, which constitutes an element of managing the national security management system and essentially consists of: preventing crisis situations, preparing to take control over them by way of planned activities, responding in case of emergencies, removing their effects and reconstructing resources and critical infrastructure. In the first part, the stages of public administration authorities’ proceedings in crisis management are presented. This part also discusses the regulations incorporating the ways to devolve information in emergencies contained in crisis management plans. The second part of the work applies to the evolution of factual activities as legal forms of public administration activities with reference to operations consisting in informing society in case of emergencies occurring.

AbstractThe article is devoted to the issues of crisis management at the community level in Poland. It contained information on a number of hazards caused by rapid technological development, frequent weather anomalies, or progressive degradation of the natural environment. It was noticed that due to constantly changing threats, the crisis management process was being evaluated. This situation requires a well-organized crisis management system at every administrative level. It was emphasized that crisis management was the activity of public administration bodies as part of managing national security.

In the past, the main task of the Armed Forces was primarily to ensure military security in terms of defense of independence, sovereignty, and territorial integrity of the state. However, nowadays, in the national and international dimension, their scope of tasks has been expanded to include projects in the field of supporting public administration bodies and society in crisis situations. That is due to the fact that the Armed Forces have unique, unprecedented in other response forces, opportunities to take effective action in the event of various crises. Thus, they have become an important enhancement of the crisis management system and civil protection. They can often constitute the main element of support for public administration bodies (central and local government) in solving emerging crisis situations. An important factor in the effectiveness of their actions in helping the society is the so-called crisis management system in the Ministry of National Defense. The structure of this system is closely related to the functioning control and command system.

Ensuring security is one of the fundamental existential goals of nations. It is among the most important needs of every human being. Without satisfying the need for security, we can hardly speak of the existence, survival, development and ordinary everyday functioning of society. A world full of possibilities and diversity can also be a cruel world, creating a sense of threat. The implementation of state tasks in the field of national security depends, among other things, on effective crisis management. The Armed Forces of the Republic of Poland, as the executive agent of the crisis management system, take an active part in counteracting and combating crisis situations. The purpose of this work is to characterize the crisis management system in Poland, present the legal bases and procedures for the use of the Armed Forces of the Republic of Poland in crisis situations and analyze the legitimacy and effectiveness of the use of military units and troops in this type of incidents.

The aim of the article is to discuss the functioning of the crisis management system in Poland: to present the general principles of its operation, legal regulations and major threats related to it. For this purpose, the authors review the definitions of crisis situations and discuss the objectives and stages of crisis management. Then the general principles of the crisis management system in Poland and the most important legal regulations related to it are presented. The authors also discuss the main threats that may lead to a crisis, both natural, ecological (e.g. floods, fires, avalanches) and civilizational caused by human activity and technical failures (e.g. construction and transport disasters, criminal groups activity, cyberterrorism). This leads to the conclusion that regulations passed in Poland after the flood of the century in 1997 put crisis management system in our country on the high level. At the same time, newer and newer threats make it necessary to regularly update the legislation on crisis management so that ensuring of national security could be effective.

The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

Large-scale failures of electric power systems (blackouts) have been the subject of intensive research in most countries for several years. This research aims primarily at seeking solutions to improve the reliability of the operation of power systems and the development of effective strategies to protect critical infrastructure from the effects of energy shortages and power cuts. In contrast, systematic research on crisis management and civil protection under conditions of prolonged blackout has been undertaken in Europe only recently, and these extremely important aspects of energy security have been delayed by the COVID-19 crisis. The ability of the Polish crisis management system to cope with the consequences of long-term, large-scale shortages and interruptions in the supply of electricity, as well as the consequences of possible failures in this field, has not been systematically examined to date. This issue is of growing strategic importance, not only from the point of view of security and defence policy, but also economic cooperation in Central and Eastern Europe. Poland’s infrastructural security must be considered in a broad regional and supra-regional context. A long-term lack of electricity in a large area of Poland would undermine the stability of the entire national security system, destabilising the region and supranational security systems. Apart from objective reasons, intentional attacks on the links of such a chain cannot be ruled out. Poland is the leader of this region, a frontline country in the NATO-Russia conflict, as well as a liaison state that provides the Baltic states—being EU and NATO members—with a land connection to Western Europe. In view of the growing risk of blackout, the importance of the problem and the existence of a cognitive gap in this field, we evaluated the Polish crisis management system in terms of its ability to respond to the effects of a sudden, long-term, large-scale blackout. Methodologically, we adopted a systems approach to security management. In order to estimate the consequences of a blackout, we used analogue forecasting tools and scenario analysis. By analysing previous crisis situations caused by blackouts and local conditions of vulnerability to such events, we formulated basic preparedness requirements that a modern crisis management system should meet in the face of the growing risk of blackouts. A review of strategic documents and crisis planning processes in public administration allowed us to identify deficits and weaknesses in the Polish crisis management system. On this basis we formulated recommendations whose implementation shall improve the ability of the national security system to face such challenges in the future.

THE ROLE OF LOCAL PUBLIC ADMINISTRATION IN PREPARING THE POPULATION TO SURVIVE IN CRISIS SITUATIONSThe aim of the article is to define the scope of activities of local public administration in preparing the population to survive in crisis situations. The research included an analysis of the provisions concerning the crisis situation, which are expressed in the Act on Crisis Management and the Act on Press Law. The research was conducted using the analytical and dogmatic method. The research has shown that activities of the local authorities cover information and ensure survival of the population. These activities are interrelated and can be distinguished as direct and indirect. Every person can take action in order to survive in the time of the crisis situation, taking into account the activities of the local authorities.

The paper presents the place of the mines rescue service in the structures of the crisis management system in Poland. The mines rescue service as one of several entities of the rescue system in Poland focuses on helping injured miners and other people trapped underground. The paper mentions existing legal regulations concerning the mines rescue service and other emergency services. An important piece of legislation for members of mines rescue teams, is the ordinance of the Minister of Energy of 16 March 2017 which introduces a number of revolutionary changes such as obligation to deliver qualified first aid and on-the-spot psychological support. In this way the mines rescue service has become more utilitarian and more universal and therefore may be efficiently used for operations in more general crisis situations and even better contribute to the smooth functioning of the state.

The article substantiates a comprehensive study of theoretical and practical problems of ensuring the national interests and territorial integrity of Ukraine in the context of crisis management, modern transformational changes in the field of public administration. The theoretical and methodological foundations of the study of the complex of national interests are analyzed, the concept and essence of public government activities in the field of national interests and the preservation of territorial integrity are determined. The concept, essence and elements of ensuring national interests in public administration are defined.Based on the analysis of studies of domestic and foreign scientists, it is proposed that research approaches to the formation of a complex of national interests be divided into the following areas: the first direction involves a combination of international and national parts of the qualification of problems in the field of national interests, based on regulation by international legal acts, which are set forth in the form decisions and resolutions of international organizations, and on this basis a generalization of the concept of "national interests sys ”, based on constitutional norms, regulations on the functioning of managerial structures, provisions of relevant legislative acts, specifics of geopolitical status, membership in international and intergovernmental organizations. The second direction is based on establishing the institutional characteristics of formalizing national interests and provides for a combination of political, socio-economic and security components, and is now complemented by factors of military-political and military-economic cooperation. The third area is based on a modern understanding of the concept of "security and territorial integrity of the state." In the framework of this direction, the mutual influence of national security factors, the identification of threats to state sovereignty and territorial integrity are investigated, and the country's geopolitical status is determined. The fourth direction is based on a comprehensive study of the features of ensuring national interests in open or latent armed conflicts.The content of legal norms as an element of the mechanism for ensuring national interests and territorial integrity in the field of public administration is analyzed. The features of the functional components of ensuring national interests in the context of transformational changes in public administration are considered. The methodological foundations of the assertion of territorial integrity as a component of national interests are investigated. The essence of the normative legal certainty of the concept of territorial integrity is determined, as well as the institutional features of ensuring territorial integrity. The process of establishing a national security system and ensuring the territorial integrity of Ukraine as a component of the formation of a modern state in the format of crisis management is analyzed. The importance of the constitutional definition of the geopolitical course from the standpoint of ensuring national interests is proved. Particular attention is paid to the study of the legal formalization of an object, subject, their functions in the mechanism of organizational and legal regulation of the state from the standpoint of ensuring territorial integrity and national interests.
