THE ROLE OF LOCAL PUBLIC ADMINISTRATION IN PREPARING THE POPULATION TO SURVIVE IN CRISIS SITUATIONSThe aim of the article is to define the scope of activities of local public administration in preparing the population to survive in crisis situations. The research included an analysis of the provisions concerning the crisis situation, which are expressed in the Act on Crisis Management and the Act on Press Law. The research was conducted using the analytical and dogmatic method. The research has shown that activities of the local authorities cover information and ensure survival of the population. These activities are interrelated and can be distinguished as direct and indirect. Every person can take action in order to survive in the time of the crisis situation, taking into account the activities of the local authorities.

The article identifies the possibilities and areas of application of geographic information systems in the implementation of crisis management tasks in public administration and it analyzes examples of their use in crisis management. It has been shown that in crisis situations these systems help to take a reasoned decision that is close to the optimum, in contrast to the common practice of intuitive decision- making in emergency situations.

Training of experts to deal with crisis situations is one of the most significant areas of Crisis Management. One possible way to support the training of Crisis Management Personnel is to use a variety of information technologies, including modelling and simulations. Implementation of simulation into the training and exercises for education purposes in the field of Crisis Management provides us with an opportunity to make the preparation of Crisis Management Personnel more effective. The article presents the role of training of Crisis Management Personnel in Crisis Management, the possibility of using simulations within the Crisis Management Cycle, particularly the use of constructive simulation in the training of Crisis Management Personnel.

The issues related to crisis management can be considered taking a multidimensional perspective. It is a set of various actions, which play the fundamental role in eliminating threats and counteracting them when they result in crisis situations. Crisis management can also be treated as a system designed to ensure the consistent and transparent functioning of numerous elements and institutions, often forming complex systems and subsystems that interact between each other to achieve the basic objective of protecting the population. Crisis management is understood as a response to a crisis situation characterized by strictly defined parameters, which provide the basis for devising relevant activities. This approach is adopted in the response phase of crisis management.

‘The critical component in crisis management is communication’, but somehow the vague concept of ‘communication‘ is always cited as a problem in in-crisis situations. Furthermore, available corporate communication literature mainly focuses on pre- and post-crisis reputational communication, relying only on following lists or a linear one-way push of information for the in-crisis stages. The exploratory method of reflective or interpretive action research of a hazardous material emergency desk-top simulation exercise was used to examine (1) what is meant by the term communication in the in-crisis situation, and (2) the contribution that corporate communication and the corporate communication practitioner can make during an in-crisis situation. This study found that there is confusion regarding the term communication, but even more, that each person involved also interpreted the term slightly differently, which could easily lead to confusion and/or the creation of an unclear common operating picture. The extent of the contribution that the corporate communication practitioner, as conduit of the corporate communication discipline, can make is also discussed. This paper comes to the conclusion that the contribution of corporate communication to the in-crisis situation will greatly add to the successful clearing up of an emergency situation.

The paper presents the multiformity of public administration in crisis management from the subjective and material points of view. The provisions contained in the Act of 26 April 2007 on crisis management were analyzed. The act implies that the authorities of the general government and the local government at the level of the municipality and the district also are the crisis management authorities, and together with the subsidiary bodies create a specific system of public administration in this area. At the same time, it was pointed out that the statutory system of organs was incomplete, because in the crisis situations, specialist services (Police, State F ire Brigade, Army) and non-governmental organizations play a vital role. This multidimensionality allows distinguishing two groups of entities in crisis management: crisis management bodies and entities that perform tasks in crisis situations. In addition, the multiform nature of public administration in crisis management is evident in the presentation of this management in a material way: action preparation, civilian planning, risk prevention, fighting, reintegration.

In the past, the main task of the Armed Forces was primarily to ensure military security in terms of defense of independence, sovereignty, and territorial integrity of the state. However, nowadays, in the national and international dimension, their scope of tasks has been expanded to include projects in the field of supporting public administration bodies and society in crisis situations. That is due to the fact that the Armed Forces have unique, unprecedented in other response forces, opportunities to take effective action in the event of various crises. Thus, they have become an important enhancement of the crisis management system and civil protection. They can often constitute the main element of support for public administration bodies (central and local government) in solving emerging crisis situations. An important factor in the effectiveness of their actions in helping the society is the so-called crisis management system in the Ministry of National Defense. The structure of this system is closely related to the functioning control and command system.

A condition for the sustainable functioning of the civil protection system is a clear understanding of the nature of crisis situations and emergencies in terms of public administration functions and tasks. An analysis of the functioning of the state system of technological and natural safety in Ukraine shows that modern principles of protection of the population and territories are implemented at an extremely slow pace. One of the main reasons for the low level of safety of the population, territories, social, technogenic and natural objects in Ukraine is the weakness of the state policy aimed at strengthening preventive activities in the field of technogenic and natural safety. Investigate the scientific component of managerial decision-making with a rapid change in the limits and boundary conditions of an emergency and the possibility of applying a crisis management methodology. The processes of making a management decision in the emergency are vital, for example, in the event of fires, catastrophes, natural disasters, where it is not just about the optimal use of material and financial resources, but first of all about people’s lives. Reducing the time for the development, adoption and implementation of managerial decisions, the growth of uncertainty and risk, the need to attract additional resources from the reserves, and the existence of different modes of functioning of the public administration system in the emergency conditions indicate that public administration in this area has certain features. Their consideration in the activities of state administration bodies under the emergency will reduce the likelihood of inadequate management decisions, will save resources and time to eliminate the consequences of the emergency, reduce losses. Crisis management methodology allows you to determine the two basic things about managing in an emergency, namely the vulnerability and sustainability of the operation of the object (industry, administrative territory). That is, vulnerability is the lack of ability to perform important functions before and after an emergency (such as evacuation, search and rescue, crisis communications, public information, etc.). Accordingly, sustainability is the ability to function under the influence of an emergency factor, to promote public awareness of an emergency, and to build capacity through hazard and vulnerability analysis, resource accumulation, planning, training and training of emergency response services and volunteers. Crisis and emergency activities involve close cooperation with various institutions and structures outside the usual context of communication. There are severe time constraints that prevent the identification of who is responsible for solving the problem. The key to this is the degree of readiness for action in such circumstances, a predefined range of responsibilities and a division of responsibilities, which implies the ability to take on a much larger range of challenges and potential threats compared to their existing experience. The degree of readiness for action in such circumstances and their effectiveness and efficiency may depend on the reputation of the institution and its management. In this respect, the crisis not only poses new threats to managers, but also opens up new opportunities for them (effective actions in crisis situations and emergencies can help the career growth and authority of the manager). Extremely important are the decision-making processes in emergencies, such as in the event of fires, technogenic disasters, natural disasters, when it comes not only to the optimal use of material and financial resources, but first and foremost about the lives of people. Reduced time for the development, adoption and implementation of management decisions, increasing uncertainty and risk, the need to attract additional resources from the reserves, the availability of different modes of functioning of the system of public administration in the conditions of the emergency indicate that public administration in this area has certain features. Their consideration in the activities of public administration bodies in the conditions of the emergency will reduce the likelihood of making inadequate management decisions, will help to save resources and time to eliminate the consequences of the emergency, and to reduce losses.

The main focus of the article is to indicate the role of marketing communication in the context of social responsibility of public administration. The objective is to analyse selected forms and tools of marketing communication of Local Government Units. The communication conducted by local authorities should stimulate civic activity in public matters which is necessary for the proper management process in local government units. The more active the citizens are, the greater the chance to strengthen the resources of municipalities. These deliberations are based on the authors’ experience, supported by the analysis of literature.


As globalization increases, and an interlocking web of nations, governments, nonstate actors, laws, and rules affect human behavior, lawyers are often among the first responders when crises hit and have a key and growing role in resolving them. Indeed, when crises occur, the need for lawyers to step in to help resolve and to craft solutions to problems resulting those crises create is acute. This book explores this phenomenon and attempts to identify and define what it means to engage in the practice of law during crisis situations. In so doing, it hopes to further define the contours of the emerging field of crisis lawyering. The discussion includes crisis management, professionalism, and legal ethics. What is more, it not only provides guidance to lawyers in such situations but also helps them understand crises better so that they can respond more effectively, efficiently, appropriately, and creatively. This volume strives to improve crisis and emergency responses by shining a light on the role of the law and the lawyers who help resolve crises. It offers insights into an emerging field of legal practice—what we call “crisis lawyering.”
