In the article, the author calculated the value of the investment attractiveness index for the subjects of the Russian Federation that are part of the southern Federal district. A SWOT analysis of the investment attractiveness of the Republic of Crimea is conducted. Measures aimed at implementing the investment development of the Republic of Crimea are proposed. The analysis of the structure of the gross regional product by type of economic activity is carried out. It is revealed that the largest share in the structure of the regional economy falls on the industrial complex of the Republic of Crimea. The main tasks and measures for the strategic development of the industrial complex of the Republic of Crimea are defined. Assessing the investment attractiveness of the region is of interest to authorities, investors and local business communities

The question of balanced redistribution of tax revenues generated in the territory of a subject of the Russian Federation is becoming more urgent. Their value depends largely on the tax burden on the regional economy, which in turn is determined not only by the system of taxes and fees currently in force, but by the sectoral structure of the economy as well. It is against this background that the peculiarities of sectoral taxation are studied on the example of such a subsidized subject of the Russian Federation as the Chuvash Republic, which is the purpose of the study. Such research methods as analytical, comparative methods of study, the grouping method, graphic images are applied. The dynamics and structure of tax revenues and gross regional product based on types of economic activity are examined and compared. It is revealed that the first place in terms of the share in the gross regional product in the Chuvash Republic is taken by manufacturing, the second place falls on trade, the third – to agriculture. At the same time in 2018–2019, manufacturing enterprises provided 47% of all tax payments of the Chuvash Republic, the second most important was trade activity (12.7% of all payments in 2019), construction accounted for 7.3% of all tax payments. Due to the fact that the tax burden on the regional economy is a criterion for assessing the impact of taxation on the socio-economic development of the region taking into account the regional tax policy and its sectoral structure, the authors present calculation of the level of actual tax burden as the ratio of mobilized tax payments to gross regional product by major types of economic activities in the Chuvash Republic. As the calculations showed, activities such as manufacturing, mining and construction bear a significant tax burden. Agriculture provided only 0.4% of received tax payments in general for Chuvashia for all activities and carries the lowest tax burden due to the peculiarities of taxation in this industry. Thus, the tax burden is extremely unevenly distributed by the types of economic activity.

Factor analysis is the basic tool when conducting a comprehensive analysis of economic activity. In the factor analysis, the major attention is given to the research of internal reasons that form the specificity of the phenomenon under study and identification of generalized factors standing behind relevant specific indicators. The article deals with the analysis of the science intensity of the invested capital in the Baikal region of the Russian Federation. Science intensity is an important parameter for determining the efficiency of the economic activity. The author introduced into scientific circulation the following indicators: the science intensity of the invested capital, the science intensity of the gross regional product and the investment return of the gross regional product. The paper reveals the influence of factors affecting the change in the science intensity of the invested capital in the Baikal region of the Russian Federation, and provides methodological approaches to its calculation. The article presents the author’s analytical and systematized statistical material for the analysis of the key indicators revealing the impact of the invested capital in the Baikal region of the Russian Federation on the change of the science intensity. The research has been carried out in the framework of the scientific project of the Irkutsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences No. XI.174.1.4 “Activation of the internal development potential of regions of the resource specialization (on the example of the Baikal region)”.

Subject. This article explores the issues related to the system of indicators of forecasting of gross regional product and their relationship. Objectives. The article aims to justify the appropriateness of using a systems-based approach when forecasting gross regional product, based on the inter-industry balance model. Methods. For the study, I used the techniques of mathematical modeling in economics. To verify the accuracy of the forecast calculations, retrospective forecasts of the gross regional product of the Republic of Sakha (Yakutia) for 2017–2018 were carried out. Results. The article presents a developed classification of significant types of economic activity to forecast gross regional product. Conclusions. The use of a systems-based approach in the forecast calculations of gross regional product using the inter-industry balance model provides adequate forecast results.

The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of interregional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socioeconomic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.

Статья посвящена вопросам прогнозирования развития субъектов Российской Федерации. Рассмотрен прогноз динамики валового регионального продукта Республики Башкортостан на средне- и долгосрочную перспективы, а также ряд взаимосвязанных параметров. Проведен анализ показателей в текущих и сопоставимых ценах, их динамики и соотношения. Выявлен ряд противоречий, указывающих на наличие рассогласованности представленных значений. Раскрыты отдельные противоречия другим документам стратегического планирования. Результаты могут быть использованы для повышения эффективности управления региональным развитием. The article is devoted to the issues of forecasting the development of the subjects of the Russian Federation. The forecast of the dynamics of the gross regional product of the Republic of Bashkortostan for the medium - and long-term prospects, as well as a number of interrelated parameters, is considered. The analysis of indicators in current and comparable prices, their dynamics and correlation is carried out. A number of contradictions are revealed, indicating the presence of inconsistency of the presented values. Some contradictions with other strategic planning documents are revealed. The results can be used to improve the efficiency of regional development management.

According to FAOSTAT, in 2018-2019 rice was planted in 118 countries on an area of 167 million hectares, the annual grain production in the world is about 782 million tons. Rice is the most popular cereal in the diet of the Russian consumer. Rice growing is a small but rather important branch of the agro-industrial complex of the Russian Federation. The main rice producers in the world are China (over 214 million tons), India (over 172 million tons), Indonesia (83 million tons), Bangladesh (56 million tons), Vietnam (44 million tons), Thailand (32 million tons) and Myanmar (25 million tons). In the Russian Federation, rice is grown in three federal districts, in nine subjects: in the Southern Federal District - the Republic of Adygea, Kalmykia, Krasnodar, Astrakhan and Rostov Regions; North Caucasian Federal District - Republics of Dagestan and Chechen; Far Eastern Federal District - Primorsky Territory and the Jewish Autonomous Region. Scientific support of the rice-growing industry in the Russian Federation is carried out by the Federal Scientific Rice Centre.

The condition of national economy is substantially determined by the level of economic development of certain regions in the country. Adaptive capability of separate regional economy of external and internal risk damping depends on features of its structure which forms inertially under the impact of managerial influence from the authorities depending on three main managerial objectives of forming the structure of regional economy: bringing the structure of regional economy to a uniform state, individualization of this structure or strategy assuming integration of regions with the differing structure to macroregions. In the article the hypothesis of the assessment possibility of managerial impact by means of the indicators characterizing rapprochement or a discrepancy of the gross regional product (GRP) structure within one federal district is considered. The research of the structure of the given indicator at the subjects of the Southern Federal District for the period 2005–2015 is conducted using an index method, including calculation of the Szalai index and the index of structure offered by the author. It did not reveal a significant effect on change of the structure of GRP subjects in the analysed period. It provides with the possibility to speak about weakness or lack of purposeful managerial impact on this indicator from the district level of the power. In the federal district obvious tendencies to more balanced participation of regions in creation of total amount of GRP are not revealed. Due to the universality and high sensitivity of the received results, the formulated algorithm of calculation of the structure index, is acceptable for convergence determination of the structure of regional economies on the basis of the GRP structure indicator and can be applied in other federal districts of Russia.

Subject. This article deals with the issues related to the economic advancement of the subjects of the Far Eastern Federal District of the Russian Federation. Objectives. The article aims to identify trends in the economic advancement of the subjects of the District on the basis of changes in gross regional product and analysis of the investment component. Methods. For the study, I analyzed the Russian Federal State Statistics Service data. Results. The article classifies the subjects of the Far Eastern Federal District by volume and dynamics of gross regional product for 2001–2017. It identifies possible changes in the economic situation of the Far Eastern Federal District entities, taking into account the calculated investment ratio. Conclusions and Relevance. The volume of investments has a significant impact on the production of the gross regional product of the Russian Federation. Therefore, there may be changes in the placement of forces in the economic space of the Russian Far East. The results of the study can be taken into account to develop and adjust State programmes and development strategies of the Russian Far East.

The Federal District, as the highest link in the economic zoning of the Russian Federation, is the most important element of the national economic system, which largely determines the features of its functioning. The article provides an overview of the internal differences of the federal districts of the Russian Federation in terms of gross regional product. This indicator is one of the most important indicators of the specificity of the socio-economic development of the regions, and also, to a certain extent, reflects the possibility of their balanced functioning. Based on the official data presented on the website of the Federal State Statistics Service, the federal districts of Russia were ranked according to the indicator under study and their typology was presented. Within the framework of this typology, groups are identified that reflect the differences between the constituent entities of the Russian Federation in the distribution of gross regional product per capita in federal districts with its value above or below the average Russian level, respectively. Within each federal district, entities with maximum and minimum values of gross regional product per capita were identified. On this basis, an intra-district imbalance coefficient is calculated, reflecting the degree of the gap in the levels of socio-economic development of the constituent entities of the Russian Federation within the corresponding federal district. A brief description of the federal districts belonging to two different types is given in terms of the balance of their socio-economic development. The general trend of dependence of the coefficient of intra-district imbalance on the level of regional development is shown. There are some features that need to be taken into account when formulating development programmes and strategies at the federal district gape.
