In recent years, Russian- Chinese relations have reached a new level of integration of these two na-tions. Being influenced by a Russian “new Asian policy”, the Far East policy of the federal center has significantly transformed. It was assumed that Rus-sian-Chinese interaction could act as a catalyst for the regional development of the subjects of the Far Eastern Federal District (FEFD). The paper examines the features of Russian-Chinese cooperation in the Far Eastern regions of the Russian Federation. The author analyzes the achieved level of interaction between the Russian Federation and China in the Russian Far East; the limiting factors of such coop-eration are highlighted. It is noted that the tough pragmatism inherent in China’s foreign policy lately presupposes a focus on the traditional areas of Russian-Chinese cooperation in the Far Eastern Federal District. The limited possibilities of the achieved volume of Russian-Chinese interaction for stimulating the accelerated development of the Far Eastern regions of Russia are especially empha-sized.

The present paper analyses migration policy measures implemented in the Russian Far East, namely, State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, the Far-Eastern Hectare Programme, establishment of Priority Development Areas (PDAs) and territories with a special regime of economic activity. The synthetic control method was applied to quantitatively assess how the adopted measures affect the migration outflow from regions of the Far Eastern Federal District. According to this method and relevant statistics, constituent entities of the Far Eastern Federal District were compared with control regions of the Siberian Federal District, where these policy tools have not been introduced. Comparable areas had similar socio-economic development trends and migration flows in the period preceding the implementation of the state programmes. To analyse the impact of migration policy changes in 2011–2018, the difference between outflow values of the Far Eastern and synthetic control regions was calculated. The results showed that the average estimated values are negative and significantly different from zero. This indicates a positive effect of new migration mitigation measures on reducing the outflow from the Russian Far East. Future research will separately assess the effectiveness of each migration policy tool implemented in the Far Eastern Federal District.

In the current geopolitical conditions and fierce competition in world markets from such dy-namically developing countries of the Asia-Pacific region as China, Vietnam, Thailand, Singapore and a number of others, the preservation and increase of human capital in the regions of the Far Eastern Federal District is of a strategic nature. To ensure the national security and integrity of the country, to strengthen Russia's position in the Asia-Pacific area, the role of the Far East regions comes to the fore. However, the pronounced processes of depopulation of the population of the Far East regions and the stable migration outflow of the working-age population to other regions of Russia and abroad call into question the implementation of many tasks for the sustainable socio-economic development of this macro-region. The regions of the Far Eastern Federal District are already experiencing a shortage of qualified personnel in several industries. This deficit, in the absence of a governmental long-term strategy in the field of human capital formation, will not allow Russia to compete with the fast-growing economies of Asia-Pacific countries in the future. In this article, we analyze the opportunities and potential risks of human capital development through the prism of demographic processes occurring in the regions of the Russian Far East. Based on modern data on fertility, mortality, age-sex structure of the population, trends in interregional and international migration we conclude that for the growth of human capital and sustainable economic growth, the necessary conditions are: the development of transport and social infrastructure of the macro-region, the development of programs of labor mobility of the popu-lation, attracting young people through the educational migration channel, attracting international migrants from the CIS countries as well as from Asia-Pacific countries with a level of education and qualifications corresponding to the economic specialization of the regions of the Far Eastern Federal District.

This study reviews and compares the market potential of two macro-areas in the Republic of Sakha (Yakutia) in the AZRF (Arctic zone of the Russian Federation) and the FEFD (Far Eastern Federal District. Moreover, this work shows that a significant part of supply and demand in municipalities' domestic markets is concentrated in the FEFD. Until recently, the AZRF and the FEFD were not considered by the State as a single government body. Transferred powers to the Ministry of the Russian Federation for the development of the Far East and the Arctic has allowed the territory of the Arctic uluses of the Republic of Sakha (Yakutia) to be included in the social and economic development of the FEFD.

The evaluated territories have favorable environment for functional foci of trichinellosis. Despite wide spread, natural focality and a large variety of animals that are reservoir hosts of Trichinella, trichinellosis is a preventable invasion. It was possible to maintain a low incidence rate of this disease in the Southern Federal district and North Caucasian Federal District for many years due to veterinary and epidemiological control measures. However, structure of factors that facilitate infestation with trichinellosis in the Far Eastern Federal district is substantially different from the one prevailing in the south territories of the Russian Federation. The major sources of invasion is meat of wild animals and dogs that do not undergo veterinary-sanitary examination. As a result, the Far Eastern Federal district has one of the highest rates of trichinellosis cases registered in the Russian Federation.

By a decree of the President of the Russian Federation on November 3, the Republic of Buryatia and the TransBaikal Territory became a part of the Far Eastern Federal District. These subjects have their own socioeconomic specifics relatively to other subjects by the structure of economy, the standard of living of the population, and the economic geographical position. One of the main goals of the work was to compare new subjects with other subjects of the Far Eastern Federal District in terms of the economic structure, a socioeconomic situation, and its dynamics. Both regions were found to have similar economic structures with the border regions of the south of the Far East. They have rather low socioeconomic indicators relatively to the overwhelming majority of the subjects of the Russian Federation, and especially among the subjects of the Far Eastern region, being together with the Jewish Autonomous Region among the outsiders. This was calculated by example of one of the comparison coefficients, which shows the degree of socioeconomic development between the subjects of the Federal district. Besides, by example of this coefficient, it was revealed that the regions under consideration conceded a significant part of other regions in the dynamics of socioeconomic indicators. Both regions have a small share in the socioeconomic indicators of the district, primarily because of weak development of the regions. This causes a decrease in these indicators per 1 person in the district. A number of economic features and geographical factors typical of a causal relationship of a low socioeconomic status and development of the Republic of Buryatia and the TransBaikal Territory relatively to other subjects of the Federal district were identified. By example of the structure of regional economy, it is indicated that, the regions with the highest share of industry have the highest socioeconomic indicators at the expense of mining. A number of factors are indicated that affect or should have a positive effect on the development of new subjects in future as part of a new federal district. The changes in socioeconomic indicators for the Far Eastern Federal District that occurred as a result of the change in its borders have been calculated.

The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of interregional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socioeconomic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.
