As technology continues to evolve at an exponentially increasing pace, it transforms our lives and societies, thus shaping our perceptions of reality with high velocity and impacting the relationship between the individual, the society, and the legal system. The young area of law known as IT Law is attempting to explore the effects of new technologies in our relationships with the law, as well as, identify the best use new technologies to reduce the gap between new technology, new societal behaviours and various legal systems. Therefore, this article aims to make a contribution to the debate by introducing and describing the current use cases of wearable technology in Europe, legal issues that have been exacerbated by these emerging technologies. The article concludes that in order to mitigate the risk of erosion of personality rights new technology and innovation must to be integral components of the legal system in the future.

There is emerging evidence that new technologies are related to improvements in productivity. Nevertheless, in considering the relationship between new technology and productivity, it is vital to consider human resource management and development issues due to their mediating effects on the relationship between new technology and productivity. This paper focuses on training technologies, especially e‐learning. The increasing use of new technologies to deliver training and to store and communicate knowledge means that trainers must be technologically literate. That is, they must understand the strengths and weaknesses of new technologies and implementation issues such as overcoming users’ resistance to change. The paper reports the findings of a study of 724 Lithuanian employees, which revealed relatively weak usage of new technologies and e‐learning in human resource development processes.

Given the foreseeable pervasiveness of artificial intelligence (AI) in modern societies, it is legitimate and necessary to ask the question how this new technology must be shaped to support the maintenance and strengthening of constitutional democracy. This paper first describes the four core elements of today's digital power concentration, which need to be seen in cumulation and which, seen together, are both a threat to democracy and to functioning markets. It then recalls the experience with the lawless Internet and the relationship between technology and the law as it has developed in the Internet economy and the experience with GDPR before it moves on to the key question for AI in democracy, namely which of the challenges of AI can be safely and with good conscience left to ethics, and which challenges of AI need to be addressed by rules which are enforceable and encompass the legitimacy of democratic process, thus laws. The paper closes with a call for a new culture of incorporating the principles of democracy, rule of law and human rights by design in AI and a three-level technological impact assessment for new technologies like AI as a practical way forward for this purpose. Relevance. The modern society creates the image of a successful person as actively interacting with different information flows, including an impressive stream of news content. This paper assumes that there is a personal need for tracking and spreading news that develops in the interaction between person and digital world. The individual level of this need could explain the interaction with information (its critical and uncritical dissemination) and the subjective experience of its redundancy and inaccuracy, including those experiences and actions in a pandemic situation. The aim of the study was to reveal the relationship of the subjective need for news with personal values, beliefs about technologies (“technophilia”) and the dissemination of news about the pandemic. Method. 270 people (aged 18 to 61) filled out The short (Schwartz) Portrait Values Questionnaire (PVQ), Beliefs about New Technologies Questionnaire, Monitoring of Information about Coronavirus Scale as well as items on the subjective need for receiving and disseminating news, readiness for critical and non-critical dissemination of news about pandemics, subjective experiences of redundancy and distrust of pandemic-related information. Results. According to the results, the Need for News Scale allows assessing the subjective importance of receiving news and discussing them with other people and is characterized by sufficient consistency and factor validity. The need for regular news is more pronounced among men, older people, people with higher education, married people, people who have children, while the need to discuss news is not related to sociodemographic factors. For people, who are more prone to technophilia, it is more important to regularly receive and discuss news information with others, which, in turn, mediates the relationship between technophilia and monitoring news about coronavirus. The need for news dissemination mediates the relationship between technophilia and readiness for critical and non-critical dissemination of information about the pandemic.

Приводятся результаты эмпирического исследования (N=1600), посвященного отношению россиян к новым технологиям. Показано, что позитивное отношение личности к новым технологиям поддерживается ценностями открытости к изменениям и отрицательно связано с ценностями сохранения. Удалось прояснить соотношение когнитивных, аффективных и поведенческих компонентов отношения личности к новым технологиям. Были выделены социально-психологические типы оценивания новых технологий («индифферентные», «ориентированные на влияние значимых других», «разборчивые», «прагматики», «ориентированные на безопасность»), а также социально-психологические типы отношения личности к новым технологиям («технофилы», «тревожные сторонники технического прогресса», «технофобы» и «безразличные к технологиям»). Выявлены социально-психологические предикторы технооптимизма, технофобии, технофилии и готовности использовать новые технологии. На основании проведенных исследований можно сделать вывод о том, что технофилия и технофобия являются не противоположными полюсами одной шкалы, а разными феноменами, связанными друг с другом. The results of an empirical study (N = 1600) devoted to the attitudes of Russians towards new technologies are presented. It is shown that the positive attitudes of the individual to new technologies is supported by the values of openness to change and is negatively associated with the values of conservation. We managed to clarify the relationship between the cognitive, affective and behavioral components of personal attitudes to new technologies. We have identified several socio-psychological types of assessment of new technologies ("indifferent", "relying on social support", "discerning", "pragmatists", "safety-oriented"), as well as socio-psychological types of personality attitudes to new technologies ("technophiles", "anxious supporters of technical progress", "technophobes", and "indifferent to technology"). The socio-psychological predictors of techno-optimism, technophobia, technophilia and willingness to use new technologies were identified. Based on the research carried out, it can be concluded that technophilia and technophobia are not opposite poles of the same scale, but different phenomena related to each other.

However, this framework neglects the crux of the current critical analysis of AI. It reduces the problems with new technology to the relationship between people and machines, ignoring the re-shaping of the relationship between "people and people" in the era of new technology. This simplification may mislead policy and legal regulations for new technologies. Why would a robot killing cause more panic than a murder committed by a human? Why is a robot's misdiagnosis more troubling than a doctor's? Why do patients assume that machines make more accurate diagnoses than doctors? When a medical accident occurs, who is responsible for the mistakes of an intelligent medical system? In the framework of traditional professionalism, the relationship between doctors and patients, whether trusted or not, is based on the premise that doctors have specialized knowledge that patients do not possess. Therefore, the authority of a doctor is the authority of knowledge. In the age of intelligence, do machines provide information or knowledge? Can this strengthen or weaken the authority of doctors? It is likely that in the age of intelligence, the professionalism, authority and trustworthiness of doctors require a new knowledge base. Therefore, the de-skilling of doctors is not an issue of individual doctors, but demands an update of the knowledge of the entire industry. Recognizing this, policy makers must not focus solely on the use of machines, but take a wider perspective, considering how to promote the development of doctors and coordinate the relationship between doctors with different levels of knowledge development. We often ask, "In the era of intelligence, what defines a human?" This philosophical thinking should be directed toward not only the difference between machines and people as individuals, but also how the relationship between human beings, i.e., the social nature of humans, evolves in different technological environments. In short, this commentary stresses that a "good" machine or an "evil" machine—beyond the sci-fi romance of such discourse—reflects the evolution of the relationships between people. In today's smart age, the critical issue is not the relationship between people and machines. It is how people adjust their relationships with other people as machines become necessary tools in life. This chapter evaluates the meaning of objects inventoried and packed as emigrants prepared to leave Germany for Palestine after Adolf Hitler came to power. Private property has, for both the individual memory and the collective memory, a deep emotional significance. The exclusion of the Jews from German society started with the National Socialist policy of ‘Aryanization’, the expropriation of property. Many y émigrés had to abandon, to leave behind, their private dwellings. In the process, they lost more than the object itself. Around 1800, the British philosopher and legal theoretician Jeremy Bentham drew attention to the importance of the relationship between an object and its owner: ownership forms the basis of a hope. Thus, the threat of losing property is symbolic of the loss of all hope of a continued life in Germany and as a German. Ultimately, Aryanization and confiscation were a symbolic theft of identity. And in these cases, even the legal system was no longer capable of protecting property rights. Those who emigrated in good time were able to take at least some of their property with them.

With the advent of new technologies, the man begins to experience a significant change in the perception of the other, time and space. The acceleration of time promoted by new technology does not allow the exercise of affection for the consolidation of ties, relations take narcissists hues seeking immediate gratification and the other is understood as a continuation of the self, the pursuit of pleasure. It is the acceleration of time, again, which leads man to present the need for immediate, always looking for the new – not new – in an attempt to fill an inner space that is emptied. The retention of concepts and pre-stressing of temporality are liquefied, become fleeting. We learn to live in the world and the relationship with the other in a frivolous and superficial way. The psychic structure, facing new phenomena experienced, loses temporalize capacity and expand its spatiality, it becomes pathological. Post-modern inability to retain the past, to analyze the information received and reflect, is one of the responsible for the mental illness of today's society. Drawing on evidence from five detalled case studies, this paper focuses on the relationship between technical innovation and non-manual skills and work organization. In none of these cases could the introduction of new technologies simply equate technical innovation with deskilling and enhanced managerial control. Indeed, one of the more interesting and important findings of the research was that technological change has been more favourable for technical than for clerical occupational groups.

The boundaries between working life and other life are shifting. The post-modern employee has become personally responsible for organising his own work in both time and space. This may lead to the experience of increased mobility between working life and other life. Flexible working hours, as well as an overlap between working activities and leisure activities, veil the distinction between working time and other time. Furthermore, individuals experience time differently, connecting time not only to linearity but also to events and tasks at work. The physical frames of work are also undergoing dramatic changes. New technologies enable the individual to carry out his job anywhere and at any time. Work is not only performed at specific workplaces, but also at home, in trains, planes - almost anywhere. As such tasks, rather than time and place, have become the organising principle when it comes to the relationship between working life and other life. And task-orientation makes it difficult to distinguish between the categories “working life” and “other life” in practice. In fact, work is not just a part of life. Work becomes life, just as life becomes work.

This chapter examines the establishment of formal marriage, including same-sex marriage, and the legal issues involved in maintaining that relationship. While in the past the marital relationship was wholly defined by the state, now certain aspects of the relationship can be negotiated by the parties, which may result in a more egalitarian relationship. Also, by including the marriage within the world of contract, one effect is to move the status away from its religious roots and aspects and toward its being a secular relationship. The benefit of treating marriage as a special kind of partnership contract is that it emphasizes the individual nature of the relationship and downplays its community aspects. Indeed, the modern marriage is more like an association, in some situations a business association, of two adults who have preserved their individual rights. The chapter then considers freedom to marry as a fundamental right and looks at how states have limited marriage formation throughout history.
