Analysis and tendencies in labor potential development are part of a complex socio-economic system. This system as well as its state is of great importance for justification of investments and further vectors of development. At present, however, there is no generally accepted methodology for labor potential assessment. The authors introduce the index method to assess basic characteristics of labor potential taking the Samara region as an example. The research is based on the calculations labor potential indices in the Samara region. The authors detect changes in labor potential structure which are due to the growth of indices of education, labor efficiency and scientific research with some decrease in the index of demographic performance. The obtained results serve as a basis for determining the possibilities of area development and help to see the logic of advanced labor potential formation.


The formation of labor potential is a crucial prerequisite for the socio-economic stability of the country, and its effective use is the basis of productivity of the national economy. In the context of Ukraine's integration into the world economic space, an important task is to study the internal and external factors that influence the country’s labor potential formation. The factors of external influence include: the level of socio-economic development of the region, country; level of demographic development of the region, country; state of the national and regional labor market and conditions of labor price formation; the legal framework governing social and labor relations; social and entrepreneurial investment. The magnitude of the labor potential of the country and the region depends more on the demographic situation (total population, its structure, life expectancy, birth rate and death rate). Demographic factors mainly influence the quantitative component of labor potential. The article deals with the issues of population dynamics in the regions of Ukraine, as well as birth rate, death rate, middle age, population reproduction. The regions of Ukraine are grouped according to the age structure of the population, and the regions with the prevalence of the share of pensioners over adolescents, the regions with the prevalence of the share of the population younger than the working age, and also the regions with the highest proportion of the working population respectively. In addition to natural population growth / decline, the population's demographic potential is affected by mechanical movement of the population, that is, features of migration processes of the population. According to the indicators of migration growth / reduction, the corresponding groups of regions of Ukraine are highlighted. At the present stage there are significant changes in the population demographic structure, which in turn caused a significant deterioration in the quantitative and qualitative status of the country's labor potential. Population reductions, high death rates and low birth rates, and a negative migration balance, indicate that the demographic situation needs a lot of attention from the state. It is extremely necessary to respond and implement appropriate measures, if not to increase the quantitative parameters of labor potential, at least to preserve the existing status. The main levers of regulation of labor potential include: increase in income and standard of living; increase in life expectancy; increase in natality; return of compatriots working abroad, etc.

The work-force as labor potential implementation form is categorically identifi ed. The labor potential formation conditions in the agricultural sector are identifi ed. The rationing system infl uence on agricultural sector labor potential implementation is analyzed. A tool of labor potential use related to full-time and temporary workers of agricultural enterprises is proposed.

In the article "Problems of labor potential formation in Ukraine under the conditions of territorial decentralization" the modern tendency of quantitative representation formation of labor potential is considered. The article also deals with the economically active population and the number of people employed under the conditions of prolonged depopulation of the population and the growing ranks of the population migration outside the state. The peculiarity of these processes is that they take place in the context of territorial decentralization. It means the administrative-territorial structure reforming and the formation of united territorial communities. The article examines the regional differences in the process of united territorial communities formation. Some recommendations have been made regarding the consideration of human resources, migration of the population and justification of the capacity of the united territorial communities in terms of land supply for the inhabitants of especially newly formed integrated territorial communities. It is necessary to justify an economic viability of united territorial communities for their successful functioning. At the same time, the primary task is to calculate the existing and prospective population of economically active united territorial communities population, a deep and detailed analysis of the labor market to meet the needs for labor at the expense of own resources of living labor, to assess the possible extent of young age groups migration. We consider it is expedient to set quantitative parameters of future united territorial communities at the state level, that is the optimal size of territories, population, and availability of social infrastructure facilities.

The article is devoted to the specifics of studying the industrial labour force of Russia in the 1920s - 1930s in Russian historiography. The various stages of study from the 1920s through the 1930s and up to the last years are concerned. The relevance of the study is due to several factors. These include contradictions in the assessments of Bolshevik modernization of the 1920s and 1930s; projected labour force shortages in modern Russia; as well as the existing labour force shortage in industry at the moment. This determines the relevance of studying the historical period, which was characterized by the most acute personnel problems in the country. The novelty of the study is due to the fact that in modern Russian historiography there is no holistic, integrated view of the problems of the labour force potential formation of Russian industry in the 1920s and 1930s. It is noted that there is no research aimed at analyzing the historiography of these problems. The main stages of the study of industrial labour force are highlighted. The analysis of scientific works correlated with each stage of the study of the topic is performed. The problems and methodology of each stage are considered. A review of a wide range of scientific papers both articles and thesis is presented.

The state policy of health preservation of Russians and the process of introducing a healthy lifestyle into their everyday life is hampered by the lack of sufficient self-activity and purposefulness of the individual ecological and valeological behavior of representatives of various population groups. According to the authors of the article, one of the important indicators of the maturity of professional and labor competencies of school and student youth is their readiness and desire for permanent self-preserving behavior. “With numbers in hand,” the authors show the scale of deviant deviations and the phenomena of spontaneous irresponsibility in the educational and leisure activities of students, hindering the preservation and development of physical culture, the accumulation and effective use of their psychophysiological and labor potential. The conclusions of the proposal of the authors of the article are based on the results of a number of sociological surveys conducted in 2000-2020. at the Institute of Economics of the Ural Branch of the Russian Academy of Sciences in a number of secondary schools and universities of the Ural and Volga Federal Districts.
