On the enlarged meeting of Educational and Methodical Council of Higher Education Institutions of the Russian Federation on the Education in the field of Library Information Activities on the basis of the Moscow State University of Culture and Arts, which was held on December 5, 2012. On the agenda of the meeting were questions of realization of new generation of industry educational standards for baccalaureate and magistracy. The special attention was paid to the methodical support of academic activities, the justification of initiation of actual training programs for students, the prospects of training for libraries in the near future.

The article analyzes the problems of transition of higher education institutions of the Russian Federation to the educational standards of the new generation, which introduce the concept of universal competencies into the educational process. In the process of mastering these competencies, there is a problem of defining the indicators of competence achievement in the form of generalized characteristics that reveal the structure of competence in the process of actions that can be performed by a graduate who mastered this competence to some extent. The article examines the historical experience of the introduction of the concept of competence in the educational process of European universities that joined the Bologna Agreement. The proposals of a number of research centers of Russia to determine the list of indicators of competence achievement are studied. Some examples of formation of universal competences in SSUGT are considered. A number of problems of introduction of educational standards of new generation to educational process of University are designated.

This article is an attempt to briefly analyze the scientific activity of Mikhail Konstantinovich Treushnikov, which is carried out through the prism of his publication activity in all its manifestations. In addition, this study presents an attempt to collect a complete bibliography of M.K. Treushnikov. The significance of this study is determined both by its uniqueness, which is due to the use of information from various sources, and the presence of individual theses and conclusions formulated by the authors. Thus, this work focuses on the fact that M.K. Treushnikov, in addition to considering the problems of civil and arbitral procedural law, paid attention to the development of problems of higher education, including in terms of methodology, and that, perhaps, allowed him to create a real school of civil procedure law in the walls of the Lomonosov Moscow State University. In addition, the thesis is put forward and substantiated that M.K. Treushnikov was actively engaged in questions of the law of evidence, as well as judicial law, which were widely reflected in his numerous works published in various journals and collections, as well as embodied in monographs.

The article describes the experience of the Moscow State University of Psychology and Education in the development and implementation of training programs for masters competent in the field of psychological rehabilitation. A model of the activity of a psychologist-rehabilitologs is proposed, the main task of which is the involvement of a rehabilitant in solving the problems of his life, as a result of which he becomes an actor of his own activity. The original master's program “Psychological rehabilitation in the social sphere” is presented, aimed at training qualified personnel to work in the field of restoring mental health and effective social behavior of children and adults of vulnerable categories, including people with disabilities, developed in accordance with the updated regulatory framework and the requirements of the professional standard of a specialist in social rehabilitation.

Promotion of “green” economy, that assumes increasing of the population welfare, social justice and improving of environmental quality, is one of the most important trends in the development of many countries including Russia. For our country building of “green” economy is also linked to the modernization and breaking with export-dependence on raw materials. Higher education institutions could contribute to the development of this process: traditionally both in the world and in Russia at universities environmental initiatives could be implemented and future environmental leaders could grow. To speed up the transition to of “green” economy we have proposed an approach “University as a model of “green” economy”. It is based on the possibility of developing, testing and further replication of “green” technologies at universities – in the areas of energy efficiency, waste management, eco-friendly transport, etc. We carried out the analysis of the pilot projects in the field of “green” economy – two cases of separate waste collection: in the Main building of Lomonosov Moscow State University (LMSU) and the LMSU branch in Sevastopol. We conclude that there is a significant potential of the implementation of “green” technologies for the development of “green” economy and for the development of universities themselves.

The article describes the first official meetings between the leaders of the Moscow State University of Civil Engineering, BRE Global Limited and the Russian Green Building Council in Moscow on the topic of the localization of the Building Research Establishment's Environmental Assessment Method (BREEAM) to for the Russian Federation. It outlines the main steps taken and the actions to be undertaken of the parties to those proposed activities. Then a brief overview is provided of the main aims of the partners’ organisations, their positions in the countries and their purposes. The main part of the article summarises the benefits of an international “green” standard. There is an introduction to the National Scheme Operators, the processes involved in the BREEAM schemes and the role assessors play. The main intention for the article is to show the potential for synergy when connecting the country’s largest organisations involved in sustainable construction.
