The article is devoted to the overview of the events held within the framework of the III St. Petersburg International Cultural Forum, which completed the Year of Culture in Russia. The scale of the Forum by content, as well as by the number of participants exceeded all expectations of the organizers. The Forum assembled over 7 thousand professionals from dozens of countries around the world. Its extensive program included conferences and round tables on topical issues of the modern domestic and foreign culture, performances and master classes by prominent artists of the world level, and signing of memorandums on cooperation with several countries. One of the main venues of the Forum was the Presidential Library named after Boris Yeltsin. There were held the events dedicated to the upcoming Year of Literature. At the various meetings of Forum, devoted to library, book, reading, there was repeatedly noted that modern information technologies had complicated the life of libraries, demanded search for the new forms of work, able to respond to the challenges of the time.

This article is based on the notion of ‘sousveillance’, which was invented by Steve Mann to describe the present state of modern technological societies where anybody may take photos or videos of any person or event, and then diffuse the information freely all over the world. The article shows how sousveillance can be generalized both to the real world and to the virtual world of the Infosphere using modern information technologies. As a consequence, the separation between public and private spheres tends to disappear. We believe that generalized sousveillance may transform the overall society, e.g. modern public transportation like the Paris subway might have to change the way it disseminates information due to the impossibility of managing the flow of information coming from its infrastructures. To attempt to elucidate a society based on generalized sousveillance, the article introduces the notion of the ‘Catopticon’, derived from Bentham’s Panopticon: while the architecture of the Panopticon was designed to facilitate surveillance by prohibiting communication and by installing surveyors in a watchtower, the architecture of the ‘Catopticon’ allows everybody to communicate with everybody and removes surveyors from the watchtower. The article goes on to explore the opportunities the Catopticon might offer if extended to the whole planet. It also shows the limitations of the extended Catopticon; some are extrinsic: they consist of various resistances which restrict access to the Internet; others are intrinsic: for instance, we can exchange simultaneously only with a few people, while we may have millions of contacts. As a consequence, the various new ‘regimes of distinction’ mentioned above play a key role in modern societies.

The article discusses the position of modern libraries in the world. How the environment in which functioning of libraries has changed radically. The question of what the library should become and whether it should continue to exist in general remains open to this day. The author of the article analyzes how modern information technologies determine the strategy and tactics of library development. The author acknowledges that today for traditional libraries, gaining access to electronic resources significantly changes the approache to information work in general. This emphasizes that it allows readers to access information without having to resort to printed originals and often relieves users of the need to physically visit libraries.

This article discusses the specifics of the Museum collections of Chuvash children's culture based on the analysis of real (Museum exhibits), field sources and published literature. Unique objects and documents about the world of material culture of Chuvash childhood are kept in the museums of Russia. The authors analyzed children's Museum collections. Museum materials on childhood are grouped according to the following features: child care and play activities. New approaches in the presentation of stock materials focused on the use of modern information technologies in order to improve the efficiency of museums’ work, especially with children.

The presented article offers the review of means, methods and possibilities of one of the most welcomed modern information technologies – Big Data. The popularity of the technology is grounded in the work. The sources of the big data, the speed of their appearance, amounts of information in the world are examined. The main specializations of the employees for the operation in the field of the structuralized and non-structuralized data of big amounts and the significant variety are marked. The scientific and practical directions and the structure of Big Data are analyzed. The examples of the Big Data use’s technology in the world are examined. The research results of the big data, received from the Ukrainian sites, are presented in the article. The possibilities of the programming language R, as one of the leading instrumental means of the Big Data technology, were used in the work. The research aim was to define the attendance frequency’s dependence of different sites by the young people, aged from 17 to 35 years old, upon their sex, provision of job, incomes and age. The authors present the obtained results and offer directions of the activity, where they may be used.

Mobile information work, an extreme type of information work, is progressively becoming commonplace in various corporations. The availability of cheap and portable information technologies as well as the development of pervasive communication infrastructure in some parts of the world is creating scenarios where people can work from almost anyplace. Nevertheless up to now there has not been sufficient research on the particular work practices and strategies these professional workers use to be productive as they face the particular challenges of being mobile. Based on an ethnographic investigation of the experiences of mobile professional workers in a multi-national accountancy company (Bengo), this chapter discusses some characteristics defining the character of modern information work with regards mobility and connectivity while operating outside the workplace. Our study highlights the importance of: location in terms of providing an adequate atmosphere and infrastructure to conduct work; regularity in terms of giving workers flexibility to connect and reconnect whenever it was more convenient for them; space in terms of letting people preserve and reconstruct their information workspaces; and balance while juggling between personal and work related commitments. The findings presented can be useful for defining the processes and technological tools supporting mobile professional workers.

Recently, Uzbekistan has taken comprehensive measures to develop tourism as one of the strategic sectors that contribute to the rapid development of regions, increase incomes and living standards of the population, as well as increase investment attractiveness. Modern information technologies make a signifcant contribution to the development of pilgrimage tourism. Advertising of online travel services in pilgrimage tourism currently does not allow you to automate the work of a travel Agency without creating an effective website. This article is devoted to the analysis of Internet technologies aimed at improving the tourism industry. The practical signifcance of the article lies in the use of modern information and communication technologies that support activities in the feld of the pilgrimage tourism in the region. Ancient architectural and historical monuments of our country are of great interest to the world community. In recent years, thanks to the ongoing work to develop tourism, the number of foreign tourists has been growing. Also, the tourism industry will develop new areas such as ecotourism, gastronomic tourism, agro-tourism, sports tourism, traditional cultural and educational events, festivals, and competitions. The efforts made in this direction in our country, which attracts tourists with its unique culture and traditions, picturesque nature and picturesque corners, along with ancient monuments, shrines, historical and cultural monuments, play a signifcant role in the further development of the tourism industry and infrastructure. This is evidence of the fact that the world travel and tourism council (WTTC) in the study «Economic results of the travel and tourism industry» noted that our country is one of the fve fastest-growing countries in the tourism industry

Today, more than 3.9 billion people live in urban areas, that is, more than 54% of the world population. According to scientists from New York State University, urbanization will continue in the coming years, increasing the urban population to 6.0 billion. people by 2045 A significant increase in the urban population increases the demand for energy, mobility, water and other urban services in cities. Therefore, cities should become smarter in providing urban services. In addition, cities are the largest environmental pollutants responsible for more than 80% of greenhouse gas emissions, 75% of waste generation and 70% of global energy consumption. Due to global awareness of the negative impacts of such pollution on the environment, cities are under greater pressure to improve environmental performance while improving the level of services. All these trends converge at the moment when a new trend is being formed: digitalization. The growing demand for sustainable, comprehensive, reliable and efficient urban service puts enormous pressure on our urban infrastructure, but digitalization provides a powerful tool for solving these issues and creates a paradigm shift in our concept of cities – creating the Smart City concept. The use of information technologies in the management of a modern city has long been relevant. Since the 2000s, progressive companies have mentioned Smart City as an effective way to manage urban resources and recommended it for use by officials. However, then it is only possible to talk about it, and today every city that considers itself modern wants to be Smart City. It is also worth introducing smart technologies in the public administration sector, and not only in the field of infrastructure, security and tourism. This is due to both the globalization processes, the increase in the population in cities and the growing role of the cities themselves and the systematic growth of urbanization, and the change in the role of the city itself – their transformation into modern information centres using information and communication technologies in many spheres of life of residents. Modern cities face constant contradictions every day: the combination of social attractiveness of the city and the comfort of residents' living, the rapid growth of production and environmental norms and the growth of industrial waste, transport and production infrastructure and modern information technologies. At the same time, it is worth noting that cities are the driving engines of the economy, platforms for creating and implementing social innovations, technological innovations, centres of education and culture. Smart cities today become the basis of social progress and economic growth, as information technologies help transform traditional functions in the classical sense through the use of smart technologies. These technologies make it possible to solve the problems that arise and qualitatively change the system of the city administration. As a result, conditions for the development of each resident of the community and the city as a whole are ensured. Smart decisions of the city authorities produce an increase in the value of the city itself due to additional emerging opportunities, as well as increasing the investment attractiveness of the city itself. The growth of modern solutions using the latest technologies, primarily in the field of municipal management, increases the efficiency of resource use, ensures the development of economic potential, the launch of new individual business areas, and also improves the quality and comfort of citizens' living in the city. At the same time, modern city development and management systems should include smart technologies and information systems for the transformation of life in urban processes, better management and improvement of life in the city. It is also worth noting that today with the spread of infections, such as covid-19 infection, which has become a global pandemic, the role of Smart City smart technologies is not so much in demand in the world and Ukraine in particular. The role of such technologies will increase from year to year. Also, taking into account globalization and integration processes in the world, the Smart City system has long begun to gain popularity among leading countries with developed economies and the European Union. Smart City affects both everyday life in the city and the sphere of state and local administration, public safety, industry, transport, ecology, medicine, energy, mobility and other spheres of life of citizens, both at the national and local levels. The article discusses the development of the content of secondary education in Europe in the context of globalization and the information society. The authors emphasize the urgency to move from education based on knowledge to education based on working with the meaning behind denominated objects. The authors argue that the methodological application of new pedagogical thinking and new technologies, a re-organization of the educational process, but also new educational content are methods and factors which can move knowledge-transfer forward. There must be a productive introduction of these methods and factors to pedagogy, a synthesis of existing practices of interdisciplinary teaching and the use of the unrealized potential of modern information technologies to build an original model for the world of European education. To achieve this, a new project for a European educational network is necessary. It will provide not only economic and social integration, but also intellectual understanding and cooperation.

The article is based on the main key ideas of the concept of the development of Russian mathematical education, one of which is the idea of using information technologies in mathematical education as a basis for advancing at the world level. The article introduces mathematics teachers to the possibilities of using interactive simulators for the formation of students ' computational skills in the process of organizing oral and written counting in a playful form. Methodological recommendations on the topic "Actions with decimals" are given. The article is addressed to teachers and students of pedagogical universities, methodologists, mathematics teachers.
