Today, more than 3.9 billion people live in urban areas, that is, more than 54% of the world population. According to scientists from New York State University, urbanization will continue in the coming years, increasing the urban population to 6.0 billion. people by 2045 A significant increase in the urban population increases the demand for energy, mobility, water and other urban services in cities. Therefore, cities should become smarter in providing urban services. In addition, cities are the largest environmental pollutants responsible for more than 80% of greenhouse gas emissions, 75% of waste generation and 70% of global energy consumption. Due to global awareness of the negative impacts of such pollution on the environment, cities are under greater pressure to improve environmental performance while improving the level of services. All these trends converge at the moment when a new trend is being formed: digitalization. The growing demand for sustainable, comprehensive, reliable and efficient urban service puts enormous pressure on our urban infrastructure, but digitalization provides a powerful tool for solving these issues and creates a paradigm shift in our concept of cities – creating the Smart City concept. The use of information technologies in the management of a modern city has long been relevant. Since the 2000s, progressive companies have mentioned Smart City as an effective way to manage urban resources and recommended it for use by officials. However, then it is only possible to talk about it, and today every city that considers itself modern wants to be Smart City. It is also worth introducing smart technologies in the public administration sector, and not only in the field of infrastructure, security and tourism. This is due to both the globalization processes, the increase in the population in cities and the growing role of the cities themselves and the systematic growth of urbanization, and the change in the role of the city itself – their transformation into modern information centres using information and communication technologies in many spheres of life of residents. Modern cities face constant contradictions every day: the combination of social attractiveness of the city and the comfort of residents' living, the rapid growth of production and environmental norms and the growth of industrial waste, transport and production infrastructure and modern information technologies. At the same time, it is worth noting that cities are the driving engines of the economy, platforms for creating and implementing social innovations, technological innovations, centres of education and culture. Smart cities today become the basis of social progress and economic growth, as information technologies help transform traditional functions in the classical sense through the use of smart technologies. These technologies make it possible to solve the problems that arise and qualitatively change the system of the city administration. As a result, conditions for the development of each resident of the community and the city as a whole are ensured. Smart decisions of the city authorities produce an increase in the value of the city itself due to additional emerging opportunities, as well as increasing the investment attractiveness of the city itself. The growth of modern solutions using the latest technologies, primarily in the field of municipal management, increases the efficiency of resource use, ensures the development of economic potential, the launch of new individual business areas, and also improves the quality and comfort of citizens' living in the city. At the same time, modern city development and management systems should include smart technologies and information systems for the transformation of life in urban processes, better management and improvement of life in the city. It is also worth noting that today with the spread of infections, such as covid-19 infection, which has become a global pandemic, the role of Smart City smart technologies is not so much in demand in the world and Ukraine in particular. The role of such technologies will increase from year to year. Also, taking into account globalization and integration processes in the world, the Smart City system has long begun to gain popularity among leading countries with developed economies and the European Union. Smart City affects both everyday life in the city and the sphere of state and local administration, public safety, industry, transport, ecology, medicine, energy, mobility and other spheres of life of citizens, both at the national and local levels. The article discusses the position of modern libraries in the world. How the environment in which functioning of libraries has changed radically. The question of what the library should become and whether it should continue to exist in general remains open to this day. The author of the article analyzes how modern information technologies determine the strategy and tactics of library development. The author acknowledges that today for traditional libraries, gaining access to electronic resources significantly changes the approache to information work in general. This emphasizes that it allows readers to access information without having to resort to printed originals and often relieves users of the need to physically visit libraries.

Purpose. The purpose of the article is to analysis of trends and formation of recommendations for the introduction of smart city technologies in the development strategy of the urban community. Methodology of research. The research methodology contains the following general scientific methods, namely: bibliographic – for the analysis and systematization of scientific works on the development of "smart" cities, modelling of their technological and information structures; historical and practical – to study the practical experience of introducing intellectual elements in the urban space; comparative – to determine the priorities of the components of the "smart city" model; abstract and logical – in forming conclusions and formulating recommendations. Findings. It is determined that the European model of smart city development provides for the introduction of such components as smart - economy, mobility, ecological approach to environmental protection; digital technologies; development of information, digital and general culture of residents; smart lifestyle; e-government. The world tendencies and Ukrainian practices of introduction of smart elements for digitalization of management of infrastructure of the city are analysed. It is determined that the technological solutions of a smart city are developed on the basis of Internet of Things technologies, active use of feedback principles, formation of data transmission infrastructure, data collection, processing and analysis systems. It is revealed that the introduction of smart technologies is carried out in fragments both in Ukraine and in the world. It is analysed that the development strategies of Ukrainian cities do not contain separate sections on the introduction of smart technologies. Ukrainian cities lag far behind in the pace of innovation and do not have separate strategies for the development of a smart city. It is proved that all stakeholders should have information on the formation of the city's development strategy and, in particular, its smart technologies, understands their level of responsibility and participation in decision-making mechanisms and implementation of the introduced technologies. Originality. The model of a smart city has been improved, taking into account trends in the development of smart cities and identifying priority areas for the development of smart technologies in the management of infrastructure and urban information environment. The information environment involves the use of a multi-loop information system to support the life of the city in various areas. Such a system contains the necessary functionality, as well as special emotional and motivating contours to increase the activity of citizens, ensure transparency of decision-making by city leaders and more. Practical value. The formed recommendations can be used by project groups of city councils for improvement of strategies of development of cities and development of scenarios of introduction of elements of system of the smart city. Nowadays, the use of the concept of "smart city" opens up opportunities to solve economic, social and environmental problems, which significantly affect the conditions and quality of life of the population. Smart technologies are used in many areas that contributes the improving of the quality of services for the daily life of citizens. However, the existing concept of a smart city is still developing and there are significant problems with its security nowadays. Blockchain technology can help to solve this problem. Recently, the introduction of blockchain technologies in various areas has been increasingly discussed in the world. More and more, this technology attracts the attention of Ukrainian specialists in the field of IT technologies and scientists. The features of the introduction of blockchain technologies are based on the impossibility of bureaucratic actions by the state. Unlike the existing system of the smart city management, blockchain technology will allow city residents to communicate directly bypassing bureaucratic schemes. As it is known it is impossible to intervene in the blockchain and change or delete the record, all the actions will be seen by all the participants in the blockchain, the residents of the city. The purpose of this article is to determine the features of the introduction of blockchain technologies in the management of a smart city in order to give state bodies new tools that will reduce the amount of fraud, the number of errors and reduce the expenditure of paper document flow; analysis of foreign experience of blockchain implementation in the city management system. More and more cities of the world join the introduction of smart technologies. The modern trend of civilization is characterized by the rise and development of several megapolises, which merge into a huge urban structure and which in many cases represent the demographic and economic center of the national system. A number of cities in the world are still not ready to switch to the blockchain technology completely, but their government intends to introduce innovations into the management of the city gradually. Nowadays the blockchain technology plays a key role, as it can allow ICT to fit into an anthropologically ideal social and political context. The blockchain is the technology that can ensure full social equality, democracy, because it assumes that everyone controls everyone but not special bodies. It creates the conditions for the managemental pyramid to line up from below and above at the same time, and not just from above. Therefore, the blockchain technology provides not only the Smart City technology, beneficial to bureaucrats, but something more significant - direct coordination of actions between residents as a condition for their self-organization.

The article discusses main issues of organizing activities for the treatment of stray and street animals in the city of Novosibirsk. The important role of successful solving the problem of stray animals in ensuring environmental comfort and safety of the urban population is noted. Definitions of the concepts “stray animals” and “street animals” are given, the differences between them are emphasized. The main regulatory and legal documents governing the handling of stray and street animals are listed. The ways in which domestic animals get into a stray state are described briefly. The results of the collection and analysis of information on the activities of shelters for stray animals in Novosibirsk are described. The information on the quantitative indicators of the shelters are given. Conclusions on how to solve the problem of stray animals, relying on the latest regulations are drawn.

New Comedy was a Panhellenic phenomenon. It may be that a performance in Athens was still the acme of a comic playwright’s career, but Athens was no longer the exclusive venue of the genre. Yet Athens, or an idealized version of Athens, remained the setting or backdrop for New Comedy, whatever its provenance or intended audience. New Comedy was thus an important vehicle for the dissemination of the Athenian polis model throughout the Hellenistic world, and it was a factor in what has been termed ‘the great convergence’. The role of New Comedy in projecting an idealized image of the city-state may be compared to that of Hollywood movies in conveying a similarly romanticized, but not altogether false, conception of American democracy to populations around the world.

Purpose: Nowadays, the development of technology is very fast and increasingly sophisticated; no doubt all the problems in a city can be solved quickly and well. Hence, facing a huge number of the urban population, the city must adopt the strategy of smart city so that the standard of life can be improved. Some of the cities in the world have applied the concept of smart city. One of the dimensions in smart city concept is smart security and safety. This study aims to know the indicators and index level of smart security and safety in Bandung city of Indonesia. This research explores the indicators and measures the index level of smart security and safety in Bandung.  Methodology: The research method characteristics applied in this study is the exploratory sequential mixed method. Main Findings: This study finds that there are 20 indicators to measure the index level of smart security and safety. The smart security and safety level of Bandung city is 72% which is considered that on average the measured indicators are already good enough and satisfied, but there are some indicators that should be improved. The variable that should be improved is variable of Awareness and Understanding which has score of 49%. Implications/Applications: It is suggested by this study that the socialization of smart security and safety program such as Panic Button Application, LAPOR! The website should be more effective through making socialization more targeted and real.

In 1854, the city of Munich had arranged for the “First General German Industrial Exhibition” to promote German industry to the world and invited a global audience to the event. At the same time, Franz Dingelstedt, director of the National Theater, organized a festival displaying the finest actors from Germany. Right after the opening of the festival, cholera started raging in the city and leaving 3,000 deaths in the final count. The author sketches out the role of the theatre in this crisis, when Dingelstedt was ordered by the king to keep the theatre open at any cost. This appears awkward, in regard to the current global pandemic crisis where theaters have been identified as risk zones for infection and consequently closed down. Why was the theatre at the time considered a safe and appropriate place even helping to counter the disease?

The problem of the teacher’s personal centration is extremely relevant nowadays due to the challenges that arise in the society and the educational environment under the influence of civilizational changes in the world. The negative contradictions of the post-Soviet society (the society was marked by strongly developed collectivist consciousness), the powerful ultra-fast development of information technologies, and other factors in the educational environment require adequate responses from participants of the pedagogical interaction. New conditions encourage the intensification of facilitation teaching, which is currently developing in the world and in Ukraine as the most appropriate to the humanistic ideas of pedagogical science, directing all the attention to the personality of a learner. Therefore, formation of a person, ready to express his or her opinion freely, to be individual, to take responsibility for himself/herself and to declare himself - that is the task of a personally centered teacher in the modern conditions.

The paper analyzes the key steps taken by different cities worldwide and gathered into a clear step-by-step roadmap that can be useful for emerging smart cities. The Roadmap covers three main stages as we see them during the process of development: preparation, formation and spreading stages. We reveal how this is incorporated in the Ukrainian context. Our analysis of smart city solutions from all over the world (based on the BeeSmartCity database) showed that the tech component on its own is not enough to overcome urban challenges within different domains (environment, economy, government etc.), as we see each of the solutions has a human component involved in a form of knowledge generation and sharing, different forms of co-creation and partnership etc. Thus, ICTs are a required but not a sufficient element of building successful citizen-friendly and resilient cities.
