The article is devoted to the anniversary of the prominent Russian scholar in library science Margarita Yakovlevna Dvorkina, born on April 1, 1936. The author highlights her main positive qualities as a person and scientist. Her exceptional scientific integrity is revealed by the example of M.Y. Dvorkinaʼs clarification over time of the attitude to revolutionary-democratic libraries (the theme of her PhD thesis) and especially to the status of the concept of “library service”. She successfully defended her doctoral dissertation on this topic in 1994. Initially, she confined to the named scope of the concept, then she deemed more correct to consider “information and library services”, and now she inclines to the term “library and information services”. The author assumes that the next round of the scientific spiral should be return on a new basis to the term and to the concept “library service” behind it. The article presents arguments to defend this position.

Bioinformatics is an emerging data intensive discipline. The community and information resources and sources are heterogeneous. It is the role of library to provide a comprehensive platform to deliver effective information services to the community. The paper discusses the status of various bioinformatics information resources available for the community. It is essential to search, consolidate and made information resources available to the community. The paper also discusses the methodology for integration of information resources at a single platform. The integration platform is proposed shall highlight the role of the library in understanding the current best practices to deliver effective information to bioinformatics community. It will discuss the close relationship between data and information playing an extensive role in generation of bioinformatics knowledge. Further, a model has been proposed for the resource integration in the area of bioinformatics in order to provide a comprehensive platform for knowledge dissemination.

The study was carried out to review the use of social media in Nigeria libraries and information services. The review dealt extensively with the dynamics social media brought into library services in Nigerian tertiary institutions. The technological advancement of the 21st century brought by advent of social media has great impacts on library and information services in Nigeria just like any other place across the globe. There is need for the professionals in library science or services to change their service delivery to end users along the line of social media usage with emergence of social sites such as Facebook, Myspace, Flickr, YouTube, Library Thing, Ning in which information can be easily sourced from by users Libraries in Nigeria are therefore facing challenges regarding the ability to provide proactive and more value added services to meet the ever changing needs of the end users. The reviewed article therefore made an attempt to examine the present scenario in library services delivery in Nigeria tertiary institution with these new and emerging social media technologies as well as looking at challenges facing Nigerian tertiary institution libraries in the use of these social media and to identify possible solutions to these challenges. The study concluded that to some extent social media utilization  has been introduced by librarians in tertiary institutions libraries in Nigeria and that usage of social media by librarians in promoting library and information resources and services cannot be overemphasized. The study also discovered that lack or inadequate finance, poor power supply, lack of training of library staff on social media usage and limited bandwidth in the institution as the major challenges facing the usage of social media in Nigerian tertiary institution libraries. The study therefore, recommends that adequate finance should be promptly provided by the parent institutions to the libraries to enhances the use of social media to promote library and information resources and services in Nigerian tertiary institution libraries.

This paper is a study of implementation of emotional branding in library services.    Emotional branding is a new paradigm in marketing world. It means create emotional nuance and its objective is to create an emotional nearness between a brand and its consumer. The library as an institution which provide information services may implement emotional branding concept in creating emotional nuance which will build emotional nearness between the library and its users. It is hope that the emotional nearness  will create users’ satisfaction and  loyality, so the use of library will  increase. Emotional branding in library can be created through working performance of librarian who always try to create and maintain good relationships with users. Some strategies could be implemented, those are always ask the user first, ask their name and try to remember it, know information which usually needed, tell them when there is new information which relevant for them, create a situation that librarian always ready to help, show them that the librarian like to discuss with them, be a good listener, the librarian should be wear uniform with name tag, and be a mobile staff and ask the user if they need some helps.  The implementation of emotional branding in library services need a crucial change in mindset of library management in order to provide qualified services which suitable with users’ demand.

Artikel ini mendiskusikan secara detil tentang penerapan Lima Hukum Dr. S. R. Ranganathan tentang Ilmu Perpustakaan dalam pemasaran sumber-sumber informasi dan layanan perpustakaan. Pemasaran ialah menyangkut perencanaan, pengorganisasian, diseminasi, dan pengawasan setiap layanan informasi yang diberikan secara proaktif dan berorientasi pada pengguna untuk memastikan kepuasan pengguna dalam mencapai visi utama organisasi. Lebih jauh, tulisan ini menekankan pada sisi pentingnya menggunakan kelima hukum ini sebagai pedoman prinsip memberikan layanan yang terbaik kepada pengguna. Untuk maksimalnya pemanfaatan perpustakaan, pustakawan harus meningkatkan kemampuannya dalam mempromosikan layanan perpustakaan yang disediakan karena pemasaran atau promosi adalah hal yang penting untuk membangun dan mengembangkan perpustakaan.ABSTRACT:This paper discussed in detail the implication of Dr. S. R. Ranganathan’s Five Laws of Library Science in marketing library and information resources and services. Marketing in librarianship is an act of planning, organizing, dissemination and controlling of information services on a proactive and users’ oriented way that ensures the patron's satisfaction while achieving the objectives of the parent organization. The paper, therefore, emphasized more on the importance of using the laws as a guiding principle to provide adequate service delivery to the users. To achieve maximum utilization of library resources, librarians must improve the way they market their services because marketing is vital to the growth and development of any library irrespective of the parent organization.

Purpose The subject of the paper is innovative information services. The purpose of this paper is to identify the potential sources of innovation in library information services and point out how they can be used to improve the overall service quality. Design/methodology/approach In the first stage, literature analysis and critique was used to establish the state of research in the field of innovative solutions and select the main sources of innovation in services. Next, a systematic search of the subject literature and network resources was carried out according to the selected criteria to find the examples of innovative commercial services, particularly in the information sector. Findings Libraries, like all customer-oriented service organizations, must innovate and continually evolve to better meet the needs of their audience. It seems that in libraries, the basis of innovation and building a competitive advantage over other institutions may primarily be the thoughtful design of services in the spirit of the assumptions of the experience economy. Innovative ideas based on in-depth knowledge of user needs are less dependent on financial conditions and more on the creativity and enthusiasm of library staff. Research limitations/implications This paper is a conceptual work presenting the issue of innovation from the perspective adopted by the author. The paper does not aim to fulfill the subject but to show some interesting aspects of this issue and help initiate discussions on innovation in libraries from the perspective of phenomena present on the commercial information services market. This approach, which has not yet been adapted in library science, may show some new aspects and lead to new conclusions. This is a literature review type of paper that is not based on empirical research and it has not yet been tested in practice; however, the author believes that it can provide a valuable framework for designing and implementing innovative services in libraries. The presented process is a preliminary proposal that can and should be modified in the future based on further scientific reflection and examples of implementations in libraries. Practical implications The results can be widely used in practice as a framework for designing innovative services in libraries. The paper, based on subject literature, proposes a process of designing innovative information services that can and should be tested in practice. Social implications The paper can help initiate the debate on the need to implement innovative solutions in library services. Originality/value The issue of innovation in library services has not yet been widely discussed in library and information science journals from the perspective proposed by the author. This paper presents a specific approach to library innovation based on the observation of the certain phenomena on the commercial market, which opens the door to new reflections.

The analysis focuses on the ways that immigrants have been constituted in government and library policies and on the nature of services provided to them.Cette thèse de doctorat porte sur le développement des services en bibliothèque publique s’adressant aux nouveaux arrivants dans le contexte de politiques liées à l’immigration, notamment l’établissement et le multiculturalisme (1945-2011). L’analyse porte sur les façons dont les immigrants ont été constitués dans les politiques du gouvernement des bibliothèques et sur la nature des services qui leur étaient offerts.

University libraries exist to support the teaching , learning and research needs of their institution. This is done by providing the latest information sources for the academic community as university library users. This mission can be achieved well through effective and periodic marketing of information  and library services, one of which is through reference services. This article discusses the use of reference and information services in supporting distance learning as one of the impacts of the spread of the Covid 19 outbreak (current situation and the way forward). The research method is quantitative descriptive  research, with 78 respondents and using literature related to the transformation of reference services in the digital era. Data collection is processed based on the results of observations, interviews of the IAIN Batusangkar library reference service and other college libraries in providing online reference services. The analysis explains the presence of a reference service for students, especially Library Science students at IAIN Batusangkar. Analyzing how the media can help reference librarians in providing optimal services to the academic community remotely. Describe the strategies that reference librarians can use in creating real time reference transactions in a technology environment while maintaining the main function of reference services. Introducing the idea of a ‘new face’ model of reference and information services for the IAIN Batusangkar library in the period of distance learning, especially the rapid change in learning systems as a result of the corona virus outbreak ( covid 19). Libraries need to improve the reference service system they provide, so that the academic community can meet their information needs through library services remotely, anytime and anywhere. At the end of this paper, it is intended that librarians, especially reference librarians. Continue to serve readers with different needs, librarians must walk across the library, access computer screens from all campus intranet systems, answer emails and explore other interactive tools to reach customers in an effective, practical and effective way. Efficient in order to always satisfy users and keep closer to them, as the main purpose of the presence of reference services.

This chapter documents the strategies that are employed by librarians in promoting library and information services in Zimbabwe. The study also sought to ascertain the perceptions of librarians towards promoting library service in Zimbabwe in a digital environment and assess the challenges faced by librarians when promoting library and information services in Zimbabwe in a digital environment. A study was done, and the participants were drawn from academics, the public, schools, and special libraries. An online questionnaire was posted on Survey Monkey and librarians were invited to participate from the Zimbabwe Library Association social media platforms. Data was analysed thematically using the objectives of the study. It was discovered that despite facing a number of challenges when promoting library and information services, participants were using various strategies to promote their services. The authors recommend continuing professional development of librarians to effectively deliver their services in a digital environment.
