Начиная с 2018 года наступил период, насыщенный интересующими архитектурное сообщество юбилеями. При фиксации вековой, как правило, даты они отличаются разной мерой погружения в предмет, что зависит во многом от современной нам интерпретации значимости каждого из юбилейных событий для понимания устройства целого в архитектуре и градостроении. В статье предпринята попытка в юбилейном контексте выявить многогранные истоки сложения, отвечающего нашему времени понимания объемно-пространственного устройства города в отечественной версии диалога культуры и цивилизации. 2018 has witnessed the commencement of the period full of anniversaries interesting, among others, to the architectural community. The dates usually fix a centennial, but differ in various extent of involvement with the subject, due to the contemporary interpretations of significance of respective events subject to centennial celebrations, for comprehension of the structure of the whole in architecture and urban planning. This article is an attempt to identify in the context of such anniversaries the roots of gradual formation over the course of time of the present-day perception of urban spacial arrangement in the Russian version of the dialogue between the culture and the civilization.

The city of Sefrou, because of its geographical position, its cultural heritage and urban planning, than economically, is classified as one of the sites with a vulnerability particular to floods. Oued Aggay, the subject of this study, constitutes a danger potential because of the violence of its floods. In this perspective that comes this study that part of the creation and management of a spatial database on flood risk in the Sebou basin. It aims to spatialize the extent of the floods of Oued Aggay and propose solutions to protection the city of Sefrou against floods. The chosen approach goes through a hydrological study, the choice of profiles and the construction of onedimensional model from HEC RAS hydrology software. This study allowed us to simulate floods by statistical methods, identify flood zones and determine the different water levels in the flooded area for the Oued Aggay watershed.

The subject of the article relates to the current state of affairs of spatial planning system in force in Poland and the possibility to introduce positive changes to it. The author adopted the examples with which she attempts to illustrate the system from her own extensive experience in urban planning, especially in Warsaw, which was assumed as the main research field. In the article, the discussion on the abovementioned planning system starts with the statistics of urban plans made in Warsaw, the scope of social participation and analyzes conducted prior to projects. Then, focus was placed on contemporary trends: functional diversity, land and building ownership, the European Green Deal trend, as well as the necessity for management principles in urban planning and project implementations. The basic assumed research method was to compare the achievements of urban development elements in Poland with similar ones located in countries of Western Europe. In the conclusions, the final summary is presented. It consists in the author’s own recommendations for corrective action for functioning of the spatial planning system in Poland.

Santrauka. Svarstant aktualius miesto planavimo ir įvaizdžio klausimus bene daugiausia kontroversijų kelia dabarties ir praeities architektūriniai objektai. Šie objektai keisdami miesto veidą tuo pat metu koreguoja ir miesto praeitį. Architektūrinės priemonės praeitį gali pertvarkyti, atnaujinti, išsaugoti, naikinti ir t.t. Tokiu būdu architektų veikla patenka į istorikų akiratį. Straipsnyje remiamasi analitine architektūros istoriko Manfredo Tafuri schema, kurioje aiškiai atribojama architektų ir architektūros istorikų veikla. Jei architektai orientuojasi į veiksmą, praktiką, ateities viziją ir utopiją, tai istorikų veikla siejama su teorija, kritiškumu, praeitimi ir atmintimi. Tarp šių kraštutinių figūrų Tafuri įkomponuoja architektūros kritiką, kuris priklausomas tiek nuo architektūros (kaip tyrimo objekto), tiek nuo istorijos (kaip žinių). Tafuri schema nėra pilna – joje trūksta paveldosaugininko. Įtraukiant šį veikiantį asmenį gaunamas išbaigtas modelis, kurį jungia keturios kategorijos: teorija (istorikas ir kritikas), praktika (architektas ir paveldosaugininkas), praeitis (istorikas ir paveldosaugininkas) ir ateitis (architektas ir kritikas). ABSTRACTTHE COMPETITION BETWEEN ARCHITECTURAL AND HISTORICAL VISIONS OF KLAIPEDA: BRAVE DECISIONS VS. SUSTAINABLE PRESERVATIONThe issue of the relation of Klaipeda’s image to urban planning has been the subject of intense debate. Old and new buildings transforming Klaipeda’s image at once correct and adjust the city’s past: its past can for example be reshaped, renewed, preserved or destroyed by architectural means. Thus architecture becomes an object of historical interest. In this article the analytic scheme proposed by the architectural historian Manfredo Tafuri is employed. Importantly, Tafuri dissociates architects from architectural historians: the former is operative, utopian and future-oriented; the latter is critical, memorial and oriented to the past. Between the two extremes Tafuri places the figure of the architectural critic, who is dependent on both architecture (as an object) and history (as knowledge). Such a schema is however incomplete as Tafuri ignores the figure of the expert of heritage protection. In the expert of heritage protection Tafuri’s schema can be refigured around four categories: theory (historian and critic), practice (architect and expert of heritage protection), past (historian and expert of heritage protection) and future (architect and critic). This upgraded framework is applied to the case of Klaipeda city in order to describe recent encounters, controversies and conflicts between two predominant visions – architectural and historical – concerning city planning and the protection of material heritage.

The material offered to the readers is a translation into Russian, with extensive notes, of an excerpt from the First Part of Vladimir Nabokov’s novel Ada, or Ardor: A Family Chronicle (1969). The published material consists of a translator’s Preface, five chapters from the novel, notes by V.V. Nabokov and the translator’s annotations. The Preface to the publication describes the creative and biographical circumstances of the creation of one of the most significant and controversial novels of the twentieth century, and indicates the sources of its conception, which goes back to the English short story of Nabokov Time and Ebb (1944), and considers its formal peculiarities. The Preface outlines the basic principles of Ada’s poetics, which distinguish it from the number of other works of the outstanding master and innovator of prose and affect it’s readers perception, such as: deliberate complexity of the narrative technique and an unprecedented variety of language tools used by Nabokov. The author of the Preface draws attention to the fact that the subtitle of the novel, indicating that it belongs to the genre of family chronicles, serves as one of the elements of Nabokov’s game poetics, since the classical tradition becomes the subject of parody in Ada. The novel is considered by the author of the Preface and translator of Ada as a grand compendium of European literature of Modern period, as an experiment in combining many varieties of the novel, from pastoral and Enlightenment utopian fiction of the 16– 17 centuries to the Nouveau roman of the 1950s and 1960s. The new Russian version of Nabokov’s most untranslatable novel took into account detailed annotations (in progress) by B. Boyd, works by A. Appel, Jr., and other researches, observations by one of the German translators of Ada, D. Zimmer, and the text of the French translation of the novel, which was prepared under Nabokov’s supervision. The Preface to the publication and the translator’s annotations involve archival material, in particular the draft of several chapters of the Russian translation of Ada, prepared by Véra Nabokov.

Research paper "The structure of informational-analytical support of urban engineering activities in the field of land use planning and management" consists of - introduction, 6 sections, 5 infological models, conclusions, and a list of 35 sources. The object of the study are methods and models of the discipline of land use planning and management. The subject of the research is the structure of informational support of urban planning activity, cadastral survey and expert systems. The purpose of the paper: to develop the structure of informational and analytical support of urban planning models, and also structural and logical models of natural conditions and processes, activities and structures in the field of land use planning and management. Area of application: information support of all types of urban planning activities. It is advisable to use the results of the work for Improvement of informational support of legislative bodies, municipal administrations and other institution responsible for urban development.

Lithuanian urban design and urban planning face the problem of undeveloped terminology. This problem could be solved with the help of the definition of urban form, which could help to form terminology into a hierarchical system. Although the concept of urban form is not widely used in Lithuania, it is the subject of urban design in foreign countries. In order to solve urban problems on the architectural level, we must use the concept of urban form and its elements in cities every time we implement tasks of urban design and urban planning. This will help us to develop terminology following the hierarchical system. This article aims to reveal the definition of urban form, its elements and potential application. Lietuvos urbanistikos moksle ir praktikoje susiduriama su terminijos problema. Vienas iš jos pavyzdžių – miesto urbanistinės formos sąvoka, kuri galbūt galėtų būti šios problemos sprendimo išeitis, padėti konstruoti urbanistikos mokslo terminiją hierarchine sistema. Miesto urbanistinės formos sąvoka Lietuvoje nėra plačiai vartojama, tačiau užsienyje ji reiškia urbanistinio projektavimo objektą. Norint spręsti miesto problemas architektūrinėje urbanistinėje plotmėje, miesto urbanistinės formos, jos elementų samprata turi būti taikoma urbanistinio planavimo, projektavimo uždaviniuose. Straipsnyje siekiama atskleisti miesto urbanistinės formos sąvoką, jos elementus bei taikymo galimybes.

The article is devoted to the problems of studying the natural and climatic aspect of the living environment formation in architectural and urban planning. The history of the issue is considered, scientific and qualification research from the 1960-s and 1970-s is analyzed. At present, there are observed tendencies of direct borrowing and transferring from the West of some new «techniques and principles», as well as putting forward rather superficial ideas regarding the transformation of the living environment, while fundamental domestic developments of the Soviet and post-Soviet times are often forgotten and ignored. Special attention is paid to the subject, problems and results of dissertation research in the field of architecture and urban planning, as well as related technical sciences. In addition, material from works on such branches as sociology and geography, biology and agriculture is considered.

This article addresses the questions of prosecutorial assessment of the validity of territorial planning documents and allocation of the facilities for minors. The need to take into account violations in development of the territorial planning documents is substantiated. The subject of this research is the theoretical and legal framework of prosecutorial supervision over the execution of laws in the area of urban planning. The object is the legal relations established in organization and implementation of prosecutorial supervision in this sphere. The goal is set to analyze the conformity of urban planning legislation based on the existing theoretical provisions on organization and implementation of prosecutorial supervision. The novelty of this work lies in formulation of recommendations of evidence-based recommendations on observance of rights and legitimate interests of minors, which can be ensured directly in building and reconstruction of the facilities designated for educational institutions, and indirectly – through optimization of allocation of the objects of residential construction, transport and utility systems, beautification of cities, improvement of the state of urban environment. The need is substantiated for intensification of prosecutorial oversight in this regard, including the use of relevant achievements in the theory of prosecutorial activity and scientifically grounded methodological recommendations on interrelated directions of oversight activity. In conclusion, it is noted that in the conditions of expansion of urban construction, prosecutorial branches should implement preventive supervision and measures for remedying violations; an important factor for the effective oversight in the indicated sphere is the knowledge in various branches of law (urban planning, land, environmental, budget, civil, etc.).

This study analyses the extent of the phenomenon of home sharing based on an empirical full examination of Airbnb accommodation in Germany. The subject matter here is both the small-scale implications of renting out residential space and different approaches to regulating short-term rentals under urban planning and housing law. The author also subjects eleven bans on the misappropriation of housing to a comprehensive evaluation in order to test their effectiveness as a regulatory instrument. They can contribute significantly to governing the crowd phenomenon of home sharing. Nevertheless, the use of area-specific instruments is preferable in most cases to the city-wide approach through the law on the misappropriation of housing.

The concept of an image, used in various urban planning and governance projects, is far from unequivocal and holds many meanings within it. Its nature can be observed from many different points of view ranging from its role as a graphic representation, to the role played by images themselves in governance processes and the results that their use generates. Discussion of the subject starts with definitions in the literature and addresses three factors of ambiguity in the use of images: visual communication, the role of images and outcomes of their use in decision-making processes. Examples are found in some experiences in the Milan area and in the Lombardy region. The discussion explores the strengths and weaknesses in the use of images as a guide and support for urban planning decisionmaking processes.
