The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Сформулированы общие требования к пожарной технике и оборудованию, аварийно-спасательным средствам, предназначенным для эксплуатации в Арктической зоне Российской Федерации (АЗРФ). Рассмотрены основные факторы, связанные с использованием пожарной техники в условиях экстремально отрицательных температур и затрудняющие тушение пожаров, проведение аварийно-спасательных работ. Основным фактором является неприспособленность к работе при значениях температуры окружающей среды ниже минус 40 °С имеющейся пожарной техники или ее отсутствие. Этот фактор определяет и другие негативные факторы, снижающие эффективность пожарной техники или делающие невозможным ее применение. Указаны основные приоритеты развития системы материально-технического обеспечения сил и средств ФПС ГПС МЧС России в АЗРФ. The main directions of FPS GPS divisions development in the Arctic zone of the Russian Federation (AZRF) are formulated. The paper draws attention to the problem of equipping fire and rescue units operating in the AZRF with special equipment adapted to extreme operating conditions. A number of factors have a negative impact on providing fire and rescue units with the necessary equipment. They include an insufficient number of equipment types designed specifically for operation in AZRF conditions, the lack of a regulatory framework containing the requirements to certain types of fire and rescue equipment of HL climatic performance. In addition, the authorizing departmental documents, defining the order of material and technical support of divisions of FPS GPS EMERCOM of Russia, do not consider the features of material and technical support of divisions in AZRF. There are formulated the following main development priorities for the system of material and technical support of forces and means of the FPS GPS EMERCOM of Russia in AZRF: development and implementation of innovative models of multifunctional mobile fire and rescue vehicles and equipment, improvement of the system of maintenance and repair for fire and rescue equipment and vehicles in the Arctic zone. In addition, it is necessary to build, reconstruct and equip the infrastructure objects for divisions of FPS GPS EMERCOM of Russia including the provision with modern information and communication technologies and life-support systems that allow to monitor the situation effectively and, if necessary, to warn the population.

The authors comprehensively investigated theoretical and practical problems of legal regulation of agricultural land turnover in the Russian Federation. They analyzed the jurisprudence in the field of agricultural land turnover, examined the legal regime of agricultural land in the Russian Federation, investigated the peculiarities of land plots turnover from agricultural lands, identified a number of significant problems in the legislation in the field of legal regulation of agricultural purposes land turnover. It is difficult to overestimate the importance of land, which is a nonrecoverable natural resource. From this point of view, agricultural land has a unique unrepeatable natural fertility capacity that determines the possibility of producing life support products, being an essential component of the environmental system. In the annual Address to the Federal Assembly of the President of Russia in 2019, V.V. Putin, specifying the main directions of strategic development of the country, noted the high importance of the land legislation development. The peculiarities of the agricultural land plots turnover are due to the public nature of land relations regulation. For this category of land, a special legal regime is established for food security purposes of Russia, which leads to the prevention of removing these lands from agricultural circulation, as well as building development. According to articles 9, 36 of the Constitution of the Russian Federation, “land and other natural resources are used and protected in the Russian Federation as the basis for the lives and activities of peoples living on the the relevant territory” and the exercise of authority by land owners is limited to conditions for potentially damaging the environment and violation of rights and legitimate interests of other persons.

Abstract Background The goal for laypersons after training in basic life support (BLS) is to act effectively in an out-of-hospital cardiac arrest situation. However, it is still unclear whether BLS training targeting laypersons at workplaces is optimal or whether other effective learning activities are possible. Aim The primary aim was to evaluate whether there were other modes of BLS training that improved learning outcome as compared with a control group, i.e. standard BLS training, six months after training, and secondarily directly after training. Methods In this multi-arm trial, lay participants (n = 2623) from workplaces were cluster randomised into 16 different BLS interventions, of which one, instructor-led and film-based BLS training, was classified as control and standard, with which the other 15 were compared. The learning outcome was the total score for practical skills in BLS calculated using the modified Cardiff Test. Results Four different training modes showed a significantly higher total score compared with standard (mean difference 2.3–2.9). The highest score was for the BLS intervention including a preparatory web-based education, instructor-led training, film-based instructions, reflective questions and a chest compression feedback device (95% CI for difference 0.9–5.0), 6 months after training. Conclusion BLS training adding several different combinations of a preparatory web-based education, reflective questions and chest compression feedback to instructor-led training and film-based instructions obtained higher modified Cardiff Test total scores 6 months after training compared with standard BLS training alone. The differences were small in magnitude and the clinical relevance of our findings needs to be further explored. Trial Registration ClinicalTrials.gov Identifier: NCT03618888. BACKGROUND Early cardiopulmonary resuscitation and prompt defibrillation markedly increase the survival rate in case of out-of-hospital cardiac arrest (OHCA). As future healthcare professionals, medical students should be trained to efficiently manage an unexpectedly encountered OHCA. OBJECTIVE Our aim was to assess basic life support (BLS) knowledge in junior medical students at the University of Geneva Faculty of Medicine (UGFM) and to compare it with that of the general population. METHODS Junior UGFM students and lay people who had registered to BLS classes given by a red-cross affiliated center were sent invitation links to complete a web-based questionnaire. The primary outcome was the between-group difference on a 10-question score. Secondary outcomes were the differences in the rate of correct answers for each individual question and in the level of self-assessed confidence in the ability to perform resuscitation. RESULTS The mean score was higher in medical students than in lay people (5.8±1.7 vs 4.2±1.7, P<.001). Although the phone number of the emergency medical dispatch center was well known (94% vs 82%, P=.06), most participants were unable to identify the criteria used to recognize OHCA, and almost none were able to correctly reorganize the BLS sequence. Medical students felt more confident than lay people in their ability to perform resuscitation (4.7±2.2 vs 3.1±2.1, P<.001). CONCLUSIONS Although junior medical students were more knowledgeable than lay people regarding BLS procedures, the proportion of correct answers was low in both groups, and changes in BLS education policy should be considered.

This chapter provides an overview of social skills contributing to SME development in the Russian Federation. Building upon prior research and using the data collected by the most recent World Bank Enterprise Survey, the author summarizes the main social skills demonstrated by Russian SMEs. The indicators published by the 2012 and 2019 Enterprise Survey are further supported by analysis of entrepreneurial “success stories” of entrepreneurs published by Russian web-based media. Social skills required to run a successful SME correspond to those identified from the Enterprise Survey data, and they are evenly distributed among skills comprising the “ways of thinking” and the “ways of working.” The chapter concludes with directions for future research and implications for practice.

The goal of the state social policy in relation to the situation of children in the Russian Federation is to overcome the negative trends caused by the influence of economic and political factors, to stabilize the situation in protecting the health of the younger generation and to create real conditions for consolidating positive dynamics in the life support of children. The reaction of society and the state mainly to negative consequences in the children's environment is suboptimal and ineffective. The need arose to define new conceptual approaches to protecting the health and development of children.

In the modern energy world is undergoing a major transformation. The structure of world energy markets is changing rapidly, roles are being redistributed among the main players, new players are emerging and new regional markets are emerging. Technological progress is constantly creating new opportunities in the production, transportation and consumption of energy, increasing inter-fuel competition, changing approaches to the regulation of energy markets, diversifying the composition of energy resources used. The lack of stability in the global energy complex affects all participants in international relations, which determines the relevance of the study of modern trends in the energy market and the search for optimal management methods. Today, energy is a kind of Foundation of the economy. For countries with natural resources, energy often becomes the basis of life support. Having such a valuable product, the state can receive large revenues and have a positive GDP dynamics, without burdening itself with the costs of development of other less profitable industries. However, there are no inexhaustible resources in nature, the discovery of new deposits requires significant time and money. Meanwhile, unexpected changes in the oil market lead to a fall in its value, and as a result the economy, so successfully fed on oil revenues, falls. For many years this has been the case in Russia. The economy of the Russian Federation is directly dependent on energy policy. The scale of Russian energy exports and their contribution to the country's budget confirm the relevance of the study of the current state of the fuel and energy sector of its impact on the country's economy. Despite the fact that the government of the Russian Federation is rapidly changing the course of state policy, abandoning resource dependence and moving to the path of developed countries, an effective system of energy management is still an important criterion for the sustainability of state development. The monograph considers theoretical approaches to the definition of the essence of the energy complex of the country, reveals the features of management and classifies the factors affecting the efficiency of the complex. And also revealed the current trends and prospects of the fuel and energy complex of the Russian Federation, and assesses the existing management system.
