In the modern energy world is undergoing a major transformation. The structure of world energy markets is changing rapidly, roles are being redistributed among the main players, new players are emerging and new regional markets are emerging. Technological progress is constantly creating new opportunities in the production, transportation and consumption of energy, increasing inter-fuel competition, changing approaches to the regulation of energy markets, diversifying the composition of energy resources used. The lack of stability in the global energy complex affects all participants in international relations, which determines the relevance of the study of modern trends in the energy market and the search for optimal management methods. Today, energy is a kind of Foundation of the economy. For countries with natural resources, energy often becomes the basis of life support. Having such a valuable product, the state can receive large revenues and have a positive GDP dynamics, without burdening itself with the costs of development of other less profitable industries. However, there are no inexhaustible resources in nature, the discovery of new deposits requires significant time and money. Meanwhile, unexpected changes in the oil market lead to a fall in its value, and as a result the economy, so successfully fed on oil revenues, falls. For many years this has been the case in Russia. The economy of the Russian Federation is directly dependent on energy policy. The scale of Russian energy exports and their contribution to the country's budget confirm the relevance of the study of the current state of the fuel and energy sector of its impact on the country's economy. Despite the fact that the government of the Russian Federation is rapidly changing the course of state policy, abandoning resource dependence and moving to the path of developed countries, an effective system of energy management is still an important criterion for the sustainability of state development. The monograph considers theoretical approaches to the definition of the essence of the energy complex of the country, reveals the features of management and classifies the factors affecting the efficiency of the complex. And also revealed the current trends and prospects of the fuel and energy complex of the Russian Federation, and assesses the existing management system.

Introduction. Throughout the existence of the Russian Federation, its economy is constantly being shaken by crises, and the year 2020 was no exception, when the Covid crisis broke out in the country, as a result of which service enterprises were badly affected. In this regard, we believe that assessing the impact of the current crisis on small and medium-sized businesses, as well as analyzing state support measures, is an urgent and timely task being solved by economic science. Theoretical analysis. Around the world, small and medium-sized businesses are the backbone of the economy, since in developed countries their share occupies more than 80%. The increased attention and demand of this sphere is due to their high adaptability to crisis situations, as well as the involvement of a significant number of employees in the business. As for Russian realities, in the early 1990s, the demand for this type of enterprise was insignificant, due to the legacy of the Soviet Union in the form of large monopolies, but in the process of transformation and the transition to the digital economy, the country’s government is forming infrastructure aimed at supporting this sector. Empirical analysis. The response in developed countries of the world (USA, Germany, Italy, UK) to the Covid-19 crisis was the support of entrepreneurs in the form of interest-free lending, deferral of loan and leasing payments, and employee benefits. In Russia, on the one hand, the rescue package was close to the world one, but in fact many entrepreneurs were unable to take advantage of them, due to high bureaucracy and a weak regulatory and legislative framework. Results. The Covid crisis has largely struck the Russian service sector, as a result, more than 3 million entrepreneurs are on the verge of closing their businesses, and some have already become bankrupt. The negative factors that aggravated the situation were also: a decrease in real incomes of the population, a decrease in oil prices and economic sanctions against Russia. As a result of a circumstances combination, the economy plunged into crisis and the Government of the Russian Federation was forced to develop measures aimed at maintaining small and medium-sized businesses, but these measures are not enough and enterprises continue to close. The only positive point is the transition of most enterprises to an online format, which brings the country closer to the digital economy.

The article systematizes the organizational and legal forms of legal entities of financial and non-financial corporations under the control of the state in the Russian Federation, which made it possible to outline the boundaries of the corporate component of the public sector of the economy. A system of indicators for quantitative measurement of this segment of the national economy is proposed. The most important indicators of the financial and economic activities of federal joint-stock companies (JSC) and federal state unitary enterprises (FSUE) are highlighted, data on which are presented on the website of the Federal State Statistics Service. The analysis of the dynamics of the number of federal JSCs and FSUEs in 2016-2020 was carried out, as a result of which a tendency towards a decrease in their number in Russia was revealed. An assessment of the share of profitable federal joint-stock companies and federal state unitary enterprises for each type of activity is given in comparison with this indicator on average in Russia. The dynamics of the profit received by federal JSCs and FSUEs and the share in the total volume of profits in the Russian Federation in 2018-2019 were also investigated. It was revealed that in Russia the municipal level in most information sources on the functioning of the state sector of the economy is not covered by statistical observation. It is noted that the work of the Analytical Center under the Government of the Russian Federation helps to compose the idea of the activities of unitary enterprises at all three levels of government. At the same time, the available information base makes it possible to characterize the activities of only joint-stock companies of the federal level. In this regard, for a more complete characterization of the scale of the corporate component of the public sector of the economy, it is proposed to analyze the share of the largest companies with state participation (KSU) in the country’s aggregate economic indicators, information about which is provided by various rating agencies. It has been proved that in terms of capitalization of KSUs and the number of employed in them, Russia is ahead of many developed countries. This allows us to conclude that the Russian public sector is being built on the basis of a “corporate model”.

In the modern economy the import substitution is an exceptional and temporary measure in the modern term. All states use or have used protectionist policies in their history due to the fact that there is a positive relationship between protectionism measures and the growth of gross national income. The second decade of the twenty-first century was a turning point when the leaders of the largest and most developed countries began to talk about a gradual transition from traditional energy sources to renewable ones. This decision was made in connection with the growth of carbon dioxide emissions into the atmosphere, and, as a consequence, an increase in the temperature of the lower layers of the atmosphere due to the greenhouse effect. The purpose of the study is to identify effective practices and prospects for the development of green energy in Russia through a comparative analysis of trends and conditions for supporting the production of renewable energy in the country. The study was carried out using methods of descriptive statistics analysis and comparative analysis, graphical and tabular visualization of the results. The modern stage of the world economy is believed to be characterized as a period of the post-industrial development which motive power is science. The biggest success in current terms is reached by the economic subjects which are able either to generate new knowledge and to offer them on the market by using a monopoly rent, or those ones, by having an access to the effectively functioning industrial facility and possessing sufficient amounts of capital, that are able to buy someone elses innovations and integrate them efficiently into their own production processes. The Russian Federation, despite the efforts of the government, first and foremost, in the legislation area fields, does not occupy, unfortunately, its rightful place among the countries with their powerful fundamental and applied science, and also it is not rated among the countries that are at the stage of science-intensive, high-tech industrialization. In view of the available potential, the external conditions of development and the national idea, it is reasonable to consider for the Russian Federation the option of innovative partnership with high-tech or industrially developed countries.

COVID-19 is an extremely dangerous disease that not only spreads quickly, but is also characterized by a high mortality rate. Therefore, predicting the number of deaths from the new coronavirus is an urgent task. The aim of the study is to analyze the factors affecting COVID-19 mortality rate in various countries, to predict direct and indirect victims of the pandemic in the Russian Federation, and to estimate additional mortality during the pandemic based on the demographic data. The main research method is econometric modeling. Comparison of various data was also applied. The authors' calculations were based on data from the RSSS, the World Bank, as well as specialized sites with coronavirus statistics in Russia and in the world. A predictive estimation of the deceased number of people due to the pandemic in Russia was made. It is confirmed that the deaths proportion of the completed cases of the disease depends on the level of testing. It is shown that the revealed mortality of the disease depends on the proportion of completed cases, on the population age structure, and on how early the pandemic entered the country compared to the other countries. It is determined that the number of additional deaths due to the coronavirus is approximately 31 thousand people. The analysis revealed that the relatively low proportion of COVID in Russia is the result of a special approach to the cause of death determination. The mortality rate in Russia in April 2020 was about 3% higher than in April 2019. The share of the deceased health workers in the total coronavirus mortality in the Russian Federation is higher than in the developed countries, which indicates an underestimation of the data on COVID- 19 deaths in the Russian Federation, and the unsatisfactory quality of the Russian healthcare system. The number of direct and indirect victims of the pandemic in the Russian Federation at the end of July was approximately 43 thousand people.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.
