INFORMATION AND COMMUNICATION CONNECTOR IN PROVIDING ECONOMIC GROWTH PRODUCTION SPHERE

Исследовано влияние человекоцентричного ресурса на инновационные преобразования в обществе и бизнесе на основе проницаемости информационных воздействий, затрагивающих поведенческие и мотивационно-эмоциональные механизмы человека. Идентификация состояния информационных компонентов, составляющих смысл и содержание регулирующих и управленческих импульсов, модулируемых различными участниками рынка из разных источников, необходима для оценки состояния имеющихся противоречий между разными субъектами маркетингово-коммуникационного пространства социально-экономической системы и их разрешения. Обозначены различные аспекты влияния информационной среды на решение проблем экономического роста и укрепления конкурентоспособности субъектов бизнеса в производственной сфере. Аргументировано повышение значимости категорий «ложь», «правда» и «доверие» на формирование моделей устойчивого экономического роста и позитивных инновационных преобразований в системообразующих сферах экономики, в том числе пищевой промышленности. Показано, что создаваемые субъектами производственной сферы информационно-коммуникационные платформы на базе виртуализации социально-экономического пространства требуют ужесточения контроля за информационными потоками и используемым для воздействия на различные целевые аудитории рекламно-маркетинговым инструментарием для недопущения искажения реальной картины мира, деформации рыночных отношений и формирования условий для активизации человекоцентричного ресурса на укрепление тренда позитивных инновационных изменений и социального благосостояния. Предложена модель управления экономическим ростом бизнеса посредством включения информационно-коммуникационного коннектора для активизации позитивных инновационных преобразований в производственной сфере, в которой он наделяется свойствами инструмента повышения доверия потребителей к модулируемым информационным сигналам в развивающихся коммуникационных полях. The influence of a human-centered resource on innovative transformations in society and business is indicated on the basis of the permeability of information influences affecting the behavioral and motivational-emotional mechanisms of a person. Identification of the state of information components that make up the meaning and content of regulatory and managerial impulses modulated by various market participants from different sources is necessary to assess the state of existing contradictions between different subjects of the marketing and communication space of the socio-economic system and their resolution. Various aspects of the influence of the information environment on solving the problems of economic growth and strengthening the competitiveness of business entities in the production sector are identified. The author argues for increasing the importance of the categories «lie», «truth» and «trust» for the formation of models of sustainable economic growth and positive innovative transformations in the system-forming spheres of the economy (including in the food industry).The information and communication platforms created by the subjects of the industrial sphere on the basis of virtualization of the socio-economic space require stricter control over information flows and advertising and marketing tools used to influence various target audiences in the interests of preventing distortion of the real picture of the world, deformation of market relations and the formation of conditions for activating a human-centered resource to strengthen the trend of positive innovative changes and social welfare. The model of business economic growth management is proposed by including an information and communication connector to activate positive innovative transformations in the production sector, in which it is endowed with the properties of a tool for increasing consumer confidence in modulated information signals in developing communication fields.

The article considers the essence and approaches to understanding network political protest. Traditional forms of collective action are changing under the influence of information and communication technologies. The network paradigm focuses on the position of the individual in the social space, the degree of his involvement in the communication space, the ability to control and regulate the intensity of the information flow. Network structures are more flexible and adaptive, more in line with the new reality. Special and main principles of the network structure of political protest are revealed. The article also presents definitions of political mobilization and demobilization. These processes Express the rivalry of the conflicting parties-the state and society, where the support of the broad masses of the population is an important category. Based on the data of the monitoring study, the features of the development of civil protest activism and the use of mobilization technologies were identified. ICTs have a significant impact on their formation and transformation. The state, reacting to forms of real and virtual activity, formulates a counteraction strategy. It is expressed in the use of technologies for the demobilization of citizens, which are also undergoing changes in the era of digitalization

This article has the aim to explore the policy of supporting of small and medium-sized businesses. Over the years, the independent states have managed the problems of the economy. The contribution of small businesses to the economy, the replenishment of revenue items in budgets of the different levels, and the creation of new jobs have become one of the decisive factors of the development in the states. Small and medium-sized businesses significantly contribute to the formation of the competitive environment and the establishment of market balance. Currently, small and medium-sized businesses represent fairly powerful social stratum of the society, real and serious economic force. At the present stage, the relationship between business and government has acquired the special role, improving the technology of their interaction; the problem of self-organization of the business community is relevant today as it was only few years ago. Small and medium-sized enterprises (SMEs) are the fundamental link that determines the state level of development in order to ensure sustainable economic growth. This sector of the economy has huge potential for solving many problems of the economic growth of the state, such as undeveloped competition, inefficient use of material and non-material resources, dependence of the domestic demand on imports, unemployment, poverty, etc. Issues of SMEs development in the Republic of Kazakhstan are among the most important and highest state level.

For many years, Ukraine is not entirely able to reverse the dangerous tendencies of growing distrust of the public to the activities of state authorities. In particular, the promises of public authorities regarding the improvement and development of information and communication technologies that are used both in the activities of state authorities, in narrow circles of specialists, and in everyday life of ordinary people are not fully fulfilled. The state-civil communicative network is one of the main directions of stimulating economic growth, employment, expansion of competition and, as a result, contributing to overcoming "digital isolation", both social and geographic. Without the state-civilian communicative network it is virtually impossible to execute management decisions, to make feedback and to correct the goals and stages of the activity of state authorities.

In this paper, we examine whether innovation and information and communication technology (ICT) contribute to reducing producer prices, thus promoting economic growth. We also check whether the contributions of ICT enhance environmental quality, leading to sustainable economic growth. To this end, we apply panel data techniques to the 27 EU countries over the period of recovery from the financial crisis. Our results suggest that technological progress leads to a significant reduction in producer prices. Moreover, controlling for some macroeconomics factors, ICT fosters per capita economic growth in the European countries. Finally, we found that the higher the ICT employment is, the lower greenhouse gas emissions are.

Sustainable economic growth requires a system for forecasting the in-demand skills and competencies. The existing methods of analysis and forecasting of the labor market use truncated databases based on surveys of employers or registered vacancies on the state portal, which do provide reliable forecasts of the required competencies for the education system to ensure their timely formation. It is also impossible to analyze the need in terms of competencies, and not the number of employees. Therefore, a more reliable source of data is the analysis of vacancies and resumes collected by scraping from online job portals, which allows you to analyze vacancies and resumes in the context of the described competencies, and develop a forecast of their dynamics. The article presents an algorithm for using artificial intelligence in the analysis and forecasting of skills and competencies in demand, the advantages of which lie not only in the volume and speed of the processed information, but also in ensuring the quality and comparability of data.

The vector of development of the Russian economy, which is aimed at sustainable economic growth of business, was threatened by unforeseen circumstances - the new coronavirus pandemic, which turned out to be one of the most powerful global external challenges for all leading national economies and the global business community as a whole. To overcome and minimize the consequences of the pandemic in the form of protracted economic crisis, the fall of the Russian currency, slow reproductive processes, a sharp decline in incomes and rise in unemployment, the almost complete stop of activities of business entities and investment processes, it is necessary for a state to take responsibility to stabilize the economy and rapid sustainable growth through the development and prompt implementation of a comprehensive plan for effective emergency measures to support the business, based on the implementation of which the authors propose a financial mechanism for ensuring sustainable economic growth of business.

The whole set of political, legal, scientific, educational and economic relations in society and the state absorbs its information and communication space. This is where all the concepts of the various sciences that study the material and virtual world are interpreted today. Political science as a social science cannot stand aside in this process. In turbulent conditions, it simultaneously differentiates and integrates the problems that make up its structural content. Activities of the authorities and their relations with civil society; political institutions, processes and systems; technologies of political activity and motivation of political behavior; political aspects of international relations and the problem of supranational power, everything is interested in political science, where today is the conceptualization of ideas of organization of global information and communication space – the spheres of generation, interpretation and consumption of information, the question of interaction of information actors in science, education, economic or political activities use a single information and communication environment. There is no doubt that the digital world we are entering is not only a new logical stage in the development of the technological sphere of humanity, but a transition of the existing political-legal and socio-political systems to a new dimension of reality. Digital technologies are already rapidly grasping the footholds for advancement in all spheres of society, and digitalization is becoming a trend in modern development, however, it will require ever more in-depth work to develop ever more effective ways of legal regulation of various information and communication relations, as well as effective organizational and legal support for informatization of the state. The complexity of this area is due to the fact that virtually all social and industrial relations have an information component, and therefore the information and legal nature are all norms of interaction in different sectors and spheres of citizens. For example, relationships that arise: in the production and dissemination of information by the media; when applying the organizational and legal mechanisms of its security; at creation and functioning of the state automated information and communication systems. Legal regulation of information relations and social production activities in the information and communication sphere (infosphere), one way or another, affect the organization of all political institutes and processes engaged in the process of creating all targeted programs to improve national, state and personal security of citizens of any country, normatively – legal acts, including laws on relations, which represent the subject of a new field of law integrated with the technical sciences – information law, which practically emerged 20–25 years . Both political science and jurisprudence are still amorphous enough and are not actively defining the scope of their tasks, but they exist and require their decision. Analysis of global trends in the development of mankind in the XXI century suggests that the further development of states will occur in the face of enormous technological and psycho-emotional challenges and risks associated with digital inequality of citizens, however, and under such conditions, the formation of societies and their policies is already happening today, military affairs and, of course, science and education. Risks are the foundation of a fundamentally new economy (knowledge-based economy), the basis of competitiveness in countries where new high-tech breakthrough technologies are being created based on digitized information. The digital economy is defined as an economy based on the digital use of digital information and communication technologies (ICTs), however, they do not take into account that digital technologies of information and knowledge processing are becoming, today, the energy that conceptually changes the organization of information and communication. Areas – Areas of processing (production, interpretation, communication) and consumption of information. The information space is changing – as a sphere of interaction of information actors who use a single information environment. Traditionally, the information environment refers to the totality of information infrastructure, ICTs and tools, as well as organizational and legal structures that represent the organizational, material and legal conditions for the existence and functioning of information actors. The basis (central part) of the information environment is not only the information and communication infrastructure – a set of interconnected communications, information systems and information resources, but also the ability of countries to adequately fulfill the political and legal conditions for its development.
