Marine Spatial Planning is a tool that has acquired significant importance worldwide. Around 70 countries have implemented this initiative given the increased activity within the maritime sector and pressure on marine resources. The methods used are adapted to each country’s characteristics and articulated with other management processes. Although Colombia has progressed through on the processes regarding this issue, through different agencies, marine spatial planning related to maritime activities is absent. Therefore, the General Maritime Directorate (DIMAR in Spanish) through its commitment to turning Colombia into a bi-oceanic power, under a holistic and comprehensive maritime safety approach, contributes to marine and coastal areas management with a methodology for Marine and Coastal Management with a Maritime Authority Vision (MCM: MAV), focused on analyzed current and future conditions using Geographic Information Systems (GIS), multi-criteria analysis, and an Allocation and Co-location Model (ACM). The method was applied to Bolivar Department marine and coastal area, resulting in the identification of 55 uses/activities, and obtaining zoning by index and by the number of conflicts, as well as a map of free areas. This information is intended to improve monitoring, evaluation, and updating of maritime activities in these areas, and because it is applicable throughout the Colombian territory, it facilitates decision-making by several national governmental agencies.

This article reviews some of the relevant international and national marks to coastal management and marine spatial planning (MSP), observing the aspect of participation. The (re)reading of these documents showed that: i) the search for the sustainability of the ocean and coasts, initially with a focus on the longevity of stocks of living and non-living resources, is an ideal since the formulation of the first chartes of principles and laws; ii) the participation gained more space in the theoretical frameworks of coastal management and MSP over time; iii) in general, there are still few studies and researches regarding the applicability and limits involved in participation in coastal and marine management processes. Case studies are presented to highlight aspects of participation in the PEM process, pointing out its advantages and limitations. With the publication of the article, it is expected to contribute to the development of a conceptual framework on participation in the management processes of coastal and marine zones. The information presented provides an initial theoretical basis, which can be adopted in the development of new studies, researches; and management, monitoring or evaluation actions.

Ten years after the Marine and Coastal Access Act 2009 that introduced marine planning to UK, this article investigates the progress and effectiveness of marine plans. It identifies that initial plans are still being produced in parts of the UK. Scotland has led the way with a National Marine Plan that has already been reviewed. England’s approach has been to produce a sequence of regional plans with two adopted. Wales adopted its National Marine Plan in November 2019 and Northern Ireland’s national marine plans are under preparation. The article examines the effectiveness of the plans through a framework informed by implementation theory assuming that plan-making indicates a ‘top-down’ approach to policy. The plans and their policies are assessed to draw reflections on the soundness of the documents. Marine licensing decisions are considered to assess the extent to which they reflect adopted policies. Limited evidence of the explicit influence of policies in those decisions was established. The findings were supplemented by interviews with key actors including applicants. This revealed a culture of conciliation and cooperation among decision-makers. Analysis and reflection led to positive and challenging conclusions for the future development of marine plan-making in the UK and elsewhere.

Marine spatial planning (MSP), whereby areas of the ocean are zoned for different uses, has great potential to reduce or eliminate conflicts between competing management goals, but only if strategically applied. The recent literature overwhelmingly agrees that including stakeholders in these planning processes is critical to success; but, given the countless alternative ways even simple spatial regulations can be configured, how likely is it that a stakeholder-driven process will generate plans that deliver on the promise of MSP? Here, we use a spatially explicit, dynamic bioeconomic model to show that stakeholder-generated plans are doomed to fail in the absence of strong scientific guidance. While strategically placed spatial regulations can improve outcomes remarkably, the vast majority of possible plans fail to achieve this potential. Surprisingly, existing scientific rules of thumb do little to improve outcomes. Here, we develop an alternative approach in which models are used to identify efficient plans, which are then modified by stakeholders. Even if stakeholders alter these initial proposals considerably, results hugely outperform plans guided by scientific rules of thumb. Our results underscore the importance of spatially explicit dynamic models for the management of marine resources and illustrate how such models can be harmoniously integrated into a stakeholder-driven MSP process.

The ocean is the next frontier for many conservation and development activities. Growth in marine protected areas, fisheries management, the blue economy, and marine spatial planning initiatives are occurring both within and beyond national jurisdictions. This mounting activity has coincided with increasing concerns about sustainability and international attention to ocean governance. Yet, despite growing concerns about exclusionary decision-making processes and social injustices, there remains inadequate attention to issues of social justice and inclusion in ocean science, management, governance and funding. In a rapidly changing and progressively busier ocean, we need to learn from past mistakes and identify ways to navigate a just and inclusive path towards sustainability. Proactive attention to inclusive decision-making and social justice is needed across key ocean policy realms including marine conservation, fisheries management, marine spatial planning, the blue economy, climate adaptation and global ocean governance for both ethical and instrumental reasons. This discussion paper aims to stimulate greater engagement with these critical topics. It is a call to action for ocean-focused researchers, policy-makers, managers, practitioners, and funders.

The conservation and sustainable use of oceans, seas and marine resources has been declared by the United Nations as one of 17 priority Sustainable Development Goals. At present, most of the maritime states are striving to improve the efficiency of their use of marine resources, including sea space. In particular, the European Union is implementing a number of projects related to the implementation of marine spatial planning (MSP) tools. The Baltic Sea is considered as a pilot region, where a pan-Baltic coordinated MSP plan has been developed to provide for sustainable development and blue growth in the marine and coastal economy. The Russian Federation is one of the Baltic countries, but the MSP procedure at the state level does not have institutional and regulatory support, which requires the elimination of gaps and additional development of the maritime management system. The laws of the organization and development of the general theory of management are used in this study. An Integrated Management Model for sustainable marine and coastal use is proposed as a tool for ensuring blue growth, including four interrelated elements (specific management functions), namely “Integrated Coastal Zone Management”, “Marine Spatial Planning”, “Management of Marine Macroregion” and “Ocean Governance”. Their functional content and interaction mechanisms are discussed in order to implement an integral approach to marine use. The vertical structure of the proposed integral model includes three levels corresponding to the federal and regional levels of government and the level of municipal self-governance. The use of the integral model should help accelerate the process of introducing and using MSP instruments in the process of strategic planning in the socio-economic development of the Russian coastal territories.

Marine spatial planning (MSP) offers an operational framework to address sustainable and well-planned use of ocean space. Spatial allocation has traditionally been single-sector, which fails to account for multiple pressures on the marine environment and user conflicts. There is a need for integrated assessments of ocean space to advance quantitative tools and decision-making. Using the example of offshore wind energy, this article offers thoughts about how MSP has evolved in the United States and how the varying scales of MSP achieve different outcomes. Finally, a review of quantitative and qualitative studies that are needed to support MSP are presented.

The current arrangements for the management of the marine resources of Bangladesh are not adequate for sustainable management. Marine Spatial Planning (MSP) may be a tool to achieve sustainable management of marine resources. The Government of Bangladesh is planning for the development of MSP for sustainable management of the marine resources in the Bay of Bengal. However, a clear understanding of the current and required legal and institutional arrangements for the development of MSP in Bangladesh is essential for sustainable management of the marine resources. This article analyzes the current legal and institutional arrangements concerning the management of marine resources and explores potential inadequacies for the development of MSP for sustainable management. The article refers to the legal and institutional arrangements of other coastal states which have already developed MSP to find out the required arrangements for the development of MSP in Bangladesh.

Abstract With the concept of marine spatial planning (MSP) firmly established in the UK with its own legislation, policies and plans underway, this paper critically revisits MSP as part of the wider debate associated with the social reconstruction of the marine environment, as first discussed by Peel and Lloyd’s seminal paper in 2004. We propose that their identified ‘marine problem’ remains and indeed has exacerbated. We ascertain that there has been much change in the governance of the marine environment that has both positively and negatively altered the way that society has (re)constructed solutions to that marine problem. We revisit Hannigan’s (1995) social constructionist framework, showing the degree to which the prerequisites have been satisfied, by providing an overview of how the marine problem has intensified in the preceding 15 years and how the marine problem has now captured the wider public’s attention. We then look at the how the response to the marine problem has evolved by examining at the current marine planning arrangements across the UK. We conclude by stating that the whence of MSP is clear, culminating with the formal introduction of MSP in the UK which has positively altered the way in which the marine environment is socially reconstructed. The whither is much more unclear. With a continually rapidly moving agenda of change, there is much more to be done for us to say that the marine problem has been successfully socially reconstructed.
