Recently the demand on teacher’s profesionalism is one of the most important agenda in our National Education System. Based on the regulation mode by government about the National Standard of Education, it forces every parties involved in educational system to accelerate the improvement the quality of learning and education the aims are done through preparing and improving the teachers’ skill professionally and also by managing the educational supporting elements. In improving the Elementary School teacher professionalism, the Departement of Education has done this by preparing Elementary School teacher competency based as the guideline. It is also used for measuring the competency level the teacher has. Morever it can be used as guidance and improvement of the teacher’s profesionalism. Tuntutan profesionalisme guru adalah salah satu agenda terpenting dalam Sistem Pendidikan Nasional kita. Berdasarkan modus peraturan pemerintah tentang Standar Nasional Pendidikan, memaksa setiap pihak yang terlibat dalam sistem pendidikan untuk mempercepat peningkatan kualitas pembelajaran dan pendidikan tujuan dilakukan melalui mempersiapkan dan meningkatkan keterampilan guru profesional dan juga dengan mengelola unsur pendukung pendidikan. Dalam meningkatkan profesionalisme guru Sekolah Dasar, yang Departemen Pendidikan telah melakukan ini dengan mempersiapkan kompetensi guru Sekolah Dasar berdasarkan sebagai pedoman. Hal ini juga digunakan untuk mengukur tingkat kompetensi guru memiliki. Morever dapat digunakan sebagai pedoman dan peningkatan profesionalisme guru. The development of the Ukrainian democratic state requires the creation of a qualitatively new national education system in order to ensure revival of intellectual and spiritual potential of the Ukrainian people. Teacher’s personality formation in this aspect is a complex multifaceted process. Education is one of the main problems of theory and practice of pedagogical education. Pedagogical activity in the field of pupils’ physical education is a specific form of activity aimed at the realization by elementary school teacher as constructive, communicative, organizational and cognitive functions of his professional activity. Elementary school teacher’s pedagogical work is characterized by a variety of professional responsibilities, which every teacher must be able to perform in a qualified manner. It demands from a teacher of high focus on the qualitative solution of pedagogical tasks (improving, educational, and educative) in physical education of pupils and also ethical communication with pupils, colleagues on service, parents of pupils. Pedagogical work of physical culture teacher at elementary school in consists in ability to realize aims, to unleash tasks on physical education of pupils. General and aged tasks of physical education are highlighted. General tasks of physical education, such as "strengthening of pupils’ health", "versatile physical development" "hardening of pupils" pass through the whole process of physical education from the 1st to the 4th grade. Pedagogical technology of elementary school teacher reflects tactics of implementation for educational technologies, is based on knowledge of  the regularities of functioning the system "teacher - environment - student" in certain conditions of study (individual, group, collective, mass, etc.). Common features and patterns of implementation for the educational process regardless of the specific educational discipline is inherent it. A teacher turns into a public figure responsible for each student during  all years of his  work at school,  having realized the main directions of professional work - study, upbringing and development of pupils, ensuring diverse physical development of a child.

Curriculum in Indonesia is always related to the constellation of power, and therefore the direction and substance of the curriculum are determined by the decision of state authorities and non-state subsystems, or complying to a certain notion and concept of education. Constellation of power and complexity of curriculum can be seen in the instruction of Competency-Based Curriculum (KBK), school-based curriculum (KTSP) and 2013 Curriculum. After all, there is no guarantee that these curriculums will be able to develop students’ competency and build their character in line with the national education goals as mandated by Law No. 20/2003 on National Education System. In fact, there is nothing wrong with the curriculum; it is the fault of policy makers of education. The Indonesian people need political will of the government. Curriculum is not the only factor that determines the quality of education. Nor is it the only tool to realize the vision of education. However, curriculum can serve as a strategic device to seed the interests of power. Changes in curriculum in fact generate a strong constellation of power in the curriculum itself, especially in determining the content of education, so no wonder education in Indonesia is “subjugated” by curriculums with business and political interests.

ABSTRACTThe teacher is a professional in the field of teaching and education, referring to the National Education Law No. 20of 2003 concerning the National Education System Article 1 Item 14. Effective action as a professional in the teaching fieldmust have knowledge and expertise, commitment and motivation as learning objectives. Knowledge and expertise in ateacher has an impact on personality in carrying out professionalism in addition to following technological developmentsappropriately in responding to current developments and from time to time. Internet technology in this case has helped alot in improving the quality of developing a teacher to adjust to the development of the technology. From the explanationit is necessary to examine the personality and professionalism of teachers in the teaching and learning process of studentsby focusing MTSN 02 Bogor research. The formation of a learning environment that ASRI (Safe, Healthy, Clean andBeautiful) can create an atmosphere of active student learning about self-potential, personality, intelligence, characterand skills for the progress of the nation and state. Besides that there are KKG (Teacher Working Groups) in the form ofFDG (Teacher Discussion Forum) in an effort to share knowledge with other school teachers, Promissory (SemesterProgram), Prota (Annual Program) and PTK (Class Level Research) conducted internally in each school. The need for qualityof teaching, intensity in learning both a teacher and in order to improve professionalism is very important for that theformulation given is in the form of research on teacher professionalism, teacher personality and student teaching andlearning process based on the results achieved in graduates and students who will take the final exam of learning at MTSN02 Bogor. Sources of data are taken through regular questions to the principal, vice principal in the field of curriculum,teachers who teach at the school. The procedure taken in data collection is by interview, observation and documentation.The data generated in the form of interviews, data on student achievement in the competition, the results of graduatesfrom 2013 to 2018 and the results of the graduates were accepted at the school desired by students as a form of secondaryschool that can accommodate them. In general the objectives of the learning and learning process by using refer toprofessionalism as personality maturity is very useful in developing the quality of student education.Keywords: Personality, Professionalism, Teachers in, Improving, Teaching and Learning Process

Enhancing teacher competency is one of the factors that needs to be considered to improve the quality of education. As the effort to improve teacher competence, the government has certified and implemented teacher competency training since 2006. In 2015, the average score of the teacher competency test was only 56.69. Hence, the score based on teacher competency test become the background of this research. Further, as an evaluation of the certification program and the implementation of training on improving teacher competency proclaimed by the government. This study aims to determine the effect of teacher certification programs and training modes on improving the pedagogical competence of elementary school (SD) teachers in DKI Jakarta both partially and jointly. This research method uses a quantitative method approach with ANOVA variance analysis. The results showed that the teacher certification program and training mode policies were positively and significantly affected the partly or all in increasing the elementary school teacher pedagogical competencies in DKI Jakarta. As a suggestion from the results of this study, the government should include criteria for certification of educators in teacher recruitment because the increase in teacher pedagogical competence is strongly influenced by the certification program. In addition, the government should be selective in determining teacher training modes. It is proved that education and training by empowering teacher work groups or peers is more effective in improving teacher pedagogical competencies. The quality of education is related to whether or not national education goals are achieved as stated in Law No. 20 of 2003 concerning the National Education System. Therefore, the quality of education can be said it is good if it meets the National Education Standards. The fulfillment of minimum standards of education which is the National Standard of Education is a prerequisite to improve the quality of education including madrasah. The reality that emerges is the quality of education in Indonesia is still far from what is expected, let a quality in most madrasah which are still having many obstacles. Many madrasah do not qualify the National Education Standards, such as educators and education staff who have not met standardized qualifications and competencies, and inadequate facilities and infrastructure. This paper aims to describe how the role of the education quality assurance system in improving the quality of education in madrasah.
