Each country forms its own systems of territorial organization of power and public administration, which occurs under the influence of the national, historical, geographical, natural, economic, social, cultural, demographic and other features. Considerable attention of researches of scholars and practitioners was paid to the creation and functioning of the territorial community. The choice of theoretical approaches and models of the territorial community influences the efficiency of the functioning of the local self-government system, the ability to fulfill the assigned powers, to ensure a high level of quality of life of citizens and sustainable development of the territory. Studies of global and domestic experience allow to systematize the accumulated knowledge on this issue, which makes it possible to offer a national system of public administration at both the central and the local levels using the best theoretical and practical developments of the countries of the world. Formation of the definition of the concept of the territorial community was carried out over a long historical period under the influence of versatile scientific judgments, ideas, theoretical approaches, practical research. The analysis and study of foreign and domestic experience on this issue is characterized by various formulations, views, principles, signs, etc. regarding the formation and functioning of territorial communities. In parallel with the phrase «territorial community», researchers use other names, such as commune, territorial communion, territorial collectivity, local co-partnership, socio-territorial community, etc. The lack of currently generalized scientific opinion regarding the specification of the content of a certain term, the variety of volumes and approaches to its interpretation confirms the expediency of further research on this topic.

The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

One of the priority tasks of the Decentralization Reform is to create conditions for the mobilization of sufficient financial resources in order to ensure the functioning and development of the relevant territorial community and its local budget. The ultimate goal of the reform is to form self – sufficient territorial communities with financially sound budgets and a high level of financial independence. In such conditions, when local budgets ' own revenues are limited, the development budget plays a leading role in financing the community. The development budget is one of the indicators for assessing the quality of life in territorial communities because it provides financing for infrastructure and the quality of local services, which ultimately determine the growth of the local economy as a whole. However, the revenue side of the development budgets of local budgets in Ukraine, even taking into account certain positive changes enshrined in the new version of the Budget code, is not able to meet the financial needs of territories in budget investments in the current conditions. Given this, the problems of using development budget funds as part of the special fund of local budgets do not lose their relevance today. Therefore, the article is devoted to substantiating the importance of the development budget and assessing potential directions for its use. The scientific work reveals theoretical approaches to defining the essence of the concept of "development budget", its role and purpose. The key role of the development budget in financing the city's infrastructure is outlined. Directions and areas of allocation of development budget funds in accordance with the current legislation are considered. The total amount of expenditures of the Lviv development budget is determined. The analysis and evaluation of the directions of using funds from the Lviv development budget was carried out. Expenditures of the Lviv development budget at the expense of subventions from the state and regional budgets are considered. Based on the analysis, the priority tasks necessary for further improvement of the expenditure system of the development budget are indicated.

Uniform wages offered by the public administration are not always competitive compared to private sector wages in every district. This is reflected in high levels of turnover, vacancies or an unbalanced age structure of employees and leads to a lower quality of public services provided. One way to address this would be to introduce a system to compensate for regional pay gaps. The aim of our paper is to propose a mechanism for determining the regional compensatory allowance for employees of district offices. We used two approaches to determine it. The first consists in expressing the share of individual salary classes in the national average wage and their subsequent reflection on individual regions and districts. The second is based on calculation of the gaps between individual salary classes and their subsequent projection into individual regions and districts. Together, we offer 4 scenarios (2 theoretical approaches with 2 variants) for determining the regional compensatory allowance. The result is regional pay scales and tables with the amount of the regional compensation surcharge, as well as a quantification of each scenario. From our point of view, the most suitable for implementation is a scenario based on the projection of the share of wages in the average regional wage at the district level.

Forming of enterprising attitudes in public administration in Poland has accelerated the functioning of ISO 9001 quality management system in administration. The improvement of theseprinciples as well as the application of marketing methods and cities promotion has increasedthe quality of life considerably. Enterprising attitudes of authorities are evident not only in bigcities such as Gdańsk or Gdynia but in local communities too.The local leaders support entrepreneurships by for instance: the Science Technological Parks,the Business Services Centers and International Business Forums.The high level of engagement of all groups of Gdañsk and Gdynia civil workers and perma-nently growing awareness of better usage of resources in public interest, number of initiativesin the practical application increases year by year.

This article considers empathy as a professionally significant personal quality of a modern blogger, analyses theoretical approaches of domestic and foreign researchers to the study of empathy, characterizes forms and types of empathy. The paper gives definition of blogging, describes the specifics of the blogger’s activities, taking into account the peculiarities of the online environment, and analyses the most successful bloggers of Russia. The authors describe a theoretical model of empathy and carry out an empirical study aimed at identifying professionally significant qualities of a blogger’s personality. The study considers such characteristics of a blogger as interesting content, successfulness, popularity, awareness of the topic, emotional closeness, common interests, values with subscribers and others

The quality of service (QoS) in networking is the process of managing network resources to reduce packet loss and to lower network jitter and latency. QoS has been widely used in traditional network and can also be implemented in the 5G standard based on a software-defined network (SDN). A traditional network carries several challenges, such as vendor dependency, the complexity of managing a large network, dynamically changing forwarding policies, and more. Software-defined networking is a new networking strategy designed to address the challenges of a traditional IP network, such as high levels of complexity and inability to adapt to the new quality of service requirements in a timely manner. The fundamental idea behind SDNs compared to the conventional networking paradigm is the creation of horizontally integrated systems through the separation of the control and the data plane while providing an increasingly sophisticated set of abstractions. Recently, various SDN-enabled QoS frameworks have emerged that offer many possibilities for network reconfiguration and high-level definition of policies. QoS requirements for 5G networks have been defined on the basis of three main categories of use cases: extreme mobile broadband (xMBB), massive machine type communications (mMTC) IoT/M2M devices, and highly reliable М2М-communication (ultra-reliable machine-type communications – uMTC). This paper analyzes and surveys the QoS based on the openflow protocol method and QoS based on open-source SDN controllers method in 5G network. In addition, we discuss various architectural issues of open-source SDN controllers network and examine their impact on the QoS. Furthermore, we outline the characteristics of the QoS parameters such as latency, availability, reliability, jitter, and bandwidth in the 5G network. Finally, the article discusses and compares parameters of the QoS in 5G determined by world’s leaders in 5G technology.

The purpose of this article is to study theoretical approaches to the definition of the concept of public service. The author has researched a significant list of Soviet and modern legal literature devoted to topical issues of the institute of public service. The main concept of this article is that the institute of public service is considered by us from the standpoint of consistency. The author's definition of the concept of "public service" is proposed. In addition, the article presents various concepts of understanding the concept of "public service". At the same time, the author draws attention to the fact that there is no unified normative establishment of the legal concept of "public service" in the domestic legislation. Goal. The purpose of the paper is to provide scientific substantiation of theoretical and practical recommendations for the development of gastronomic tourism, using the potential of the restaurant industry. Methodology: research is made up analysis and systematization and synthesis. The basic objects of gastronomic tourism are determined, the potential of restaurant business as a tourist destination is researched. Results: The concept of "restaurant tour", perspectives of development of domestic gastronomic tourism and restaurant business as an object of tourist trip in Lviv is substantiated. The scientific-theoretical approaches to the definition of the essence and objects of gastronomic tourism are revealed; - the potential and opportunities of the sphere of restaurant business in the development of modern tourist infrastructure, including through the development of gastronomic tourism; - measures of development of the domestic restaurant business as a perspective direction of gastronomic tourism and an independent object of tourist trips are offered. Scientific novelty: systematized, generalized and substantiated firms / tour operators who have developed restaurant routes in Lviv for the development of gastronomic tourism. Practical significance: Gastronomic tourism has significant prospects for development, and the organization of gastronomic tours, restaurant gastronomy tours contributes to the revival of national culinary traditions. Business entities in the sphere of restaurant business should become an important part of the development of gastronomic tourism, playing an important role in shaping the quality of life, providing public health and shaping the tourist image of the regions.

If  connected  with  the  public  administration,  service  is  the  quality  of bureaucrat service to the community. The word quality has many different and varied definitions ranging from the conventional to the more strategic ones. The conventional definition  of quality usually illustrates the direct characteristics of a product, of which there are five indicators of public service, namely Reliability marked the proper service and correct; The tangibles are characterized by the adequate provision of human resources and other resources; Responsiveness, characterized by the desire to serve consumers quickly;  Assurance, marked the level of attention to ethics and moral  in  providing  services,  and  empathy,  which  mark  the  level  of willingness to know the wishes and needs of consumers.
