In the last decade unprecedented technological changes have taken place, resulting in the emergence of a fundamentally new economic model. Based on the widespread spread of smartphones, the world has become more “connected”. The digitalization of demand and supply contributed to the creation of entirely new digital markets managed by platform enterprises based on an open business model, that enabled external consumers and producers to connect and interact with each other. A more interconnected world generates vast amounts of data, allowing platform companies to invest in machine learning and artificial intelligence and ultimately improve their efficiency. Finally, a steady digitalization of business processes, markets and global value chains is observed. In these circumstances, approaches to value addition are fundamentally changing in the context of new dimensions of the digital economy, the analysis of which was the purpose of our study. It has been identified, that in the absence of a standardized international methodology for measuring the digital economy, the latter is so far possible on disparate development-left and national statistics. Initiatives taken at the international level to overcome national differential approaches are still insufficient, as there is a lack of statistics and variables related to digital data. It has been revealed, that the lack of quality statistics on key indicators of the digital economy makes it difficult to assess the value added in the world economy scale and international comparisons. Much of the challenges of measuring value added in the digital economy, as shown in the article, are related to the principle of “scale without mass,” the intangible nature of capital, the intense growth of large-scale cross-border data flows, and the emergence of new sources of value creation.

The problems of adaptation of the state, citizens, organizations to the realities of the digital economy of Russia and the world reveal a number of tasks that require study and search for solutions. The results of the digital economy, depending on its subject, can be different: for the state, it is the improvement of legislation and control over its implementation; for citizens – the availability, reliability of information, as well as the availability of goods and services of appropriate quality; for businesses – strengthening competitive advantages with the use of IT; for innovators promoting the ideas of the digital economy – the implementation of IT solutions in practice, etc. Process management implemented in organizations also requires rethinking in order to digitalize business processes and “embed” enterprises into the digital economic environment of the state and the world. The digitalization of the personnel management sphere requires a revision of the functions of the personnel management system in order to develop and apply new tools in the HR industry, which will make it possible to implement the digitalization of the personnel management system. In the context of the digitalization of society, digital skills and digital competencies have become in demand, the basis of which is information literacy: the ability to work effectively in search engines, knowledge of search operators, the skill to quickly find the necessary information in authoritative sources; the skill of collecting relevant data and conducting research based on large amounts of digital data. The presentation of the skills of a modern employee in the form of such categories as Hard-skills, Soft-skills, Digital-skills, Power-skills is the basis for the implementation of the competence-based approach at the stages of human resource development in an organization that implements the functions of personnel management in the context of the development of the digital economy.

Technological changes in tax administration especially VAT have also changed the way tax authorities around the world implement e-invoice tax, one of which is Australia. The Ministry of Finance of the Directorate General of Tax (DGT) Indonesia responded to this in 2013 by creating a VAT administrative technology system called the Electronic Tax Invoice (e-Faktur). This study aims to determine the administration of Indonesian e-Faktur by looking at the Australian e-invoice as a benchmark and to find out the problems of e-Faktur in Indonesia after implementation. This research method is a qualitative method with techniques in the form of literature studies and in-depth interviews with informants. The results of this study are that the e-Faktur of the system in Indonesia is different from the understanding of the existing e-invoicing in the literature and the Australian state. Australian e-invoicing system neglects sending data in the form of digital data (PDF) and sending via email. E-Faktur was found to still have problems after its application such as access which was always problematic because of the network, the insecurity of VAT data, and the costs that still arise due to the application e-Faktur such as the still printing of documents and inefficiency. The conclusion from this study is that there are still fundamental differences between the administration of Indonesian and Australian e-invoice.

This chapter examines digitalization as a set of new normative ideals for managing and organizing businesses, enabled by new technologies. The data imperative consists of two mutually reinforcing goals: the pursuit of omniscience—the aspiration of management to capture the world relevant to the company through digital data; and the pursuit of omnipotence—an aspiration of managers to control and optimize activities in real-time and around the world through software. The data imperative model captures a self-reinforcing cycle of four sequential steps: (1) the creation and capture of data, (2) the combination and analysis of data, (3) the redesign of business processes around smart algorithms, and (4) the ability to control the world through digital information flows. The logical end-point of the data imperative is a ‘programmable world’, a conception of society saturated with Internet-connected hardware that is able to capture processes in real time and control them in order to optimize desired outcomes.

AbstractIntroduction:Large-scale mass-sporting events are increasingly requiring greater prehospital event planning and preparation to address inherent event-associated medical conditions in addition to incidents that may be unexpected. The Bank of America Chicago Marathon (Chicago, Illinois USA) is one of the largest marathons in the world, and with the improvement of technology, the use of historical patient and event data, in conjunction with environmental conditions, can provide organizers and public safety officials a way to plan based on injury patterns and patient demands for care by predicting the placement and timing of needed medical support and resources.Problem:During large-scale events, disaster planning and preparedness between event organizers, Emergency Medical Services (EMS), and local, state, and federal agencies is critical to ensure participant and public safety.Methods:This study looked at the Bank of America Chicago Marathon, a significant endurance event, and took a unique approach of reviewing digital runner data retrospectively over a five-year period to establish patterns of medical demand geographically, temporally, and by the presenting diagnoses. Most medical complaints were musculoskeletal in nature; however, there were life-threatening conditions such as hyperthermia and cardiac incidents that highlight the need for detailed planning, coordination, and communication to ensure a safe and secure event.Conclusions:The Chicago Marathon is one of the largest marathons in the world, and this study identified an equal number of participants requiring care on-course and at the finish line. Most medical complaints were musculoskeletal in nature; however, there were life-threatening conditions such as hyperthermia and cardiac incidents that highlight the need for detailed planning, multi-disciplined coordination, and communication to ensure a safe and secure event. As technology has evolved, the use, analysis, and implementation of historical digital data with various environmental conditions can provide organizers and public safety officials a map to plan injury patterns and patient demands by predicting the placement and timing of needed medical support, personnel, and resources.

This study focuses on the strategic management consequences of technology development. Business policy considerations are predicated on the overall assumption that the multiplication of broadband telecommunication networks, capable of delivering both voice and data bits of information, has led telephone companies into a competitive situation where they are compelled to decrease their interconnection fees. All over the world there is an observable trend towards a cornucopia of networks and a glut of bandwidth. This means that legislation putting a cap on connection fees will only conserve a business situation that is gone long ago. Browsing the classical literature on telecommunication regulation, this study on business policy argues that instead of waiting for legislation - that is far too late to orient companies what to do policy-wise with the imminent new market situation -, wireless carriers should rather start emphasising the design of new, value-added services. Such a change of emphasis - turning away from the provision of connectivity alone - can help them achieve some added value and remain in business. Otherwise, they may soon follow the path of a slow corporate funeral following their wired brethren.

The consistent evolution of technology around the world creates new production tools and opportunities for different economic agents. As a result, new economic structures are emerging as a result of industrial revolutions. Today, the digital economy is seen as the backbone of the fourth industrial revolution, as there is a clear shift in the underlying technology and signs of a technological and economic paradigm shift. The current stage of the industrial revolution is associated with the Internet communication technologies development, which has significantly changed the technology of business processes and has been called "digitalisation". Thus, the fourth industrial revolution and the third wave of globalisation are based on the digital economy. The article explores trends in the development of the Ukrainian economy under the influence of ubiquitous digitalisation. Digital transformation changes traditional business models of organisations, allowing them to occupy profitable niches in global markets, raising the prestige of business and the state as a whole. In today's environment, the level of digitalisation illustrates the degree of companies' competitiveness and is a determining factor in development strategy. To analyse the processes of digitalisation and determine the place of Ukraine in the digital world, the article identifies and describes four zones of digital transformation, which are particular to the world economies. It is determined that Ukraine has fallen into a zone of prospective economies, where digital infrastructure is limited. Still, digital development is accelerating, indicating the potential for digitalisation to flourish, which will benefit economic recovery from the COVID-19 pandemic and long-term transformation. Ukraine's integral digital transformation index score is placed at 2.81 out of a possible 5 in 2021. It was determined that the main barriers to the digital transformation development in Ukrainian business include ineffective legislation, insufficient funding and low digital literacy of the population. However, the highest score among the index components was given to companies' overall level of digital transformation. A positive result of the survey is confirmation of increased investment in the digital technologies development in Ukraine: priority investments in this area include customer interaction, data analytics and HR management.

Ukraine produces large amounts of crop residues every year, much which could be utilized to produce biofuel. However, efficient supply chains and system configurations are needed to make such systems efficient and cost effective. One option is to integrate torrefaction, power production and biofuel production into a single, coordinated system. This approach allows for high value product (i.e. biofuel), greater utilization of the energy content of the feedstock, and supply chain efficiency. Initial analyses indicate that revenues can be enhanced through this approach, and further analyses and optimization efforts could identify a sustainable approach to renewable fuel and power production for Ukraine. The question of scale and layout remains of interest as well, and a thorough logistical study is needed to identify the most suitable configuration. Agricultural operations often benefit from smaller scales of operation, whereas fuel production processes tend to operate profitably only at very large scale. Thus, a balance must be struck between the needs of both ends of the supply chain. The processing center concept helps to balance those needs. A system such as this also has potential to synergize with other agricultural production systems, such as the production of animal feed, fertilizer, and other bio-based products. The complexities of the Ukrainian agricultural market will need to be reflected carefully in any model that seeks to assess the system's potential. Presents a concept for coupling thermal pretreatment (torrefaction with biofuel and power production for the transformation of wheat straw into a value added product for Ukraine. Torrefaction provides supply chain savings, while conversion provides added value to the product. This paradigm has potential to utilize a widely produced waste material into a valuable source of energy and possibly other products for the country.

Globalization has created complex production chains, in which many countries contribute to the creation of added value. Globalization influences almost all aspects of life, but the way this evolution is felt differs from one country to another, from one region to another, from one individual to another. Globalization is an objective process that is taking place with astonishing speed, covering all the states of the world. It was determined and favored by the ultra-fast advances of technology, especially information technology, but also by the manifestations of the digital economy or information economy. Digitization has fundamentally changed the way companies operate while providing new entities with opportunities for survival and development. Websites have become powerful advertising and commercial tools, being used in all areas of activity. The technologies used to create and develop websites have diversified and become increasingly complex.

The article is devoted to the adopted strategies of digital economic development of the Russian Federation and the Republic of Korea. The main attention is focused on the fact that the world economy is currently undergoing transformation and the digital economy is developing rapidly in many countries around the world. Russia and the Republic of Korea are developing and implementing strategies for digital economic development in their countries. In order to ensure a competitive position in the global market, the Russian government adopted the program "Digital economy" in 2017, and the Republic of Korea, with the arrival of the new government in 2017, developed and implements the strategy "I-Korea 4.0". The article analyzes the strategy of development of the digital economy of Russia and the Republic of Korea, highlights the main basic directions, goals, digital technologies in innovation policy, and considers the prospects for digital economic cooperation. The study examined various aspects of regulatory policy related to the future development of the digital economy in both countries and a comparative analysis of the adopted economic development strategies of Russia and the Republic of Korea is carried out. The analysis revealed common features and distinctive features of the implementation of strategies that ensure the accelerated development of the digital economy of the two countries. Both countries are currently focused on developing digital infrastructure. Since Russia has a need for technological renewal and use of innovative technologies, it has plans to implement large-scale projects, and the Republic of Korea has a global advantage in the fi eld of ICT, it is expected that both countries will be able to implement promising areas of mutually benefi cial cooperation in various areas of the economy.

The level of prosperity available is the value of what is produced in the economy. This is a general truth, while the level of well-being of community members is a consequence of the value added and the rules and mechanisms of national income distribution. The purpose of the paper is to show the macroeconomic principles of the division of the generated GDP value, based on the example of a simple model of the economy in a classic style: the economy is presented as the Great Bakery, which produces loaves of bread shared between employees and its owner, the Baker. The author uses this model to demonstrate the consequences of the division of the generated surplus, which is the Baker’s profit from three sources: development-oriented investments and the savings associated with them, the public sector and exportation. The author shows the structural consequences of reducing wages and shifting the tax burdens to the employees. He proves that the reduction of labor costs should be accompanied by an increase in the tax burdens imposed on companies – the Baker in his model. These rules of division have macroeconomic consequences and the author shows the effects for Poland’s position in a group of countries, presented as international comparisons (mainly OECD countries). The author shows that one of the key factors determining prosperity is the place of industry in the product development cycles produced by the global division of production. The amount of added value obtained at various stages of these production cycles is illustrated by the so-called smile curve. The author shows the international division of labor has led to the location of the industries of post-communist countries, including Poland, around the minimum of this curve. This causes the average level of wages and, consequently, welfare to be low. The analysis leads to the conclusion that a policy of structural changes is needed, one that will shape this division so that the country regains full production cycles and thus strengthens its economy. The author discusses the simplified thesis formulated by Jeffrey Sachs that sustainable development is the most important for prosperity. The author justifies the thesis that it is not so much development as the amount of added value generated by industry and the mechanisms of its distribution, and points out that, as Justin Yifu Lin observes, it is the structural changes which will lead to an increase in added value and modifications in the principles of its distribution, so as to increase social well-being.
