The article proposes an effective mechanism for managing the renewal of fixed assets of textile industry enterprises, taking into account the industry features of the production of digital textiles on the basis of an information and analytical platform.The theoretical and methodological foundations of the system approach have been tested on the processes of managing the renewal of fixed assets and their financing in Public Joint Stock Company “Mogotex”. The innovation and investment project for the renovation of finishing production is based on the results of an analytical study, reasonable parameters and criteria, which makes it possible to create the framework of Industry 4.0 and the basis for industrial scientific and technological integration within the framework of the Eurasian Economic Union.

Introduction. In the development and introduction of medicines into production, the aim of pharmaceutical manufacturers is to comply with the principle of «Quality-by-Design» (QbD). The International Council for Harmonisation (ICH) has created a number of GxP standards, which have become the regulatory framework for the development of documentation regulating the requirements for the development and production of drug products for countries focused on bringing their products to the world pharmaceutical market. The analysis of the system of regulation of pharmaceutical stages of development of new drugs in the territory of the Eurasian Economic Union was not considered, but for the formation of a systematic approach to the management of the process of pharmaceutical development it is necessary to describe them.Aim. To analyze the possibility of applying the QbD principle to the process of drug development at domestic pharmaceutical enterprises.Materials and methods. Content analysis of scientific publications, system and comparative analysis, sociological methods of research in the field of pharmaceutical development.Results and discussions. Regulatory state requirements to the organization and conduct of drug development procedures are analyzed and described. A number of systemic and sectoral problems typical for domestic pharmaceutical manufacturers in the organization of the development and implementation of new drug products. It is established that one of the main problems for Russian enterprises was the organization of the process as a whole and its individual procedures. To solve the problem of organization of procedures for the development and implementation of new medicines, we formed a methodological support, developed on the basis of a systematic approach and international requirements from the quality system.Conclusion. The main problem identified by the manufacturers is the lack of methodological support for the organization of the processes of pharmaceutical development and the introduction of new drugs in the part of research going to the stage of preclinical and clinical development. The decisions adopted by the Eurasian Economic Union do not affect such aspects of pharmaceutical development regulation as the organization of processes, their management and methodological support aimed at the implementation of the QbD principle. To solve this problem, we have developed guidelines for the implementation of the processes of pharmaceutical development and the introduction of new drug products, which allowed us to apply unified and formalized approaches to their organization.

The subject of this article is trends and avenues for the digital transformation of scientific and technological, as well as innovation cooperation of the EAEU member-states. Systematic research is conducted on the changes in its content within political-legal framework of implementation of Digital Agenda of the Eurasian Economic Union. The author reveals the new challenges of EAEU policy in the area of science, technology and innovations, as well as ecosystem questions of scientific and technological integration in the context of transition towards the Industry 4.0. The key instruments of digitalization of scientific and technological integration are presented by the digital platforms and communication, which form the shared digital scientific and technological space of EAEU. The conclusion is made that the formation of a “digital” union and its accession into the era of industry 4.0. largely depends on the level of digital transformation of scientific and technological integration. The author’s special contribution consists in the statement that the solution of large-scale task on creation of ecosystem of digital scientific, technological and innovative space based on functionality of the corresponding institutions and digital infrastructure objects represents a new aspect of cooperation, which suggests further development of strategic and legal grounds of the aforementioned sectoral digital transformation. The explored by the author vector of development of scientific and technological integration may serve as the methodological framework for a set of measures established by the Chapter “Territory of Innovations” of the Declaration on Further Development of Integration Processes within the Eurasian Economic Union of December 2018, with emphasis on the implementation of EAEU Digital Agenda.

Joint–stock company “Uzbek Railways” is the largest transport company in the country and in some segments of the transport market works in conditions of tough competition. With the development of market relations and economic growth, as well as competitive pressure from other participants in the transport market, reliable condition, efficient use and intensive reproduction of fixed assets are becoming increasingly important. In this regard, the research and development of effective methods of the reproductive process of the railway company. In this article, a retrospective analysis of the reproduction of the fixed capital of a railway company is carried out and suggestions are given for the intensification of this process.

Due to the importance of commercial enterprises to economic development, the UAE legislature has sought to carefully regulate them, including providing guarantees to prevent manipulation by founders during the incorporation period. This article focuses on the criminal liability of founders of joint-stock companies in Emirati law and clarifies the actions that result in criminal liability for founders of joint-stock companies. The article approaches the topic by first defining a founder and the qualifications they must possess. Then, the article discusses the crimes and the rulings related to the crimes committed during the incorporation of a joint-stock company (Kamensky, Dudorov, Movchan, Vozniuk, & Makarenko, 2020). This is done by analyzing the relevant laws, including the UAE Commercial Enterprise Law (Number 2 of 2015). The article concludes that the Emirati legislature has defined the purpose of founders and provided the conditions that a person must fulfill to sign the initial contract to incorporate a company as a founder. Moreover, this study showed that the Emirati legislature has leaned towards issuing severe punishments for those who commit these crime

The research is devoted to the issues of adaptability, agro-industrial complex, Kazakhstan, within the framework of the Eurasian economic Union and increasing its competitiveness. Originality of the research. The authors believe that the assessment of the competitiveness of the agroindustrial complex should be carried out not by absolute, but by relative indicators: crop yield, productivity of livestock and poultry, net export index, profitability of production, the degree of depreciation of fixed assets, the volume of products per capita. Based on the analysis, the authors concluded that each partner country in the EAEU has its own comparative advantages, which should be taken into account when forming a single food market within the framework of the Eurasian economic Union. Research result. The article examines the impact of economic integration on the national economy, including the country's agro-industrial complex. Positive and negative effects of integration are revealed. The dynamics of economic indicators of agriculture in Kazakhstan, Russia and Belarus is analyzed.

Measures for the rational use of all groups of resources of any object of research are most relevant at the present stage of development of the economy of Kazakhstan from the standpoint of macroeconomic indicators. The importance of the above circumstance makes it possible to take into account the change in the performance indicators of the enterprise and the influence of factors on the final results of the economic activity of the enterprise. Elements of competition always allow us to assess the situation and make the necessary important decisions for a business entity. In this case, all resource groups that the enterprise possesses must be taken into account. Particular importance should be given to production resources, since they make it possible to assess the material and technical base of an enterprise, plan long-term tasks and evaluate the predicted values of indicators of economic and financial activity of any object of research. It should also be borne in mind that the assessment and analysis of enterprise performance indicators are important for improving the efficiency of production resources and determining the hidden reserves of the object of research. This article discusses the possibility of introducing an investment project into the activities of a joint-stock company as an element of the innovative improvement of the mechanism for using production resources in order to obtain greater profits and economic benefits. The proposed project is fully consistent with the industrial and innovation policy of Kazakhstan and has government support.

Currently, questions about digitalization, namely the digital transformation of the fuel and energy complex, are often raised in the Russian Federation. The relevance of the topic lies in the importance and necessity of introducing digital tools in the oil and gas industry. The arguments, substantiating the effects of digital transformation in the oil and gas complex are presented. The interpretation of the digital transformation of the Russian fuel and energy complex is given. The statistical data of the Ministry of Energy on the assessment of the total effect of digital transformation by 2035 are presented. The influence of digital technologies is analysed on the example of the oil and gas company Public Joint Stock Company “Lukoil”. The necessity of the National Infrastructure Investment Project, the importance of creating a center for hard-to-recover reserves and the introduction of an intelligent field are shown.
