scholarly journals DIGITAL INSTITUTIALIZATION AT THE GLOBAL, INTERNATIONAL AND NATIONAL LEVELS

В статье анализируются новейшие процессы цифровизации в аспекте цифровой институциализации, охватывающей различные уровни современной мировой экономики - от глобального до национального. Цель статьи - на основе анализа практики внедрения цифровой институциализации на различных уровнях выявить их особенности и соответствие современным требованиям развития мировой экономики и системы международных финансов. Научная новизна исследования заключается, во-первых, в рассмотрении недостаточно изученного в экономической литературе направления (цифровой институциализации), во-вторых, в анализе и выявлении закономерностей на основе новейших статистических данных и последних нормативных изменений. Несмотря на присущие им некоторые характерные черты, в целом отмечается нарастание цифровизационных процессов, прежде всего при участии финансово-технологических компаний, а также при поддержке регулирующих органов. Анализируя их протекание, автор приходит к выводу о нарастающем стимулировании использования диджитальных валют в форме стейблкоина, поддерживаемого Банком международных расчетов и G7 - на глобальном уровне, и соответствующими институтами государственного регулирования - на региональном и национальном уровнях. The article analyzes the latest digitalization processes in the aspect of digital institutialization, covering various levels of the modern world economy - from global to national. The purpose of the article is, based on an analysis of the practice of introducing digital institutialization at various levels, to identify their features and comply them with the modern requirements for the development of the world economy and the system of international finance. The scientific novelty of the study lies, firstly, in considering the direction (digital institutialization) that has not been sufficiently studied in the economic studies, and secondly, in analyzing and identifying patterns based on the latest statistical data and the latest regulatory changes. Despite some characteristic features inherent to them in general, there is an increase in digitalization processes, primarily with the participation of fintech companies, as well as with the support of regulatory bodies. Analyzing their course, the author comes to the conclusion about the growing stimulation of the use of digital currencies in the form of a stablecoin, supported by the Bank for International Settlements and the G7 - at the global level, and by the relevant institutions of state regulation - at the regional and national levels.

The scientific article examines the nature and role of TNCs in the modern world economy. The stages of development of multinational companies with a detailed description are described in some detail. Statistical data on the development indicators of TNCs over the years are presented. Indicators of the increasing role of foreign branches of TNCs in the overall results of their operation. Activities are proposed on the strategic priorities of TNC profit generation and further development.

In modern conditions, world power structures are actively looking for effective ways to minimize the risks posed by criminal schemes related to the withdrawal of capital to offshore zones. These wrongful acts have adverse economic consequences both for individual countries and for the entire world economy. They facilitate laundering of criminal money and prevent anonymous identification of sources of income for smugglers who illegally move illicit substances, drugs and weapons across borders. The article defines the notion and gives a brief history of the emergence of offshore zones and the reasons for their being in demand in the modern world. Real examples of illegal export of capital from Russia abroad are given, as well as some statistical data in dynamics on the number of cases identified and initiated by the Russian customs office. Legislative initiatives aimed at minimizing losses from criminal currency export schemes and motivating persons to return previously exported funds have been analysed. World trends in the organization of control and fight against illegal export of funds to offshore zones, also in order to prevent financing of terrorism, are considered. Options for solving problematic issues in this sphere are proposed.

Presented the results of evaluation of structural connection, identity and interchangeability of main asymmetric types of theoretical distributions most often acceptable for assessing the distributions of various indicators in geology and technology. The method of empirical analysis and statistical inference was used with the involvement of nonparametric facts according to the distribution patterns. The analysis of the empirical results of the application of the lognormal, gamma distribution and the Weibull distribution with the involvement of extensive statistical data from literary and research sources is carried out. The characteristic features and statistical regularities of distributions inherent to them are revealed, estimated statistical conclusions are obtained, according to which structural relationships between the functions of the lognormal, gamma and Weibull distributions are revealed. The identity and authenticity of the development of probabilistic frequencies in their application have been established, the complex geometric "image" of asymmetry inherent to these types of distributions is generalized. Structural relationships and interchangeability of asymmetric types of distributions are recommended to increase the reliability and credibility of the estimated choice of distribution in conditions of uncertainty and insignificance of statistical data when solving problems associated with forecasts, technological and computer developments.

The article analyzed the main trends and risks of modern world economy development, as well as identified key aspects of multilateral regulation and restoration of economic balance on the international scale.

The article uses the methodology of systemic global analysis and the theory of systemic cycles of capital accumulation to argue that we are now at a turning point of the modern era in connection with the unfolding change in the dominant world economic order. Based on the methodological approach, within the framework of which there is a hegemonic country and the rest of the world, the forecast regarding the forthcoming multipolarity of the world economy is rejected. Various stages of capital and financial expansion with their inherent, respectively, dirigistic and liberal models of state regulation of the economy are compared to each other. A chronological overview of the Spanish-Genoese, Dutch, British, American and Asian accumulation cycles is presented. The patterns of their change in the course of the formation of new technological structures are revealed. The place of Russia in the process of natural evolution of world economic structures is also identified. The objective and subjective reasons for the longterm hegemony of the United States, as well as factors of the upcoming completion of the American cycle of capital accumulation in the foreseeable future, are revealed. The author outlines the tactics employed by the American authorities to counteract the objective hegemonic cycles. The reasons for the movement of the center of the world economy to the East Asian region are revealed, with the justification of the need for a natural inclusion of Russia in the functioning of the Asian world economic order.
