The purpose of this article is to examine the concept of business and the role of enterprises in the economic development of society. This topic is relevant for Russia today. Business in the Russian Federation is of great importance in the development of the economy and the country as a whole. Only through the development and improvement of entrepreneurship does economic growth take place, scientific and technological progress is accelerated. Also, the business area has a huge impact on other areas of activity, such as: social, political and others. Another argument for the relevance of this work is that in Russia entrepreneurship, especially small business, does not receive proper development and only partially performs the functions inherent in it in developed market systems, because as you know, it is small business that is the engine of economic growth.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

В работе изложены актуальные вопросы, связанные с планируемыми Министерством экономического развития Российской Федерации изменениями в стратегии экономического роста и реформой государственных программ, напрямую затрагивающих производство сложных технических систем. Также рассмотрены контроллинговые задачи научно-исследовательских структур, требующие административной основы, наравне с ранее принятыми решениями по цифровизации управления и его элементов. The paper outlines current issues related to the changes planned by the Ministry of Economic Development of the Russian Federation in the strategy of economic growth, as well as the reform of state programs that directly affect the production of complex technical systems. Besides, it proposes controlling tasks of research structures that require an administrative basis, along with previously adopted decisions on the digitalization of management and its elements.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.

Article is devoted to the analysis of volumes and dynamics of fixed investment of the Russian Federation for the 20012012 period, studying of sources of investment financing, identification of structure of investment on economy branches and assessment of the investment situation in Russia. In the course of the analysis the author revealed the time periods by criterion of nature of investment dynamics and the factors defining dynamics, offered classifications of investment by financing sources and by economy branches, calculated the yield of gross fixed capital formation.

This article focuses on the nature and role of small business in the sphere of consumer market and services as an important condition of economic growth. The article presents the analysis of the state of small business in the federal subjects of Russia - the Republic of Khakassia, and summarizes its development, the structure of small business by the number of enterprises in different activities. The authors estimate the small business in the sphere of consumer market and services and present the peculiarities and problems of development of entrepreneurial structures in the sphere of consumer market and services at the regional level (on the example of Republic of Khakassia). The consumer market remains one of the most important factors of economic growth in the Republic of Khakassia. The authors determine the factors contributing to the development of small business on regional level and their impact on economic growth. They note that just small businesses do not require large upfront investment and guaranteeing a high rate of turnover of resources and they can most quickly solve the problems of the formation and saturation of market with goods and services. Small businesses can quickly respond to changing consumer demand and thus they can provide the necessary balance in the consumer market. This study is limited to the territory of the Republic of Khakassia, however, the information can be applied and used in other regions of the Russian Federation, as well as in the preparation of textbooks and articles.

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.

На сегодняшний день экономический рост в Российской Федерации во многом зависит от развития малого бизнеса. Эта новаторская деятельность считается важным стратегическим проектом, направленным на: внедрение новых продуктов и продвижение их на новые рынки; повышение эффективности рыночной системы; поддержание оптимальной конкурентной среды; создание и предоставление дополнительных рабочих мест; повышение потребительского спроса. Однако, в сложившихся условиях, малые предприятия сталкиваются с серьезными проблемами, решить которые можно только объединив усилия органов власти и местного самоуправления. Анализ основных показателей деятельности малого предпринимательства в масштабах всей страны и регионов в частности, поможет понять причины проблем, позволит активизировать деятельность субъектов малого бизнеса и реализовать их предпринимательский потенциал. Today, economic growth in the Russian Federation largely depends on the development of small businesses. This innovative activity is considered an important strategic project aimed at: introducing new products and promoting them to new markets; improving the efficiency of the market system; maintaining an optimal competitive environment; creating and providing additional jobs; and increasing consumer demand. However, in the current conditions, small businesses face serious problems that can only be solved by combining the efforts of government and local government. Analysis of the main indicators of small business activity throughout the country and regions in particular will help to understand the causes of problems, will allow to activate the activities of small businesses and realize their entrepreneurial potential.

The market of one of the most basic participants of the market of housing and communal services – credit organizations is considered. A statistical analysis of mortgage housing lending in Russia was carried out, the classification of the regions of the Russian Federation according to two groups of indicators was carried out: according to the indicators of the housing and communal services market and indicators of the level of socio-economic development of regions by cluster analysis methods and it was shown that not all regions (36 regions) correspond to their levels of groups according to two groups of indicators. The reasons for the development of regions according to the state of development of the housing and communal services market are revealed.
