The market of one of the most basic participants of the market of housing and communal services – credit organizations is considered. A statistical analysis of mortgage housing lending in Russia was carried out, the classification of the regions of the Russian Federation according to two groups of indicators was carried out: according to the indicators of the housing and communal services market and indicators of the level of socio-economic development of regions by cluster analysis methods and it was shown that not all regions (36 regions) correspond to their levels of groups according to two groups of indicators. The reasons for the development of regions according to the state of development of the housing and communal services market are revealed.

The relevance of an independent assessment of the quality of the conditions for the delivery of services (IAQ) as a tool for assessing the state of the social sphere is determined by the ability to use it to identify the expectations of a modern consumer, his needs, to detail shortcomings in the delivery of services and develop measures to eliminate them. Independent assessment acts as a form of public control, contributing to the development of civil society, allowing to eliminate problems and improve the system of providing services in the social sphere. The aim of the study is to consider the potential of using IAQ in solving problems of public administration. The research methods used in the work serve as a significant empirical base based on the results of monitoring studies of the implementation of IAQ in the regions of the Russian Federation based on surveys of government representatives and citizens who receive services, as well as on the basis of information provided on the official website for posting information about state (municipal) institutions bus.gov.ru, and have a formal and logical component in terms of conducting a comparative analysis of regulatory sources, using analytical methods of functional and statistical analysis. The choice of research tools was determined by the presence in the current database of the functioning of the IAQ from the moment of its creation in 2013 to the present. The analysis of the results of an independent quality assessment made it possible to identify key shortcomings in the social sphere, the structure of problems that are most often found in the regions and their relationship with the main directions of socio-economic development of the constituent entities of the Russian Federation. According to the results of the study, the hypothesis was confirmed that the incorporation of an independent assessment into the system of executive authorities, which allows to quickly obtain objective data on the state of the social sphere, makes it possible to put its results into practice aiming to analyze the achievement of national goals and ensuring the socio-economic development of Russia. The use of the results of the IAQ to increase the validity and efficiency of management decisions to improve the activities of public organizations for officials of state authorities of the constituent entities of the Russian Federation and representatives of public organizations responsible for their development, allows for a comprehensive impact on improving the quality of life of the population.

Aim. The presented study summarizes the results of the analysis of modern approaches to assessing the higher education system in terms of its impact on the social and economic indicators of a region, describing a stakeholder approach to the classification of factors of a university’s influence on regional development.Tasks. The study aims to consider approaches to examining the activities of universities in the context of their impact on the development of a territory; to comparatively analyze social and economic indicators of the constituent entities of the Russian Federation and the education level of the employed population; to update the list of groups of stakeholders of the higher education system and to describe the parameters of university influence on the objects of one of the groups.Methods. This study analyzes the existing approaches of Russian and foreign researchers to assessing the contribution of the higher education system to socio-economic development as well as official statistics on the socio-economic development of the constituent entities of the Russian Federation.Results. A considerable number of diverse factors characterizing the influence of the higher education system on socio-economic development are identified. The authors describe the contribution of universities to the development of human capital, innovative and economic development, social policy and environmental well-being of the region. It is noted that the university’s academic reputation affects the competitiveness of the city and facilitates active international cooperation. A comparison of statistics on the proportion of employees with higher education among the working population (DHE) with various indicators of economic and social development of the constituent entities of the Russian Federation shows that many regions with a more skilled workforce have higher gross regional product (GRP) per capita, higher life expectancy at birth, and lower working-age mortality than regions with low DHE. There are also negative trends in the higher education system, such as the declining number of university teaching staff over the last ten years. A stakeholder approach to the classification of factors of university influence on regional development is proposed. A group of stakeholders of the higher education system defined as “society” is introduced. The parameters of university influence on this group are described.Conclusions. The existing influence of universities on the socio-economic development of territories makes it necessary to put issues related to creating conditions for the optimization of interaction between various groups of stakeholders of the higher education system on the federal and regional agendas.

This article presents the results of a cluster analysis of the regions of the Russian Federation in terms of the main parameters of socio-economic. The major objective of the article is to develop a method for the division of the Russian regions into clusters in order to improve the quality of the policymaking process. The authors studied and analyzed the domestic and foreign (Eurostat) methodology for assessing the socio-economic development of territories. The major results of the study are the determination of the main parameters of territorial differentiation and identification of the key indicators that affect the socio-economic development of Russian regions. The authors have carried out a classification of the constituent entities of the Russian Federation not in terms of territorial location and geographical features, but in terms of the specifics and key parameters of the socio-economic situation into 4 clusters. The results of the cluster analysis allow specifying specific areas, where state control and interference is needed in order to ease the economic and social inequity in Russia and cease social unrest.

Introduction. The regions of Russia are not only heterogeneous in terms of the current state but also differ in the prevailing trends in the key parameters of their future development. Some of them, possessing significant economic potential, risk losing stability due to ongoing social processes and vice versa. The purpose of the study is to assess the sustainable development of the Russian Federation regions, to identify typical regions, including implementation of the main priority of the Spatial Development Strategy of Russia until 2025 — to uncover the socio-economic potential of the territories and their sustainable development through economic specialisation regions.Methods. In the framework of solving the problem of choosing typical regions of Russia according to the level of sustainability of socio-economic development, we formed a database of indicators for the period from 2010 to 2016. The 8th indicators describe the financial and economic component of development, the social component — by the 14th indicators, the environmental one — by the 3rd indicators. The ranking of regions was carried out in three stages — the consideration of particular indicators, their unification into groups and the study of generalised values. For the identification of typical regions, we applied the clustering method.Results. Approbation of the approach showed that the high position of the region in one of the considered areas of analysis does not always correlate with the level in other indicators. The magnitude of the dispersion in general increases with the transition from the leading regions to the outside regions. Cluster analysis revealed four groups of regions. The first cluster is characterised by the predominance of the economic component. The second cluster is characterised by the absence of a significant imbalance between the directions. The third cluster is characterised by better dynamics of financial and economic indicators against the background of relatively good positions in the social and environmental spheres. The fourth cluster is represented by subjects of the Russian Federation, in which there are significant results in the field of improving the environmental component. Based on the cluster analysis, typical regions were selected — the Republic of Ingushetia, the Samara Region, the Republic of Tatarstan and the Vladimir Region, respectively.Discussion. The obtained results can be applied when making a forecast of the socio-economic development of the regions of the Russian Federation and indicators of their sustainability in the medium term.

The article attempted to synthesize relevant scientific and public debate on the further development of local self-government in the Russian Federation. The author, based on the analysis of the dynamics of legislative changes, relevant scientific papers and discussion practitioners on various venues for the 2014-2015 year represents a slice of the key problems of the local self-government’s reform in Russia and gives a description of the risks and drivers of the local self-government’s development. The article presents the author´s suggestions for a draft strategy for socio-economic development of the Russian Federation up to the year 2030. One of the biggest problems the author highlights the absence to date of the State concept of local self-government. The author proposes to overcome chaos of reforming local government and enumerates a series of measures aimed at improving efficiency and consistency in the development of contemporary Russian zemstvo.

The article considers the potential of linking the methodology and tools of competition policy with the main mechanisms of strategic management planning aimed at achieving the priority goals of the state, including the processes of goal setting, forecasting and planning the socio-economic development of the Russian Federation and the positive dynamics of its competitiveness. The article analyzes the trends and highlights the principles of deployment of the process of forming a systemic springboard of competition institutions as an element of state economic policy. Special attention is paid to a new spatial strategy containing proposals to counteract inter-regional imbalances and mitigate imbalances in the socio-economic conditions of individual regions. The main trends and problems of development of the national economic space are analyzed. The role of the human factor as a leading specific factor in competitive relations is emphasized. The author analyzes regional development imbalances that are systemic in nature and, of course, have a negative impact on markets and the quality of their competitive environment, as well as macroeconomic indicators. The role of transport infrastructure in reducing the level of interregional differentiation in the socio-economic development of the subjects of the Russian Federation and stimulating competitive relations is updated. The assessment of the level of competition development in the country is given; the work carried out by the state at all hierarchical levels of the economy in the field of competition development, including the influence of the state on business activity. There are two main directions of activation of competitive relations in the framework of strategic planning: methodological and organizational and economic.

Purpose:the purpose of the study is to determine the main directions and conceptual approaches to modernizing analytical and computer support for the planning of strategic development of socio-economic systems on a national scale in the framework of improving the methodology of strategic planning in a digital transformation of the economy and management.Methods:the issues of improving the tools of strategic planning of socio-economic development are studied in the framework of a system approach to analyzing the construction and functioning of the state management mechanism in the context of active formation of the information society infrastructure and to evaluating of the impact of digital technologies on the content of management tasks in the process of co-evolution of objects and subjects of management in large-scale organizational systems.Results:the article deals with current problems and key tasks of modernization of scientific and methodological, informational and analytical support of state strategic management of socio-economic development. The trends of the evolution of objects and subjects of management in the conditions of the digital transformation of the information society are investigated. The institutional bases for the construction and operation of the strategic planning system of the Russian Federation are characterized. A block diagram of a complex of heterogeneous models of strategic planning of socio-economic development is given. Design solutions are proposed for building the architecture and developing a prototype of the computer support system for the scenario modeling technology when developing multi-level strategic decisions for planning socio-economic development in the emerging infrastructure of the digital economy is presented.Conclusions and Relevance:the study showed the importance and relevance of modernization of the methodological and analytical support of the strategic planning system of the Russian Federation, which takes into account the main consequences and requirements of the creation and distribution of digital technologies in various areas of society. The most important characteristics of innovative changes in the structure and content of strategic planning tasks, the solution of which is associated with the unification of the format of quantitative and qualitative assessments in the digital development management environment, are identified. Standardization of technologies for collecting, transmitting, storing and processing large amounts of data allows you to build computer software for the multi-level system of state strategic planning based on an open service-oriented architecture. The main direction of further research and development in the creation of an analytical platform to support strategic planning of socio-economic development can be the creation of a mathematical apparatus and software products for processing and analyzing large amounts of personalized information about the functioning of economic and social agents to identify and assess their potentials and priorities. This will allow to increase the degree of justification and consistency of planned decisions and regulatory measures developed by the state in the field of planning socio-economic development and ensuring the national security of the Russian Federation.

The analysis of methodological problems of interrelation of the documents of strategic planning of the federal level, developed within the framework of goal-setting according to the sectoral and territorial principles, is directly linked to the issues of settlement. The article considers the norms of the corpus of federal regulatory legal acts adopted within the framework of goal-setting in the process of strategic planning of socio-economic development of territories, which includes the provisions of the norms of the Strategy of Socio-economic Development of the Russian Federation, Federal Law No. 172 “On Strategic Planning”, the Urban Planning Code of the Russian Federation, the Resolutions of the Government of the Russian Federation related to the role of local self-government bodies in the implementation of the settlement policy as a factor of socio-economic development of territories. The specifics of the federal policy of territorial development of the regions, which is based on the participation of not only the federal center, but also the state bodies of the regional level of the vertical of power, are revealed. It is argued that the existing “vertical” of public administration does not include an imperative function in relation to the local authorities, which are not assigned the responsibility of developing strategies for the socio-economic development of the municipality. It is determined that, in methodological terms, such consequences should include the need to differentiate measures of state support for municipal territorial entities, regional typologization of settlements when considering budget and urban development policies. The problems related to the legal nature of the federal district in relation to the nature and powers in the field of strategic planning of the constituent entities of the Russian Federation are identified. It is argued that the factors influencing the processes of formation and implementation of the state policy of regional development and directly related to the issues of strategic planning include not only the features of the federal structure, geo-political, geo-deterministic, socio-cultural factors, but also a significant difference in the levels of regional socio-economic development and territorial population. The article substantiates the theoretical provisions for the formation of digital competencies necessary for the socio-economic development of the Russian Federation in the context of the digital transformation of the economy and social sphere. Based on technological paradigms, the classification of digital competencies as part of professional and universal ones is proposed, the levels of their development and content are determined for use in strategic planning documents of constituent entities of the Russian Federation.
