Dan Korman and Dustin Locke argue that non-naturalists are rationally committed to withhold moral belief. A main principle in their argument, which they call EC*, can be read in either of two ways, which I call EC*-narrow and EC*-wide. I show that EC*-narrow is implausible. Then I show that, if Korman and Locke rely on EC*-wide to critique non-naturalism, then the critique fails. I explain how the availability of a view that I like to call moral occasionalism can be used to respond on the non-naturalist’s behalf to the EC*-wide version of the argument. I also show how moral occasionalism is more useful for this purpose than an alternative third-factor account, namely David Enoch’s pre-established harmony view.

In today’s international taxation most of the developing countries enter into tax treaties which are drafted in line with the OECD MC to eliminate double taxation. Yet, is well-known fact that tax treaties in practice are abused by tax payers, therefore, majority of states have introduce legislation specifically designed to prevent tax avoidance and protect their domestic interests. In legal practice and literature the act of overriding international tax treaties and denying treaty benefits in favour of domestic law provisions threatens main principle of international law and therefore is questionable to what extend the relationship between domestic law and international tax treaty agreements bridges the international norms.

The main principle of vibration-based damage detection in structures is to interpret the changes in dynamic properties of the structure as indicators of damage. In this study, the mode shape damage index (MSDI) method was used to identify discrete damages in plate-like structures. This damage index is based on the difference between modified modal displacements in the undamaged and damaged state of the structure. In order to assess the advantages and limitations of the proposed algorithm, we performed experimental modal analysis on a reinforced concrete (RC) plate under 10 different damage cases. The MSDI values were calculated through considering single and/or multiple damage locations, different levels of damage, and boundary conditions. The experimental results confirmed that the MSDI method can be used to detect the existence of damage, identify single and/or multiple damage locations, and estimate damage severity in the case of single discrete damage.

AbstractThe sample preparation procedures which enable us to observe large areas over a few tens of microns in one-dimension of semiconducting heteroepitaxial materials are described. The main principle involves the careful grinding and polishing of samples. In these procedures, another side thinning of the specimen after finishing initial side polishing is carried out using a sample platform by hand throughout all of the following steps. It is shown that for some typical examples of heteroepitaxial films general information concerning the film growth modes and structures, as well as the defect morphologies and natures introduced during growth can be effectively obtained by using the present technique.

«Буковинские песни» Леонида Десятникова, написанные в 2017 году и вдохновленные фольклорными напевами,—продолжение традиции циклов прелюдий для фортепиано, заложенной в эпоху романтизма и активно развитой в дальнейшем. В статье делается попытка осмыслить сочинение как образец нео романтизма, констатировать неразрывную связь с прошлым, параллельно затраги вая особенности работы композитора с материалом. Большое внимание уделяется романтической идее синтеза: «Буковинским песням» свойственно сочетание несо четаемого, органичное соединение непохожего, разнопланового. Именно поэтому, анализируя цикл, автор статьи оперирует словами с приставкой «поли-»: поли форма, политоникальность, полиопорность, полиладовость, полигармония, поли метрия, полиритмия, политональность (ключевое «поли-» для самого Десятнико ва)—обобщающим для всех этих терминов становится понятие полисистемы. В буклете к диску «Буковинских песен» поэт Мария Степанова предпринимает «Двенадцать попыток заговорить» о фортепианных прелюдиях Десятникова. Дан ная статья, в сущности, представляет собою тринадцатую, музыкантскую и музы коведческую, попытку начать разговор о цикле. Подробный потактовый анализ «Буковинских песен» не входит в задачи этой работы; перед автором, скорее, стоит цель показать ведущий принцип организации материала в рассматриваемом сочи нении. Наиболее детально анализируются Прелюдии I, II, XIII, XV, XIX. Leonid Desyatnikov’s “Songs of Bukovina” written in 2017 inspired by folk chants is a continuation of piano prelude tradition founded in the age of romanticism and actively developed later. This article is an attempt to comprehend Desyatnikov’s work as an example of neoromanticism, to find the inextricable connection to the past all while looking at distingushing features of the composer's way of working over the material. Special attention here is paid to the romantic idea of synthesis. “Songs of Bukovina” is a combination of uncombinable, an organic conjunction of dissimilar, different. That's why in this article the author often uses words that begin with the prefix “poly-”, such as polyform, polytonicality, polymodality, polyharmony, polyrhythm, polytonality (the most important word to Desyatnikov himself) etc., which are hyponyms to the term of polysystem. In the Booklet to “Songs of Bukovina” CD, poet Maria Stepanova makes “Twelve attempts to start speaking” of Desyatnikov’s piano preludes. This article is, in fact, yet another, 13th attempt made by a musician to speak of this cycle. The goal of this work is not to provide a bar by bar analysis of the “Songs of Bukovina” but to show the main principle according to which the material is organized. The author will take the closest look at Preludes I, II, XIII, XV, XIX.

Osteoarthritis led to the articular cartilage damage and cause different kind of problems – from social to biological. The analysis of existing research unfortunately subjected questioned the reliability of spontaneous regeneration of damaged cartilage, which makes it necessary to focus on the possibilities of protection of the tissue from further its degradation. Treatment of osteoarthritis require to use many drugs, which would lead to slowdown the this process. The aim of below publication is to analyse the practical, clinical biological possibilities of articular cartilage protection with a usage of SYSADOA – (symptomatic slow acting drugs of OA). Osteoarthritis is most frequent disease of the joints and prescription of the SYSADOA should be main principle of that treatment.

Changes in society, the complexity of professional tasks actualize the request to universities to train specialists who are ready for innovation. To develop the innovative potential of students, the modern educational process in universities should be focused not only on the professional training of students, but also on the development of personality. Innovative activities, solving creative tasks to create new products and technologies require active work of the intellect, motivation and will, and this stimulates the development and selfdevelopment of a person. An important factor in the development of innovative potential of students is the educational environment. The functioning of this environment should be based on a systematic analysis of the object, subject, processes, and conditions of innovative development. In addition, it is important to determine the criteria for the effectiveness of the innovation environment, as well as to implement the principle of ensuring the continuous development of students. For the development of innovative potential, it is necessary to use psychological and pedagogical support of the educational process. The main principle of psychological and pedagogical support of the educational process is to take into account the individual characteristics and capabilities of students, the development of their resources. Psychological and pedagogical support of the educational process should be aimed primarily at the actualization of personal competencies that determine innovative activity. For the development of innovative potential, students should participate in the choice of an individual educational trajectory, show educational initiatives and implement them in research activities.

The massive forest and land fires in Indonesia have been raging and caused haze disaster. The haze disaster is not suffered only in Indonesian territory, but it has become a transnational disaster resulting in extensive economic and health quality losses. In addition, the disaster has led damage to agricultural land and disruption of diplomatic relations among affected states. The number of perpetrators of forest and land fires that increase annually shows that the enforcement of criminal law is relatively ineffective. This article covers the problem whether the principle of strict liability can be applied to the perpetrators of forest burning. In 2019, forest fires in the Jambi Province had took placed in estimated 165.86.58 hectares. The forest fire is the main source of transnational haze disaster. Law enforcement on forest fires in Jambi has not provided a deterrent effect yet. There are forty-six companies acquiring fires in their concession land areas. Unfortunately, only four of them reached court proceedings and only two companies were declared guilty by the court. Therefore, as a deterrent effort, the principle of strict liability can be applied as the main principle to handle perpetrators of forest burning.

Using the materials of the first volumes of the Dictionary of the Russian Folk Dialects the article analyzes vocabulary of the Russian dialects which goes back to the words of the Polish language. The main principle of the qualification of the Russian dialectal word as the Polish one is its location, that is the region of Smolensk and its nearabouts, the territories of Latvia and Lithuania and some other areas.
