Abstract In order to support the acceleration of Indonesia's economic growth, massive infrastructure development must be carried out. The movement of goods and people must be able to run smoothly to accelerate economic growth. One type of infrastructure that can provide direct support is road infrastructure. Roads have an important role in regional development both from economic, social, cultural and environmental aspects. With its flexible nature, it can reach various regions and its development methods are relatively easy, the road being a favorite infrastructure to be developed. To achieve good quality road construction, a general specification must be met. In 2014, the Directorate General of Highways issued the 2010 General Specification (Revision 3) which was completed with the Road Supervision Manual document that referred to the specification. But with the increasing need for quality road construction and increasing awareness of the importance of maintenance activities, in 2018 the Directorate General of Highways issued a General Specification 2018. Therefore, it is necessary to understand the changes of the General Specifications and changes in the Road Supervision Manual. Keywords: infrastructure development, road construction, general spesification, supervision manual  Abstrak Untuk mendukung percepatan pertumbuhan ekonomi Indonesia, pembangunan infrastruktur secara masif harus dilakukan. Pergerakan barang dan orang harus dapat berjalan secara lancar untuk mempercepat pertumbuhan ekonomi. Sampai saat ini, salah satu jenis infrastruktur yang dapat memberikan dukungan secara langsung adalah infrastruktur jalan. Jalan memiliki peranan penting dalam pengembangan wilayah, dari aspek-aspek ekonomi, sosial, budaya, dan lingkungan. Dengan sifatnya yang fleksibel, karena dapat menjangkau berbagai daerah dan metode pembangunannya yang relatif mudah, jalan menjadi infrastruktur favorit untuk dikembangkan. Untuk menghasilkan kualitas pembangunan jalan yang baik diperlukan suatu spesifikasi umum yang harus dipenuhi. Pada tahun 2014, Direktorat Jenderal Bina Marga mengeluarkan Spesifikasi Umum 2010 Revisi 3 yang dilengkapi dengan dokumen Manual Supervisi Jalan yang mengacu pada spesifikasi tersebut. Namun, dengan meningkatnya kebutuhan akan kualitas pembangunan jalan serta meningkatnya kesadaran akan pen-tingnya kegiatan pemeliharaan, pada tahun 2018 Direktorat Jenderal Bina Marga mengeluarkan Spesifikasi Umum 2018. Untuk itu, diperlukan pemahaman terhadap perubahan Spesifikasi Umum tersebut dan perubahan Manual Supervisi Jalan. Kata-kata kunci: pembangunan infrastruktur, pembangunan jalan, spesifikasi umum, manual supervisi

In the last decade, in the context of debates about climate change, the Australian road construction industry has focused on increasing efficiencies within road construction processes. This approach to environmental impact management is congruent with existing (road-centric) trajectories of infrastructure development. At the same time, however, it also institutionalises the systemic environmental impacts of the road network. This article examines the historical conditions within which this focus on construction efficiencies emerged as the basis of practical action. Firstly, it examines the neoliberal strategies that led to the privatisation of the Australian road construction industry in the 1990s. Secondly, these Australian road industry strategies are compared with other industry-centred harm-management initiatives and traced back to the tobacco industry tactics of the 1950s and 1960s. Finally, this article argues for a broader, interdisciplinary approach to the analysis and management of environmental impact.

In development and reconstruction of roads frequent changes work items, affecting the cost, turnaround time and quality of work. In order to determine what factors cause of the technical justification has conducted a study of eight packages of road construction and eight packages of reconstruction road capacity of West Sumatra in the unit Implementation of National Road Region I and Region II under  theNational Road Agency of West Sumatera Province. The work packages studied wasthe work conducted in 2009 to 2015. The method used was descriptive-evaluative research. Results of the study found the 7 causal factors do technical justification that the initial design of the contract is not in accordance with the results of the engineering field, not taking into account the design life of the road, , has not been calculated in detail the volume and the price for each item of work, do not pay attention to Standard Directorate general of Highways Ministry of public Works, the land is not available when the project is implemented, the results of field surveys for planning is not complete, and the occurrence of overlapping projects between the state and local budgets. To eliminate the occurrence of increased costs due to technical justification is necessary to complete the field survey by calculating in detail the volume and the price for each work item.

Abstract Increasing the volume of road construction is one of the priority areas of infrastructure development in any country. When building roads, it is preferable to use local materials to reduce the cost of their transportation, therefore, it is advisable to build the roadbed on local soils. It is worth noting that clay water-saturated soils are the most common, which complicates the construction of the road due to some features of this type of soil. The object of the study is a water-saturated clay with the following characteristics: natural humidity from 25.3 % to 28.1% by weight, optimal humidity from 11.8 % to 16.7% by weight, the number of plasticity from 0.118 to 0.153. Clay soils have a number of features: waterlogged soils are difficult to compact and develop, it is quite problematic to dry them, and thixotropy is also characteristic of clay soils. In this regard, it is most advisable to use the method of complex mineral binders to optimize their physical and mechanical properties. In the course of laboratory studies, compositions of soil compositions with the addition of lime waste and superplasticizer P-17 were developed. The dependence of the strength on the consumption of mineral binders and surfactants is established: the maximum compressive strength of the soil being fixed is achieved at a lime content of 25 wt.% and at a P-17 content in the range of 0.10-0.5 wt.%.

One of the most important sectors in infrastructure development in Laos is road construction. However, many road construction projects in Laos suffer from extensive delays. This causes damage such as recurring problems in the road construction industry, and has a negative effect on the success of road construction projects in terms of schedule, cost, quality, safety and the amenity of road users. The goal of this study is to determine the main causes of these delays and to offer remedies. To identify the causes of delays, a questionnaire is designed by modifying one used to measure causes of delays in road construction projects in the West Bank in Palestine and in consultation with engineering experts with more than 10 years of experience in Laos road construction projects. A total of 53 causes of delay are identified as important in Laos. Questionnaire respondents included 35 contractors, 31 owners and 24 consultants in total. The survey results indicate that the five top factors causing road construction delays are: Contractor cash flow; Delayed payment by owner; Difficulties in financing project by contractor; Financial issues related to owner; and Insufficient equipment and vehicles for the work.

In this study, identify the function of the road construction budget for transportation infrastructure can trigger an increase the output surplus of production was done. The increase in the road development budget is calculated using the growth factor method of the road construction budget combined with the length of the road. The production surplus is calculated based on the productivity of the commodity compared to the commodity needs of the population in the regency. The research method used excel software. The object under study is the surplus of commodity production taken and processed based on data from the Central Bureau of Statistics for last 10 years. Meanwhile, the road construction budget data were obtained related agencies for the last 5 years. The expected result in this research is to obtain a correlation between the road construction budget and the production surplus.

Infrastructure development is an important aspect of economic growth. Good infrastructure development will ensure efficiency, facilitate the movement of goods and services, and increasing the added value of the economy, as well as factors driving the productivity of the area. The purpose of this study is to analyze the level of inequality between regions and analyze the effect of infrastructure availability on regional inequality in Aceh Province. The analysis method used is Williamson Index and Panel Data. The results showed that the significant variables can affect the imbalance of economic development of the region in Aceh province is the variable of electricity that has an effect of -0.012594 and the influential educational variables of -0.060347. Variables that have no significant effect is the road effect of -0.009463 and health variables affecting 0.046067.

The theory of public choice and the theory of public contract are confronted with an approach centered on the power triad. If structured in the power triad, interactions among states representatives, businesses with structural advantages and businesses without structural advantages allow capturing administrative rents. The political power of the ruling elites coexists with economic power of certain members of the business community. The situation in the oil and gas industry, the retail trade and the road construction and operation industry in Russia illustrates key moments in the proposed analysis.

Economic growth is one indicator to measure  the success of economic development in a country. Economic development is closely related to infrastructure. Infrastructure development will have an impact on economic growth both directly and indirectly. Therefore, the role of the government in determining infrastructure development policies is very important to increase economic growth in Indonesia. The purpose of this study is to determine the effect of infrastructure on economic growth in Indonesia including road infrastructure, electricity infrastructure, investment, water infrastructure, education infrastructure and health infrastructure in Indonesia in 2015-2017.The analytical tool used in this study is panel data regression with the approach of Fixed Effect Model. The spatial coverage of this study is all provinces in Indonesia, namely 34 provinces, with a series of data from 2015 to 2017 with a total of 102 observations. The data used is secondary data obtained from BPS Indonesia.The results of the study show that (1) the road infrastructure variables have a negative and not significant effect on GDRP. (2) electrical infrastructure variables have a negative and not significant effect on GDRP. (3) investment variables have a positive and significant effect on GDRP. (4) water infrastructure variables have a positive and not significant effect on GDRP. (5) educational infrastructure variables have a positive and not significant effect on GDRP. (6) health infrastructure variables have a positive and significant effect on GDRP. Keywords: development, infrastructure, investment, GDRP, panel data

Постановка задачи. Изучение предмета «Иностранный язык» в техническом университете предполагает усвоение обучающимися терминологической лексики в соответствии с выбранной специальностью. Опыт преподавания показывает, что студенты испытывают трудности, связанные с запоминанием терминологических единиц и употреблением их в речи. Использование на занятиях по иностранному языку приема обучения терминологической лексике посредством опоры на внутреннюю форму данных лексических единиц позволяет оптимизировать процесс усвоения обучающимися специальных терминов. Результаты. Проведенное исследование дает основание утверждать, что анализ внутренней формы образованных семантическим способом англоязычных терминов специальности «Автомобильные дороги» позволяет выявить деривационно-ассоциативную связь терминологических единиц с лексикой общенационального языка, послужившей основой для вторичной номинации. Данные лексические единицы в большинстве случаев представляют собой хорошо знакомые студентам слова, обозначающие части тела человека и объекты, находящиеся в его близком окружении : одежду, посуду, инструменты, явления природы, представителей животного мира и т.д. Выводы. Ознакомление студентов дорожно-строительной специальности с внутренней формой изучаемых англоязычных терминов, выявление ассоциативных связей терминологических единиц со знакомыми студентам и широкоупотребительными словами общенационального языка, а также выполнение в аудитории специально разработанных тренировочных упражнений помогают снять трудности усвоения обучающимися терминологической лексики и облегчают ее запоминание. Statement of the problem. The study of the “Foreign Language” subject at a technical university involves students’ learning the terminology in accordance with the chosen specialty. The teaching practice shows that students experience the difficulties associated with memorising terminological units and using them in the speech. Applying the method of teaching the terminology based on the internal form of these lexical units at foreign language classes makes it possible to optimise the process of learning special terms by students. Results. The research that has been carried out gives reason to argue that the analysis of the internal form of the English “Automobile roads” specialty terms created in the semantic way makes it possible to reveal the derivational and associative relations of the terminological units with the national language words which served as the basis for the secondary nomination. In most cases, these lexical units are the words that are well known by the students and indicate the parts of man’s body and the objects that are present in man’s immediate environment: clothing, dishes, tools, phenomena of the nature, representatives of the animal world, etc. Conclusion. Introducing the internal form of the studied English terms to the road construction specialty students, identifying the associative relations of the terminological units with the well known to the students and widely used words of the national language, fulfilling the specially developed training exercises in the classroom help the students to overcome the difficulties of learning the terminology and to facilitate its memorization.

Russian forest sector forms an attractive market for harvesting and logging equipment, however the position of Russian manufacturers is extremely weak. A brief overview of the current state of the market is presented with reference to the open sources. Its features are mentioned as compared to the road construction and agricultural machinery sectors. Three transnational companies dominate the Russian market of harvesting and logging equipment: John Deere, Ponsse and Komatsu. Most of the purchased equipment falls on machines for cut-tolength technology, such as harvester and forwarder. The market volume of new machines is estimated at 330–420 forwarders, 165–300 harvesters, about 30–40 feller bunchers and the same number of skidders. There were two waves in the consolidation of the position of foreign companies in Russia. The first was connected with the delivery of equipment and the development of foreign brands in Russia against the background of still high-profile positions of Russian manufacturers in the market. The second is the takeover of enterprises having a service network and reputation by diversified transnational corporations. The main strategies of the leading companies in the current situation are the export of equipment to Russia and the development of a service network. Companies do not turn to another level associated with the opening of production sites or joint ventures for the production of harvesting and logging machines. The Russian market is characterized by the absence of a strong Russian manufacturer of harvesting and logging machines, which is ready to significantly influence or actively participate in the processes of import substitution. The position of such a manufacturer is gradually occupied by the Belarusian Amkodor Holding. The purchase of new harvesting and logging machines can afford major timber companies. The main production sites of harvesting and logging machines are located in Finland, Sweden, USA, and Canada. In order to support forestry machine engineering, in addition to economic measures of stimulation approved in other sectors, it is proposed: to organize the work of scientific forest engineering centers on the base of public-private partnership with the financial support from the major vertically-integrated timber corporate groups; to stimulate the development of Russian sector-specific information technologies for harvesting and logging; to initiate the partnership with companies from the People’s Republic of China to launch the design and production of new-generation harvesting and logging machines.
