Talking about the street vendors (PKL) and control the level of implementation like tangled yarn pointless and there is alwaysin in resistance Such an event is happening in almost all regions in Indonesia. Another case the arrangement of street vendors in Surakarta, they volunteered to move trade to a location that has been prepared by the Government carried out peacefully and not through violence, with up shuttles that have prepared the City Government with a procession of long and rousing. They joyfully to the new location. It is natural for this phenomenon by some parties understood as a successful development communication Surakarta City Government. The purpose of this study to determine the extent of the role and contribution of the mass media on the success. This study uses a mix-method approaches with sequential exploratory strategy. The results showed that the role and contribution to the effectiveness of mass media communication Surakarta City Government (2005-2012), is not so dominant, but more related to the solutions offered by the City Government of Surakarta.Berbicara soal pedagang kaki lima (PKL) dan penertiban dalam tataran implementasinya bagaikan benang kusut yang tak ada ujungnya dan selalu saja ada perlawanan Peristiwa semacam ini terjadi dihampir seluruh daerah di Indonesia. Lain halnya penataan PKL di Surakarta, mereka dengan su-karela berpindah tempat berdagang ke lokasi yang telah disiapkan oleh Pemerintah dilakukan secara damai dan tidak dengan cara kekerasan, dengan menaiki angkutan yang telah disiapkan Pemerintah Kota dengan arak-arakan yang panjang dan meriah. Mereka dengan sukacita menuju lokasi yang baru. Maka wajar jika fenomena tersebut oleh sementara pihak dipahami sebagai suatu keberhasilan komunikasi pembangunan Pemkot Surakarta. Tujuan penelitian ini untuk mengetahui sejauhmana peranan dan kontribusi media-massa atas keberhasilan komunikasi pem-bangunan tersebut. Penelitian ini menggunakan pendekatan pendekatan mix-method dengan strategi eksploratoris sekuensial. Hasil penelitian menunjukkan bahwa peranan dan kontribusi media massa terhadap efektivitas komunikasi Pemkot Surakarta (2005-2012) tidak begitu dominan, tetapi lebih terkait dengan solusi yang ditawarkan Pemkot Surakarta.

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

This research depicts the dynamics of street vendors’ resistance to the city government’s policy. The research applied qualitative approach with research strategy of case study. The research result showed that street vendors’ strategies in dealing with the city government were devised in various ways, both covert and open ones. Covert resistance tended to be put up when street vendors were already in a weak position. However, when street vendors were in a firm position, they tended to choose open resistance. The theme of resistance was adjusted to the situation and policies imposed by the government. When eviction was carried out, street vendors’ resistance was focused on the effort to ask for space for trading. When relocation was carried out, street vendors’ resistance was put up to obtain strategic locations and empowerment programs. When the zoning system was applied, street vendors attempted to intervene in the criterion of green, yellow, and red zones.

This study aims to analyse (1) Semarang City Government policies in managing and empowering street vendors, (2) implementation of local regulations in managing and empowering street vendors, and (3) the impact of implementing policies in structuring and empowering street vendors. for their welfare. This research uses a qualitative approach and case studies and research takes place in South Batan and Penggaron. Data taken from observations, interviews, and literature studies. The results of the study were analyzed with qualitative analysis techniques from Miles & Huberman and Creswell. From the research analysis and field findings, the following results were obtained. First, the Semarang City Government manages and empowers Street Vendors by referring to regional regulation No. 11 of 2000. Second, the structuring policy carried out by the city government only focuses on the implementation of relocation and elimination of business locations. Empowerment activities managed by the government are facilitating access to capital, business facilitation assistance, trade facilities, institutional development, and limited promotion through creative product exhibitions. Third, the policies on structuring and empowering street vendors have direct and indirect impacts on the welfare of street vendors, especially in South Batan. Based on the results of the study it is recommended that the arrangement of street vendors be carried out by taking into account the interests of the community of road access and also paying attention to the future of street vendors.

The purpose of this study is to describe the condition of street vendors in the city of Semarang Tlogosari; describe and analyze the policy of the City Government, the role of the function of the actors involved, implementation and efforts aimed at addressing the causes of the inefective of the relocation program Tlogosari street vendors in the area of Semarang. The method used is descriptive analysis with qualitative approach. The data used in the research is a secondary data. The population in this study consisted of 21 keyperson consisting of elements of Semarang City Market Agency, Chief Tlogosari Kulon village, Semarang municipal police and street vendors in the area Tlogosari. The results showed that the condition of street vendors located in the area of Semarang has Tlogosari displacement relocation traders to place, but in relocating the government does not hold a follow-up in preparing the infrastructure and facilities. The role of the function of the actors involved in the relocation of street vendors in the program Tlogosari namely the Semarang City Market Agency and the municipal police personnel Semarang. Factors that cause the inefective of the relocation program of street vendors in the city of Semarang Tlogosari them is a culture of street vendors who keep returning despite being moved, PKL reluctantly relocated to Taman Suryokusumo, and street vendors were difficult to set or disciplined. And last effort in addressing the causes of the inefective of the relocation program PKL among other actions determine the place / location for street vendors selling. City government falls directly approached PKL to speak and to deliberate. Tujuan penelitian ini adalah untuk mendiskripsikan kondisi Pedagang Kaki Lima (PKL) di kawasan Tlogosari Kota Semarang; mendiskripsikan dan menganalisis kebijakan Pemerintah Kota, peran fungsi aktor yang terlibat, Implementasi dan upaya yang dilakukan dalam mengatasi kurang efktifnya program relokasi PKL di kawasan Tlogosari Kota Semarang. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian berupa data skunder. Populasi dalam penelitian ini terdiri dari 21 keyperson yang terdiri dari unsur Dinas Pasar Kota Semarang, Kepala Kelurahan Tlogosari Kulon, Satpol PP Kota Semarang dan PKL di kawasan Tlogosari. Hasil penelitian menunjukkan bahwa Kondisi PKL yang berlokasi di kawasan Tlogosari Kota Semarang telah dilakukan pemindahan pedagang ke tempat relokasi, namun dalam melakukan relokasi pemerintah tidak mengadakan tindak lanjut dalam menyiapkan sarana dan prasarana. Peran fungsi aktor yang terlibat dalam program relokasi PKL di kawasan Tlogosari yaitu pihak Dinas Pasar Kota Semarang serta para personil Satpol PP Kota Semarang. Faktor program relokasi yang berjalan kurang baik PKL di kawasan Tlogosari Kota Semarang diantaranya adalah budaya PKL yang selalu kembali meskipun sudah dipindah, PKL enggan di relokasi ke Taman Suryokusumo, dan PKL yang sulit ditata atau ditertibkan. Dan terakhir upaya dalam mengatasi berjalan kurang baiknya program relokasi PKL antara lain melakukan tindakan menentukan tempat/lokasi berjualan bagi PKL. Pemerintah Kota terjun langsung mendekati PKL untuk berbicara dan melakukan musyawarah.

The informal sector contributes greatly to the nation's economic development. Among the various forms of economic activity in this sector are street traders (PKL). The existence of street traders in various places has driven the economy of the community, but without good management, it will cause problems. The city of Salatiga as one of the cities in Central Java has an attraction for street traders, the existence of street traders in this city has experienced ups and downs due to the socio-economic conditions of the community. The government always regulates and manages the existence of street traders. In this case, the City Government of Salatiga through the Trade Office relocated street vendors who were on “Jalan Taman Pahlawan” to Blauran II Market. This study uses a qualitative descriptive method that looks at the problem of formulation of street traders relocation policy. Based on the conclusions of the results of this study that the incremental model of the formulation of street traders relocation has a direct impact on the street traders and the construction of Blauran II Market.

Serang City has a symbol in which there is the Motto Serang Madani City. A word that becomes motivation from Serang city in running its government. The motto should be a mutual consensus between the people of Serang City and the city government of Serang. The motto that should have been the way of life of the people of Serang City. Implementation of the Serang City Motto is observed in depth with regard to the visible phenomenology. If the implementation is going well then it will seem the impact in daily life of the people of Serang city associated with the Motto. In his writing, Motto's implementation is reviewed in the areas of hygiene, orderliness, arrangement of street vendors, parking, terminal arrangement and public transportation. The result of this research is to see the various phenomenon that appear in the field can be concluded that the motto of Serang Madani City is not implemented in the middle of life of Serang city because of the low self awareness (self consiusnes) of Serang City to obey the regulations that have been made by the government of Serang City

Objective - The presence of street vendors in public places has emerged some problems, such as disordered situation, traffic jam and decreasing aesthetics of the city. In order to overcome the problems, Bandung have some policies issued such as relocation, arrangement and business loans. However, these policies never completely solve the street vendors problems. This research will describe the strategy of street vendors in retaining the existence of their selling place. Methodology/Technique - The research took place in Bandung using the qualitative approach. Bandung is one of the big city in Indonesia and also capital of west java province. The activity of data collection was conducted through participant observation, in-depth interviews, and documentation. Findings - The result of the research shows that the strategy of street vendors in resisting the city government was conducted through various ways, both disguised and open ones. Both types of resistance were committed individually and collectively. Novelty - This article describes the tactics and strategies developed by the street vendors to face the government policy. The existence of street vendors (PKL) in several big cities in Indonesia has caused a polemic which is still hot in discussion, where this relationship with spatial planning patterns in an area is causing problems. The problem of street vendors is not a new problem that only exists in Indonesia, even in Latin America and the Middle East itself experiencing the same thing, and the problem of the places where they sell sales and licensing is also a problem. The handling pattern by prioritizing synergy between the government and other parties in the handling process can answer problems related to the existence of street vendors in an area. Bandung city as a metropolitan city "Paris van Java" which provides location centers and tourist centers in the city center. Of course, this cannot prevent the city of Bandung from being at street vendors. The synergy that exists between the government and street vendors in the city of Bandung has resulted in several innovations including Monday without street vendors, this idea is the concern of street vendors for the condition of the city of Bandung with their existence who are often accused of being the cause of several problems and breakthroughs of the Bandung City Government that previously were not conducted in other urban areas in Indonesia, namely the construction of the "Skywalk" in the Cihampelas area of ??Bandung city. Where the skywalk is intended as a means of walking as well as serving to serve street vendors along the Cihampelas shopping route. Keywords: Synergy and street vendors.

<p><span>Abstract</span></p><p><span>Always talking about controlling street vendors ( PKL) like tangle and even there is always resistance. <span>Such events occur in almost all regions in Indonesia. They differ in Surakarta voluntarily move <span>to a location that has been prepared by the Government. The purpose of this study is expected <span>to evaluate the response of vendors to process structuring and development of street vendors <span>conducted by the City Government of Surakarta, especially during Joko Widodo-Rudy (2005-<span>2012), so that it can be done peacefully. This study uses a quantitative approach using surveyexplanatory. To analyze the factors of interpersonal communication and democratic leadership <span>style factors Surakarta City Government on the effectiveness of communication by using multiple<br /><span>regression analysis. Sample as many as 243 respondents using systematic random sampling. First <span>results showed that the success of the process of structuring and development of street vendors <span>in Surakarta in PKL assessment not only in the context of the process, but also in the sense of <span>the results. Second, the results showed a factor of interpersonal communication and democratic <span>leadership style factors jointly affect significantly on the effectiveness of Surakarta City <span>Government communication in the process of structuring and development of street vendors. <span>However, if both factors are seen individually that research shows that the democratic leadership <span>style factors Surakarta City Government contributes more than a factor of interpersonal <span>communication on the effectiveness of Surakarta City Government communication. Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.
