Serang City has a symbol in which there is the Motto Serang Madani City. A word that becomes motivation from Serang city in running its government. The motto should be a mutual consensus between the people of Serang City and the city government of Serang. The motto that should have been the way of life of the people of Serang City. Implementation of the Serang City Motto is observed in depth with regard to the visible phenomenology. If the implementation is going well then it will seem the impact in daily life of the people of Serang city associated with the Motto. In his writing, Motto's implementation is reviewed in the areas of hygiene, orderliness, arrangement of street vendors, parking, terminal arrangement and public transportation. The result of this research is to see the various phenomenon that appear in the field can be concluded that the motto of Serang Madani City is not implemented in the middle of life of Serang city because of the low self awareness (self consiusnes) of Serang City to obey the regulations that have been made by the government of Serang City

This study aims to analyse (1) Semarang City Government policies in managing and empowering street vendors, (2) implementation of local regulations in managing and empowering street vendors, and (3) the impact of implementing policies in structuring and empowering street vendors. for their welfare. This research uses a qualitative approach and case studies and research takes place in South Batan and Penggaron. Data taken from observations, interviews, and literature studies. The results of the study were analyzed with qualitative analysis techniques from Miles & Huberman and Creswell. From the research analysis and field findings, the following results were obtained. First, the Semarang City Government manages and empowers Street Vendors by referring to regional regulation No. 11 of 2000. Second, the structuring policy carried out by the city government only focuses on the implementation of relocation and elimination of business locations. Empowerment activities managed by the government are facilitating access to capital, business facilitation assistance, trade facilities, institutional development, and limited promotion through creative product exhibitions. Third, the policies on structuring and empowering street vendors have direct and indirect impacts on the welfare of street vendors, especially in South Batan. Based on the results of the study it is recommended that the arrangement of street vendors be carried out by taking into account the interests of the community of road access and also paying attention to the future of street vendors.

West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.

<p><em>Laker is a typical Palembang handicraft in the form of all products or household utensils made of wood, rattan, bamboo or whatever is painted with black ink and then coated with varnish as an ingredient to beautify it as well as preservative. In this modern era the use of Crafts Laker in palembang is increasingly fading and it's not longer a culture in the City of palembang, especially the younger generation. The lack of promotion carried out on Laker handicrafts has made many of today's young generations not too familiar with Laker crafts, not even a few of them don’t know at all what laker craft is. Moreover, in the current development era, there is a fear of changing cultural heritage forms as a result of the impact of the development and progress of modern technology and other cultural elements that come from outside. To avoid this, visual promotion efforts are needed to the people of Palembang. This promotion was carried out to be able to invite the people of Palembang to cultivate laker crafts in daily life,especially the younger generation. Therefore the Visual Communication Design, Promotion of Laker Crafts is a form of persuasive effort to the people of Palembang, especially to get to know the Laker Crafts so that they can instill a sense of love and pride in Palembang Laker crafts that are known to the Palembang youth, and can invite Palembang people, especially the younger generation cultivate Laker crafts in daily life along with the trends of the times.</em></p>

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion. A smart city can be defined as a city exploiting information and communication technologies to enhance the quality of life of its citizens by providing them with improved services while ensuring a conscious use of the available limited resources. This paper introduces a conceptual framework for the smart city, namely, the Smart City Service System. The framework proposes a vision of the smart city as a service system according to the principles of the Service-Dominant Logic and the service science theories. The rationale is that the services offered within the city can be improved and optimized via the exploitation of information shared by the citizens. The Smart City Service System is implemented as an ontology-based system that supports the decision-making processes at the government level through reasoning and inference processes, providing the decision-makers with a common operational picture of what is happening in the city. A case study related to the local public transportation service is proposed to demonstrate the feasibility and validity of the framework. An experimental evaluation using the Situation Awareness Global Assessment Technique (SAGAT) has been performed to measure the impact of the framework on the decision-makers’ level of situation awareness.

Government to Citizen (G2C) is a form of relationship between the Government and the Citizen within the Government area based on Information Technology. Citizen to Government (G2C) is a form of relationship between the Government, Citizen, and changes in Information Technology. Jogja Smart Service (JSS) is a digital-based service for the Yogyakarta City Government that is integrated and integrated through an information system application, available web (jss.jogjakota.go.id) and mobile (Android and iOS) platforms that can be accessed directly by the people of the municipality area. by prioritizing self-service (self-service). This research uses data from SWOT analysis and KAFI vs KAFE analysis. This research aims to determine how far the Yogyakarta city government application, namely the Jogja Smart Service (JSS) is utilized by the people of the city of Yogyakarta and is actively accessed as an effective and efficient communication bridge between G2C and C2G through digital interaction. The results of the analysis carried out show that there is a digital interaction that is quite effective and efficient in G2C and C2G in the use of JSS applications. As many as 61.9% of users are very enthusiastic about using the application and 75% of potential users are interested in using the application.

With the availability of mineral resources in the form of coal in the city of Samarinda, it is an advantage for the city government in increasing regional income in the form of taxes and royalties, but with the existence of coal mining activities that have obtained an operating permit from the Samarinda City Government, it has triggered a conflict between the Samarinda City Government. with the local community. This conflict-related relationship cannot be separated from the ecological impacts caused by coal mining activities, in which the government has no commitment to maintaining the quality of the community's environment. In this study, the author wants to analyze how the dynamics of the conflict that occurs between civil society and the Samarinda City Government related to coal mining activities in Samarinda City. In the preparation of this study the authors used qualitative methods. he result of the research is that there is public distrust of the Derah Government in establishing relationships, in the aspect of negotiating the principle that there are differences in views between the government and residents regarding land management, and the needs of residents who are hindered due to the impact of coal mining.

Another case the arrangement of street vendors in Surakarta, they volunteered to move trade to a location that has been prepared by the Government carried out peacefully and not through violence, with up shuttles that have prepared the City Government with a procession of long and rousing. They joyfully to the new location. It is natural for this phenomenon by some parties understood as a successful development communication Surakarta City Government. The purpose of this study to determine the extent of the role and contribution of the mass media on the success. This study uses a mix-method approaches with sequential exploratory strategy. The results showed that the role and contribution to the effectiveness of mass media communication Surakarta City Government (2005-2012), is not so dominant, but more related to the solutions offered by the City Government of Surakarta.Berbicara soal pedagang kaki lima (PKL) dan penertiban dalam tataran implementasinya bagaikan benang kusut yang tak ada ujungnya dan selalu saja ada perlawanan Peristiwa semacam ini terjadi dihampir seluruh daerah di Indonesia. Lain halnya penataan PKL di Surakarta, mereka dengan su-karela berpindah tempat berdagang ke lokasi yang telah disiapkan oleh Pemerintah dilakukan secara damai dan tidak dengan cara kekerasan, dengan menaiki angkutan yang telah disiapkan Pemerintah Kota dengan arak-arakan yang panjang dan meriah. Mereka dengan sukacita menuju lokasi yang baru. Maka wajar jika fenomena tersebut oleh sementara pihak dipahami sebagai suatu keberhasilan komunikasi pembangunan Pemkot Surakarta. Tujuan penelitian ini untuk mengetahui sejauhmana peranan dan kontribusi media-massa atas keberhasilan komunikasi pem-bangunan tersebut. Penelitian ini menggunakan pendekatan pendekatan mix-method dengan strategi eksploratoris sekuensial. Hasil penelitian menunjukkan bahwa peranan dan kontribusi media massa terhadap efektivitas komunikasi Pemkot Surakarta (2005-2012) tidak begitu dominan, tetapi lebih terkait dengan solusi yang ditawarkan Pemkot Surakarta.

The Khwaja family of Dhaka having obtained the title of 'Nawab' from the Government of British India reconstructed the city of Dhaka in the 18th century following the light of Islamic civilization. ‘Knowledge’ and ‘charity’ were the basic foundation of Islamic civilization. Similarly, In islamic civilization it was the regular activities to maintain sustainable public welfare oriented architecture. The contemporary period of the Nawab family, they made name and fame for themselves to perform their humanitarian activities. Through business income they developed a waqf system and spent it for various welfare purposes such as: patronage of modern education, institutions, medicine and technology; assistance to the people who were suffering in natural calamities in national and international arena, and they maintained friendship with government bureaucrats. In Islamic civilization we see various attributes such as: human rights, freedom of thought and practicing religion, Muslim family bondage, social welfare, medicine, orphanage, architecture, aesthetics of utensils, library, beauty of modern and scientific discoveries, beauty of environment, gardening, characteristic beauty, fine taste etc. In the eighteenth century, we found similar characteristics in Dhaka City which inspired us to compare the ‘Dhaka city’ reconstruction according to the light of ‘Islamic civilization’. If we see the nature of muslim’s city in medieavel period around the globe, then we found similar features. In this article we try to learn the hidden power of the Nawab family which led them to ‘reconstruct’ the `Dhaka city' through the exploration of various historical books, to see the current activities of their organization, trustees and observing their way of life.

Pemerintah Kota Surabaya bersama Dinas Koperasi dan Usaha Mikro (Dinkopum) berupaya mengelola permasalahan PKL dengan membuat sentra PKL sebagai solusi atas permasalahan terganggunya keindahan kota, terhambatnya aktivitas pejalan kaki di trotoar, dan lalu lintas yang menjadi tidak lancar. Sejak pertama didirikannya hingga awal tahun 2020, program Sentra Wisata Kuliner (SWK) Urip Sumoharjo beberapa kali mendapati keadaan “mati suri”, yaitu menurunnya minat pembeli yang menyebabkan sepinya sentra. Tujuan dari penelitian ini untuk menggambarkan manajemen strategi program SWK Urip Sumoharjo oleh Dinas Koperasi dan Usaha Mikro Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik dalam pengumpulan data melalui observasi dengan mewawancarai pihak Dinas dan PKL disertai dengan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa SWK Urip Sumoharjo sebagai sentra wisata kuliner di Kota Surabaya yang dilakukan oleh Dinkopum, yaitu Menetapkan Misi dan Tujuan, Dinkopum meningkatkan kemampuan usaha mikro dalam mengembangkan sumber daya produktif melalui SWK Urip Sumoharjo; Ancaman dan Peluang, berpeluang menjadi sentra maju dengan promosi serta menemukan ancaman berupa tempat makan modern dan kepekaan pelanggan terhadap produk; Kekuatan dan Kelemahan, pemberian pendampingan & pelatihan serta sarana prasarana sebagai kekuatan yang dimilki Dinkopum dan kelemahannya yakni kualitas kuantitas SDM dan lokasi sentra; Mempertimbangkan Alternatif Strategi, dengan rencana peningkatan SDM; Memilih Strategi, dengan peningkatan kualitas SDM; Implementasi Strategi, dengan pendampingan dan pelatihan PKL; Evaluasi Strategi, Dinkopum belum mampu mengubah pola pikir PKL. Salah satu saran yang dapat diajukan adalah meningkatkan sosialisasi dan promosi SWK kepada masyarakat Surabaya. Since it was first established until early 2020, the Culinary Tourism Center (SWK) program on Jalan Urip Sumoharjo has several times encountered a "suspended animation", which is a decline in buyer interest which has led to lonely centers. The purpose of this study is to describe the strategic management of the SWK Urip Sumoharjo program by the Surabaya City Department of Cooperatives and Micro Businesses. This study uses a qualitative approach with descriptive methods. Techniques in collecting data through observation by interviewing the department and street vendors accompanied by documentation. Data analysis techniques by, data reduction, data presentation, and drawing conclusions or verification. The results showed that SWK Urip Sumoharjo as a center for culinary tourism in the city of Surabaya carried out by Dinkopum, namely Setting Mision and Goals, Dinkopum increasing the ability of micro-businesses in developing productive resources through SWK Urip Sumoharjo; Researching Threats and Opportunities, having the opportunity to become a center forward with promotions and discovering threats in the form of modern eating places and customer sensitivity to products; Researching Strengths and Weaknesses, providing assistance & training as well as infrastructure as the strengths of Dinkopum and weaknesses, namely the quality of the quantity of human resources and the location of the center; Considering alternative strategies, with plans to increase human resources; Choosing a strategy, by improving the quality of human resources; Strategy Implementation, with PKL assistance and training; Strategy Evaluation, Dinkopum has not been able to change the mindset of street vendors. One of the suggestions that can be put forward is to increase the socialization and promotion of SWK to the people of Surabaya.
