This research depicts the dynamics of street vendors’ resistance to the city government’s policy. The research applied qualitative approach with research strategy of case study. The research result showed that street vendors’ strategies in dealing with the city government were devised in various ways, both covert and open ones. Covert resistance tended to be put up when street vendors were already in a weak position. However, when street vendors were in a firm position, they tended to choose open resistance. The theme of resistance was adjusted to the situation and policies imposed by the government. When eviction was carried out, street vendors’ resistance was focused on the effort to ask for space for trading. When relocation was carried out, street vendors’ resistance was put up to obtain strategic locations and empowerment programs. When the zoning system was applied, street vendors attempted to intervene in the criterion of green, yellow, and red zones.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

Talking about the street vendors (PKL) and control the level of implementation like tangled yarn pointless and there is alwaysin in resistance Such an event is happening in almost all regions in Indonesia. They joyfully to the new location. It is natural for this phenomenon by some parties understood as a successful development communication Surakarta City Government. The purpose of this study to determine the extent of the role and contribution of the mass media on the success. This study uses a mix-method approaches with sequential exploratory strategy. The results showed that the role and contribution to the effectiveness of mass media communication Surakarta City Government (2005-2012), is not so dominant, but more related to the solutions offered by the City Government of Surakarta.Berbicara soal pedagang kaki lima (PKL) dan penertiban dalam tataran implementasinya bagaikan benang kusut yang tak ada ujungnya dan selalu saja ada perlawanan Peristiwa semacam ini terjadi dihampir seluruh daerah di Indonesia. Lain halnya penataan PKL di Surakarta, mereka dengan su-karela berpindah tempat berdagang ke lokasi yang telah disiapkan oleh Pemerintah dilakukan secara damai dan tidak dengan cara kekerasan, dengan menaiki angkutan yang telah disiapkan Pemerintah Kota dengan arak-arakan yang panjang dan meriah. Mereka dengan sukacita menuju lokasi yang baru. Maka wajar jika fenomena tersebut oleh sementara pihak dipahami sebagai suatu keberhasilan komunikasi pembangunan Pemkot Surakarta. Tujuan penelitian ini untuk mengetahui sejauhmana peranan dan kontribusi media-massa atas keberhasilan komunikasi pem-bangunan tersebut. Penelitian ini menggunakan pendekatan pendekatan mix-method dengan strategi eksploratoris sekuensial. Hasil penelitian menunjukkan bahwa peranan dan kontribusi media massa terhadap efektivitas komunikasi Pemkot Surakarta (2005-2012) tidak begitu dominan, tetapi lebih terkait dengan solusi yang ditawarkan Pemkot Surakarta.

<p><em>In recent years, with the rapid development of the media, an increasing number of corporations and even government agencies are using the new format known as the micro film as a means of advertising</em><em> and</em><em> marketing. In this study, we </em><em>took</em><em> the micro films produced by the Taipei City Government </em><em>as objects of analysis to</em><em> investigate the image of the city as constructed in and produced by these films. Furthermore, </em><em>in this study, </em><em>the symbol of image in </em><em>three such micro films </em><em>was </em><em>studied: Love@Taipei, My Micro Tour of Taipei, and Happily Ever After. It was found that in these films, the characteristics of the city of Taipei have </em><em>been </em><em>presented accurately and successfully </em><em>by means of</em><em> the [appropriate selection of] celebrity performers, the romance narratives used, and the lively presentation of these films. Therefore, these films have foregrounded </em><em>an</em><em> image of Taipei that is free, friendly, diverse, and progressive; furthermore, they have successfully conveyed the idea that “Taipei is a city that is positive and capable of outstanding achievements”</em><em>.</em><em> These films, designed to attract audiences, have been made with great skill and portray little elements of the government-run campaigns they are actually part of, thus making them even more entertaining for viewers.</em><em></em></p>

Wellness Tourism is a tourism involves people who travel to pursue activities that maintain or enhance their personal health and wellbeing, and who are seeking unique, authentic or location-based experiences/therapies. Surabaya has a huge amount of wellness business sites scattered all over the city but there are very less foreign visitors. And in the local market, wellness business is perceived very negatively: very expensive and there is always hidden sex service. This research is done with the purpose to present some specific considerations and recommendations for the Government and the Wellness industry to pursue to position themselves to take the most advantage of wellness tourism opportunities. Methods used are: Library study, Direct Observation, Interview with business owners, therapist, local and foreign customers. Research result suggests that City Government shall play an active role to put scattered wellness businesses in an area together with hotels, health shops, and money changer and market this area through Tour Planner, Tourism Information Office, and Tourism Web. They have to be managed anyway to avoid hidden prostitutes. That serves 2 benefits: they are undercontrol and they will become an obvious wellness tourism destination.

AbstrakPenelitian ini mengemukakan tentang analisis kualitatif Penyaluran Kredit/Pembiayaan Bank. Dengan fokus masalah yaitu bagaimana penyaluran pembiayaan Tujuan penelitian ini adalah memperoleh data tentang bagaimana penyaluran pembiayaan. Jenis penelitian ini adalah penelitian lapangan (field research) yang bersifat studi kasus dengan menggunakan pendekatan kualitatif deskriptif dan proses penyimpulan hasil penelitian dengan  cara berfikir induktif, metode  yang  digunakan  ialah  metode  kualitatif  yaitu  strategi meneliti yang lebih banyak memanfaatkan dan mengumpulkan informasi secara mendalam ter­hadap fenomena yang diteliti. Analisis ini dilakukan dengan cara menelaah dan mengkaji secara mendalam terhadap data yang didapat, sehingga diperoleh kesimpulan yang dapat dipertanggungjawabkan dalam kajian ilmiah. Berdasarkan hasil penelitian di lapangan penyaluran pembiayaan yang dilakukan sudah sesuai dengan prosuder yang ada yaitu berdasarkan peraturan dan ketentuan yang sudah di tetapkan oleh Bank yaitu setiap nasabah yang datang ke bank untuk meminta pembiayaan harus memenuhi semua persyaratan dari Bank.Kata Kunci: Penyaluran, Pembiayaa, Ekonomi Lemah AbstractThis research proposes about qualitative analysis of Credit Distributi / Bank Financing. This study aims to analyse (1) Semarang City Government policies in managing and empowering street vendors, (2) implementation of local regulations in managing and empowering street vendors, and (3) the impact of implementing policies in structuring and empowering street vendors. for their welfare. This research uses a qualitative approach and case studies and research takes place in South Batan and Penggaron. Data taken from observations, interviews, and literature studies. The results of the study were analyzed with qualitative analysis techniques from Miles & Huberman and Creswell. From the research analysis and field findings, the following results were obtained. First, the Semarang City Government manages and empowers Street Vendors by referring to regional regulation No. 11 of 2000. Second, the structuring policy carried out by the city government only focuses on the implementation of relocation and elimination of business locations. Empowerment activities managed by the government are facilitating access to capital, business facilitation assistance, trade facilities, institutional development, and limited promotion through creative product exhibitions. Third, the policies on structuring and empowering street vendors have direct and indirect impacts on the welfare of street vendors, especially in South Batan. Based on the results of the study it is recommended that the arrangement of street vendors be carried out by taking into account the interests of the community of road access and also paying attention to the future of street vendors.

The purpose of this study is to describe the condition of street vendors in the city of Semarang Tlogosari; describe and analyze the policy of the City Government, the role of the function of the actors involved, implementation and efforts aimed at addressing the causes of the inefective of the relocation program Tlogosari street vendors in the area of Semarang. The method used is descriptive analysis with qualitative approach. The data used in the research is a secondary data. The population in this study consisted of 21 keyperson consisting of elements of Semarang City Market Agency, Chief Tlogosari Kulon village, Semarang municipal police and street vendors in the area Tlogosari. The results showed that the condition of street vendors located in the area of Semarang has Tlogosari displacement relocation traders to place, but in relocating the government does not hold a follow-up in preparing the infrastructure and facilities. The role of the function of the actors involved in the relocation of street vendors in the program Tlogosari namely the Semarang City Market Agency and the municipal police personnel Semarang. Factors that cause the inefective of the relocation program of street vendors in the city of Semarang Tlogosari them is a culture of street vendors who keep returning despite being moved, PKL reluctantly relocated to Taman Suryokusumo, and street vendors were difficult to set or disciplined. And last effort in addressing the causes of the inefective of the relocation program PKL among other actions determine the place / location for street vendors selling. City government falls directly approached PKL to speak and to deliberate. Tujuan penelitian ini adalah untuk mendiskripsikan kondisi Pedagang Kaki Lima (PKL) di kawasan Tlogosari Kota Semarang; mendiskripsikan dan menganalisis kebijakan Pemerintah Kota, peran fungsi aktor yang terlibat, Implementasi dan upaya yang dilakukan dalam mengatasi kurang efktifnya program relokasi PKL di kawasan Tlogosari Kota Semarang. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian berupa data skunder. Populasi dalam penelitian ini terdiri dari 21 keyperson yang terdiri dari unsur Dinas Pasar Kota Semarang, Kepala Kelurahan Tlogosari Kulon, Satpol PP Kota Semarang dan PKL di kawasan Tlogosari. Hasil penelitian menunjukkan bahwa Kondisi PKL yang berlokasi di kawasan Tlogosari Kota Semarang telah dilakukan pemindahan pedagang ke tempat relokasi, namun dalam melakukan relokasi pemerintah tidak mengadakan tindak lanjut dalam menyiapkan sarana dan prasarana. Peran fungsi aktor yang terlibat dalam program relokasi PKL di kawasan Tlogosari yaitu pihak Dinas Pasar Kota Semarang serta para personil Satpol PP Kota Semarang. Faktor program relokasi yang berjalan kurang baik PKL di kawasan Tlogosari Kota Semarang diantaranya adalah budaya PKL yang selalu kembali meskipun sudah dipindah, PKL enggan di relokasi ke Taman Suryokusumo, dan PKL yang sulit ditata atau ditertibkan. Dan terakhir upaya dalam mengatasi berjalan kurang baiknya program relokasi PKL antara lain melakukan tindakan menentukan tempat/lokasi berjualan bagi PKL. Pemerintah Kota terjun langsung mendekati PKL untuk berbicara dan melakukan musyawarah.

  Literacy is still a problem in various regions. The times’ development has also changed the spectrum of literacy, so literacy is not just the ability to read, write, and count. The results of the measurement of various international institutions prove how the condition of literacy has deteriorated. How is the management of literacy carried out by the Government, Regional Government and the community? What should literacy stakeholders do in an effort to develop a cultural literacy? This study aims to describe the condition of literacy in the region, encourage the presence of the Government and Regional Governments to initiate extraordinary agenda of literacy implementation, and provide understanding to the public regarding the availability of public participation space to actualize literacy culture. This study used a descriptive qualitative approach to describe literacy in the area with a case study method in Baubau City. The study concluded the importance of rearranging literacy management in an integrated manner - Central and regional by involving stakeholders in literacy. It is recommended that the Baubau City Government initiate the Literacy Hub (L-Hub) which will be an accelerator of the development of cultural literacy by prioritizing the active role and collaboration between community elements. In addition, it is necessary to create a conducive climate that supports ecosystem literacy and literacy as a lifestyle for the sake of the creation of literate generations that will accelerate the realization of the city of literacy. Abstrak Literasi masih menjadi problematika di berbagai daerah. Perkembangan zaman turut merubah spektrum literasi, sehingga literasi tidak sekedar kemampuan membaca, menulis, dan berhitung. Hasil pengukuran berbagai institusi internasional membuktikan betapa terpuruknya kondisi literasi. Bagaimana pengelolaan literasi yang dilakukan Pemerintah, Pemerintah Daerah, dan masyarakat? Apa yang harus dilakukan para pemangku kepentingan literasi dalam upaya mengembangkan budaya literasi? Kajian ini bertujuan mendeskripsikan kondisi literasi di daerah, mendorong kehadiran Pemerintah dan Pemerintah Daerah untuk menginisiasi extraordinary agendapenyelenggaraan literasi, dan memberi pemahaman kepada masyarakat terkait ketersediaan ruang partisipasi publik untuk mengaktualisasikan budaya literasi. Kajian ini menggunakan pendekatan kualitatif deskriptif untuk mendeskripsikan literasi di daerah dengan metode studi kasus di Kota Baubau. Kajian menyimpulkan pentingnya menata kembali manajemen literasi secara terintegrasi - Pusat dan daerah dengan melibatkan para pemangku kepentingan literasi. Direkomendasikan agar Pemerintah Kota Baubau menginisiasi Literacy Hub(L-Hub) yang akan menjadi akselerator pengembangan budaya literasi dengan mengedepankan peran aktif dan kolaborasi antarelemen masyarakat. Selain itu, diperlukan penciptaan iklim kondusif yang mendukung ekosistem literasi dan pembiasaan berliterasi sebagai gaya hidup demi terciptanya generasi literat yang akan memercepat terwujudnya kota literasi.

This study aimed to describe the phenomena in concerning policy actors interaction involved in development of Surabaya Suramadu Bridge Surface Area (KKJSS) as well as the factors that influence the policy changes in KKJSS development with some of the variables and indicators in the Advocacy Coalition Framework (ACF). This research used qualitative method with case study research strategy. Based on the research result, it can be concluded that the interaction of actors that occurred in the development of KKJSS formed a advocacy coalition of policy actors in maintaining and accommodating their interests, Surabaya City Government as policy actors seeks to share core belief policy and coordinate with Central Government so as to be able to convince that the management of KKJSS can still be managed by the Surabaya City Government without the presence of BPWS. Another case with the coalition formed on the BPWS, BPWS coalition with the Government of East Java Province which is only limited to the central government representative in the region and also become one of the steering committee of BPWS but the coalition can not be maximized.

Street vendors are one of the informal sectors that often cause problems in urban areas, such as the street vendors in Mojokerto City Square. The presence of street vendors is considered to have disturbed the orderliness and cleanliness of the city environment. Therefore, based on the Local Government Regulation of Mojokerto City No. 5 of 2005 concerning the Arrangement and Development of Street Vendor Activities, the government implemented a policy of street vendor relocation. This paper aims to analyze the implementation of street vendor relocation policy in the area of ​​Mojokerto City square. This research uses a descriptive qualitative approach involving six key informants with interviews and documentation as the data collection method. This study indicates that implementing the street vendors relocation policy in the square area of ​​Mojokerto City is not entirely effective. Four factors influence the implementation of the policy, communication, resources, disposition, and bureaucratic structure.
