This paper discusses about the reasons of Indonesia which provides a referendum to East Timor which resulted in East Timor being independent from Indonesia. This paper is analytical descriptive, using qualitative methods, with the data collection techniques, using "librarian research" where data to support arguments are obtained by collecting such data from various sources such as books or literature, journals, newspapers, Magazines, as well as data sourced from the internet. The results of the discussion in this paper indicate the fact that the process of independence of Timor Leste from Indonesia because of the influence of human rights norms that at that time developed and became the international world agenda. So that, with using the human rights norms, Timor Leste and the international community succeeded in intervening in Indonesia to provide a referendum to Timor Lesete as the embodiment of human rights enforcement in Indonesia. Tulisan ini membahas tentang alasan Indonesia yang memberikan referendum kepada Timor Leste yang mengakibatkan Timor Leste merdeka dari Indonesia. Tulisan ini bersifat diskriptif analitis, dengan menggunakan metode kualitatif, dengan teknik pengumpulan data, menggunakan teknik librarian researchdimana data-data untuk mendukung argumen diperoleh dengan cara mengumpulkan data tersebut dari berbagai sumber seperti buku-buku atau literatur, jurnal, surat kabar, majalah, maupun data-data yang bersumber dari internet. Adapun hasil dari pembahasan dalam tulisan ini menunjukkan adanya fakta bahwa proses kemerdekaan Timor Leste dari Indonesia karena adanya pengaruh dari norma HAM yang saat itu berkembang dan menjadi agenda dunia internasinal. Sehingga dengan menggunakan norma HAM tersebut, Timor Leste bersama masyarakat internasional berhasil mengintervensi Indonesia untuk memberikan referendum kepada Timor Lesete sebagai perwujudan penegakan HAM di Indonesia.

This chapter looks at the impact of the Internet on the worldwide human rights movement, and examines the opportunities and pitfalls of the technology and its applications for human rights organisations. It argues that the technology is a useful tool in nongovernmental efforts toward worldwide compliance with human rights norms despite the new challenges it presents for human rights defenders and activists, particularly in the South. Conceptualising the movement as a collection of issue-based social submovements, it draws on social movement literature and examples from Africa to describe how the technology and its applications benefit the movement in six key areas of activity. The promises, pitfalls, and difficulties of Internet usage are discussed, with particular emphasis on censorship, surveillance and privacy, and the challenges they pose for human rights activists operating in a digital environment.

The purpose of this study was to investigate to know and analyze the   effectiveness of budget absorption at the Ministry of Public Works in East Timor. This study was conducted to assist the Directorate of Public Works in East Timor, as the basis for decision-making and evaluation of budget absorption, also contribute to science in terms of the absorption of the government budget. This study uses the data collection techniques the Documentation that the data collected through the existing budget documents in the Ministry of Public Works in the State of Timor Leste. Documents such as financial reports comprise the budget from 2009 - 2013. The Data was processed with descriptive approach is by using a ratio of budget  effectiveness ratio of the budget, where the results of the two ratios Compared to the standard budget applicable at the Government of Timor-Leste. The results showed average effectiveness of the budget from 2009 to 2013 amounted to 89.29% with the percentage 80%-90% or categorized   Effectiveness. This shows that the financial performance in terms of absorption of Timor Leste Ministry of Public Works in 2009 to 2013 are   good.

The civil society in East Timor – today The Democratic Republic of Timor-Leste – developed knowledge and views about different constitutional structures during some critical years before the country’s independence in 2002. “Autonomy” proved to be an effective generic concept for this purpose in dialogues and seminars, organised inside and outside East Timor, on the issue of the territory’s future international status. While a certain political autonomy structure, alongside with independence, were the two options in the 1999 UN-led referendum on East Timor’s final status, the concept of “autonomy” was used as a point of reference for the analysis of principally different structural options for small territories – from typical independence, via forms of limited independence and associated state arrangements, to autonomy and levels of integration. Naturally, existing autonomy arrangments are studied when relevant in peace processes, but the concept of “autonomy”, with its need for local adaptation and recognition of difference, brings also compromise and therefore creativity into a process of political wrangling. In addition, an autonomy perspective in peace processes raises the issue of human rights protection on national level – can it protect on the level of an autonomy? The autonomy concept provides, finally, a framework for its own legitimacy, in relation to human rights and other measures in defense of human dignity. To identify a potential autonomy, thus, means assessing the characteristics of difference in such a framework, a process that local voices in East Timor needed to pursue.

During the Covid-19 pandemic, lectures at Unived Bengkulu were conducted online. One of the media used to facilitate online communication during lectures is google classroom. Lecturing through google classroom is a new innovation for lecturers and students who previously lectured face to face and then conducted online. To find out the use of online communication media, google classroom in lectures at Unived Bengkulu during the Covid-19 pandemic, the author uses the characteristics of innovation from Everett M. Rogers which has five characteristics that can affect the level of use of an innovation, namely relative advantage, compatibility, complexity, trialability, and observability. This research uses descriptive qualitative methods with data collection techniques of observation, interviews, and documentation. The technique of determining informants using purposive sampling, the informants consisted of three lecturers and nine students. The results of the study state that based on the characteristics of its relative advantage, google classroom is a flexible, simple and efficient medium. Based on the characteristics of compatibility, Google Classroom is considered suitable for use during this pandemic, because Google Classroom can be accessed anywhere and anytime that is connected to the internet. Complexity is felt in difficult networks, especially in rural areas. Based on observations during the trial in the early semester, this media can be reused in the following semester. The use of online communication media google classroom in lectures during the Covid-19 pandemic at Dehasen Bengkulu University ran smoothly and was suitable to be applied during the Covid-19 period, even though constraints with network, but this could be overcome because it had a deadline given by the lecturer.

State sovereignty and humanitarian intervention are two sides of a coin, presenting a threat to human rights enforcement, especially when human rights violation is done by the state. Failure from a state to provide human rights protection for its citizen will lead to intervention from the international community to enforce human rights in the name of humanitarian norms. The humanitarian intervention will indirectly weaken the principles of Westphalian state sovereignty as the main premise in the politics of international relations. This article is a case study of the Libyan conflict in 2011. This study uses the constructivism approach to analyze the contrasting relation between the principles of traditional Westphalian sovereignty and humanitarian intervention concept, and how this relationship may shift the human rights norms in the international community. In the constructivism approach, it is not enough to offer a causal explanation in order to understand international politics. Instead, it needs a more interpretative understanding. Hence, this study is conducted with a qualitative method, a critical approach to human rights in contemporary international politics.

Diversity or plurality such as ethnicity, race, culture, and religion become a natural thing in the community, in particular, the diversity of religions must be accepted by society. The existence of religious group differences is a very natural thing, where the group is under their own theological and legal systems. The Peekay film is one of the films that represent the diversity of religions in India, by showing how every religion worships God, and also displays the identities of each religion, such as Hinduism, Islam, Catholic Christianity, Sikhism, and Jainism. Purpose of this research is to know and understand the menaing of plurality in Peekay movie. This study uses qualitative methods, and semiotics studies by using the semiotic theory of the two orders of signification model from Roland Barthes which interpret the signs through the stages of denotation, connotation, and myth, the paradigm used in conducting this research uses the constructivist paradigm. Data collection techniques in research carried out with documents, where researchers look for written sources, both from books, journals, research-relevant research, and the internet media. The results obtained by researchers are displaying several scenes that represent religious plurality, both with visuals and also dialogue and Voice Over contained in the PK film. Such as the scene depicting the buildings of places of worship of each religion, and the way each religion performs worship and Peekay who says that in this world there are many religions and each religion has its own Belief or God, where each of these religions has a way in doing God's commands. The diferents in Hinduism, Islam, Catholic Christianity, Sikhism, and Jainism symbol are the main core in this research.

Memanfaatkan berbagaiplatform moderen, seperti internet, aktivasi merek ke masyarakat, memungkinkan Feminauntuk mengoptimalkan potensi semua divisi dan membuat kerjasama dalam bentuk apapun.Penelitian ini mengacu pada studi kasus yang dialami oleh karyawan Femina Group saat ini.Peneliti ingin mengetahui konstruksi sosial dalam makna profesi jurnalis di Femina Group.Penelitian ini menggunakan metode kualitatif, paradigma konstruktivis, tradisi pendekatanfenomenologi. Konsep yang peneliti gunakan dengan teori konstruksi sosial, Peter L Bergerdan nilai ideologi. Teknik pengumpulan data yang digunakan adalah wawancara dan analisisdokumen terhadap jurnalis di Femina Group. Teori konstruksi sosial yang dikemukakan oleh PeterL Berger, mengacu pada eksternalisasi, objektifikasi, dan internalisasi. Praktik yang digunakanFemina Group dengan skema pencicilan gaji terhadap karyawannya ada nilai ideologi yangtertanam dalam benak jurnalis. Femina Group mampu membuat karyawan menumbuhkanrasa memiliki dalam bekerja melalui idealisme sebagai insan pers untuk memajukan FeminaGroup. The theory of social construction proposedby Peter L Berger refers to externalization, objectification and internalization. The practice used by Femina Group with its salary repayment scheme for its employees has an ideological valueembedded in the minds of journalists. Femina Group is able to make employees feel a senseof belonging in working with idealism as the press worker to promote Femina Group. Nigeria is a country where serious cases of abuse of police authority and human rights infringements by security agents often stimulate intense public debate. Though there have been consistent denials by the leadership of the Nigerian Police on the use of torture-based interrogations to elicit information from arrestees, extant literature affirms that the police rely on different forms of torture as principal means of investigation. This paper appraised the recurrent problem of brutality and abuse of human right by the Nigerian police. Triangulating both quantitative and qualitative methods of data collection which included questionnaires administered on 1000 accidentally selected inmates, 50 purposively selected in-depth interviewees and 10 officials of the five prisons in Ogun State who were key informants. The study found that the police rely heavily on the use of torture to elicit “confessions” from arrestees. Former detainees reported experiences that included being bound and suspended midair in painful positions, kicked and beaten with machetes, gun butts, boots, fists, electrical wires, animal hides, and other instruments. The lack of capacity to conduct proper criminal investigation is responsible for the reliance of the police on tortureinduced confessions. Therefore, there is need for the government to improve on the capacity of the Police in their investigative responsibilities and encourage professionalism amongst its rank and file.

The population of East Timor has been subjected to severe human rights violations, in both the near and the more distant past.1 Indonesia invaded the former Portuguese colony and non-self-governing territory under Chapter XI of the United Nations Charter on December 7,1975, after a period of civil turmoil and political instability marked by parallel claims to independence and calls for integration into Indonesia.2 The Indonesian invasion brought with it massive violations of human rights and the laws of war.3 Military clashes between the independence movement FRETILIN (Frente Revolucionaria do Timor Leste Independente) and Indonesia continued on a large scale until 1979, though rebellion against Indonesian rule generally persisted for the whole period of Indonesian occupation. Beginning in January 1999, pro-Indonesian militia, supported by Indonesian security forces.
