<p>In Vietnam the need for digital library education (DLE) has increased significantly in the last two decades. Educating staff to establish and manage digital libraries has become a critical issue. However, there are no DLE programmes offered by library and information management (LIM) education providers in Vietnam and we do not know why this is the case. The aim of this study is to investigate and understand the factors affecting the development of DLE for LIM practitioners in Vietnam.  The interpretive study employed a qualitative approach and its findings are based on the analysis of data gathered in 17 individual interviews and 11 focus groups with key stakeholders, as well as from documentary evidence. The stakeholders involved in this study include LIM practitioners, LIM managers, LIM lecturers, library school deans, government policy makers, academic library directors, professional association chairpersons and LIM students. To guide the data gathering and analysis, an initial conceptual model of factors affecting DLE was developed from three sources: Fullan’s Educational Change theory, Nowlen’s Performance Model in continuing education for practitioners, and Rogers’s Diffusion of Innovations theory.  The study found seven major factors were affecting the development of DLE in Vietnam: the government, the information technology infrastructure, the prevailing social and cultural values, the efforts of change agents, the attitudes of key stakeholders, the characteristics of DLE design, and the nexus of the educational needs of library staff and the libraries in which they were working. Of these the government factor was the most influential. These factors were inter-related and affected DLE development at different levels.  The initial conceptual model was revised based on the study's findings. The revised model provides a contribution to educational change theories relevant to the identification and understanding of factors affecting professional educational programmes in universities in developing countries. The study’s findings are also of value to governments, libraries, library schools and library associations for developing relevant policies and new curricula for DLE, and for establishing new professional development programmes in DLE for library staff.</p>

PurposeThe purpose of this paper is to discover the contextual factors affecting the development of digital library education (DLE) in Vietnam and to determine how those factors are enabling or hindering its development.Design/methodology/approachBased upon the literature and the theories of Fullan (2007), Nowlen (1988) and Rogers (2003), an initial model of contextual factors that were potentially affecting DLE development in Vietnam was developed. The model was then tested using a qualitative methodology involving interviews and focus groups with key stakeholders, along with the gathering of documentary evidence. The data were then analysed using the interactive model of Miles et al. (2014), and the initial model was then revised.FindingsThe initial model allowed for the depiction of potential factors, both internal and external, along with some relationships between the factors. Based on the data analysis, a revised model was developed composed of seven major contextual factors that were enabling and/or hindering DLE development in the Vietnamese context. These are grouped into three categories: external factors – government, IT infrastructure and social and cultural values; internal factors – stakeholders’ attitudes, DLE characteristics and the personal and organisational nexus; and change agents, which is both an internal and external factor. These factors had different levels of influence on DLE development and are inter-related.Originality/valueNo prior study has looked at contextual factors affecting DLE development in a developing country such as Vietnam.

The paper considers the works of Russian specialists and scientists from other countries devoted to the  organizational and  functional process of training of library personnel. The author proposes to use this experience to form the  system of library education in the  Republic of Cameroon. The organizational and functional structure of library staff training in the Republic of Cameroon should include the following multifunctional and  successively interrelated  levels: specialized secondary library education, higher library education, training of scientific personnel and  additional training programs for  the  professional development and  retraining of specialists. For realization of such a structure dedicated to the  training of specialists, it would  seem appropriate to decide at the  government level on the  establishment of a Library and  Information Science College  in the  country, which would  focus on training of mid-level specialists, primarily for small public libraries. At the University of Yaounde ІІ, it is important to create a Library and Information Science Faculty and start the Master’s Degree training of students in librarianship; and in the longer term, Postgraduate programs for  scientific staff. Organisation of qualification improvement and professional retraining can be carried out  by joint efforts of the  University of Yaounde ІІ and  the  major libraries of Cameroon. Practical introduction of the organizational and functional structure as the basis  for implementation of training system for library staff in the Republic of Cameroon shall be carried out on the basis of classical management functions: planning, organization, motivation, coordination and regulation, control, taking into account the  external and internal factors influencing the  training of library staff.

The COVID-19 global pandemic has affected all aspects of human life, with education, not an exception. In an attempt to stop the SARS-CoV-2 spreading like wildfire, the Government of Nepal has implemented nationwide lockdowns since March 24, 2020, that have enforced schools and universities to shut down. As a consequence, more than four hundred thousand students of various levels in higher education institutions (HEIs) are in a dilemma about restoring the situation. Several HEIs, nationwide, have leaped forward from the traditional concept of learning—limited within the boundary of the classroom—to choosing digital platforms as an alternative means of teaching because of the pandemic. For this research, the descriptive and inferential analysis was carried out to investigate the effects and challenges of learning via digital platforms during this pandemic. Data were collected from students and faculty at various levels of higher education and analyzed statistically with different factors using t-test and ANOVA, and variables were found to be approximately normally distributed. The study revealed that 70% of the respondents had access to the Internet, but 36% of the Internet accessed did not continue online classes due to unexpected disturbance in Internet and electrical connectivity. Likewise, 65% of students did not feel comfortable with online classes, and among attendees of online classes, 78% of students want to meet the instructor for a better understanding of course matters. According to the analytic hierarchy process (AHP) model, three factors, such as institutional policy, internet access, and poverty, are found to be significant factors affecting the online higher education systems in Nepal. On the brighter side, this outbreak has brought ample opportunities to reform the conventional teaching-learning paradigm in Nepal.

Previous planning for rural revival in towns has emphasized construction and government-led policies. However, we argue that the dilemmas of peri-metropolitan rural areas, such as Desakota in China, are far more complex faced with rural super village and hollowed village transformations. Rural revival planning needs to coordinate with the development of urbanized and rural areas towards multifunctional goals and plans as a whole. Therefore, we selected the town master plan of Lijia, a typical peri-metropolitan village in China, as a case study. Through a historical–interpretative approach involving analysis of planning policies, questionnaires, and in-depth interviews with the key stakeholders involved, we structured the process and mechanism of rural revival in Lijia into three phases: resource identification, capitalization, and financialization. In different phases, different stakeholders adopt different roles. The government takes a leading role in resource identification and capitalization, while firms take a leading role in the process of financialization. “Market-dominant and government-guided” planning stimulates villagers to participate in rural revival. We highlight the importance of multifunctional land-use in terms of rural revival in the master planning of peri-metropolitan villages and provide a practical reference for uniting multiple stakeholders, including governments, firms, and villagers.

Public sector banks have been merged by the government in the last few years. This is the rationale behind conducting this study. The purpose of this article is to determine the factors affecting the performance of public sector banks in India and the interrelationship between bank-specific determinants and performance of public sector banks. In this article, we shall analyse the financial data of all the public sector commercial banks for a period spread across 11 years (2009–2019); Capital adequacy, Assets quality, Management efficiency, Earning, and Liquidity (CAMEL) has been used as a performance determinant; system generalised method of moments (GMM) analysis has been used to find the effect of determinants on the performance measurement of public sector banks; and CCA (canonical correlation analysis) has been used to find the interrelationship between the bank-specific determinants and the performance of public sector banks. The finding has important implications in terms of performance in the banking sector. Certain limitations of this study are: It is based on secondary data. The study only covers the financial aspects and not the non-financial aspects. It is found that the asset quality is negatively related with performance of public sector banks. Liquidity and inflation are inversely related to performance of public sector banks in India. Capital adequacy is positively related with banks’ performance, but inversely related with banks’ interest margin. GDP growth has a significant positive impact on banks’ performance, but inversely related with banks’ interest income. Inflation rate is inversely related with banks’ performance. Banking sector reforms are insignificantly related with banks’ performance.

In the recent years, there has been a surge in artisanal and small-scale gold mining (ASGM) in various districts of Malawi. Reports of a gold rush have emerged in various districts, including Mangochi, Lilongwe, Balaka, and lately in Kasungu. There has been persistence by many indigenous communities participating in ASGM activities, yet little is being done by the government to formalize and support the sub-sector. The purpose of this study was to investigate the benefits of artisanal small-scale gold mining in Malawi and expose the shortfalls so that key stakeholders and policy makers are well informed. A quantitative approach which used semi-structured questionnaires was used and the data was analyzed using Microsoft excel and Statistical Packages for the Social Sciences (SPSS). The study shows that ASGM is characterized by people with low literacy levels, who use traditional tools (low-tech) and use methods fueled by lack of capital, and deficiency of basic knowledge of mining and geology. The study found that the government could achieve substantial socio-economic development from the sector by: (1) revising the current artisanal and small-scale mining (ASM) legislation so that it embraces the customary practices whilst safeguarding the environment and improving the tax collection base; (2) providing support in form of mining related training and education to these communities; (3) leading in transfer of modern technologies for improved extraction; (4) supporting ASM cooperatives in securing credit facilities from financial institutions; and (5) closing the existing knowledge gap for ASM related issues through introduction of mining desk officers in district councils.

Determination of fish landing price is important, as the same contributes to the structure, conduct and performance of the fish market in Lake Victoria. Determination of relevant landing price is a gap to console between fishermen, agents (middlemen), processors and the government. The main objective of this study was therefore to examine fish price determination. Specifically, to examine the methods for fish price determination and analyse factors that affect fish landing price in Lake Victoria, a cross-sectional design was employed, and 300 respondents were randomly selected from two district councils, namely, Sengerema and Buchosa. Both qualitative and quantitative data were analysed using descriptive statistics and inferential analysis. Findings show that landing price is determined through formal negotiation with processors, consultation with other traders, informal negotiation with buyers and Beach Management Unit (BMU). The study concluded that these are the common methods used to determine landing prices. Also, distance from fishing to onshore landing centres, market information channels, age and experiences of the fishermen are the factors significantly found affecting landing price. It is recommended that the mechanism for setting up fishery price, fish market structure, fishery information and the formation of fishery regulatory body needs fishery policy and sector reforms that mark the determination of fish landing price.

Summary White-bellied Heron Ardea insignis (WBH) is critically endangered, but we lack data on many aspects of its basic ecology and threats to the species are not clearly understood. The goal of this study was to analyse WBH foraging microhabitat selection, foraging behaviour, and prey preferences in two river basins (Punatsangchhu and Mangdechhu) in Bhutan which are likely home to one of the largest remaining populations of WBH. We also explored the relationship between the relative abundance of the WBH and prey biomass catch per unit effort within four foraging river microhabitats (pool, pond, riffle and run). Prey species were sampled in 13 different 100-m thalweg lengths of the rivers using cast nets and electrofishing gear. Riffles and pools were the most commonly used microhabitats; relative abundance was the highest in riffles. The relative abundance of WBH and prey biomass catch per unit effort (CPUE) also showed a weak but significant positive correlation (rs = 0.22). The highest biomass CPUE was observed in riffles while the lowest was found in the ponds. From the 97 prey items caught by the WBH, 95% of the prey were fish. The WBH mainly exploited three genera of fish (Garra, Salmo, and Schizothorax) of which Schizothorax (64%) was the most frequently consumed. This study provides evidence in support of further protection of critical riverine habitat and fish resources for this heron. Regular monitoring of sand and gravel mining, curbing illegal fishing, habitat restoration/mitigation, and developing sustainable alternatives for local people should be urgently implemented by the government and other relevant agencies. Further study is also required for understanding the seasonal variation and abundance of its prey species in their prime habitats along the Punatsangchhu and Mangdechhu basins.

This study aims to investigate public response attitude, anxiety, practices and trust in the authorities’ mitigation plan during the first wave of COVID-19 pandemic. A national cross sectional phone survey was conducted among Saudi residents aged 16 years and above. A total of 90,421 (45.2%) individuals participated in the study. Of those, the overall rate of COVID-19 correct knowledge was 82% (mean: 9.84); social media was the most reported source of knowledge. Younger age, low levels of education and foreign residents were associated with poor knowledge. Overall, 49.5% scored 5 or more on the GAD-7 test, indicating anxiety symptoms, 19.2% of them scored 10 and above, suggesting moderate to severe anxiety. Majority of participants (>78%) trusted and supported the interventions implemented by the government to control COVID-19. Social distancing practices among participants was as following, 72.5% stayed at home and avoid going out for nonessential business and 49.5% avoided attending social events and family gatherings. Trust in authorities, being anxious, worry and levels of knowledge about the disease, were the most common factors affecting adoption of the recommended practices. Continuous evaluation of public response about COVID-19, and the effectiveness of protective measures is essential to better inform policy-makers and identify ways of encouraging behaviour change among public during pandemic.
