The Covid-19 pandemic and its countermeasures have brought pressures on social and welfare assistance. Along with this, come the challenges of information being dispersed and complex, susceptible to distortions, and a society with distinct capacities for assimilation and analysis. This paper aims to present the experience of the Covid-Prev Observatory as a tool for transparency and accountability in the public management of social security in times of pandemic. This experience with the social observatory has encompassed the choice of themes and variables to be disseminated and analyzed, the visual planning and dissemination strategy, and the discussion of the observatory's role and potential. Thus, a multidisciplinary team has developed a project aiming to analyze the impact of Covid-19 on the Brazilian Social Security System, from different perspectives, both with the reproduction of data and information, and for the elaboration of analyses: impacts of the pandemic on the labor market and its effects on the evolution of social security revenues and expenses, effects of the pandemic on vulnerable groups, sustainability of pension funds, impacts on the financial market, among others. This information was first disclosed on the Blogger platform, and then on an electronic website whose disclosure was made both on the social networks of the research participants themselves and on the social networks of entities interested in the topic, such as the Brazilian Association of State and Municipal Pension Institutions (ABIPEM). In its short period of existence, the observatory has obtained more than 10 thousand accesses, either from Brazil and other countries. The observatory has presented data and analyses in a simple way, based on scattered information with different levels of complexity. In these analyses, the aim has been to establish relationships between facts correlated to social security and welfare. Thus, it is understood that the observatory has collaborated as a transparency and accountability tool with respect to the theme of social security in Brazil, serving as a discussion of the challenges and potentialities of social observatories.

The study seeks to study the chaos of information on social networks, their impact on the credibility of these networks, the identification of forms of information chaos in the social networks, the degree of public confidence in the information they deal with, their sense of information chaos, Through social networking sites. The study was conducted on (378) individual subscribers of different social networks, "Facebook and LinkedIn and Twitter."  Results: One of the most important findings of the study is that more than half of the sample of the study feel the chaos of information on social networks, due to the large number of accounts on the networks and the increase of anonymous information, as well as the lack of control over the information published on those networks. There are also many forms of information chaos on social networks: anonymous information, privacy violations, infringement of intellectual property rights and rights of publishers, the proliferation of counterfeit and contradictory information, the manufacture and dissemination of viruses, breaches and disruption of devices, and multiple personal or institutional accounts. The researcher recommends the need to pay attention to the enactment of media legislation and laws related to the new media environment for social networking sites to reduce the chaos of information and privacy protection, and to raise awareness of the importance of social networking sites and the Publishing Standards through courses and workshops to reduce the chaos.

The mass use of technologies, especially, in terms of participation in social networks and mobile apps seems oriented to providing an extension of humanity to digital tools that they do not really possess. Information and communication technologies pose challenges and threats to the public, particularly, due to the sometimes unreflecting and irresponsible use that the public make of them. Their advanced development provide so many utilities and recreative functions that they have become familiar, everyday instruments. Technologies seem to have acquired humanity, but what differentiates them from humans is their lack of ethical responsibility. Gender structures and inequalities remain wherever we do not make a conscious and purposive effort to eliminate them; in online social activity one often encounters diverse situations of gender-, class- or race-related violence. Digital humanities must urgently address the dimension of gender from an intersectional approach to be able to promote greater equality in social relationships and to reduce discrimination in the social networks. The purpose is to create safe spaces (that is, resources for population who can assess the impact, adopt a critical perspective to identify security vulnerabilities, situations of discrimination, and so on) and take responsibility by adopting safety codes for themselves and for others.

This paper seeks to understand why there has been an increase in photographic images exposing military violence or displaying bodies killed by military forces and how they can freely circulate in the public without being censored or kept hidden. In other words, it aims to analyze this particular issue as a symptom of the emergence of new wars and a new regime of their visual representation. Within this framework, it attempts to relate two kinds of literature that are namely the history of war and war photography with the bridge of theoretical discussions on the real, its photographic representation, power, and violence.  Rather than systematic empirical analysis, the paper is based on a theoretical attempt which is reflected on some socio-political observations in the Middle East where there has been ongoing wars or new wars. The core discussion of the paper is supported by a brief analysis of some illustrative photographic images that are served through the social media under the circumstances of war for instance in Turkey between Turkish military troops and the Kurdish militants. The paper concludes that in line with the process of dissolution/transformation of the old nation-state formations and globalization, the mechanism and mode of power have also transformed to the extent that it resulted in the emergence of new wars. This is one dynamic that we need to recognize in relation to the above-mentioned question, the other is the impact of social media in not only delivering but also receiving war photographies. Today these changes have led the emergence of new machinery of power in which the old modern visual/photographic techniques of representing wars without human beings, torture, and violence through censorship began to be employed alongside medieval power techniques of a visual exhibition of tortures and violence.

Religion in the hands of authoritarian governments can prove to be an effective political instrument to further their agenda. This paper attempts to explore this aspect of authoritarianism with the case of Turkish family laws under Erdoganist Islamist legal pluralism. The paper analyzes the AKP’s government’s attempts at pro-Islamist legislation, fatwas produced by Diyanet (Turkish Directorate of Religious Affairs) and by pro-government right-wing religious scholars to explore the changes that have occurred, both formally and informally, in the largely secular family laws of the Republic of Turkey in the last decade. By focusing on the age of marriage, this paper tries to understand the impact of Islamist legal pluralism and unofficial Islamist laws on the formal legal system as well as the social implications of this plural socio-legal reality, particularly for vulnerable groups such as the poor, refugees, children, and women. The trends demonstrate the informal system’s skew towards Islamism, patriarchy and disregard for fundamental rights. This Islamist legal plurality almost always operates against the women and underage girls, which creates profound individual and social problems. The paper concludes by pointing out the critical issues emerging in the domain of family law due to the link between the growing power of Islamist legal pluralism and its political instrumentalization by the Justice and Development Party (AKP).

Government interference in the social-economic processes through the implementation of anti-crisis measures and fiscal expansion holds the embodiment of financial risks for economic entities. As a result, government debt and budget gaps at the continuing drop of real disposable household income and companies’ profitability grow. Over a long-term horizon, the decisions made can cause a financial system misbalance and new risk generation, including systemic risks in the sphere of public finance. The author carries out the theoretical research of financial system risks, which can result in a decrease in the system stability in general. The study determines that there is no single theoretical concept of financial risks of the public sector. Within the research, the author analyzed the approaches to systemic risks in various economic sectors and decomposed systemic risk of the public finance sphere. The study specified global factors of influence on the financial system stability, determined the impact factors and common fiscal limitations considering the needs in the execution of state obligations. The pandemic factor – COVID-19 spread is highlighted as an exogenous factor of impact on the formation of financial system misbalances. The main threat to the financial system stability considered in terms of the functional-institutional approach is the deficiency of economic entities’ liquidity. Unprecedented budgetary measures of anti-crisis financial regulation, the deferred impact – tax preferences, and monetary measures had an immediate influence on the liquidity volume during the implementation of anti-COVID activities. Tools of budgetary monitoring, budget expenditures reviews, tax expenditures reviews, and budget consolidation ensure the budget mechanism flexibility. Factors producing financial system risks and the selected measures of state regulation will set the trends for the social-economic development of the country in the coming years.

The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

Background: The increasing number of positive patients with Covid-19, the social impact in the form of stigma from being shunned by neighbors and even families and the impact of mental health, namely causing major psychosocial stresses that can trigger anxiety. Purpose  this study was to determine the stigma and level of public anxiety about Covid- 19. Methods: This type of research is descriptive quantitative, the study population is all people in the UPTD Haurgeulis Puskesmas, Indramayu Regency, as many as 88,468 people. The number of samples was 100 respondents using purposive sampling technique. Data were analyzed statistically using univariate analysis and data presentation in the form of frequency distributions. Results: This study shows that people have a low stigma as much as 1% and those who experience a high stigma are as much as 99%. As well as people who do not experience anxiety as much as 14% and most of them experience mild anxiety as much as 86%. Conclusion: The public should be wiser in sorting out information related to Covid-19 from various sources and can manage anxiety with good self-coping management, for example by relaxation and positive thinking related to Covid-19.

This work analyzes the impact of the outbreak of hemorrhagic fever caused by the Ebola virus in Spain in the field of communication. The communication of such a crisis entails an interaction of information between individuals and institutions. Accuracy in the messages that are disseminated is key to the good resolution of the crisis. In this case of the Ebola crisis the impact in the Spanish media was very remarkable not only of the evolution of the crisis but also of the public information that were being made known by the authorities. The errors committed in this public communication, especially in the first institutional appearance, will be analyzed and possible solutions will be provided for future crises. In addition, the information behavior that was given in social networks by the authorities will be analyzed. To perform this work, bibliographical sources, data analysis and the media have been used.
