The article examines the methods of intelligent analysis of telemetric information of spacecraft. The current state and main shortcomings of the control process during the spacecraft flight control are briefly given. It is proposed to eliminate the shortcomings by introducing intellectualization procedures in terms of telemetric information analysis. Based on the methods of cluster data analysis, a method is proposed for automatically determining the moment of occurrence of anomalies in the state of a spacecraft, which are precursors of off-nominal situations. A schematic diagram of the operation of an intelligent control system based on the use of the method of cluster analysis of the spacecraft telemetric information is presented. The conditions for choosing the method and criterion for clustering are substantiated, taking into account the goals pursued in solving control problems during flight control of the spacecraft. A mathematical description of the clustering methods and criteria selected for further practical testing is given. To test the proposed method of analysis for various methods and criteria of clustering, calculations were performed using archived telemetric information. From the point of view of the time of early detection of the anomaly in the state for a separate component of the spacecraft, the choice of the method and criterion of clustering is made for further research and experimental work.

The paper substantiates the possibility of the automated solution to the problems of detecting anomalies in the operation of onboard systems of a spacecraft, identifying and predicting deviations in the process of spacecraft operation based on changes in the values of telemetric parameters. The study provides insight into the content and structure of the tasks of diagnosing anomalies in the operation of onboard spacecraft systems, and analyzes the current state of the spacecraft flight control process. Within the research, we point out the drawbacks of the existing methods for monitoring telemetric information on the state of a spacecraft, and introduce possible solutions. We describe the principle of solving these problems of analyzing telemetric information using the wavelet transform method, and propose a method for automating the analysis process based on the special mathematical apparatus being developed. The paper gives a brief description of the mathematical transformations on which the proposed method for diagnosing anomalies in the operation of onboard systems is based.

This article analyses Ukraine’s current borders, de jure and de facto, from a geopolitical point of view. Significant changes in the border regime occurred after the political events of 2014. The emergence of de facto borders after the annexation of Crimea and the hostilities in eastern Ukraine raises the question not only of the direction of the Ukrainian state’s foreign policy but also has fundamental consequences for domestic policy. The presence of international organisations monitoring parts of the state border shows that Ukraine is involved in the process of combating illegal immigration and smuggling, on the one hand, and that it has not solved all its state-building problems, on the other. The delimitation of state borders (demarcation) with the other former Soviet republics has taken a long time for land borders and has not been completed for maritime borders. Today’s Ukraine, in the context of European integration, opens its borders to the West and minimizes its contacts with the East. The sharp deterioration in relations with Russia following the annexation of Crimea, Russia’s support for separatist entities in eastern Ukraine has led to the abandonment of cross-border cooperation between border regions, including for mechanisms as effective as Euroregions. The need to amend current Ukrainian legislation, to take into account the political and legal status of de facto borders is an important point at the moment. To achieve this objective, it is necessary not only to draw on the experience of the functioning of the State border with Moldova in its section not controlled by the Moldovan government but also to develop new approaches to facilitate the lives of displaced persons, legalize their legal status and facilitate the crossing of the line of demarcation.

The article focuses on the current state of research of the first Neolithic culture in Slovakia.So far around 70 sites are known from Slovakia dated to the Early Linear Pottery Culture and the Early Eastern Linear Pottery Culture. Most of the sites are known only from surface collections, and in only four cases have dwellings been documented. Settlement features/pits have been discovered at around half the sites. Finally, we know graves from only four (and possibly five) sites. In the article we deal also with the elaboration of the Early LPC/ELPC material culture. We discuss pottery from the point of view of typology and decoration and other types of findings, such as chipped stone industry, ground and polished stones, small clay artefacts, daub, animal bones etc., are not omitted either. The goal is to evaluate the research possibilities of the Early LPC/ELPC in Slovakia.

The method for intellectualizing the analysis of telemetric information from spacecraft arriving at ground-based flight controls is discusses. The features of state control during the spacecraft operation are formulated. The basic concepts, terms and basic properties of time series are presented, the definition of the physical meaning of the characteristic quantities for the spacecraft flight control process is given. The use of the mathematical apparatus for the analysis of time radars is substantiated in solving problems of telemetry support in the process of controlling the flight of spacecraft. A mathematical apparatus for analyzing time series is proposed to identify the actual trend. An approach to solving the problem of predicting the state of a spacecraft based on a comparative version is presented. Requirements for the intelligent analysis algorithm are presented and an integrated algorithm is proposed, a method based on time series.

Every state functions through its legal order and that legal order shows the nature of every state. From that point of view, the nature of the state and the authority which functioned in the regions of the Serbian lands from the moment of the Osmanli conquests till the end of that rule was best reflected through the law which regulated social relations. If one views the state which ruled in the regions of the Serbian lands in that way, one can clearly state that it, in its nature, had the basic goal to realize Islamic doctrine. All legal acts which the administration in Constantinople passed to ensure its normal functioning had the Islamic character. As most of these acts had been created long before the birth of the Osmanli state, they cannot be called Osmanli, because they were not such by their origin or their essence. It is specially important that their intention was not to maintain the Turkish national idea, as it could be concluded from a large number of historical syntheses which discuss that part of our history, but the triumph of Islam. Therefore, it is most correct to call that law Islamic-Osmanli law because its largest part had been created before the appearance of the Osmanli state and had as a goal the triumph of Islam; it is an Osmanli law because it was implemented in the territories ruled by the Osmanli dynasty.

В статье семантика безразличия представлена в непосредственной связи с понятиями оценка и ценности. В центре внимания оказывается, во-первых, субъект оценки – человек, считающий необходимым засвидетельствовать свое безразличное отношение к объекту: безразличие рассматривается как состояние субъекта (семантика состояния). Во-вторых, сам субъект и носитель такого состояния представлен как объект оценки со стороны социума. Показано семантическое развитие слова равнодушие, значение которого трансформировалось с точки зрения оценочно-коннотативных свойств: от нейтральной оценки до негативной. Тексты художественной литературы свидетельствуют о том, что бездействие в момент, когда необходимо действие, – это поступок со знаком минус. Аксиогенный общественный ориентир – неравнодушие. The article presents the semantics of indifference in direct connection with the concepts of assessment and values. The focus is, firstly, on the subject of assessment – a person who considers it necessary to attest to his indifference to the object: indifference is presented as a state of the subject (semantics of the state). Secondly, the subject as the bearer of such a state is presented as an object of assessment by society. The semantic development of the word «indifference» is shown, the meaning of which has been transformed from the point of view of evaluative-connotative properties: from a neutral assessment to a negative one. The texts of fiction indicate that inaction at the moment when action is needed is an act with a minus sign. An axiogenic social reference is indifference.

Urban forestry in Switzerland: five challenges for science and practice (essay) The debate on urban forestry has reached Switzerland. Urban forestry covers different activities in science, practice and society dealing with trees, forest and green spaces in cities and suberbs. What exactly “urban forestry” as a term and concept can and is expected to contribute is unclear at the moment, though. So, in this article we first sketch out the state of the debate on urban forestry. Subsequently, we propose five challenges science and practice are facing from our point of view: 1) developing and implementing integrative, cross-sectoral strategies for urban green space, 2) ensuring long-sighted ecosystem management, 3) improving the coherence of instruments and programs, 4) enabling dialogue and participation, 5) assuring financing by establishing new partnerships.

The article is devoted to the current state of cartographic security of the territories of the Republic of Kazakhstan. An analysis has been made of the development of the industry since the moment of independence of the country and the level of provision of the territory of the republic with cartographic and geodetic materials. Highlighted the problem points, the need to modernize the state geodetic network and the establishment of the state coordinate system, through the use of modern satellite technology.
