This article investigates the role of higher education in the economic development of the country. The research aims to investigate the theoretical and methodological basis of the role of higher education and human capital in economic growth, evaluate the current state of higher education within pandemic COVID-19, and develop scientifically and applied recommendations to strengthen capacity and improve the competitiveness of human capital in the developing countries. An analysis of the existing researches and debates is made. We defined the state of higher education in Kazakhstan and considered the changes in education within the context of COVID-19. We made multiple correlations and regression analysis based on the education coverage index and GDP(mln KZT), where defined the moderate correlation between two variables. Statistical data is studied in a period from 2000 to 2019. This paper contributes to the literature by fulfilling a theory of human capital development in the knowledge economy, revealing the relational mechanism between higher education, sustainable development, and the economic boundary of this relationship. It also contributes to the further understanding of the role of higher education in economic development. This study result implies to strengthen capacity and improve the competitiveness of human capital, draft human capital development policy. Keywords: SDG; COVID-19, human capital, higher education

AbstractDespite Indonesia’s impressive economic growth, it still lags behind other countries with a similar income level in terms of the quality of its human capital. This paper argues that one key factor explaining this low quality of human capital relates to the lack of focus and clear strategies to develop its education system. This paper attempts to assess Indonesia’s current state of human capital development with particular focus on its education sector. In order to benefit from its demographic bonus, Indonesia needs to to improve its current education and skill training system. Better education and skill training system will support the country’s effort to reduce poverty and youth unemployment. The effectiveness of public spending in education should be improved to raise the quality of education. Purpose The degree to which accidents happen or are prevented in any organisation is the function of both the health and safety culture and the safety culture maturity level of the organisation. Therefore, this paper aims to determine the state of health and safety culture in the construction industry in developing economies and to assess their category on the safety maturity ladder using the Ghanaian construction industry as an example. This is to help construction companies in developing countries become conscious of the state of health and safety in the industry so they can be motivated to improve along the ladder. Design/methodology/approach In total, 250 contractors made up of 155 building contractor,s and 95 road contractors took part in the survey. The sample size was determined by Yamane’s (1967) formula with stratified simple random sampling technique adopted in selecting the companies in the survey. This paper also uses (Guttman Scale) Scalogram analysis to measure the state of health and safety culture in the Ghanaian construction industry. Findings The results show that health and safety culture of the Ghanaian construction industry is at the first level, the pathological stage. Even though Ghanaian contractors have health and safety policies and codes of conduct in place, safety is not seen as a key business risk. Consequently, management and most frontline staff do not emphasise the importance of integration of safety measures in the various activities on the site. Thus, safety is not seen as unavoidable and a part of the construction activity. Practical implications The findings of this study inform state authorities, consultants and contractors of areas that they need to focus more on improving health and safety culture in developing countries. This would go a long way in protecting construction workers in the industry. Originality/value This study, to the best of the authors’ current knowledge, is the first of its kind in the Ghanaian construction industry. The study brings to the fore the actual state of health and safety in the construction industry in developing countries such as Ghana. The value of the findings lies in the fact that it will provide the motivation for construction companies in developing countries to develop a commitment to safety, and to provide appropriate and effective safety improvement techniques to progress to the subsequent stages of the safety culture maturity ladder.

This article analyzes the current state of the construction industry of the Russian Federation at the federal and local (for example, the Republic of Tatarstan) levels. The features and trends of the construction industry of the Russian Federation (RF) are considered, taking into account the changes in the legislation affecting this industry. The authors analyzed the statistics of housing commissioning, the dynamics of lending and debt of construction organizations, in addition, the analysis of statistics of bankruptcies of companies. The key players in the construction market of the Republic of Tatarstan were studied, and their reliability rating was presented. Based on the results of the analyzed material, certain conclusions were formulated. Based on the findings, it was determined that in the Russian Federation the construction industry is experiencing some difficulties that require special attention from the state. However, at present the government is already taking certain steps towards improving the current situation. As it was revealed, in the Republic of Tatarstan, the construction industry has had a positive development dynamics over several years. In recent years, there has been an increase in housing commissioning. In addition, the government annually invests in the construction industry. Despite this, in Tatarstan there is a high percentage of bankruptcies of construction companies, the reasons for which are identified in this article.

The construction industry is considered one of the most hazardous industries especially in Mega projects, not only in developing countries but also throughout the world due to its unique nature. The hazards of this industry make it very essential to pay more attention to construction safety and to improve the safety performance of construction companies. However, safety is not a luxury but a necessity, and may be considered an important function to be used against unnecessary loss. International Mega Construction projects are likely to become increasingly common in the engineering and construction industry. A Mega-project as a high impact technically complex project which requires careful advanced planning, large projects are defined as those with construction work valued in excess of US $1billion. On such projects, there may be 60 large contracting organizations and 30 to 40 consulting companies. The construction workforce could total 45,000 personnel delivering over 10 million man hours of effort per month at peak periods, so there is a need of guidance material that can be used to improve the management of health and safety(H&S) throughout these type of projects. Thus the aim of this paper is to identify the H&S considerations that are related to Mega Construction Projects. To achieve the aim of this paper a literature review analysis has been performed where more than hundred research paper that have been published from 1998, to 2018 have been analyzed. Findings of this paper have managed to identify the nature of mega construction projects, the root causes of accidents and the consequence of poor health and safety management in mega construction projects. This paper is considered of value to construction project officers and Project managers working in mega construction projects in Egypt and MENA region.

Health and Safety (H&S) is a professional approach to substitute harmless and vigorous work conditions for any industry. The construction industry is of utmost importance because it is associated with elevated accident rates compared to the other sectors. To some extent, cultural progression is also reliant on communication among all the groups inside a corporation. Effective communication happens in a construction corporation, among upper management and the employees arbitrated by the supervisors. Therefore, if the construction supervisor's capabilities are ignored, the plans to progress the satisfactory H&S culture may be unsuccessful. The aptitude for conducting H&S induction training to employees is one of the construction supervisor's abilities, and in developing countries, the supervisor's capabilities are ignored. Moreover, the organization's eagerness on H&S, which corresponds to the induction training, is relatively less. The current research reports an examination to analyze how the supervisors possess H&S capabilities and skills to oversee site H&S induction training to workforces successfully. For the analysis, Pakistan's construction industry was targeted, and numerous construction firms were contacted in this regard. The data for the intended objective was accumulated through talks and surveys with site supervisors in construction companies of various extents from all over Pakistan. The outcomes exposed insufficient training, an absence of management dedication, and an inadequate familiarity or usage of visual/audio communication assistance by construction companies in Pakistan. Thus, it is suggested that there is a need for the supervisors to understand the use of multilingual skills and current technologies to assist valuable site H&S induction training that can progress a path towards an optimistic H&S culture.

Managing health and safety on construction sites has always been a challenging issue faced by the Nigerian construction industry. Safety conditions on the construction sites depends on type or nature of work to be carried out and the management make commitment to implement safety projects concerning construction. There are no requirements assigned for implementing a security management system by the Nigerian government. Construction industries lacked a framework to implement security regarding projects on construction sites. Developing a Safety Framework can help professionals involved in carrying out construction works, implement and improve safety practices in executing their projects on sites. This study presents the development of a structure for implementing an effective health security on construction sites. An extensive review of the literature was carried out to design an appropriate security framework. The results underscore the requirement for competent personnel who must be appointed to ensure safety on construction sites. Finally, a security framework was developed in which companies can accept and adhere. The results of this research will help Nigerian construction companies to improve safety on construction sites.

Safe and healthy working conditions are a legal obligation in most countries. They can also serve as an investment in a healthy business that can lead to positive economic effects. Accidents at work and occupational diseases are neither predetermined nor unavoidable-they always have causes, which are preventable in many cases. International research on the return on investments in prevention proves that every euro invested in safety and health generates a potential benefit of more than two euros in positive economic effects. By building a strong prevention culture, these causes can be eliminated and work-related accidents and occupational diseases are prevented. In this paper, the Health and Safety (H&S) guidelines along their practical approaches of the Construction Sector in Cyprus are presented and evaluated. The applied methodology for the evaluation of the current H&S state is also presented. Through the evaluation, suggestions for future improvements are presented and discussed.

The relevance of the research topic is due to the fact that construction companies in a difficult period in 2020 faced risk problems and many construction companies declared themselves bankrupt during this period. The globalization of the modern world defines more and more severe challenges for national economies around the world. Taking into account the modern patterns of development of the world economy, it is important for the national economy of each state to have a competitive advantage, thanks to which it will develop. The purpose of this article is to analyze the current state of the construction industry both in Russia and throughout the world, analyze existing problems, and develop measures aimed at solving them. In studying the economic situation of this industry, indicators such as volume dynamics were considered. construction works and the dynamics of the number of construction organizations. In addition, the work identified factors that limit the activities of construction organizations and the prospects for the development of the construction industry both in Russia and around the world. This paper defines actions to solve the problems of the construction industry, and also determines the expected results of the implementation of these measures. The construction industry also sets the level of economic development, is a very important sector in the economy of many countries of the world. The development of construction services all over the world has been gaining momentum in the past few decades and is developing very dynamically. However, the construction industry is very sensitive to even minor fluctuations in the global market. The subject of the research was the cause-and-effect relationships of the problems and prospects for the development of the construction industry both in Russia and at the global level in the context of the economic transformation of the world economy. In this paper, using SWOT data analysis, the strengths and weaknesses of the construction industry, threats and opportunities of the external environment in the modern conditions of development of both the Russian economy and the international market are analyzed. A working hypothesis of the study was formed. This hypothesis was tested in the framework of a scientific and practical seminar with the participation of representatives of universities that are engaged in the development of the construction industry, as well as with the participation of heads of construction companies. The article describes the current state of the construction industry in modern conditions of development both in Russia and abroad. A hypothesis is put forward about the impact of the crisis on the current state of the construction industry of the world market, measures are proposed to solve the identified problems of the development of the construction industry in Russia within the framework of the coordinated work of the authorities, universities of the country and business.
