In the article, authors considered the relationship between the priorities of the regional policy of theRussian Federation, the applied instruments, and the corresponding financial flows. The study was conducted on the basis of the analysis of normative legal acts of the Russian Federation in the field of regional policy, budget policy and strategic planning, as well as strategic and program documents of the Federal level. The authors paid special attention to the instruments of stimulation of regional economic development. The authors came to the conclusion that the successful implementation of regional policy is hampered by the problems associated with the incompleteness and inconsistency of the system of strategic planning documents, the lack of interdepartmental coordination, the redundancy of the number of incentive mechanisms, the complexity of managing financial flows from various sources, and the gaps in information support. The findings of the study were tested on the example of the Primorsky Krai. According to the analysis, the authors have formulated recommendations for public authorities aimed at improving the effectiveness of incentive mechanisms of state regional policy.

Slow transformations in socio-economic development of Ukrainian regions in the context of public authorities’ decentralization policy show poor efficiency of both state regional policy in general and regional policies of territories’ development in its former forms. This activates discussions and search for more efficient and adequate approaches to management of spatial development in the context of implementation of European integration course, taking into account the experience of European Union. The paper aims to outline the nature of modern role of regions in the context of regional policy and to reveal and explain the trends of practical implementation of new regional policy in the EU with further development of recommendations for authorities to be considered in strategic governance of territorial development in Ukraine. The nature of modern role of regions in the context of regional policy is outlined and conceptual foundations of new EU regional policy are defined. Special attention in paid to the increasing role of local actors and public authorities’ decentralization in the process of regional development governance. The trends of forming and implementation of new regional policy in the EU are revealed and specified, including the compliance with the established European values, interrelation between the goals of the policies of EU regions and cities with stimulation of economic growth and improvement of the quality of life based on strategic investment; structural changes in forming of European budget, innovative imperative of EU regional development and strengthening of external integration of regions. Based on the analysis of European experience, the lessons for authorities responsible for state regional policy of Ukraine are outlined. Targeted recommendations for state authorities are suggested to be taken into account in the process of forming and implementation of regional development strategy in conditions of decentralization of authorities and ongoing European integration processes. Special role is paid to the need to apply “soft” measures of regional policy that contribute to more extended attraction of informal institutes and creation of conditions for involvement of all regional actors into the process of making and accomplishment of management decisions.

The present research featured the issue of regional strategic planning as part of Russian economic system. The research objective was to study the role of strategic planning in improving the sustainable development of local economy. The study was based on the methods of analysis, synthesis, and grouping. The Strategy of Economic Development of Kuzbass through 2035 turned out to be more relevant in its content than previous strategies. The analysis of regional typology helped to identify a wider range of problems that aggravated or appeared over time. The problems were formulated as key priorities aimed at improving the life of local population and boosting the economic growth. The author believes that the main goal of the state regional policy is to reach and maintain a high level of economic development of the region. Regional policy is a set of legislative, administrative, and economic measures aimed at improving the quality of life and productive in the region. The state regional policy has the same economic orientation for all regions, which should be regulated by strategic planning, thus increasing the level of sustainable economic development.

Introduction. The issue of institutional legal support of formation and implementation of the budget policy of territorial development is extremely important at the present stage of the state development and decentralization processes that are taking place. The purpose is to study the institutional and legal support for the formation and implementation of budget policy for the development of the territories of Ukraine and to develop proposals for reforming the system of inter-budgetary relations and changes to the basics of budget regulation. Results. It was determined that subsidiarity is one of the key principles of organization of functions in the sphere of public administration, which is one of the main principles of organization of power institutions. The main directions of reforming the administrative and territorial structure of the country are outlined. The basic legislative acts which today form the legal basis for forming the budgetary policy of territorial development in Ukraine in the context of decentralization and reform of public finances are analyzed, namely the laws on amendments to the Budget and Tax Codes of Ukraine. The main priorities of the state regional policy were investigated according to the Law of Ukraine "On the Principles of State Regional Policy". Definition of powers of subjects of the state regional policy, directions of coordination of activities of the governing bodies of different levels and mechanism of their financing are considered. The reform of the system of intergovernmental relations is analyzed in detail. Conclusions. Creation of a decentralized territorial development policy requires usage of a systematic approach that targets directly all participants in the process with institutional compliance and mandatory state-level delegation of mandate.

The article considers the problem of reforming national finances at the present stage of economic development, taking into account the features of the functioning of the national economy and fiscal threats. The purpose of this work is to determine the strategy for reforming the fiscal system and substantiate the main directions of its development. The relevance of the study is due to an integrated approach to the formation of fiscal policy, including both its main components: tax, budget, debt policies, and the need to improve the mechanism to ensure their effectiveness. To implement this mechanism, it is necessary to use both innovative methods of planning and forecasting fiscal flows, and to modernize the legal framework that strengthens the foundations of managerial decisions in the field of finance. Based on the goal, a comparative assessment of the forecast and actual scenarios of the development of fiscal relations in the republic was carried out, the most acute points of fiscal policy formation were analyzed: social payments, tax administration, budget financing, debt obligations, information support for the movement of financial flows. Based on the results of the research conducted in the article, conclusions and suggestions are made regarding all areas of improving fiscal policy as the basis for ensuring an effective national financial management strategy. Priority measures have been identified to reduce the negative impact of risks on the stability of the fiscal system. Instruments of regulatory impacts on negative economic and social trends are determined by the choice of areas of strategic management and the mechanism of their organizational support. Scientific novelty lies in the substantiation of a set of elements of fiscal policy as the basis for developing a strategy for managing national finances that takes into account the increase in the social and economic efficiency of using the financial resources of the state.

Construction occupational accidents are often attributed to workers’ having an insufficient perception of how their actions influence safety in the construction site. This research explores the relationship between safety climate (SC) and personnel safety behavior (SB) of construction workers operating on building construction sites in Taiwan. The study discovered a significant positive relationship between SC and SB of Taiwan’s building construction sites, and in turn SC level had a positive impact on SB participation and overall safety perceptions. The higher the SC cognition of Taiwan’s building construction workers, the better the performance of SB was found to be. The dimension of "safety commitment and safety training" had the greatest relationship with SB. Safety training also had a deep impact on the cognition of SB. Therefore, the organizational culture and attitudes to safety coupled with the successful implementation of safety education and training can effectively enhance SC and worker SB on building construction sites in Taiwan, thereby potentially reducing the impacts of the underlying organizational factors behind safety related incidents.

The dramatic growth of online education over the past two decades is requiring colleges to make a shift from fragmented approaches to program planning and implementation towards a framework integrating both into a coherent support system. This article provides an overview of an emerging holistic framework for planning and implementation of online programs calling for shared strategic planning needs assessment strategies, and establishing program consensus. Guided by a program vision, curriculum and instructional strategies are identified along with internal and external supports needed for successful implementation. The framework suggests demand-driven strategic planning, benchmarking approaches to implementation practices, and interactive feedback to ensure effective program planning and implementation.

Right to Information (RTI) Act emerged as a powerful instrument for taming corruption in the functioning of public authorities by promoting transparency and accountability. The Act has completed ten years but the challenges hindering the successful implementation of the Act are still looming large. The Act is slowly moving away from its goal owing to many factors, such as lack of awareness, improper maintenance of records, poor compliance to public disclosure of information mentioned under Section 4 of the Act, inconvenient fee depositing mechanism, lack of sustained training mechanism for employees, misuse of the Act, pendency of appeals before Information Commissions and lack of legislative measures for protection of whistleblowers. For making the Act a success, it is essential to conduct massive awareness campaigns for citizens, to maintain proper official records for facilitating provision of information under the Act, ensuring suo motu disclosure of information mentioned under Section 4 of the Act, use of information and communication technology in the implementation of the Act, making available convenient fee depositing options, conducting training programmes for officials involved in the implementation of the Act, and, finally, enacting a strong whistleblowers’ protection Act.

The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

The article discusses the features of the introduction and use of modern information technologies in the management activities of state institutions. The role of the state in the regulation of information activities in the context of reforming the territorial organization of power has been clarified. The content and scope of the concept of "public management of information flows" has been determined, as well as the main tasks of ensuring information activities of public authorities. The classification of national interests in the information sphere according to their subjects has been carried out. The concept of information support in various scientific sources covering its purpose has been determined. Provided, the classification of management information according to certain categories. Tasks are proposed to overcome the negative influence of factors and ensure the effective work of state authorities of Ukraine in the field of information activities. Mechanisms for regulating the use of information potential in order to ensure the effective functioning of information policy in the field of public administration are given.
