The author showed that the modern Western world is facing an extremely important fork in the road, meaning the choice of a further path and ideology of development and a new system of values and social motivation. It is argued that the leading cause of the crisis is the inhibition of the innovative development of modern civilization, which made impossible the neocolonial exploitation of the rest of the world, using innovative superiority. Also, the author showed that a severe problem of the West is the stimulation of growth of quality of life standards and lowering the cost of labour. The paper presents options for responding to this crisis — military suppression of competitors, innovative breakthrough, self-isolation, and information and social manipulation.

Will immigrant minorities change the Western world? Two decades ago this question seemed irrelevant as it was expected that the West will change the world in its image. Today, the same question is perceived as rhetorical. The answer is obvious, and the dispute is merely over directions, extent and possible consequences of future changes. The center of this dispute is the multiculturalism – the concept, policy and praxis praising diversity of cultures and denying any of them a vested right to dominate not only in the world at large, but even in a particular country. The assessment of its perspectives presupposes a variety of research approaches in view of its complexity. In the present article only one of them is be used for the analysis focused on the employment of immigrant minorities from the world's South. The viability of such approach is based on two circumstances. Firstly, the employment indexes considered in ethnical context belong to the most important characteristics of ethno-social structure of a society. Secondly, the availability of broad statistical information about employment allows for resting upon empirical data, possibly avoiding a needless bias toward purely theoretical constructions.

Specifics of present moment of historical development is cardinal change of a geopolitical picture of the world. The period of partnership between Russia and the West came to an end. Partnership is succeeded by new structure of the international relations which will be constructed on much more pragmatic basis. At the same time it is obvious that the unipolar world was absolutely not effective. This world finally disbalanced all system of the international relations that was expressed in the number of the regional and local conflicts unprecedented before, and in return in the last two years of direct confrontation between Russia and the West.

The increasing number of problems that need to be addressed in the hospital sector calls for innovation in this field. It brings us the need to find cost-effective and memory-efficient solutions to handle the vast data and sector it into essential information to operate on the patient. There used to be many systems to manage clinical records which are fixed at a place. It is quite complicated to get the information and make this data available at a patient's bedside. This leads to a considerable amount of wasted time in moving to those storage PCs and also the cost afforded is comparatively high. A computer system that controls and accomplishes all the data in the hospital database to provide effective healthcare is called hospital information system (HIS). The introduction of HIS made billing and inventor easier for the staff. This paper discusses diverse methods that improve the cost, demands of HIS, and provide techniques to function efficiently using wireless networks. Also, the paper gives a comparative study on different aspects such as cost, quality of service, transportation, and security. A new system is proposed by combining the wireless healthcare system along prioritized alert notification.

The Limestone Massif of northwest Syria has the largest concentration of late antique churches in the world. All date from between the second half of the 4th century and the first decade of the 7th century and are remarkably consistent in their conformity to a recognizably ‘Syrian’ architectural style. Almost without exception they are apsed basilicas varying only in terms of size and the quality of decoration.This region was extensively surveyed in the 1950s by Georges Tchalenko, whose monumental three-volume study Villages antiques de la Syrie du nord remains the definitive work on the area. Of the many ecclesiastical buildings included in this survey Tchalenko identified a group of approximately 45 churches possessing a bema. The bema is a horseshoe-shaped structure in the nave that mirrors the curve of the apse. Entered via steps at the east end, it provided benches for the clergy and a pulpit at the west end that was used for scriptural expositions and homilies.

The right–left dimension is ubiquitous in politics, but prior perspectives provide conflicting accounts of whether cultural and economic attitudes are typically aligned on this dimension within mass publics around the world. Using survey data from ninety-nine nations, this study finds not only that right–left attitude organization is uncommon, but that it is more common for culturally and economically right-wing attitudes to correlate negatively with each other, an attitude structure reflecting a contrast between desires for cultural and economic protection vs. freedom. This article examines where, among whom and why protection–freedom attitude organization outweighs right–left attitude organization, and discusses the implications for the psychological bases of ideology, quality of democratic representation and the rise of extreme right politics in the West.

The capitulation of China to the Western powers' military, commercial, and diplomatic offensive by 1860 removed the immediate formal façade of resistance to improved Sino-western relations which the West had sought. Not so easily removed were the endemic institutional and cultural obstacles to China's understanding and effective handling of foreign affairs which accompanied these expanded relations. Increased involvement with the West, both at the capital and in the provinces, generated more complex problems and renewed suspicion which made a practical knowledge of the Western powers and their behavior all the more urgent. Yet in a society which had consistently underestimated and depreciated the importance of the West, the requisite knowledge of the Western world did not lie readily at hand, and specialists in foreign affairs were few. This article examines the career of one foreign affairs expert in this critical period. Its purpose is twofold: First, to illuminate the origins and quality of ‘foreign affairs’ expertise in China, broadly defined here as the understanding and dealing with the West (including the knowledge of foreign activities and policies in China, of characteristics of, and distinctions among, foreigners and foreign nations, and policies with respect to foreigners); and second (and closely related to the first), to examine the role and significance of the specialist in Chinese society.

OpenStreetMap (OSM) is the largest spatial database of the world. One of the most frequently occurring geospatial elements within this database is the road network, whose quality is crucial for applications such as routing and navigation. Several methods have been proposed for the assessment of OSM road network quality, however they are often tightly coupled to the characteristics of the authoritative dataset involved in the comparison. This makes it hard to replicate and extend these methods. This study relies on an automated procedure which was recently developed for comparing OSM with any road network dataset. It is based on three Python modules for the open source GRASS GIS software and provides measures of OSM road network spatial accuracy and completeness. Provided that the user is familiar with the authoritative dataset used, he can adjust the values of the parameters involved thanks to the flexibility of the procedure. The method is applied to assess the quality of the Paris OSM road network dataset through a comparison against the French official dataset provided by the French National Institute of Geographic and Forest Information (IGN). The results show that the Paris OSM road network has both a high completeness and spatial accuracy. It has a greater length than the IGN road network, and is found to be suitable for applications requiring spatial accuracies up to 5-6 m. Also, the results confirm the flexibility of the procedure for supporting users in carrying out their own comparisons between OSM and reference road datasets.

Today in Ukraine and the world, the problem of energy saving and reducing the cost of smelted steel is state of art. Metallurgical enterprises are developing in conditions of fierce competition, the main reason is that Ukrainian products are extremely energy-intensive due to the depreciation of fixed assets and outdated technological processes. The basic oxygen furnace process is a process of producing steel from liquid cast iron with the addition of steel scrap to the converter and blowing oxygen from above through a water-cooling lance. Nowadays, the production of steel by BOF process is the most popular in the world and is becoming increasingly common. The main disadvantage of the basic oxygen furnace is the need to provide the initial amount of heat (in the form of liquid cast iron) and as a consequence - restrictions on the processing of scrap metal. Reducing the cost of basic oxygen furnace steel is achieved by increasing the share of scrap metal by increasing the degree of afterburning of CO to CO2 in the cavity of the converter, by optimal control of the parameters of the blast mode using model-predictive control. The principle of model-predictive control is based on a mathematical model of the plant. This approach minimizes the functional that characterizes the quality of the process. The linear-quadratic functional was chosen. A forecasting model is proposed taking into account the constraint on changing the position of the lance and the pneumatic oxygen supply valve. It was found that the change in the rate of decarburization of the metal depends on the distance of the lance to the level of the quiet bath and affects the degree of afterburning of CO to CO2. The decarburization process is non-stationary, described by a first-order inertial model, the transfer coefficient and time constant of which depends on the melting period and the duration of the purge. The mathematical model of the blast mode of oxygen-converter melting has been improved, taking into account the influence of the blast intensity on the decarburization process of the bath, which allowed to increase the accuracy and quality of blast control in terms of changing oxygen flow during purging. The simulation results of the automatic control system show that the model-predictive regulator provides the required level of carbon dioxide in the converter gases when the flow rate of oxygen for purge changes.

Islam with its culture has been running for approximately 15 centuries. In such a long journey there are 5 amazing journey centuries in philosophical thought, namely between the 7th century to the 12th century. During that time, the Islamic philosophers thought about how the position of humans with others, humans with nature and humans with God, using their minds. They think systematically, analytically and critically, thus giving birth to Islamic philosophers who have high abilities because of their wisdom. Islamic philosophy grows and develops in two different areas, namely philosophy in the Masyriqi region (east) and philosophy in the Maghreb region (West). After Islam came, the Arabs controlled the areas of Persia, Syria and Egypt. So that the center of government moved from Medina to Damascus. At that time, two major cities emerged that played an important role in the history of Islamic thought, namely Basra and Kufa.Islamic philosophy in the eastern part of the world is different from the philosophy of Islam in the western world. Among the Islamic philosophers in the two regions there were differences of opinion on various points of thought. In the East there are several prominent philosophers, such as al-Kindi, al-Farabi and Ibn Sina. While in the West there are also some well-known philosophers, namely, Ibn Bajah, Ibn Thufail, and Ibn Rushd.

This paper describes the original technology of biogas purification to bring it to the optimal parameters of motor fuel. For the first time, as a filler in a purification filter the use of a natural mineral – zeolite – has been proposed. Biogas is obtained by processing organic animal waste, in this case cattle manure, in an anaerobic psychrophilic plant. In turn, the psychrophilic anaerobic technology was developed by the authors on the basis of the road department of the M. K. Ammosov North-Eastern Federal University. Even a partial transfer of technology to biogas would reduce the consumption of liquid petroleum fuels in the agricultural sector. As a result, a reduction in the cost of transporting of a liquid fuel would provide release of significant funds that can be spent on solving other problems. The manual is intended for students of motor and agro-feminine orientation, undergraduates, graduate students, teachers.
