The article considers the key elements that influence the mechanism of formation of the system of intra-cluster interaction. The article analyzes the competitiveness of the national economy as one of the system-forming factors, the mechanisms of self-organization of cluster formations, the properties of integration and cooperation of the participants of cluster formations, and it analyzes the structure of cluster system connections and develops the principles of state policy to promote the development of cluster formations.

Introduction. The reintegration of migrant workers is the renewal and accelerated development of ties between the individual and the society, the economic and cultural systems, the restoration of the impact of the individual on socio-economic, socio-cultural and political processes and phenomena, increasing participation in the processes of sustainable development on the basis of introducing elements of economic culture countries of pre-migration. The methodological bases for improving the mechanisms of reintegration of labor migrants should be assessed on the basis of available political and legal support. The problem of labor migration has now taken on a national scale, which brings it out of the limits of the influence of any organization, cluster or individual state authority. The formulation of a strategy for regulating labor migration should be made on the basis of the status of this problem as a national one, therefore, requiring macroeconomic regulation, which will be supported by a strong institutional and regulatory framework. The purpose of the paper is to substantiate the method of reintegration of Ukrainian labor migrants in the context of state migration policy. Results. Theoretical aspects of reintegration of labor migrants are covered. The content analysis of the legal acts of the President of Ukraine is carried out. A number of significant legal acts that have or can have a significant impact on state migration policy are characterized. The peculiarities of the functioning of the central executive body, which implements the state policy in the sphere of migration, and the recent changes in determining the range of subjects of formation and implementation of the state policy in the sphere of labor migration are analyzed. The importance of regulating the issue of investments earned during the emigration of funds into the national economy is substantiated. Conclusion. According to the conducted research, the method of reintegration of Ukrainian labor migrants in the context of the state migration policy is formed under the influence of debates about the factors, directions and forms of support of the respective processes by the state authorities. We believe that the main disadvantage of reintegration institutional support is the lack of a unified approach to the role and importance of repatriates for the sustainable development of the national economy. In our opinion, this approach should be consolidated in the form of the Law of Ukraine with a clear definition of the subjects of assistance to repatriation and reintegration of labor migrants, as well as to strengthen with additional measures of informational, organizational character, tax privileges for investing the money earned abroad for search, development of employers of skilled migrant workers returning to Ukraine.

The article is devoted to the analysis of leading practices of introduction of mechanisms of ecological progress of national economy. It is established that ecological progress is carried out by reducing the level of greenhouse gas emissions, the introduction of programs to preserve the environment and the viability of ecosystems, increase the consumption of renewable energy. As the main sources of greenhouse gas emissions in Ukraine are industry, energy and transport, it is important to implement mechanisms for ecological progress of the national economy, taking into account the successful world experience, which will allow to adapt effective mechanisms in Ukraine. The purpose of the article is to determine the effective mechanisms of ecological progress of the national economy and the formation of recommendations for its provision, taking into account the experience of leading countries. To achieve this goal, the following tasks were set: to identify indicators of environmental progress, to analyze indicators of indicators of environmental progress in Ukraine and leading countries, to explore effective measures to ensure environmental progress of leading national economies. The main methods used in the study - systematization, comparison, analysis, synthesis, generalization. To compare the ecological progress of national economies around the world, we chose the main indicators that provide an opportunity to assess the ecological progress of the national economy, namely: the index of environmental efficiency, total greenhouse gas emissions per $ 1,000. GDP, Environmental Index, Ecosystem Viability Index, Share of Renewable Energy Consumption, Existing Environmental Agreements. According to the results of the study of state policy of the leading countries of the world, the main measures of the state authorities of Ukraine and the leading countries of the world in the direction of ecological progress have been determined. According to the results of the study of measures on ecological breakthrough in the leading countries, a number of recommendations have been formed for Ukraine on the formation (formation) of components of ecological progress in the economy, taking into account the functions and responsibilities of public authorities. These recommendations should be used in the process of forming state policy to ensure sustainable development, stimulate and support the introduction of innovative environmental technologies in the economy.

The relevance of the technological competitiveness of the national economy at the present stage of Ukraine's socio-economic development is grounded. The purpose of the article is to justify strategic priorities for the technological competitiveness of the Ukrainian economy. The study uses a scientific method of analysis and synthesis to justify the strategic tasks and strategic priorities of the state policy of technological competitiveness strengthening. The principles of state policy to ensure the technological competitiveness of Ukraine's economy are defined. The purpose of the state policy of ensuring technological competitiveness of the national economy is defined as strengthening of external and internal technological competitiveness through the development of internal competition and strengthening of production competitiveness on the basis of advanced technological innovations and information technologies, systemic support of elements of innovation infrastructure, formation, and realization of intellectual and human resources potential of technological economic development. The paper shows that modern policy of ensuring technological competitiveness of Ukraine's economy is formed in conditions of the modern challenges of global competition, namely the influence of global crises and financial and economic instability; increase of external expansion through globalization processes, development of information economy; pressure of the country's debt obligations; the growth of import dependence; high external labor migration activity; disruption of economic development through military conflict and hybrid attacks; critical disparities of regional development. The strategic priorities of state policy for the technological competitiveness of Ukraine's economy are defined: intensification of technological development of economy, growth of the general level of innovation activity, formation of the competitive intellectual property market, development of infrastructure for support of technological innovations, improvement of the resource provision of innovation activity.

The article is devoted to the development of the organizational and economic mechanism for the implementation of the state policy for the restoration of the spheres of life in the post-conflict territories of Ukraine. Methods. To solve the set tasks, the essence of the organizational and economic mechanism for implementing the state policy of restoring the spheres of life in post-conflict territories of Ukraine was investigated and clarified, the methods of interaction between the government and local self-government bodies with key participants in local development were analyzed and systematized to maintain the efficiency and competitiveness of the region, the organizational and information support of the mechanism was substantiated. As a result of the study, an approach to the formation of an organizational and economic mechanism for the implementation of the state policy for the restoration of the spheres of life in postconflict territories of Ukraine was developed, a feature of which is the transformation of the emphasis on strengthening the institutional framework for creating dialogue, interaction and strong relationships between participants in post-conflict reconstruction from the state and communities in order to overcoming social and economic tensions accompanying post-conflict development. The proposed organizational and economic mechanism for implementing the state policy of restoring the spheres of life in post-conflict territories of Ukraine goes beyond its traditional understanding (with an emphasis on physical restructuring), takes into account the methods, levers and tools aimed at building inclusive institutions, spaces for dialogue between the state and participants in post-conflict reconstruction , the population, which helps to establish the relationship between economic and social life in the peaceful and post-conflict territories of the country, to overcome disproportions and alienation in the process of reintegration of territories into the national economy. The proposed mechanism makes it possible to overcome the economic problems of the affected territories and accelerate their reintegration into the national economy.

The article focuses on the relevance of identification and typology of modern risks and threats to the economic security of Ukraine. According to the nature of modern risks and threats, they are classified as hybrid. The hybrid nature of modern threats to Ukraine’s economic security necessitates the application of new approaches to the formation and implementation of state policy to ensure the economic security of Ukraine’s national economy. It is shown that the economic security of the state is a complex dynamic system that requires constant monitoring and management of resilience to internal and external threats in order to ensure a positive impact on socio-economic development, improve macroeconomic development, ensure quality and necessary structural changes and institutional reforms. formation of the system of competitiveness of the national economy. Under such conditions, the general goal of state policy should be to improve Ukraine’s economic security system, ensure a higher level of its resistance to the impact of hybrid risks and threats, factors and conditions of globalization and the world order. The elements of the state policy of economic security of Ukraine are determined, namely – the initial conditions, the purpose of state policy, goals and principles of policy, directions of formation of the system of counteraction to security threats, financial-resource and organizational-managerial support. The practical significance of the research results is that the immaturity of the integral system of economic security of the state is identified, which is due to the imperfection of the institutional environment, the imbalance of its structure, the predominance of the role of informal institutions over formal ones. The scientific novelty of the study is to substantiate the conceptual provisions of state policy to ensure the economic security of the state in the face of non-standard hybrid risks and threats.

The article deals with the technological aspects of the mechanism of formation of local budgets in Ukraine, which is an important tool for state policy, the development of administrative and territorial units, and ensuring an adequate level of living standards. On the basis of the analysis carried out by the authors, it was revealed that the mechanism of formation of local budgets does not correspond to the current trends, therefore the components of legislative and regulatory support are systematized and the potential of their use for the changes of the existing mechanism is revealed. The technological aspects of the formation of local budgets are considered, namely, the composition of local budgets is determined, and at the expense of which the local budget is formed by the legislative base. The features of the mechanism of formation of local budgets and the main organizational and technological procedures for its development are determined. The authors highlighted the main shortcomings of the existing mechanism for the formation of local budgets, namely, the absence of a procedure for forming the income and expenditure part of local budgets. It is determined that local budgets of Ukraine are more dependent on intergovernmental transfers than local budgets of EU countries, the volume of transfers and their share in the organization of local budget revenues is constantly increasing. In this work, the authors proposed measures to eliminate the problems of the formation of local budgets.

At the current stage of digital transformations for Ukraine as a European state, an extremely necessary task is to mobilize the potential of the information sphere to ensure sustainable development of the national economy, the entry of countries on such indicators of socio-economic development that allow equals to join the modern European economic system. In the article, the author finds that the development of the information sphere is inextricably linked with the state of implementation of modern information technologies, which are intensively penetrating the socio-economic system, playing an important role in the globalization transformation processes of Ukraine’s economy. The integrated assessment of the development of the information sphere of the Ukrainian economy allowed to identify its main features and current problems: low competitiveness of the information sphere; insufficient use of innovations and outdated fixed assets of information enterprises; low productivity and work motivation; reduction of capitalization of enterprises and, accordingly, problems with attracting the necessary resources and investments; there is a lack of qualified engineering and technical personnel who contribute to the creation of a sufficiently favorable and competitive environment for the relevant producers of information products, promoting the coherence of relations between socio-economic institutions in the information sphere; insufficient reliability and capacity of communication and telecommunications networks; lack of target character for the production of computer equipment; insufficient state support for projects in the field of informatization; lack of strategic framework for the implementation of informatization programs and projects within the National Informatization Program; the need to adapt the institutional environment that provides development in the field of telecommunications, television and radio broadcasting, other forms of mass electronic communication to the conditions of convergent development of these sectors of the information sphere; imperfection of legal levers to ensure media development; lack of system and integrity of guiding documents of state policy in the information sphere and others.
