At the current stage of digital transformations for Ukraine as a European state, an extremely necessary task is to mobilize the potential of the information sphere to ensure sustainable development of the national economy, the entry of countries on such indicators of socio-economic development that allow equals to join the modern European economic system. In the article, the author finds that the development of the information sphere is inextricably linked with the state of implementation of modern information technologies, which are intensively penetrating the socio-economic system, playing an important role in the globalization transformation processes of Ukraine’s economy. The integrated assessment of the development of the information sphere of the Ukrainian economy allowed to identify its main features and current problems: low competitiveness of the information sphere; insufficient use of innovations and outdated fixed assets of information enterprises; low productivity and work motivation; reduction of capitalization of enterprises and, accordingly, problems with attracting the necessary resources and investments; there is a lack of qualified engineering and technical personnel who contribute to the creation of a sufficiently favorable and competitive environment for the relevant producers of information products, promoting the coherence of relations between socio-economic institutions in the information sphere; insufficient reliability and capacity of communication and telecommunications networks; lack of target character for the production of computer equipment; insufficient state support for projects in the field of informatization; lack of strategic framework for the implementation of informatization programs and projects within the National Informatization Program; the need to adapt the institutional environment that provides development in the field of telecommunications, television and radio broadcasting, other forms of mass electronic communication to the conditions of convergent development of these sectors of the information sphere; imperfection of legal levers to ensure media development; lack of system and integrity of guiding documents of state policy in the information sphere and others. The article analyzes the current state and prospects of financial development of labor potential in Ukraine. The comparative analysis of financial support of labor stimulation in the leading countries of the world is carried out, the factors of stimulating and limiting influence on a condition of labor potential of the country are grouped. It is determined that the key problems hindering the development of labor potential in the country are the low level of development of the national economy, associated with a significant backlog of technological capabilities, moral and physical depreciation of fixed assets, the inability to create an innovative product with high added value. It is substantiated that in order to develop the national economy, the key condition is the creation of high-tech production that can ensure the competitiveness of its own products on the world market, which can be done only with adequate financial support to stimulate labor potential. It is proved that adequate financial support for labor incentives should be a key condition for the generation and preservation of labor potential necessary for the effective functioning of the national economy.

The scientific work is devoted to the coverage of problems and prospects of informatization of state administration and national economy, which is considered as a factor of innovative development of economy. It is shown that informatization makes it possible to reduce the cost of the national economy, to provide high efficiency of social management, to increase economic mobility (including investments, labor, resources, etc.). According to the author’s point of view, in modern conditions informatization should be considered not simply as a certain branch of state policy, or a set of measures, or a separate process, but as a result of economic activity of the national economy, which is able to satisfy the demand for information products and technologies. This happens under the influence of innovative transformations. The normative-legal and regulatory-technical support of the informatization process in Ukraine is analyzed. The provisions of the National Informatics Program have been evaluated. It is stated that in order to successfully implement the informatization policy, it is necessary to solve the problem of creating an attractive innovative climate. The problems of formation of attractive innovation climate in Ukraine and contradictions of organization of innovation process are described. The list of the main measures aimed at solving the problems of improving the innovation climate is presented. It is substantiated that the general model of regulation should be based on broadening the range of economic methods of stimulating innovative activity in the sphere of informatization, first of all in priority spheres and branches of the real sector of economy. The proposal on the feasibility of developing and adopting the State Targeted Economic Program for Informatization of Public Administration and the National Economy for the Period up to 2030 is justified. . Effective measures to stimulate and protect investment in the IT sector must be envisaged, as well as enhanced mechanisms for protecting intellectual property rights, taking into account the world-recognized principles and standards. The experience of EU countries on the use of tools to promote technology commercialization (including information technology) is analyzed. Proposals for the development of a draft law defining the general concepts of commercialization of information technologies and innovations in the field of informatization have been submitted. The list of elements of the process of commercialization of information innovations and information technologies is presented. Proposals for a set of economic instruments for stimulating customers (buyers) of information products and technologies of national origin are made.

The structure of the national model of social and economic development is considered in the composition of types and subtypes of the economic system, taking into account the types of macroeconomic policy and the sector of the national economy, the nature of institutional transformations and institutional changes in the national economy is described, types of modern transformations or choice of alternative development options are identified. The difference between institutional changes and institutional transformations is revealed, namely institutional transformations and institutional changes are associated with the replacement of institutions, but it is the result of the former that the institutions that predetermine the functioning of the main components (predetermining attributes) of the economic system are replaced. It has been established that as a result of institutional transformations, changes take place in the system-forming institutions that predetermine the nature and characteristics of social and economic development. The transformations that took place or are potentially possible are determined in the context of the problem of managing the socio-economic development of the Republic of Crimea. It is determined that in the case of institutional transformations, there is necessarily a specific bifurcation point, characterized by the occurrence of a certain event or group of events, and is the starting platform for a specific institutional transformation. A scheme of various variants (scenarios) of the passage of the bifurcation point in the process of development of the national economy under the influence of external and internal factors is constructed, and changes in the states of development of the national economy during the passage of the bifurcation point are determined. The internal critical instability of the current state of development of the national economy has been studied. It is determined that institutional changes without the flow of institutional transformations represent a combination of the replacement of institutions in certain areas or spheres of socio-economic development. At the same time, the bifurcation point is absolutely not an obligatory condition, as a result of which institutional changes can take place constantly, thus constantly modernizing the institutional environment, taking into account new agreements, decision-making features and many other factors.

The subject of this research is broadcasting in the modern digital age. The object is the modern Russian online radio broadcasting. The goal lies in examination of the role of online radio broadcasting in the modern Russian digital space. The author aims to trace the dynamics of the development of online radio broadcasting in Russia and abroad, summarize the conclusions of the Russian researchers on the development trends of online radio broadcasting in Russia for the past decade, analyze the current state of Russian online radio broadcasting with its positive and negative sides, make recommendation for optimization of the study of Russian online radio broadcasting. The novelty of this article lies in the analysis of evolution of the Russian online radio broadcasting in the context of modern trends of the Russian and US information space. The conclusion is made that online radio broadcasting occupies a special niche within the global and Russian digital information space for the two decades of the XXI century. The dynamically developing information technologies enhance the convergent nature of this type of media, contributing to its penetration into modern social networks through mobile telephony. The US statistical data indicate testify to the growing popularity of online radio broadcasting in the United States. Various Russian data indicate a decline in the popularity of radio broadcasting overall, but rise of popularity of online radio broadcasting among certain segments of the Russian audience. The Russian academic community should increase cooperation with the media research centers to arrange consistent sources of statistical information for optimization of the study of online radio broadcasting in Russia.

 The law is no longer a record of behaviors which shape  the live of society; instead the law is expected to reveal the new  powers which expect the prosperity of the society. As the result,  almost all aspects of life are tied by law. The law should also realize  that there are external factors which effect the law and in the  application in reality. In that way, when designing the law policy,  the designer needs to consider some aspects such as psychology,  sociology,  and  geography.  Concerning  on  the  development  of  national economy, Ibnu Khaldun stated that law system should be  based on religion rule for the reason that the law will organize the  economic  system  well  to  be  balance  and  develop  the  economic  productivity

The article considers the current state of the Russian language. Information technologies in the twenty first century present diverse forms of linguistic knowledge and modalities of knowledge quantisation in a linguistic sign. The Russian language develops from a standard, direct expression of thoughts to a nonstandard, psychologically complex, associative deep statement of thoughts. In the early nineteenth century, during the democratisation of the Russian language, a national genius, Alexander Pushkin, emerged. Thanks to him, the unique informational, cultural, and artistic evolution of the language took place. Nowadays, while democratisation and globalisation, processes which resemble the language evolution 200 years ago, are occurring. These processes suggest some patterns: overcoming stylistic disparity, changes in linguistic sign boundaries and semantic extension.

The paper attempts to outline the Polish National Broadcasting Council’s establishing and evaluating its activities. The author observes that after 1989, one of the most essential achievements of the Polish media market was the creation of the National Broadcasting Council (Krajowa Rada Radiofonii i Telewizji KRRiT), that laid the foundations for a new media landscape in Poland. In a broader perspective, despite being criticized, the National Broadcasting Council is to meet high expectations for the electronic media regulation, its impact on state policy in implementing cultural and educational tasks by the Polish community broadcasters. Concurrently, making mistakes and handling criticism was partly caused by the Council politicization bias, a large executive subordination that doesn’t comply both with the Law “On Television and Radio Broadcasting” and European practice. Notable, the success of community broadcasters, who value interaction with viewers and listeners, should be a model for audiovisual sector to emulate. The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.
