The main indicator of the readiness for future activity of penitentiary officers of the State Criminal and Executive Service of Ukraine is the professional competence. The problem of its formation study is urgent especially at present, when the whole penitentiary system of our country is being reformed.The purpose of the article is to determine the results of experimental verification of professional competence level of future penitentiary officers of the traditional training system. In order to achieve the purpose, there were used the study methods as questioning, testing, cadets and students' practical tasks in solving juridical situations, writing essays, interviews and others.The article presents the results of the study of professional competence level of future penitentiary officers of Ukraine, who obtain higher education at the first (bachelor’s) and second (master’s) levels of education. The professional competence level of future officers of the State Criminal and Executive Service of Ukraine was determined by cognitive, activity, motivational, motivational and volitional, axiological and professional and personal criteria.The provided study results of the status of professional competence formation of future penitentiary officers in the traditional training system indicate the need for methodological improvement of the training system which in the future will become the basis for the author's concept development for the graduate officers` training of the State Criminal ans Executive Service of Ukraine.Keywords: penitentiary officer, professional competence, service quasi-professional activity, criteria of the level of professional competence formation, professional development.

The article summarizes the arguments and counter-arguments within the scientific discussion on regulating the development of professional competence of trade workers, as the transformation processes taking place in the context of globalization and European integration put forward new requirements for personnel management at micro and macro levels. This is due to the fact that in the conditions of market development, the most significant transformations take place in the social and labor spheres. The main purpose of the article is to study the state and trends of trade in the context of ensuring the professional competence of employees. Systematization of literature sources and approaches to solving the problem of professional competence of trade workers shows that Ukrainian and foreign scientists have studied professional competence, but in modern conditions, there is a need for critical analysis of trade status and trends in the context of professional competence. The study of this issue was carried out in the following logical sequence: determining the results, forming the main tasks and areas of research on the main indicators of trade, and identifying trends in trade in the context of ensuring the professional competence of employees. The methodological tools of the study include the system of economic laws, concepts, and categories, and the fundamental provisions of modern economic theory and applied economics. An abstract-logical complex approach and methods of analysis and synthesis are the general methodological basis of the research. The trade indicators and trends in their development constitute the object of the study as they contribute to ensuring the professional competence of workers in this industry. The article examines the indicators of the condition and trends of trade and their impact on ensuring the professional competence of employees. The demand for specialties that can be realized in the longer professional activity in trade is investigated. A characterological table of general and professional competencies of management staff and salespeople depending on positions is developed.

This study addresses the issue of implementing a system approach during the  higher school specialists preparation, which effectively leads to their professional competence formation. The study results   of higher education teachers professional difficulties in the interaction  with the educational process participants are presented. The training technology on the system approach basis creates conditions for the learning process participants’ activities systemic organization, as well as for the system thinking skills and the system approach developing in cognitive, practical and other ongoing and forthcoming activities. An important factor in the future specialists’ professional competence formation  is an indicative basis formation for their future professional activity. The professional competence structure and components characteristic are given. Examples are also presented, that demonstrate the professional competence formation implementation with a focus on current society needs. There is a description of the students’ considerable professional competence increase after its formation methods correction.

The purpose of this study was to test the model of diagnostic assessment of the level of formedness of the competency of pedagogical staff to use teaching technologies when applied in the settings of formal and non-formal education and to see whether the model creates opportunities for designing a strategy for professional lifelong development of teaching staff. A convergent (computer-oriented and traditional) methodology was used in this study including: the methodology for examination of the motivation drivers of professional activity (K. Zamfir); “Square of Values” methodology by O. Murzina; methodology of self-assessment of vocational and pedagogical motivation, Bass’s questionnaire on orientations entitled “Personality orientations”, Henning’s methodology called “Structure of Interests”, Criteria Cognitive Aptitude Test. It has been proved that the majority of teaching staff demonstrated the imitative and reproductive level of formedness of the professional competency consistent with all criteria. It seems that educators strive for self-improvement and self-development in using teaching technology in formal and non-formal education settings. This study results can be well used either to develop the structure and content of the professional development or post-graduation programs for the teaching personnel at the instructional institutions or to assess of the level of formedness of the professional competence of pedagogical staff to use teaching technologies in the settings of formal and non-formal education. The study attempts for the first time ever to assess professionalism-related competency in using teaching technology in formal and non-formal education settings and to specify the value orientations, motives, needs, spectrum of knowledge, skills, and abilities comprising the level of proficiency in this area as it is viewed through the needs of the labour market.

Improving the professional skills of penitentiary personnel is a multifaceted process of obtaining additional knowledge to perform tasks and responsibilities within their professional activities. The article analyzes the main forms of personnel advanced training. The first is carried out in educational institutions of central executive bodies, local executive bodies (external form), and the second – in educational institutions of the State Penitentiary Service of Ukraine (internal form). When clarifying the content of the external form, attention is paid to the model of its implementation. The first model is a holistic system of advanced training, which ensures the unity of the educational process and adequate educational technologies. The second is a variational model, which means working on a certain side of the profession that needs to be improved. The third model – involves using special diagnostics with subsequent monitoring of acquired knowledge. The article details the advantages and disadvantages of the external form of advanced training. The internal form of advanced training provides the participation of educational institutions of the State Penitentiary Service in this process. The structure of bodies that provide advanced training within the State Penitentiary Service is revealed. Among its advantages is the possibility of involving experienced specialists of the penitentiary service in the training process, introduction of effective innovative technologies and motivation of service activity. The disadvantages of this form of education are also analyzed. The article states the combination of external and internal forms helps to increase the level of professional knowledge and skills based on best practices used in various spheres of professional activity of society and allows to maximize the professions in bodies and penitentiary institutions. Social worker‘s professional activity has been analysed from different viewpoints: the complexity of professional activity in the socio-cultural context of Lithuania is reflected by a complex character of clients' problems, multiple dimensions of the empowerment process, the novelty and the status of the profession in the community, public culture, etc. Social work is included in the list of risk professions, therefore, new and innovative ways of professional support are sought with the aim of professional risk prevention. One of them is supervision, or a professional relations counselling service. The service was first provided in the field of social work, which reflects the world tradition.The article aims to disclose the risk of professional stress in the social work process by actualizing the prospect of the use of supervision.The article presents an analysis of the data of the representative qualitative research. The research findings revealed that the process of social work was complex and full of surprises and tensions. Therefore, the line between good self-regulation skills and a burnout syndrome was unpredictable. The stages of planning, testing, and the review of the outcomes were identified as the most difficult, because they required reflection skills. Continuous improvement of self-regulation skills was necessary, which was the function of supervision as a form of professional competence improvement. Supervision cannot substitute for the support provided by one‘s colleagues, administration, the closest environment, or a priest, however, it can help to restore harmony, to reflect on one‘s professional experience, to name and to reconsider the stages of the process, to express the feelings experienced in the past and being experienced in the present, and to name the tensions arising between the professional and personal identities in the situation of intervention.

The article presents the meaning of the concepts of “professional and pedagogical activityˮ, “professional developmentˮ and shows that professional development is a multifaceted process of acquiring and using new knowledge, skills and qualities that are necessary for highly effective implementation of professional pedagogical activity. It is noted that professional development is a process of transforming the teacher’s individuality, aimed at self-improvement and achievement of acmeological peaks in professional activity; the features of professional and pedagogical activity of a teacher of higher military educational institution are singled out in the article. The stages of professional development of a teacher (choice of profession, professional education and training, professional adaptation, professional competence, professionalism, mastery and innovation) are analyzed. It is identified that self-improvement is implemented in two interrelated ways: self-education and personal development. A brief meaningful characteristic of these concepts is offered. The stages of self-improvement of scientific and pedagogical workers are characterized: the stage of self-knowledge (the initial stage of cognitive activity of a person), the stage of creating a personal self-improvement program (formation of goals and ideals for achieving one’s goal), the stage of implementation of self-improvement program (professional development implementation complex), the stage of control and regulation of self-improvement process (evaluation of achieved results). On the basis of theoretical analysis and selected results of the empirical research, the author offers advice for teachers of higher military educational institutions for their professional self-improvement. It is determined that constant improvement of professional skills is an important factor in the professional development of a scientific and pedagogical worker. In the article, based on the analysis of theoretical literature and own practical experience, the concept of resource- oriented learning in the high school is described. The author concept reflects the concept, purpose, essence, task, principles, perspective tasks and the main directions of development of resource-oriented teaching of students in institutions of higher education. The concept includes three interconnected concepts that contribute to the implementation of the leading idea of research: methodological, theoretical and technological.It is grounded that the implementation of the concept of RHE in higher education will ensure: a qualitatively new level of organization of the educational process in the ZOO; high level of formation of independent cognitive activity among students; a high level of professional competence of graduates for the successful realization of professional activity in a living environment in the information society; a clear orientation of students for independent acquisition of knowledge and ability to build knowledge; a clear orientation of students for education throughout their lives; increasing the effectiveness of RHO provided the use of facilities, methods, forms and pedagogical technologies RON; formation of a joint open educational environment of the ZOO; cooperation with various ZOO, educational institutions, libraries and dissemination of pedagogical experience of RON; development of network cooperation ZOO.

Social and political transformations in the Ukrainian society cause significant changes in the nature of service and combat activities of units, rescue and search formations of State Emergency Service of Ukraine, and, hence, the process of training professionals able to protect and ensure the safety of every citizen, society in general and the state as a whole needs modernization. The quality of the relevant tasks performance largely depends on the level of professional competence and psychological readiness of specialists of State Emergency Service of Ukraine to work in the conditions of danger and risk. The specificity of the professional activity of rescuers lies primarily in the fact that in terms of its intensity and duration it goes beyond the optimal parameters and makes increased demands on their mental and physiological capabilities. At the same time, the operational and tactical tasks performed are implemented due to actions associated with a certain risk. The daily work of SES specialists is classified as «the one with special conditions,» i.e. as extreme, harmful to health, and risky. Taking it into account, the process of training the cadets at SES higher schools ought to cultivate their readiness to come to the aid of people in risky circumstances, to save lives, overcoming the unpredictable consequences of emergency situations. The essence of psychological readiness of future civil defense specialists to work in risky circumstances in the context of the specifics of their professional activity is considered. Its successful implementation requires from specialists not only the formation of specific professional knowledge, skills, and abilities to apply them quickly and accurately (competence), but also constant and extreme concentration, mobilization, vigilance, efficiency of thinking and of responding to events, confidence in the correctness of decisions, in the success of their own actions (professionally important qualities), as well as the state of emotional and volitional stability and actualization of their intellectual and personal potential in decisionmaking and direct activities in extreme situations, reflecting the connection with various aspects of personal regulation, including rationality (psychological readiness). The authors give grounds for the necessity of introducing into the educational process of higher educational institutions of the State Emergency Service the pedagogical system of formation of cadets’ readiness for professional activity and the expediency of creating appropriate psychological and pedagogical conditions for increasing the effectiveness of this process (continuous improvement of the pedagogical skills of the teaching staff; active use of innovative service and combat experience of fire and rescue formations; improving psychological training by modeling stressors that affect personnel in hazardous circumstances and extreme situations; taking into account the individual psychological characteristics of cadets; moral and material stimulation of cadets ‘activity in ordinary and, especially, in extreme situations related to risk to life), aimed at ensuring their optimal preparedness to work in risky (extreme) circumstances.
