The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.

The article presents the results of evaluating selection and breeding work in reindeer farms in the Arctic zone of the Russian Federation. The research was carried out by general scientific methods of historical, statistical and expert analysis. It is noted that at present, 4 breeds of reindeers are officially registered in Russia: Nenets, Chukchi, Evenk and Even. As of the beginning of 2020, the breeding base of northern reindeer breeding includes 26 farms. The article analyzes the state of selection and breeding work in the regions. All breeding farms of the Arctic zone work according to long-term and annual work plans agreed with the Ministry of Agriculture of the Russian Federation, they carry out in-depth breeding work based on the selection of animals according to phenotypic characteristics. Individual animal registration and ear tagging are applied. The animals are graded annually with class assignment. Before the rut, castration is carried out in order to cull out non-cool and unsuitable breeding bulls. To reduce the likelihood of closely related crossings and increase the heterogeneity of the breeding stock, an inter-herd and inter-farm exchange of sire bulls is carried out. Among the problems that hinder the development of selection and pedigree work in northern reindeer husbandry and hinder the realization of the genetic potential of pedigree animals are: an acute shortage of pasture feed in the tundra zone during the snowy period; mass cutting of antlers (growing horns) from producers, which reduces the quality of the seed and reproductive rates; imperfection and low reliability of breeding records; lack of a unified genetic monitoring system; an acute shortage of specialists with the necessary competencies; lack of the development of the market for breeding animals; insufficient level of financing of breeding farms by region. In addition, it is especially emphasized that breeding work in reindeer herds is often carried out without scientific support and supervision by specialists. Genetic examination of the origin of animals, assessment of producers by the quality of seed and offspring is poorly introduced.

Mycoplasmosis control remains urgent in view of wide spread of bovine mycoplasmoses in the countries with intensive animal farming and trade relations between the Russian Federation and foreign partners including import of pedigree livestock and stud bull semen. Results of testing 1,186 biomaterial samples (blood, sera, nasal swabs, milk, preputial swabs, vaginal swabs, aborted and stillborn fetuses) collected from animals that demonstrated clinical signs of respiratory and reproductive disorders in 34 different regions of the Russian Federation for 2015–2018 are presented in the paper. The samples were tested with real-time polymerase chain reaction (rtPCR) for genomes of the following mycoplasmosis agents: Mycoplasma bovis, Mycoplasma bovigenitalium, Mycoplasma dispar. As a result, M. bovis genome was detected in 10.1% of the samples, M. bovigenitalium genome was detected in 8.6% of the samples and М. dispar genome was detected in 37.15% of the samples. Also, 927 semen samples submitted from Russian and foreign breeding farms were tested with PCR. Test results showed presence of M. bovis and M. bovigenitalium genomes in semen samples collected from native bull population. Presented data support Russian scientists’ conclusions on wide mycoplasmoses occurrence in cattle in the Russian Federation territory and risk of the disease agent introduction through semen import. All of these highlight the need for control of semen products as a source for mycoplasmosis spread as well as insufficiency of single testing of semen for granting the disease-free status to the breeding farm for genetic material marketing.

The article draws attention to the fact that the Criminal Procedure Code of the Russian Federation provides for uniform grounds for applying preventive measures, and the circumstances taken into account do not contain clear selection criteria. This implies the discretion of the competent persons when making a procedural decision, and, ultimately, allows you to raise the question of fairness of preventive measures. The author points out that the choice of a fair measure of restraint is preceded by the identification of the limits of coercion that meet the requirement of proportionality of procedural restrictions to the threatened punishment. The material and legal conditions for applying certain preventive measures are analyzed. It is concluded that the decision on the measure of influence should be made taking into account the requirement of economy of compulsion, which should not be absolutized.

Introduction. The paper reviews scholarly literature on selection criteria and medical and biological support for children talented in sports in their ‘dual career’ development. The authors substantiate the need for updating these criteria based on digital methods for functional status assessment. The paper aims to identify contradictions and inconsistencies in the current system of selection and medical and biological support for children talented in sports. These contradictions are considered as factors that determine functional status, psychophysiological health and educational and sports achievements. Materials and Methods. Theoretical analysis of scholarly works on the procedure and nature of selection and support for gifted children at sports schools was conducted. The authors used the following research methods: the axiomatic method, reviewing, analysis and generalization. Results. The theoretical analysis of scholarly and methodological works reveals the need to update the procedure of selecting children for sports schools based on an integrated (genetic, psychological and educational) conclusion on the correspondence of the individual indicators of children to selection criteria in each sports discipline. Generalization and the axiomatic method allowed the authors to formulate the main conceptual provisions of their approach to the research problem. In order to ensure sustainable health and a high level of general and specific reserve capabilities responsible for learning and sports activities (dual career development), it is necessary:  to engage professionals whose expertise includes advanced interdisciplinary knowledge and understanding of key aspects of sports science in professional training and continuing professional development of physical education teachers, coaches, sports psychologists, psychophysiologists, and physiologists;  to supplement medical and biological support by monitoring the mental sphere of young athletes experiencing an increased stress associated with a dual career (a combination of general education and sports training) for maintaining mental health and preventing professional burnout;  to attract targeted funding for school-based research investigations, to engage experts in fundamental areas of science (physiologists, geneticists, biochemists, psychophysiologists) and sports practitioners. Conclusions. The achievements of related sciences and transition to new digital distance technologies for assessing the functional and psychophysiological status in sports schools will provide systemic and dynamic monitoring, the results of which will be useful for promising coaches and athletes and local authorities, conducting Olympic selection in the Russian Federation. The authors conclude that in order to achieve the strategic goal outlined in the ‘The strategy of training prospective Olympic athletes in the Russian Federation until 2025’, the involvement of local authorities responsible for physical education and sports is required.

Based on the analysis of breeding work materials at the Russian meat cattle breeding, the importance and effectiveness of scientific breeds’ zoning was shown. Meat cattle which is bred at the Russian breeding farms is not worse than foreign one in terms of growth intensity, live weight, milk content and meat qualities. Multi-breeding is an objective necessity for the Russian Federation with its diverse natural and economic conditions. In 57 regions of the country, a comprehensive assessment of breeding and productive qualities of meat cattle is carried out. Strengthening the breeding base and matching the placement of cattle breeds to the natural and economic conditions of the regions is one of the most important conditions for the successful development of meat cattle breeding.
