STUDY OF CHANGE TRENDS IN THE MARKET FOR REUSED AGRICULTURAL MACHINERY IN THE AGRICULTURAL SECTOR OF RUSSIA

The paper deals with the development of a system of criteria and indicators for the formation and development of the market for reused agricultural machinery (MRUAM) in order to optimize the structure and use of the machine and tractor fl eet. It is noted that the machine and tractor fl eet used in Russian agricultural sector is 35…40% undersupplied with the most demanded agricultural machinery. About 60% of regional farms are focused on purchasing equipment on the reused machinery market based on its technical readiness and cost not exceeding 60…65% of the cost of the new products. The modern concept describing the development of the domestic market for agricultural machinery and the methodology for the MRUAM formation are presented. The authors list the main tasks for the MRUAM formation and present the information and functional structure of MRUAM. Over 3-4 years to come, systemic development of MRUAM in the agricultural sector of Russia will raise the level of technical readiness of agricultural machines by 5…7% and increase the agricultural machinery and tractor fl eet by 50…55 thousand tractors, 10…12 thousand grain harvesters and 3…3.5 thousand forage harvesters. The MRUAM formation in the agricultural sector of Russia, in addition to increasing the size of the machine and tractor fl eet, will signifi cantly strengthen the engineering and technical system of the agricultural sector. Agricultural producers will get the opportunity to simplify the procedure for fi nding prospective suppliers and consumers of agricultural machinery, as well as to formulate real prices for used resources and provide guarantees for completing transactions to the MRUAM participants.

Summary The main aim of this paper is to develop a model of key technical dynamic capabilities providing implementation flexibility of manufacturing companies of the Polish agricultural sector. Achieving the main target required to formulate sub-targets, to which the following have been included: the query of subject literature remaining in a direct relation to the topic of the research, which, in the authors’ intention, will find its expression in the developed definition of technical dynamic capabilities. At the design level, it is essential to search for the answer to the question: what technical capabilities imply dynamic flexibility of the Polish manufacturers of the agricultural machinery sector?, while, at the empirical level, to prioritize individual technical dynamic capabilities and determine what deficiencies in this area are characteristic for the studied companies.

O setor agropecuário brasileiro é destaque no cenário econômico mundial. A modernização do agronegócio é peça chave no crescimento da produção agrícola. Nos últimos anos a indústria de máquinas e implementos agrícolas brasileira vem investindo em tecnologias para atender a demanda dos produtores rurais e as peculiaridades de cada região do país. A metodologia utilizada neste estudo foi a associação entre revisão sistemática, análise documental e dados secundários do setor de máquinas e implementos. O objetivo foi elaborar um levantamento da quantidade de maquinário nas propriedades rurais brasileiras, mostrando a sua evolução através dos anos. Pode-se observar uma relação entre a expansão da área plantada e o número de máquinas agrícolas. O índice de mecanização mostra que houve um aumento do número de tratores por hectares de área cultivada de lavoura. The modernization of agribusiness is a key factor in the growth of agricultural production. In recent years, the Brazilian agricultural machinery and implements industry has been investing in technologies to meet the demand of rural producers and as peculiarities of each region of the country. The methodology used in this study was the association between systematic review, documentary analysis and secondary data of machines and implements. The objective of this study was to elaborate a survey about the number of machineries in Brazilian rural properties, showing their evolution over the years. There is a relation that can be observed between an expansion of the planted area and the number of agricultural machines. The mechanization index shows that there was an increase in the number of tractors per hectare of crop area. In the article it is shown the results of summarizing of the features, methods, and tools of state support for business structures of the agricultural sector in Ukraine. It is established that the main form of state support is preferential tax treatment and implementation of state targeted programs, covering budget financing of programs and activities aimed at the development of certain industries, partial compensation of interest rates on commercial banks, partial compensation of purchased agricultural machinery. As a result of the analysis of public expenditures in support of the agricultural sector of Ukraine, it was found that the actual amount of funding does not meet the legal norm in the amount of 1 % of GDP. It should be noted a significant overall reduction in public spending to support the agricultural sector of Ukraine in 2020 year compared to the previous 2018–2019 years. At the same time, there is a reorientation of state support: expenditures on livestock and processing of this industry are significantly reduced, while expenditures on cheaper loans and partial compensation for the cost of purchased agricultural machinery are increasing. Given the problems of the agricultural sector, the main areas of the state support and stimulation of agricultural entrepreneurship should be: creating an effective mechanism for the financial support of agricultural enterprises in the context of budget grants and public investment; development of the programs to ensure the renewal of fixed assets and logistical re-equipment of agricultural enterprises through the introduction of innovations; protection of the domestic agricultural producers through a balanced export-import policy.

The problem of updating the fleet of agricultural machinery and introducing technologies into agricultural production is acute. In the current foreign policy and economic conditions, the issue of ensuring food security has become extremely important, in connection with which there is an urgent need to increase the efficiency of agricultural production in a short time. In such a situation, the most effective way is to intensify production, and in this process, machinery and equipment play a primary role. The study found that in the Russian Federation in the period 2015-2020. There was a reduction in the fleet of agricultural machinery, which caused an increase in the load on the existing fleet of tractors and combine harvesters. The rates of renewal of agricultural machinery concerning tractors and combine harvesters have decreased, which, together with other conditions, negatively characterizes the situation with the renewal of the fleet of machinery in agricultural production. In the context of ensuring the implementation of the policy of import substitution and ensuring food security, the state should provide greater support to agricultural producers when updating the fleet of equipment, since in the context of the weakening of the ruble, the deterioration of the national economic system, the falling purchasing power of the population and other factors, agricultural producers will not be able to independently master additional the financial burden, and the renewal of the material and technical base, especially when it comes to the supply of imported equipment, is an expensive issue.

Fertilizers are used all over the world to maintain the sustainability of the agricultural sector and food security. A balanced application of fertilizers increases crop yields, while increasing the amount of food and enriching the soil with essential nutrients. Russia is one of the leading producers of fertilizers, which is due to sufficient natural reserves. The study of the domestic fertilizer market, its state and prospects are considered in the aggregate of the production base, logistics and marketing features, the ways of further development are outlined using such scientific methods as: observation, analysis and synthesis, abstraction and comparison, monographic. The global fertilizer market is highly competitive. Russia not only occupies a strong position in it, but also provides domestic demand. But the level of fertilizer application in Russia is lower than in developed countries, which suggests an increase in the need for fertilizers in the future. Therefore, the further expansion of the domestic market is associated with the development of the material and technical base of agricultural producers, who need not only funds for the purchase of fertilizers, but also equipment for their application. To stimulate domestic demand, it is necessary to encourage private investment in every possible way, to use public-private and public-cooperative partnerships in creating the infrastructure of the fertilizer market; expand the range of fertilizers at the expense of the brand range, attract small agricultural producers, peasant (farmer) farms and households to the market. It is necessary to create conditions for the organization of cooperatives to supply small farms with fertilizers, which will reduce the cost of purchasing them and will contribute to increasing production and increasing the availability of food products, and thus achieve the goal of the agricultural sector in the context of broader macroeconomic objectives of society – improving the quality of life of the population.

The material basis for the development of technological innovations, increasing the competitiveness of domestic food is technical potential. The purpose of the study is to study the current state of provision of agro-industrial complex of Kazakhstan with agricultural machinery, to identify the main problems and prospects of agricultural engineering. Based on the use of economic and statistical method, the analysis of the availability of the main types of agricultural machinery in the republic for 2013-2020 was done. Consideration of statistical data indicates that technical equipment of agricultural production is one of the determining factors for its effective development. Results – the experience of the CIS and foreign countries in the formation of technical base of agricultural producers is presented and the role of agricultural sector in sustainable development of the country's economy is justified. The dynamics of the output of the main types of agricultural machines is shown, taking into account the State Program on Development of the AIC of the RK for 2017-2021. The key problematic issues of material and technical support of agricultural industry are reflected: wear and tear of equipment, excess of standard service period, weak technical means, high cost of agricultural equipment. The data on domestic enterprises producing various agricultural machinery are presented. Conclusions based on the analysis, the authors note that due to insufficient volumes of domestic production of agricultural machinery, their main quantity and types are supplied from Russia, Belarus, Ukraine and foreign countries. Information about suppliers of agricultural machinery is presented, indicating the name and brand of machinery. As a result of the conducted research, the necessity of development of agricultural machinery for updating technical means of agro-industrial complex has been justified. For these purposes, a set of measures aimed to improve technical equipment of agro-industrial production of the Republic of Kazakhstan has been developed.

Substantial research has been devoted to the problems of more rational feeding of animals, improving the quality and nutritional value of existing feeds with a general reduction in the cost of their production, as well as the search for new and alternative sources of feed and methods for their preparation. At the same time, the scientific community is faced with issues of finding the best ways to recycle agricultural and food production waste. Since agricultural producers and processors also face the problem of recycling a variety of waste, the practical implementation of research in these areas is one of the main tasks of the agricultural sector. This article examines the feasibility of organizing on-farm production of animal feed based on a mobile extruder plant that uses waste from the production and processing of crops, food and other industries. This would reduce feed costs, increase the efficiency of using internal feed resources and would utilize production waste. This approach would significantly reduce the cost of livestock products or could become a source of additional income. The data on the extrusion of a number of non-traditional sources of feed products, such as waste from leather production, grape processing, mushroom cultivation, etc., are provided. The article presents the results of studies aimed at determining the criterion for the further use of agricultural machinery that has reached the limit state: to carry out major repairs or dispose of it, as much as possible to save material resources, as required by the principles of the circular economy. Analysis and review of the works of domestic and foreign scientists, as well as the results of studies to identify the reasons for the lack of an effective mechanism for determining the limit state of a particular agricultural machine and the criterion for the onset of this condition. To solve the tasks, the technical condition and cost of the components included in the equipment supplied to the repair enterprises of the industry in 12 regions of Russia were studied. Was determined based on changes in the structure of parts with different periods of use of agricultural machinery. The results showed that the price of repair of the machine depends on the level of loss of validity of its parts, which were divided into three groups: fit without repair, fit after recovery and scrap, which cannot be restored. Was built based on the prices of capital repair machines and revenue from the sale of components utilized machine when the loss of her life, which allowed to determine the boundaries for further use of the machine, which reached a limit state. It was found that the loss of shelf life of almost all machines now entering the repair facility, is beyond the limits of the state and must be disposed of. The limit state of the machine occurs when the loss of its validity in the range of 0.45 < Г[sub]п∑i[/sub] < 0.5. In this interval, the owner of the machine can choose either of two options for its further use: repair or recycle. When Г[sub]п∑i[/sub] <0,45 preferable overhaul. When Г[sub]п∑i[/sub] > of 0.5 will require disposal, which will provides the greatest possible resource efficiency. An analysis of the research, taking into account past and foreign experience, will justify the direction of the agricultural sector in maintaining high technical readiness of agricultural machinery.

The agriculture and fisheries sectors account for 9 percent of Surinames GDP. Transition to a modern and innovative agri-food system is among the goals of Surinames government. Surinames agricultural policies include a combination of trade regulations, budget support, and direct participation in agricultural production by the state-owned companies. In 2016-2018, high inflation and currency depreciation impacted agricultural producers and consumers, while the budget funds for support to agriculture were substantially cut. In 2018, the annual value of support to individual producers in Suriname was SRD $267 million, or 16% of total farm receipts. This figure reflects strong market price support to livestock producers at the expense of consumers, while rice producers receive disincentives due to agricultural policies. Between 2015 and 2018, support to general services for agriculture, the most efficient way to promote innovative development, decreased from 44% to only 6% of the total support to the agricultural sector. The fisheries sector was mainly supported through the fuel tax concessions. The amount of the general services support to fisheries was less than the cost of the fishing licenses. While agriculture contributes 19% to the Surinames greenhouse gas emissions, the study found that agricultural policies do not favour climate-affecting activities in agriculture.

The article presents the prospects of digitalization and use of artificial intelligence technologies in the technical modernization of the agro-industrial complex (AIC). In order to improve the efficiency of agricultural industry, including the productivity and quality of products in such sectors as crop production, livestock, processing of agricultural products, a transition to innovative technologies is required. Their use in agricultural production makes it possible to significantly competitiveness of the agricultural sector of the economy of the Russian Federation. To do this, the technical modernization of the agro-industrial complex, which provides for the renewal of its base with domestic agricultural machinery is required. In modern machines, a large number of electronic systems with various sensors are involved. They allow to control the operation of various units, including the internal combustion engine, transmission, work tools and other mechanisms. The use of such systems makes it possible to reduce the cost of maintenance and use of equipment, to monitor the modes of operation and technical condition of equipment around the clock, to conduct repair and maintenance activities as required. The current global trend is the use of remote machine diagnostics systems. They allow service centers and emergency support to diagnose a vehicle at a distance, reducing downtime. In recent years, there has been a trend towards digital solutions in machine maintenance. 3D technologies are promising for repair of agricultural machinery, including restoration and hardening of parts. They can be used to measure the geometric dimensions and determine the physical and mechanical properties of part faces of agricultural machines during the incoming inspection of spare parts and fault detection of parts, by scanning them. The introduction of digital technologies and artificial intelligence in the repair practice will reduce the duration of repair and maintenance actions during the technical service of agricultural machinery and significantly reduce the cost of their implementation.
