Substantial research has been devoted to the problems of more rational feeding of animals, improving the quality and nutritional value of existing feeds with a general reduction in the cost of their production, as well as the search for new and alternative sources of feed and methods for their preparation. At the same time, the scientific community is faced with issues of finding the best ways to recycle agricultural and food production waste. Since agricultural producers and processors also face the problem of recycling a variety of waste, the practical implementation of research in these areas is one of the main tasks of the agricultural sector. This article examines the feasibility of organizing on-farm production of animal feed based on a mobile extruder plant that uses waste from the production and processing of crops, food and other industries. This would reduce feed costs, increase the efficiency of using internal feed resources and would utilize production waste. This approach would significantly reduce the cost of livestock products or could become a source of additional income. The data on the extrusion of a number of non-traditional sources of feed products, such as waste from leather production, grape processing, mushroom cultivation, etc., are provided. Keywords: agriculture, animal husbandry, feeding, alternative feed resources, production waste, extruding, efficiency

Subject. The article discusses the availability of technological equipment in the agriculture of the Republic of Dagestan. Objectives. We analyze the current situation and trends in the development of available technological equipment in the republican agriculture, identify the role and place of machine and tractor fleet in the retrofitting of the regional agriculture. Methods. The study is based on monographic, abstract logic, statistical, analytical methods. Results. Dagestan has got a critically few technological equipment, which affects the development of the regional agricultural sector. The availability of technological equipment is found to have dramatically reduced in animal husbandry for the recent 30 years. The availability of technological equipment and land cultivation strongly correlates, thus simplifying applicable agricultural technologies. Most agricultural producers of Dagestan were found to be unable to participate in the program for federal agricultural lease. Conclusions and Relevance. The deterioration of available technological equipment in agriculture is a key cause undermining the competitiveness of products and efficiency of the regional agriculture. We prove the importance of governmental actions incentivizing the influx of new technological equipment, including a set of measures reinforcing the availability of technological equipment. As long as most agricultural producers are microbusinesses that lack resources to participate in many machine renovation programs, funding should be increased substantially to subsidize a portion of equipment acquisition costs incurred by agricultural producers, and a portion of reimbursed costs as much as at least 50 percent of the value of agricultural machines acquired.

Waste from agricultural and industrial production is one of the factors of environmental pollution. Together with this, they are a valuable raw material and can be used, for example, for the manufacture of additional animal feed. The article provides information on the rational use of valuable agricultural and industrial waste as additives in the rations of feeding farm animals and poultry. The health of farm animals and poultry, their productivity depends on the quality and balance of feed. An unbalanced diet leads to metabolic disorders. The data on the chemical composition of molasses, cake and meal, which are used in animal husbandry and poultry farming, as an additional feed with a high protein content, are given. Molasses, which is a by-product of sugar beet production, contains easily digestible carbohydrates, and its use in animal husbandry as an additional feed solves the problem of sugar deficiency. The Testing Center (IC) of the Federal State Budgetary Scientific Institution "FSBSI «FCTRBS-RRVI" conducted research on sunflower cake, rapeseed and sunflower meal in terms of feed value (mass fraction of moisture, mass fraction of crude protein, mass fraction of crude fiber, mass fraction of crude fat). The results of the study of beet molasses samples are presented in terms of quality indicators: mass fraction of dry substances, mass fraction of sugar (by direct polarization), and mass fraction of reducing sugars. The studies carried out indicate that 95% of cake, meal and beet molasses obtained from agricultural and industrial waste, in terms of feed value, meet the requirements of the current regulatory documentation.

A modern animal husbandry needs balanced feeding with rational use of feed and the maximum involvement of unconventional feed. At the same time, issues of increasing the nutritional value of feeds, improving quality, reducing the share of cereals remain urgent, since they occupy a significant part in the composition of the diet and cost structure. The application of modern feed processing technologies increases the efficiency of their use, increases the performance of animal husbandry, as evidenced by numerous experiments. The organization of feed production based on own feed resources significantly reduces the cost of production. The application of a number of technologies has been discussed and justified, which allows obtaining feed with high zootechnical and consumer characteristics, as well as with high rates of nutrition, digestibility and biological value with a significant reduction in the cost of feeding.

The materials are related to the research of issues of public support for the development of small forms of business (SFB) in Kazakhstan. The most important link in agro-industrial complex is agriculture, which provides the country with food products and industry with raw materials. The article examines the domestic and international experience of public support of commodity producers, which makes it possible to draw a conclusion about the need to improve government regulation measures, taking into account regional characteristics, and implementation of State and sectoral programs. The authors note that the availability of budget funds has a significant impact on the effective activity of small businesses. The analysis showed the limited possibilities of attracting loans and other financial sources by small businesses. The solution to these problems should be carried out on the basis of the purchase of a guaranteed volume of manufactured products, provision of loans at the expense of budgetary allocations, concessional lending and taxation, subsidies. The necessary measures of government assistance for the development of the industry as a whole have been determined, in particular, animal husbandry, intensive gardening, and sugar beet processing. Based on the results of the developments, it was concluded that with financial and property support of agricultural producers, including small categories of agribusiness, the tasks set for agricultural sector - increase in market share of domestic products, decrease in import dependence will be implemented. Small farms play an important role in the production of agricultural products, food supply, social stability in the countryside.

The development of the agricultural sector, like any other sector of the economy, depends significantly on funding. Insufficient funding is holding back a significant increase in the efficiency of agro-industrial enterprises. Information on the importance of agricultural enterprises in the development of Ukraine's economy is given. The article analyzes the results of the budget program PCECC 1201150 "Financial support of agricultural producers" in 2020, the current state and trends in lending to agricultural enterprises. Analyzing the attraction of soft loans by businesses in the agro-industrial complex in 2020, it was found that most agricultural enterprises need funds to replenish working capital, and long-term loans are in demand due to the need to upgrade fixed assets and construction and reconstruction of production facilities. Some programs confirm that the priority areas of state support for agricultural producers in 2021, as in previous years, are the development of animal husbandry, horticulture, farming, as well as cheaper loans and purchase of agricultural machinery. The results of the state program "Affordable loans 5-7-9%" are presented, according to which agricultural enterprises received almost half of the total amount of loans issued. The specific features of the agro-industrial complex presented in the article are the factors holding back their lending, so we believe that it would be appropriate to consider the creation of a specialized agricultural bank that would lend to small and medium-sized agricultural enterprises. The services of commercial banks that they offer for enterprises in the agricultural sector are analyzed. The variety of services and programs is due to the desire of banks to attract as large a range of enterprises in the agricultural sector to provide them with funds for further development.

Fertilizers are used all over the world to maintain the sustainability of the agricultural sector and food security. A balanced application of fertilizers increases crop yields, while increasing the amount of food and enriching the soil with essential nutrients. Russia is one of the leading producers of fertilizers, which is due to sufficient natural reserves. The study of the domestic fertilizer market, its state and prospects are considered in the aggregate of the production base, logistics and marketing features, the ways of further development are outlined using such scientific methods as: observation, analysis and synthesis, abstraction and comparison, monographic. The global fertilizer market is highly competitive. Russia not only occupies a strong position in it, but also provides domestic demand. But the level of fertilizer application in Russia is lower than in developed countries, which suggests an increase in the need for fertilizers in the future. Therefore, the further expansion of the domestic market is associated with the development of the material and technical base of agricultural producers, who need not only funds for the purchase of fertilizers, but also equipment for their application. To stimulate domestic demand, it is necessary to encourage private investment in every possible way, to use public-private and public-cooperative partnerships in creating the infrastructure of the fertilizer market; expand the range of fertilizers at the expense of the brand range, attract small agricultural producers, peasant (farmer) farms and households to the market. It is necessary to create conditions for the organization of cooperatives to supply small farms with fertilizers, which will reduce the cost of purchasing them and will contribute to increasing production and increasing the availability of food products, and thus achieve the goal of the agricultural sector in the context of broader macroeconomic objectives of society – improving the quality of life of the population.

The rapid growth of the business world is reasonable with fierce competition fornew and similar industries. This phenomenon requires companies in manufacturingto compete competitively as experienced by the animal feed industry, especiallyshrimp feed. Marketing of shrimp feed at the end of 2019 increased after decliningsince the first quarter of the third quarter. According to the head of the aquaculturedivision of the Association of Animal Feed Entrepreneurs (GPMT) Haris Muhtadi, the transmission occurred because of an outbreak of disease attacking shrimp andafter the outbreak ended, shrimp production began to compete again. There aremany ways that companies, especially those engaged in shrimp feed, do so. Startingfrom creating low prices to making brand variations with a certain quality measurethat is used as a price differentiator between these products. To get around this, thecompany must have the right strategy and policy, namely by paying attention to thecost of production of its products. The purpose of determining the cost of goodsmanufactured at PT. Central Proteina Prima, Tbk. This is to analyze the differencein cost of goods manufactured between the methods used by the company and thecost of goods manufactured with the full cost and variable cost methods. This studyuses a qualitative descriptive method and the data source is secondary data. Theresults of the study to determine the cost of production is the shrimp feed factory ofPT. Central Proteina Tbk Medan issued a production cost per kilogram of Rp.14.103.5. Meanwhile, the variable cost of the method according to the previoustheory, the value per kilogram is smaller, namely Rp. 14,049, with a difference ofRp. 54.5 per kilogram. If the company sets a price of Rp 19,745 per kilogram usingthe same method, then determining the cost of goods manufactured 0.5% is moreeffective using the theoretical variable cost method. This difference occurs becauseof the grouping of raw material costs and direct labor costs which affect factoryoverhead costs and the cost of goods manufactured.

The paper deals with the development of a system of criteria and indicators for the formation and development of the market for reused agricultural machinery (MRUAM) in order to optimize the structure and use of the machine and tractor fl eet. It is noted that the machine and tractor fl eet used in Russian agricultural sector is 35…40% undersupplied with the most demanded agricultural machinery. About 60% of regional farms are focused on purchasing equipment on the reused machinery market based on its technical readiness and cost not exceeding 60…65% of the cost of the new products. The modern concept describing the development of the domestic market for agricultural machinery and the methodology for the MRUAM formation are presented. The authors list the main tasks for the MRUAM formation and present the information and functional structure of MRUAM. Over 3-4 years to come, systemic development of MRUAM in the agricultural sector of Russia will raise the level of technical readiness of agricultural machines by 5…7% and increase the agricultural machinery and tractor fl eet by 50…55 thousand tractors, 10…12 thousand grain harvesters and 3…3.5 thousand forage harvesters. The MRUAM formation in the agricultural sector of Russia, in addition to increasing the size of the machine and tractor fl eet, will signifi cantly strengthen the engineering and technical system of the agricultural sector. Agricultural producers will get the opportunity to simplify the procedure for fi nding prospective suppliers and consumers of agricultural machinery, as well as to formulate real prices for used resources and provide guarantees for completing transactions to the MRUAM participants.
