Analysis of the state of agricultural equipment in the agroindustrial complex

The article presents the results of studies aimed at determining the criterion for the further use of agricultural machinery that has reached the limit state: to carry out major repairs or dispose of it, as much as possible to save material resources, as required by the principles of the circular economy. Analysis and review of the works of domestic and foreign scientists, as well as the results of studies to identify the reasons for the lack of an effective mechanism for determining the limit state of a particular agricultural machine and the criterion for the onset of this condition. To solve the tasks, the technical condition and cost of the components included in the equipment supplied to the repair enterprises of the industry in 12 regions of Russia were studied. Was determined based on changes in the structure of parts with different periods of use of agricultural machinery. The results showed that the price of repair of the machine depends on the level of loss of validity of its parts, which were divided into three groups: fit without repair, fit after recovery and scrap, which cannot be restored. Was built based on the prices of capital repair machines and revenue from the sale of components utilized machine when the loss of her life, which allowed to determine the boundaries for further use of the machine, which reached a limit state. It was found that the loss of shelf life of almost all machines now entering the repair facility, is beyond the limits of the state and must be disposed of. The limit state of the machine occurs when the loss of its validity in the range of 0.45 < Г[sub]п∑i[/sub] < 0.5. In this interval, the owner of the machine can choose either of two options for its further use: repair or recycle. When Г[sub]п∑i[/sub] <0,45 preferable overhaul. When Г[sub]п∑i[/sub] > of 0.5 will require disposal, which will provides the greatest possible resource efficiency. An analysis of the research, taking into account past and foreign experience, will justify the direction of the agricultural sector in maintaining high technical readiness of agricultural machinery.

The repair industry in almost all countries has entered a critical period, characterized by the need to combine and use various strategies and technologies for maintenance and repair of new equipment, as well as equipment produced many years ago. (Research purpose) The research purpose is in analyzing the state of the repair and maintenance base of the agro-industrial complex and justifying the possibilities of its modernization using intelligent technologies. (Materials and methods) Authors used methods of generalizing data from various services of agro- industrial formations of individual regions, materials of scientific and technical literature and research developments, studied data on the practical use of modern resource-saving technologies by engineering services of the agro-industrial complex of the regions when carrying out repairs and service and technological services. (Results and discussion) The lack of information about the state of the repair and maintenance base makes it difficult to determine all the criteria associated with the transition of manufacturers to a contract of the entire life cycle. Obtaining information about the state of the repair and maintenance base of the agro-industrial complex is a very important stage that contributes to the modernization of this base and attracting not only the governments, but also agricultural machinery manufacturers to modernization. (Conclusions) The technological level of the enterprises of the repair and maintenance base of agriculture has significantly decreased in recent years, and this has affected the decline in technical readiness indicators, which confirms the need to conduct research and implement in practice the main measures related to the modernization of the specified repair and maintenance base.

The article presents the prospects of digitalization and use of artificial intelligence technologies in the technical modernization of the agro-industrial complex (AIC). In order to improve the efficiency of agricultural industry, including the productivity and quality of products in such sectors as crop production, livestock, processing of agricultural products, a transition to innovative technologies is required. Their use in agricultural production makes it possible to significantly competitiveness of the agricultural sector of the economy of the Russian Federation. To do this, the technical modernization of the agro-industrial complex, which provides for the renewal of its base with domestic agricultural machinery is required. In modern machines, a large number of electronic systems with various sensors are involved. They allow to control the operation of various units, including the internal combustion engine, transmission, work tools and other mechanisms. The use of such systems makes it possible to reduce the cost of maintenance and use of equipment, to monitor the modes of operation and technical condition of equipment around the clock, to conduct repair and maintenance activities as required. The current global trend is the use of remote machine diagnostics systems. They allow service centers and emergency support to diagnose a vehicle at a distance, reducing downtime. In recent years, there has been a trend towards digital solutions in machine maintenance. 3D technologies are promising for repair of agricultural machinery, including restoration and hardening of parts. They can be used to measure the geometric dimensions and determine the physical and mechanical properties of part faces of agricultural machines during the incoming inspection of spare parts and fault detection of parts, by scanning them. The introduction of digital technologies and artificial intelligence in the repair practice will reduce the duration of repair and maintenance actions during the technical service of agricultural machinery and significantly reduce the cost of their implementation.

According to forecasts for 2022, the number of self-propelled agricultural machinery that will fail will be about 100 thousand units. This will have a significant impact on the overall productivity in the field of agricultural production and will require additional financial costs for effective resource-saving environmental-oriented utilization of agricultural machinery with the maximum recovery of secondary resources in the processing of its components. (Research purpose) The research purpose is considering the main life cycles of machinery, including agricultural, and determining the possibility of obtaining secondary resources in the recycling of components of machinery and equipment. (Materials and methods) The authors found that the establishment of an industry-wide recycling system would allow the reuse of usable and recovered parts obtained from decommissioned equipment, as well as receive additional funding from the sale of secondary resources. The authors have found that for the functioning of the whole system, it is necessary to work with a large amount of data related to the ongoing recycling processes, as well as constantly monitor changes in the state and properties of materials. They also found that the maximum use of digital technology is the only way to combine all these requirements and make the system work. (Results and discussion) The article reviews the key points of the use of life cycle method for equipment, including agricultural, reviews the state of machine and tractor park of agro-industrial complex, shows the possibility of using resource-saving ecologically oriented branch system of recycling of agricultural machinery, as well as the movement of waste and material flows in the processing components of utilized machines. (Conclusion) The article presents recommendations on the possibility of efficient disposal of equipment, including agricultural, with the maximum recovery of secondary resources from recycled waste.

Предложены шаги, способные повысить эффективность государственной поддержки импортозамещения в сельхозмашиностроении Российской Феде-рации. Effective development of domestic agricultural engineering ensures the achievement of high production volumes of agri-food products. To improve the national production of agricultural machinery, the leading countries of the world provide state support to their pro-ducers. At the same time, these countries stimulate the development of the industry in order to dominate their producers in the domestic market, and to expand into the markets of foreign countries. For a long time, Russia has been the object of widespread expansion by foreign manufacturers of agricultural equipment. At the same time, under the conditions of economic sanctions, dependence on im-ported agricultural equipment limits the development of the domes-tic agro-industrial complex. Significantly reduce dependence on foreign supplies of agricultural equipment and ensure the competi-tiveness of domes- tic products should be implemented in the indus-try's current policy of import substitution. The purpose of the article is to analyze the implementation of the policy of import substitution in domes-tic agricultural machinery and assess its impact on the development of the industry. Government sup-port has a significant impact on the development of the industry, which is confirmed by statistical data and materials of market participants. Analysis of the literature and regulatory acts showed that the state financial support for the industry is carried out in 4 areas: industrial, technological, marketing and personnel. The effectiveness of state support is determined by the state of the industry, the situation on the domestic market of agricultural equipment and the achievement of support goals. To date, govern-ment support measures for import substitution in the industry have not ensured its stable development and increased competitiveness of the products produced. The authors analyzed the implementation of the state policy of import substitution in the domestic agricultural machinery in the framework of the relevant sectoral plan. Based on the analysis, a conclusion was made about the need to improve measures of state support for the industry.

It is determined that the attractiveness of working in the agricultural sector is gradually growing. Meanwhile, a number of problems remain, such as a shortage of qualifi ed employees, temporary and working staff , specialists who know foreign languages, etc. it is impossible. To quickly resolve these diffi culties, but with the development of the company’s HR brand and the promotion of work in agriculture, the situation will gradually change.

The article substantiates the main determinants of the development of energy efficient technologies in the agro-industrial complex of Ukraine. The main problems that hinder the achievement of energy independence of Ukraine are revealed and their essence is revealed. The problems and prospects for the adaptation of current technologies in crop production, the latest technical and technological solutions in animal husbandry and resource-saving farming systems to the existing conditions of domestic agricultural production are stated. The analysis of the use of modern energy efficient technologies in the field of crop production is carried out and it is substantiated that they are associated with the use of modern technology and renewable energy sources, space information technologies. The features of innovative energy- and resource-saving farming technologies are considered. The newest technical and technological solutions in animal husbandry, contributing to energy saving in the context of modern technical and technological support of the industry, energy and resource saving technologies, production of biofuel (biogas) with a description of problems and prospects are proposed. Measures to overcome the crisis state of innovative and technological activity of agricultural enterprises are proposed, aimed at strengthening the agricultural sector and ensuring its progressive development. The use of promising energy-efficient technologies in the agro-industrial complex has been substantiated as a guarantee of the development of the industry on an innovative basis. Review of measures to improve government regulation and incentives for the transition to energy efficient technologies, namely: improving the image of the state on the world stage to increase investment attractiveness; development of an effective energy policy that will have a close relationship with the European energy direction; liberalization of energy markets and delineation of energy supply sources, etc. It has been proved that at the state level it is necessary to constantly inform agricultural producers about modern energy-saving technologies, introduce pilot projects, and continuously monitor the efficiency of energy resources use.

Investing in agro-industrial enterprises ensures the competitiveness of agro-industrial formations through the use of innovations to improve their positions in both domestic and foreign markets; achieving economic and food security; improving the social infrastructure of the village translator. Investment activity is a determining factor in the effectiveness of the formation and use of investment potential of agricultural enterprises. The analysis of statistical data on the volume of investments in agricultural enterprises of Lviv region at the expense of district budgets in 2019–2020 indicates an increase in investment resources invested in Horodok, Zolochiv and Stryj districts. However, the total approved amount of investments in the region in 2020 (1913.0 thousand UAH) decreased by 2.3 times compared to the funded volume in 2019 (4394.9 thousand UAH), which indicates the unstable rate of investment activity of investments in agro-industrial enterprises in terms of districts of Lviv region. During 2016–2020, there is a positive trend to increase the share of investments in the agro-industrial complex of Lviv region from the budgets of all levels, which, given the leading role of the national agricultural sector, is quite natural. This figure will reach its maximum value in 2020, which is 15.3 more than in 2016, at the expense of the state budget and 1.6 times more – at the expense of the regional budget. During 2019 (52 enterprises) 2.5 times compared to 2016 (22 enterprises) increased the number of agricultural enterprises in Lviv region, which used the program of interest compensation on loans in the amount of 68.4 million UAH. at the expense of the regional budget, which is 3.1 times more than in 2016 (UAH 22.0 million). The program of compensation of interest on loans from the state budget in 2019 was used by 41 enterprises of the agro-industrial complex of Lviv region, which is 3.2 shirts more than in 2016. However, funding decreased from UAH 334.1 million. in 2016 to UAH 173.8 million. in 2019. In 2019, UAH 11.5 million was financed for the implementation of business plans at the expense of soft loans of Lviv region. at the expense of the state budget and UAH 6.8 million. at the expense of the local budget. This allowed 34 businesses to purchase 14 units of agricultural machinery, plant 18.7 hectares of orchards and berries, purchase 24 heads of breeding animals, 21 formations to modernize technological processes and create an additional 30 jobs. Investments are an important guarantee of effective economic development of any enterprise, region, country. At the present stage, the main task is to take all possible measures to create an attractive investment climate and intensify investment processes at both the regional and national levels.

Abstract Nowadays agricultural production is experiencing certain difficulties that negatively affect the profitability of agricultural organizations. Despite all the efforts of the state and its attempts to support agricultural producers, one can observe a decrease in production volumes of some types of products, as well as a lack of high-tech equipment. These challenges can be solved by improving the tools and by methods of regulating the activities of agricultural organizations. The implementation of new state control scientific approaches, primarily financial and credit, informative consulting and personnel issues of agricultural sector, will help overcome negative trends. The priority task of strengthening the state stimulating role in control of inter-farm relations in the regional agricultural sector is state support for the development of peasant (farm) households and cooperation in agriculture, while maintaining the existing level of support for medium and large agricultural. The article presents an assessment of the effectiveness of public investments in the development of agriculture on the example of the Chuvash Republic, which indicates a decrease in the effectiveness of the selected forms of support for the agricultural sector. There is a growing need to develop new tools to stimulate the innovative development of the agro-industrial complex.

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.
